Most changes to a GST registration can be handled through an amendment on the GST Portal. The deciding issues are whether the change alters the registered person’s PAN, moves the business to another state, or affects a field classified as “core.” A PAN change requires a fresh registration. Moving the place of business from one state to another requires cancellation of the old state registration and a new application in the destination state. Other changes are either officer-approved core amendments or automatically approved non-core amendments.
Rule 19 of the CGST Rules generally gives you 15 days from the date of the change to submit the amendment application. A listed core amendment is subject to officer verification, with up to 15 working days for approval after receipt.

The three-question test before you change GST details
Classify the change in this order. The answers determine whether you amend the existing registration, cancel it and register again, or submit a fresh application without using an amendment.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Does the change alter the registered person’s PAN? If yes, Rule 19 requires a fresh registration application in FORM GST REG-01. The existing registration may also need cancellation.
- Does the business move from one state to another? GST registrations are state-specific. A change of state cannot be made through an ordinary address amendment; cancel the current registration and apply in the destination state.
- If the PAN and state stay the same, is the field core or non-core? Core fields require proper-officer approval. Non-core fields generally take effect when the portal accepts the filing, subject to online verification for certain contact changes.
| Situation | Normal route | Approval or consequence |
|---|---|---|
| PAN changes because the constitution changes | Fresh registration; consider cancellation of the old registration | Fresh application is expressly required by Rule 19 |
| Place of business moves to another state | Cancel old registration and apply in the new state | State cannot be changed by amendment |
| Legal name changes but PAN remains the same | Core amendment | Officer verification and approval |
| Principal or additional address changes within the existing state registration | Core amendment | Use the core workflow, not the non-core address route |
| Specified partners, directors or responsible persons are added, removed or retired, without a cancellation-triggering change | Core amendment | Officer verification and approval |
| Authorized-signatory particulars or other listed non-core details change | Non-core amendment | Generally auto-approved after successful submission |
Details that can usually be amended without a new registration
Authorized signatory and stakeholder particulars
Changes to an authorized signatory and certain promoter, partner or stakeholder particulars are treated as non-core when they do not create a PAN change or another reason for cancellation. The GST Portal’s non-core manual states that a successfully filed non-core amendment is automatically approved and does not wait for tax-officer processing.
#1 Best Overall
Because a business-address change is specifically excluded from the non-core route, do not select a non-core option merely because you are changing a contact person associated with that address. The address itself belongs in the core workflow.
Authorized-signatory mobile number and email address
The portal places authorized-signatory contact changes in the non-core process, but it requires online verification. Expect a one-time-password or equivalent portal verification before the new mobile number or email address is accepted. A filing is not complete merely because the field has been typed into the form; finish the verification step and confirm that the submission acknowledgement is generated.
Core details that can be amended when the PAN and state remain unchanged
Legal name of the business
A legal-name change is a core amendment if the registered person continues under the same PAN. The proper officer reviews the request and supporting documents before approving it. A name change that is actually part of a restructuring that produces a different PAN is not a name-only amendment; it falls under the fresh-registration rule described below.
Principal place of business
The address of the principal place of business is a listed core field. Use the core amendment process for an address change within the existing state registration. The same applies when the business changes the address of a registered additional place of business.

Rule 19 requires documents relating to the change to accompany the application. The exact evidence depends on the facts and the portal’s current prompts, so use the live document requirements displayed for your registration rather than relying on an old form checklist.
Additional places of business
Adding, deleting or changing an additional place of business is also a core amendment. Keep the principal registration in the same state and update each affected additional location through the core application. If the proposed location is in another state, the state-specific rule applies instead: the destination requires its own registration.
Partners, directors and other people responsible for day-to-day affairs
The rules treat addition, deletion or retirement of specified partners, directors or equivalent persons responsible for the business’s day-to-day affairs as core changes, provided the change does not warrant cancellation. These requests therefore go to the proper officer rather than taking effect automatically.

For a company or other entity, separate the change in responsible individuals from a change in the entity’s PAN. Removing a director, for example, may be an amendment. Converting the business into a different legal person with a new PAN is a fresh-registration event.

Changes that require a fresh GST registration
Constitution change that changes the PAN
Rule 19 states: “Where a change in the constitution of any business results in the change of the Permanent Account Number (PAN) of a registered person, the said person shall apply for fresh registration in FORM GST REG-01.” This is the clearest boundary in the rules. Do not try to force a new PAN into an amendment application.
A constitution change can include a restructuring that creates a different taxable person. Once the new registration is obtained, deal with the old registration separately, including cancellation where appropriate. The cancellation guidance identifies a constitution change leading to a PAN change as a cancellation situation.
Move from one state to another
The official registration FAQ explains that an amendment cannot change the state of the place of business. If a business relocates from one state to another, the usual sequence is:
- Plan the effective dates for the old state’s operations and the new state’s registration.
- Apply for cancellation of the existing state registration when the old registration is no longer required.
- Submit a fresh registration application for the destination state.
- Use the new state registration number for supplies and compliance that belong to that state once the registration is effective.
Do not describe an interstate relocation as an ordinary principal-place address amendment. The state-specific rule applies even if the business keeps the same trade name, owners or PAN.

