There is no universal cheapest payment method abroad. A card purchase is often inexpensive when your issuer charges no foreign-transaction or extra currency-conversion fee and you pay in the local currency. Cash can be essential where cards are refused, but obtaining it may add exchange-desk, ATM, issuer or operator charges. A credit-card cash withdrawal is usually the costliest choice because it can be treated as a cash advance with an upfront fee and interest.
The lowest-cost choice for your trip comes from comparing the complete fee stack for your specific card, destination, currency and transaction—not from choosing “credit,” “debit” or “cash” in the abstract.

Quick answer: match the method to the transaction
| Method | When it can be cheapest | Main costs to check | Typical risk |
|---|---|---|---|
| Credit card purchase | Your card has no foreign-transaction or additional conversion fee, and the merchant processes the payment in local currency. | Issuer fee, network exchange rate, and any dynamic currency conversion (DCC) markup. | A merchant’s “pay in your home currency” offer may be more expensive than local-currency billing. |
| Debit card purchase | Your account has low or no international purchase fees and the card is widely accepted. | Account fee schedule, network conversion, DCC and acceptance. | A debit card may fail, be blocked or be stolen, leaving you without access to your main account. |
| Debit-card ATM withdrawal | Your bank has favorable international terms or a confirmed partner ATM network, and you withdraw enough to avoid repeated fixed charges. | Issuer foreign-ATM fee, out-of-network fee, local ATM surcharge and conversion choice. | Multiple fixed fees can make several small withdrawals expensive. |
| Credit-card ATM withdrawal | Only as an emergency fallback when no lower-cost option is available. | Cash-advance fee, immediate interest under your agreement, ATM charge and conversion. | It is not priced like a normal purchase and can accumulate interest quickly. |
| Exchanged cash | You already hold suitable notes or can exchange through a transparent, competitive channel. | Exchange rate spread, stated commission and any handling fee. | “No commission” may conceal a poor exchange rate; airport and hotel desks can charge for convenience. |
These outcomes vary by issuer, country, currency and date. A rewards card is not automatically cheaper: rewards are valuable only if they exceed the card’s international charges.

Card purchases
For a purchase, the card network converts the local amount into your billing currency unless the merchant converts it first. Your issuer may then add a foreign-transaction fee or a separate currency-conversion charge. The exact terms are in your card agreement or debit-account fee schedule. A card that advertises rewards can still cost more than a no-fee card if the international fee is larger than the rewards earned.
ATM withdrawals
An ATM withdrawal can involve two different providers. Your bank may charge an international or out-of-network fee, while the ATM owner may add a surcharge. The machine can also offer DCC, converting the withdrawal into your home currency at a rate that includes a markup. Compare the final local-currency amount, all displayed fees and the rate before accepting.
Cash exchange
When you exchange notes, compare the rate you will actually receive after the desk’s spread and commission. A “zero commission” sign does not prove that the rate is competitive. Airport and hotel counters are convenient, but convenience can be reflected in the spread. Exchanging a small amount for arrival and using a lower-cost method later can limit exposure to an unfavorable rate.

Credit-card purchases: when they win
A credit card can be the lowest-cost option for everyday spending when its terms show no foreign-transaction fee and no additional conversion fee. Pay in the destination’s currency so the network—not the merchant—performs the conversion. Before departure, verify whether your card uses the network rate without an issuer markup and whether any special currency is excluded.

Credit cards also provide a separate source of funds if a debit card is lost or a bank account is temporarily locked. That resilience has value, but it does not remove the need to compare fees. Keep the card agreement or current fee schedule accessible so you know the cost before a dispute or emergency withdrawal occurs.
Debit-card purchases: check the account, not the logo
Debit purchases may use a similar network conversion process to credit purchases, but the issuer’s account terms control the fee. Check the debit product’s international-purchase fee, daily limits, fraud controls and merchant acceptance. A debit transaction draws directly from your account, so a compromised card can expose available funds until the bank resolves the issue.
Use a debit card for purchases only when you understand the account’s protections and have a second way to pay. Set travel alerts or app notifications so an unfamiliar transaction is noticed promptly, and keep enough account balance for holds that hotels, car-rental companies or fuel stations may place.

Debit cash is often more practical than exchanging a large amount of notes, but the cheapest result depends on the ATM and your bank’s schedule. The FDIC advises travelers to ask their bank about ATM and foreign-transaction fees before leaving (FDIC travel guidance). Canada’s travel guidance likewise recommends checking whether your bank has international partners that can provide fee-free or lower-cost access (Government of Canada: Travelling and money).

