Which State and Local Taxes Qualify for the SALT Deduction in 2025?

For a 2025 federal return, the SALT deduction can include qualifying state and local income taxes, or general sales taxes, plus eligible real estate and personal property taxes. The deduction is claimed on Schedule A and is subject to a combined cap of $40,000 ($20,000 for married taxpayers filing separately), with a high-income reduction that generally leaves at least $10,000 ($5,000 for married filing separately). You must itemize for SALT to provide a tax benefit.

What the SALT deduction covers in 2025

SALT means state and local taxes. On the 2025 federal Schedule A, the relevant categories are:

As an Amazon Associate I earn from qualifying purchases.

  • State and local income taxes, or an election to deduct general sales taxes instead;
  • State and local real estate taxes on qualifying nonbusiness property; and
  • Annual state and local personal property taxes based solely on value.

These amounts are potential itemized deductions, not automatic tax credits. You generally benefit only when your total allowable itemized deductions exceed the standard deduction for your filing status and circumstances. The Internal Revenue Service (IRS) 2025 Schedule A instructions control the return-year rules, limits and worksheets; a different tax year can have different limits.

State and local income taxes

Payments that generally qualify

You can generally include state and local income taxes that you paid during 2025. That may include:

  • State and local income tax withheld from wages during 2025;
  • 2025 estimated state or local income-tax payments; and
  • State or local income tax paid in 2025 for an earlier tax year.

The 2025 Schedule A instructions also identify certain mandatory state disability, unemployment and family-leave contributions as includable state and local income taxes. The treatment depends on whether the contribution is one of the specified mandatory programs covered by the instructions, so retain the state notice or year-end wage records supporting the amount.

Amounts you must leave out

  • Do not include a tax amount that you already deducted elsewhere, such as a business expense on a business schedule.
  • Do not include taxes that are not income taxes merely because they were withheld from pay.
  • Do not count a refund as a tax payment. If you received a state or local tax refund, consider whether the federal tax-benefit rules require an adjustment elsewhere on your return.

Use payment records, state vouchers, payroll Forms W-2 and year-end tax statements to establish what was actually paid in 2025. Accruals or an amount that is merely owed generally do not substitute for a payment when the Schedule A instructions require tax paid during the year.

General sales tax: an election instead of income tax

You must choose one category on Schedule A line 5a

Schedule A line 5a lets you deduct state and local income taxes or general sales taxes. It is an either-or election: you cannot claim both categories on that line. The choice should be based on the amount each method allows under the 2025 rules, not on the name of the tax.

Line 5a method What you use Key limitation
Income-tax method Qualifying state and local income taxes paid in 2025, including eligible withholding, estimates and prior-year payments Cannot also claim general sales tax on line 5a
General-sales-tax method Qualifying actual sales-tax expenses or the IRS optional tables, with permitted additions for certain large purchases Cannot also claim state and local income tax on line 5a

Actual expenses or the IRS optional tables

If you elect sales tax, you may calculate qualifying tax from receipts and other records, or use the IRS optional sales-tax tables. The tables estimate tax from factors such as income, family size and location; the 2025 instructions explain the applicable table and worksheet. Keep receipts if you use actual expenses.

Certain large purchases can be added to the table amount when the instructions’ conditions are met. The examples identified by the IRS include vehicles and some home-related purchases. The purchase must be one of the specified types, and the amount must be calculated under the instructions. Do not add an arbitrary sales-tax bill or a purchase that fails those conditions.

How to decide between income tax and sales tax

  1. List state and local income taxes actually paid in 2025, excluding amounts deducted elsewhere.
  2. Calculate the sales-tax deduction using either qualifying receipts or the IRS optional tables.
  3. Add any permitted large-purchase sales tax under the 2025 instructions.
  4. Use the larger eligible amount on line 5a, subject to the overall SALT cap and your filing-status rules.

The sales-tax calculator information page has appeared with older $10,000-cap language. For a 2025 return, use the 2025 Schedule A instructions and worksheet for the applicable cap instead of relying on that older statement.

Real estate taxes on nonbusiness property

Tests for a deductible real estate tax

A state or local real estate tax can qualify on Schedule A when it is assessed uniformly at a like rate on real property throughout the community and the proceeds are used for general community or governmental purposes. The property must be nonbusiness property for the personal itemized deduction. A tax connected with property used in a trade or business generally belongs in the business calculation rather than on Schedule A.

Common examples include qualifying property taxes on a personal residence or other nonbusiness real property. The label on a bill is not decisive: a single statement can combine a deductible tax with fees and assessments that are not deductible on this line.

Charges that are not real estate taxes

Charge on a property bill Schedule A treatment Reason
Recurring trash charge Not a deductible real estate tax It pays for a specific service rather than a general property tax
Fee based on water consumed Not a deductible real estate tax The amount is tied to use by the property or person
Flat lawn-mowing fee required by local ordinance Not a deductible real estate tax It is a service charge, even when collected with the tax bill
Assessment for a new sidewalk or similar value-increasing improvement Not deductible on the real estate-tax line The assessment tends to improve the property and may instead be added to its basis
Charge used only to maintain an existing public facility in service Can qualify when the instructions’ conditions are met Maintenance is treated differently from a value-increasing improvement

Read the itemized bill and use the taxing authority’s breakdown. If the bill does not separate a service fee or improvement assessment, request a statement before entering the full amount.

Basis treatment for improvement assessments

An assessment that pays for a capital improvement, such as constructing a new sidewalk, is excluded from the real estate-tax deduction. Instead, the amount may be added to the property’s tax basis, subject to the basis rules that apply when the property is later sold. Keep the assessment notice and proof of payment with your property records.

