There is no single best GST return filing product for every small business. The right choice depends on how your records are kept, how much sales and purchase data must be reconciled, which returns you file, and whether you or an accountant will take responsibility for submission. A simple business can prepare GSTR-1 on the official GST Portal or with its Returns Offline Tool at no software cost. Filing-focused cloud software becomes more useful when it can import accounting data, reconcile records and enforce review steps. An accounting-first system may fit businesses already using it for bookkeeping, while an accountant-backed service is more appropriate when the owner does not want to prepare returns personally.
Start with what GSTR-1 requires
GSTR-1 is the statement of outward supplies for normal and casual registered taxpayers making outward supplies. The GST Portal lists exceptions, including composition taxpayers and input service distributors. A return is required for the period even when there was no business activity, so a nil period still needs to be handled through the applicable filing process.

The return can include substantially more than a summary of monthly sales. The GST Portal guide describes invoice-level sales to registered customers, certain inter-state consumer supplies, credit and debit notes, exports, advances, amendments, exempt and non-GST supplies, HSN/SAC summaries and specified e-commerce supplies. The more of these categories your business uses, the more valuable structured imports, validation and reconciliation can become.
Monthly or quarterly filing
The GST Portal guide says eligible taxpayers can opt for quarterly GSTR-1 when their previous-year turnover was up to ₹5 crore, or when a newly registered taxpayer expects aggregate turnover up to ₹5 crore. Eligibility and reporting choices depend on the taxpayer’s category and current rules, so confirm them for the relevant period rather than relying on an old setting.
#1 Best Overall
The guide states a normal monthly GSTR-1 due date of the 11th of the following month and a quarterly due date of the 13th after the quarter. Government extensions can change a deadline. Treat these as the guide’s standard dates, not an unconditional promise for every period, and check current GST notices before scheduling work.
Choose by workflow, not by brand name
| Business situation | Workflow to investigate | Why it may fit | Verify before choosing |
|---|---|---|---|
| Straightforward filing with little automation | GST Portal or Returns Offline Tool | The official guidance lists both as GSTR-1 preparation routes and they avoid paying for features you may not use. | Whether your taxpayer category, return period and every required form are covered by the process. |
| Large or recurring data sets needing review | Filing-focused cloud GST software, such as ClearTax GST | ClearTax describes imports, reconciliation, return preparation and reports in one workflow. | Supported return types, import format, review controls, submission method, support, data retention and the current plan price. |
| Books already maintained in an accounting system | Accounting-first software, such as TallyPrime or Zoho Books | GST invoicing and return work can remain close to the ledger instead of being re-entered elsewhere. | Form-by-form online filing support and the exact hand-off required for returns that cannot be submitted directly. |
| Owner does not want to prepare or file returns | Accountant-backed managed filing service, such as the model described by GSTBaba | Records are uploaded and an assigned accountant prepares and files the specified returns. | Who reviews the records, who submits, turnaround times, escalation, fees, access to filed acknowledgements and coordination with your existing CA. |
Option 1: Use the official GST Portal or offline tool
A paid product is not a prerequisite for preparing GSTR-1. The GST Portal’s guidance identifies three preparation routes: entering data online on the portal, uploading a file made with the Returns Offline Tool, or using a third-party application connected through a GST Suvidha Provider (GSP) and application service provider (ASP) arrangement.
When the portal route is a good fit
- You issue a modest number of invoices and can review each period yourself.
- Your source records are already accurate and do not need repeated imports or matching.
- You want the baseline cost and workflow against which paid software can be compared.
- You are comfortable monitoring notices, validating data and completing the portal’s submission steps.
A practical portal workflow
- Confirm the period and category. Check whether you are a normal or casual registered taxpayer, whether a quarterly option applies, and which returns your registration requires.
- Organise source records. Separate registered-customer invoices, applicable consumer inter-state supplies, exports, advances, amendments, credit and debit notes, exempt or non-GST supplies, HSN/SAC information and any specified e-commerce supplies.
- Select the preparation method. Enter transactions online for a smaller volume, or use the Returns Offline Tool when a structured upload is easier.
- Validate before submission. Review rejected or conflicting records, tax amounts, invoice numbers, dates and customer GSTIN details. Fix the source data and regenerate the upload where necessary.
- Preview and submit through the portal. Keep the filed return and acknowledgement with the period’s accounting records so another person can verify what was submitted.
The portal route gives you the official submission environment, but it does not automatically replace bookkeeping controls. If invoices are frequently amended, sales are recorded in more than one system or purchases must be matched to supplier data, manual preparation can become the risk rather than the saving.