When a constitution change may still be amended
Not every change in constitution changes the PAN. The official FAQ indicates that an amendment may be possible where the constitution changes but the PAN remains unchanged; it gives examples of business forms that can share a PAN. Whether that treatment applies depends on the entity and the precise legal restructuring.
Check the PAN first, then confirm that the resulting person remains eligible to use the existing GST registration. If the PAN is unchanged and the business remains in the same state, the relevant constitution or management fields may be handled as core amendments. If the PAN changes, the fresh-registration rule overrides this possibility.
Deadlines and approval times
| Requirement | Time period | What it means |
|---|---|---|
| Submit amendment application | Generally within 15 days of the change | Rule 19 requires the application and documents relating to the change within this window |
| Officer decision on a core amendment | Up to 15 working days from receipt | The proper officer verifies and approves the listed core fields |
| Non-core amendment | On successful portal submission, subject to required verification | The portal manual describes successful non-core filings as automatically approved |
The 15-day filing period and 15-working-day review period are legal process deadlines, not estimates of how long every application will take. A clarification request, missing document or portal issue can affect the practical completion date. Keep the acknowledgement, ARN and any officer correspondence with your records.
How to file the right amendment on the GST Portal
- Identify the legal change date. Record when the name, address, signatory, partner or other detail actually changed. This date controls the general 15-day filing window.
- Check PAN and state. If the PAN changes, prepare a fresh registration. If the state changes, plan cancellation and destination-state registration instead of an amendment.
- Choose the correct workflow. On the GST Portal, open the registration amendment service and select the core or non-core path indicated for the field. Current labels and prompts can change between portal versions.
- Enter only the affected particulars. Describe the change consistently with the supporting documents. Do not use a non-core filing for a principal or additional business address.
- Upload documents relating to the change. Rule 19 requires relevant documents. Follow the documents and format requested in the live portal prompts.
- Complete verification. Authorized-signatory mobile and email changes require online verification. Finish that step before submitting.
- Submit and preserve the acknowledgement. Save the ARN, acknowledgement and filed application. Non-core changes generally take effect after successful filing; core changes remain subject to officer approval.
- Monitor a core application. Respond promptly if the proper officer seeks clarification or additional evidence, and retain the final approval communication.
Examples that show the difference
Example: new authorized signatory, same PAN and state
A proprietor appoints a different authorized signatory while the PAN, legal person and state remain unchanged. This is normally a non-core amendment. Update the signatory particulars, complete portal verification and retain the auto-approval acknowledgement.
Best Value
- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
Example: warehouse address added in the same state
A registered business adds a warehouse in its existing state. The additional place of business is a core field. File a core amendment with the requested address evidence and wait for officer approval.
Example: partnership reconstitution with the same PAN
Partners change but the registered person’s PAN remains the same. The affected partner details are core, so use the officer-reviewed amendment route. Confirm the entity-specific treatment before filing because the legal form and documents matter.
Example: proprietorship becomes a company with a new PAN
The change creates a different registered person and a new PAN. An amendment is not the correct route. Apply for fresh registration and address cancellation or closure of the earlier registration as applicable.

Even if the trade name and PAN remain unchanged, GST registration is state-specific. Cancel or otherwise close the old state registration as required and apply for registration in the destination state.
Common mistakes and how to avoid them
- Using the non-core route for an address: Business addresses are core. Refile through the core workflow if the portal rejects the non-core attempt.
- Ignoring PAN consequences: A constitution change that creates a new PAN cannot be completed by editing the existing registration.
- Treating an interstate move as a local relocation: The destination state needs a fresh registration; an amendment cannot change the state.
- Missing the 15-day window: File promptly after the legal change and keep evidence of the change date.
- Assuming submission equals approval for every field: Non-core filings are generally auto-approved, but core fields wait for officer verification.
- Relying on old form numbers or screenshots: Older FAQ material and portal versions may use different numbering. Follow the current GST Portal prompts and consolidated CBIC rules when you file.
Practical decision checklist
- Has the registered person’s PAN changed?
- Has the state of the place of business changed?
- If neither changed, is the field a listed core field such as legal name, principal or additional address, or specified management particulars?
- Is the change a non-core signatory or stakeholder detail?
- Was the application filed within 15 days of the change?
- Were the required documents and online contact verification completed?
- For a core amendment, has officer approval been received?
In short, preserve the existing registration only when the same PAN and state continue and the change fits an amendment category. Use a core amendment for legal name, business addresses and specified management changes; use the non-core process for eligible signatory and stakeholder particulars; and obtain a fresh registration whenever the PAN changes or the business moves to another state.