Personal property taxes

The annual, value-only requirement

A personal property tax qualifies only when it is imposed annually and based on value alone. The tax must be a recurring levy determined by the property’s value, rather than a one-time registration charge or a fee based on a different measure.

Vehicle registration fees with mixed components

A yearly vehicle registration bill may combine a value-based tax with charges based on weight, model year, horsepower or another factor. Only the portion based on value qualifies on the personal-property-tax line. A flat registration fee, title fee or weight-based charge does not become deductible simply because it appears on the same receipt.

Ask the motor-vehicle agency for the calculation or retain the registration notice showing the value-based component. Enter only that component, not the entire registration payment.

Territory taxes and foreign real estate taxes

The Schedule A instructions direct taxpayers to include taxes imposed by a U.S. territory in the relevant SALT lines, except territory taxes allocable to income that is excluded from federal income. Apply the same category rules: an eligible territory income tax belongs with income taxes, and an eligible territory property tax belongs with the appropriate property-tax line.

Do not treat foreign real estate taxes as deductible real estate taxes on Schedule A. The instructions exclude foreign real estate taxes from that line. Foreign-tax rules can involve separate provisions, so a foreign property owner should not place the amount in the domestic real-estate-tax entry merely because the bill resembles a U.S. property-tax bill.

The 2025 SALT cap and high-income reduction

General cap

For tax year 2025, the combined deduction for state and local income taxes (or elected general sales taxes), real estate taxes and personal property taxes is generally limited to $40,000. The limit is $20,000 for married filing separately.

Reduction when modified adjusted gross income is high

When modified adjusted gross income exceeds $500,000 ($250,000 for married filing separately), the Schedule A worksheet reduces the applicable limit. Under the 2025 instructions, the reduced amount generally cannot fall below $10,000 ($5,000 for married filing separately). The worksheet has special rules and must be followed rather than approximated from the threshold alone.

Certain taxpayers must complete the worksheet even when the simplified instruction does not appear to apply, including taxpayers completing specified forms or excluding Puerto Rico income. Use the filing-status and worksheet directions in the complete 2025 Schedule A instructions.

2025 filing situation Stated SALT limit or threshold
General combined cap $40,000
Married filing separately combined cap $20,000
Modified adjusted gross income threshold for reduction More than $500,000
Threshold for married filing separately More than $250,000
General minimum after the reduction $10,000
Minimum for married filing separately $5,000

These are 2025 filing-year figures, not permanent thresholds. A return for another year requires that year’s Schedule A instructions.

How to claim the deduction correctly

  1. Gather payment evidence. Collect Forms W-2, estimated-tax confirmations, state payment records, property-tax bills, vehicle registration breakdowns and sales receipts if using actual sales-tax expenses.
  2. Separate categories. Split income or elected sales tax, real estate tax, personal property tax, service charges, improvement assessments and any amount already deducted on another schedule.
  3. Choose income tax or sales tax. Compare the two line 5a methods using eligible amounts and the IRS optional tables when appropriate.
  4. Inspect property bills. Remove trash, water-use, lawn-care and similar service fees. Remove value-increasing improvement assessments; preserve them for basis records.
  5. Apply the personal-property test. For a mixed vehicle fee, isolate the annual value-based portion.
  6. Check territory and foreign items. Include eligible U.S. territory taxes in the appropriate line, but do not put foreign real estate taxes on the Schedule A real-estate-tax line.
  7. Complete the 2025 cap worksheet. Apply the $40,000 or $20,000 filing-status cap, then complete the high-income reduction calculation when required.
  8. Compare itemized deductions with the standard deduction. Claiming eligible SALT does not by itself mean itemizing produces a lower tax bill; compare your full allowable itemized total with the standard deduction for your return.

Entering the entire property bill

Remove separately stated services and improvement assessments. Use the taxing authority’s detail rather than assuming every line is tax.

Deducting the full vehicle registration

Use only the annual value-based portion. Weight, use, title and flat registration charges do not meet the value-only test.

Ignoring business allocation

An amount already claimed as a business expense cannot be claimed again as an itemized SALT deduction. Allocate mixed-use property or tax payments before entering Schedule A.

Using an outdated cap

Older sales-tax calculator material may show a $10,000 cap. For a 2025 return, use the 2025 Schedule A limit and worksheet: $40,000 generally, $20,000 for married filing separately, with the stated high-income reduction and floor.

What to keep with your tax records

  • Wage statements showing state and local withholding;
  • Bank or payment confirmations for estimated and prior-year state-tax payments;
  • State notices identifying mandatory disability, unemployment or family-leave contributions;
  • Detailed real estate tax bills separating tax, services and assessments;
  • Documentation showing the value-based part of a vehicle or other personal-property levy;
  • Sales receipts or the information used for the IRS optional tables, plus documentation for any permitted large purchase; and
  • Records supporting any improvement assessment added to property basis.

Keep these records with the return so the amount entered on Schedule A can be traced to a payment and to the correct tax category.

Bottom line for a 2025 return

The qualifying SALT categories are state and local income tax or an elected general sales-tax amount, qualifying nonbusiness real estate tax, and annual value-based personal property tax. Exclude service charges, value-increasing improvement assessments, non-value-based registration fees, foreign real estate taxes and amounts already deducted as business expenses. Then apply the 2025 combined cap and compare your total itemized deductions with the standard deduction before deciding whether SALT actually lowers your federal tax.