Option 2: Filing-focused cloud GST software
Filing-focused products are designed around return preparation rather than general ledger management. ClearTax describes ClearGST as cloud-based software for reconciliation, return preparation and filing, ERP data ingestion and a range of returns from GSTR-1 to GSTR-9C, including GSTR-4 and GSTR-6. Its small-business materials also describe importing data from Tally or Excel and producing reports.
Those are the provider’s stated capabilities, not independent performance findings. Claims about detecting every tax-credit issue or completing work many times faster should be treated as marketing claims unless you can verify them in your own data.
Who benefits most
- Businesses exporting sales data from accounting software or spreadsheets each period.
- Teams that need a review queue before one person submits the return.
- Businesses that reconcile records across invoices, books and available tax data instead of typing each line again.
- Advisers handling several taxpayer registrations who need repeatable reports and status tracking.
Questions to ask in a demonstration
- Can the system import your exact Tally, spreadsheet or ERP format, and can it map fields without manual re-entry?
- Which forms are prepared and which can actually be submitted online from the product?
- How are duplicates, amended invoices, missing GSTINs, invalid HSN/SAC codes and tax-rate conflicts shown to a reviewer?
- Can one person prepare while another approves, and is an audit trail retained?
- What happens when the GST Portal changes a schema or rejects an upload?
- Where are data, user credentials and filed documents stored, and how can you export them if you leave?
- What support channel handles a filing-day error, and is support included in the quoted plan?
Option 3: Accounting-first software
An accounting-first tool can be sensible when your invoices, ledgers and tax settings already live there. Tally positions TallyPrime as accounting and compliance software with GST invoicing and return-related functionality. A GSTBaba comparison also classifies TallyPrime and Zoho Books as accounting-first products with GST features; that classification is from a vendor-authored comparison, not an independent market ranking.
Rank #3
The important distinction is between having GST features and being able to file every required form online. Tally Help, updated October 12, 2026, says online GSTR-9 filing is currently unsupported in TallyPrime. That does not make the product unsuitable for bookkeeping or other GST work; it means you must plan the specific process for GSTR-9 rather than assuming a general “GST support” label covers it.

Check the accounting-to-return hand-off
- List every return your registration may require, not only GSTR-1.
- For each return, mark whether the software prepares data, generates an upload, submits online or requires a separate portal step.
- Confirm that tax rates, place-of-supply rules, invoice series and amendment handling in the ledger produce the fields required by the return.
- Run a test period and compare the software’s output with the figures your accountant expects before committing to a recurring process.
- Document who performs the final portal review when a form cannot be filed directly from the accounting system.
Option 4: An accountant-backed managed filing service
Software is not always the real bottleneck. GSTBaba describes a managed model in which the business uploads records, the platform performs validation and a dedicated accountant prepares and files GSTR-1 and GSTR-3B, with status tracking. This description comes from the provider; it is not independent verification of service quality, accuracy or response times.
When managed filing can fit
- The owner does not want to learn return software or monitor every filing step.
- There is no internal person with enough GST knowledge to review exceptions.
- The business prefers a recurring human review over adding another application to its stack.
- An existing CA is unavailable for routine preparation but should still receive records and filed acknowledgements.
Protect yourself with a written scope
Ask whether the service covers only preparation or also final submission, what records must arrive by what date, who resolves missing or contradictory information, and how late data is handled. Confirm the exact returns included, the number of registrations covered, escalation contacts, correction work after a rejection, access to the filed return and acknowledgement, and the cancellation or handover process. Decide whether your existing CA remains the reviewer or is replaced for the specified work; overlapping responsibility is a common source of missed approvals.