Ask your bank four specific questions:
- Is there a foreign-ATM fee, an out-of-network fee, or both?
- Does the bank reimburse local ATM surcharges, and under what limit?
- What daily withdrawal and fraud-prevention limits apply?
- Which overseas partner network, if any, is treated as in-network?
At the machine, read the surcharge and conversion screens. If a fixed fee applies, one larger legitimate withdrawal may cost less than several small ones, but do not withdraw more cash than you can secure safely.
Credit-card ATM withdrawals: why they are usually the expensive fallback
A credit-card ATM transaction is generally a cash advance, not a normal purchase. The Government of Canada warns that credit-card cash withdrawals usually carry high fees and interest (Travelling and money). Mastercard’s consumer FAQ similarly advises using a credit card for foreign ATM cash only when it is the only option (Mastercard FAQ).
Review your agreement for the cash-advance fee, annual percentage rate, when interest begins, minimum interest charges and any ATM fee. Because interest may start immediately rather than after a purchase grace period, repay the advance as soon as possible. Never assume that a card with no foreign-transaction fee also offers cheap cash advances; those are separate provisions.
Dynamic currency conversion: decide at the terminal
Dynamic currency conversion is the offer to have a card purchase or ATM withdrawal converted into your home currency immediately. Visa says the provider should display both currency amounts, the exchange rate and any fees or markup, and give you a choice (Visa: What is Dynamic Currency Conversion?). Visa describes a 3–5% markup as common in DCC offers, but that is a general estimate, not a guaranteed charge for every transaction (Visa: Travel Credit Cards & Foreign Transactions Explained).

- Confirm the local-currency amount and your card’s home-currency amount on the screen or receipt.
- Look for the exchange rate, a percentage or fixed fee, and the final total. If required details are missing, do not approve the conversion.
- Select payment in the local currency when you want your card network and issuer to handle the conversion.
- Keep the receipt. If the terminal converted without your clear choice, contact the issuer promptly and provide the transaction details.
Visa states that merchants and ATMs should let you accept or decline conversion and must not choose on your behalf. If details are absent or staff pressure you to choose, Visa recommends declining and reporting the incident to your issuer.

- Gather the live terms. Download the current credit-card agreement and debit-account fee schedule. Record foreign-transaction fees, conversion charges, ATM fees, cash-advance pricing, daily limits and dispute contacts.
- Ask about travel notices. Issuer practice differs by country and institution. Mastercard’s FAQ directs cardholders to their issuer for account-specific questions (Mastercard FAQ). Check your bank’s current app or support instructions rather than assuming a notice is always required or never needed.
- Check destination acceptance. Confirm whether your cards work on the local network, whether contactless payments are common and whether rural transport, markets or small businesses commonly require cash.
- Identify safe ATM options. Ask about partner banks, search your issuer’s locator and note your withdrawal limit. Avoid relying on one machine or one card.
- Prepare two payment paths. Carry a primary card, a separate backup card and a modest amount of local cash. Store the backup separately and keep emergency contact numbers offline.
A simple decision process at your destination
- For a purchase, choose local currency. Compare your card’s international fee with the merchant’s DCC rate. Decline DCC unless you have calculated that the disclosed rate and fee are genuinely better for your account.
- If cash is required, use debit first. Choose a bank-affiliated or partner ATM, read the surcharge and select local-currency withdrawal when DCC is offered.
- Use exchanged notes selectively. Exchange only what you need when the quoted rate and all fees are clear. Avoid making a large exchange at a desk you have not compared.
- Reserve credit cash advances for emergencies. If you must use one, check the fee and interest terms first, withdraw the minimum and repay immediately.
- Record transactions. Save receipts and check app notifications. Early detection helps you challenge an incorrect conversion, duplicate charge or unauthorized withdrawal.
Important regional qualification: EU euro withdrawals
An EU consumer FAQ says a bank should not charge more for a cross-border euro ATM withdrawal in another EU country than for a national euro transaction of the same value. That protection is limited to its stated EU, euro and equivalent-transaction scope. EU law does not set the currency-conversion charge for other currencies, and the rule should not be generalized to non-EU countries, non-euro withdrawals or card products with different pricing. Check the terms that apply to your residence, account and destination.

Your debit card is stolen
Freeze it in the banking app if possible, call the bank, change relevant credentials and use the separately stored backup payment method. Keep enough emergency cash to cover transport and food while access is restored.
A cash exchange desk says “no commission”
Ask for the exact amount of foreign currency you will receive for a stated amount of your money. Compare that effective rate with another desk or your card’s network conversion before handing over funds.
Bottom line
For most planned purchases, a no-foreign-transaction-fee card paid in local currency is a strong starting point, whether it is credit or debit. For cash, a debit card at a confirmed low-fee or partner ATM usually beats a credit-card cash advance. Keep some cash and a backup card because acceptance and access are unpredictable. The cheapest answer is the one that wins after you add your issuer’s fee, the network rate, any DCC markup, ATM charges and the practical cost of being unable to pay.