Feature checklist for a fair comparison
| Capability | Why it matters | What to verify |
|---|---|---|
| Return coverage | GSTR-1 is only one possible obligation. | Exact forms, taxpayer categories and periods supported; distinguish preparation from online submission. |
| Data import | Re-keying invoices creates avoidable errors. | Supported accounting exports, spreadsheet templates, field mapping and error reporting. |
| Reconciliation | Mismatches need to be found before filing. | Matching rules, exception queues, amendment handling and reviewer sign-off. |
| Validation | Portal rejection can delay a filing. | Checks for GSTIN, invoice number, date, tax rate, place of supply and totals. |
| Workflow controls | Preparation and approval should be traceable. | Multiple users, permissions, audit history and locked periods. |
| Submission and records | You need evidence of what was filed. | Portal hand-off, acknowledgement downloads, exports and retention period. |
| Support and continuity | Problems often appear near a deadline. | Response channel, hours, escalation, schema updates and data export if you cancel. |
| Total cost | A low headline price may omit essential work. | Current plan, registrations or users included, filing limits, taxes, onboarding and accountant fees. |
How to make the decision in one working week
- Map your current process. Note where invoices originate, who maintains books, where purchase and sales data meet, and who currently reviews a return.
- Count complexity. Record the number of registrations, invoices, amendments, exports, e-commerce supplies and spreadsheets involved in a typical period.
- Separate preparation from responsibility. Decide whether you need a tool for your staff, a system for your accountant or a service that takes operational responsibility for filing.
- Test with a closed period. Import one completed period, inspect exceptions, reproduce the figures and check how a rejected record is corrected.
- Verify every return. Obtain written confirmation of form coverage and online submission capability, including the GSTR-9 limitation documented for TallyPrime.
- Price the complete workflow. Include subscriptions, extra users or registrations, onboarding, support, accountant review and the cost of maintaining a fallback portal process.
- Document ownership. Name the preparer, reviewer and submitter, set an internal cut-off before the statutory deadline and store acknowledgements centrally.
Common mistakes and how to avoid them
Buying for a feature list instead of a return map
“GST enabled” can mean invoicing, tax calculation, data export or actual online filing. Create a form-by-form matrix and require the vendor or service provider to complete it.
Assuming imports eliminate review
An import only moves data. It does not prove that invoice numbers are unique, tax rates are correct, place-of-supply treatment is right or amendments have been linked. Keep a human review step for exceptions and totals.

Best Value
- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
Relying on an old deadline
Standard dates can be extended and rules can change. Check the current portal notice for each period before treating the 11th or 13th as final.
Leaving the exit plan until filing day
Before subscribing, confirm that you can export transaction data, reports and acknowledgements. Keep portal access and source records available even when a provider prepares the return.
What to expect on price and contracts
The available product material does not establish a reliable, current head-to-head price or an independent speed comparison. Do not choose on a promotional monthly figure alone. Request the complete recurring cost for your number of registrations, users, return volume, imports, reconciliation, support and accountant review. Confirm whether taxes, onboarding, migration, late-period corrections and additional forms are charged separately.

Bottom-line choice
Use the GST Portal or Returns Offline Tool when your transactions are straightforward and you can perform the checks yourself. Investigate filing-focused cloud software when imports, reconciliation and multi-person review are the main pain points. Stay with an accounting-first product when it is already the reliable source of your books, but verify each return’s actual submission path, including the documented lack of online GSTR-9 filing in TallyPrime as of October 12, 2026. Choose a managed accountant service when responsibility and review, rather than data entry, are what you need to outsource. In every case, compare the complete workflow and current terms, not a generic GST feature label.
