The container must be a covered drink container and meet the rules in the UK nation where it is sold and returned. A bottle’s shape alone is not enough: HDPE milk bottles, liquid-medicine containers, flavour enhancers and sweeteners are excluded under England and Northern Ireland guidance. Glass is excluded in England and Northern Ireland; Wales has a conditional policy position for single-use glass, so its treatment must be checked against the Welsh rules in force when the scheme operates.
The six-point test for an eligible container
Use these checks in order. If a container fails any of the material, size, use or contents tests, it should not be assumed to qualify for a deposit refund.
As an Amazon Associate I earn from qualifying purchases.
- Identify the main container material. The shared UK policy covers PET plastic, steel and aluminium. The England and Northern Ireland guidance describes the container as made wholly or mainly from one of those materials.
- Measure its capacity. The covered range is inclusive: at least 150 ml and no more than 3 litres.
- Check that it is single-use. It must be designed to be used once, or likely to be used only once or for a short period before disposal. A genuinely reusable container does not meet the England and Northern Ireland test.
- Check the contents. The rules concern drinks in securely closed bottles or cans. A container being liquid-filled does not make it eligible.
- Check the UK nation. England and Northern Ireland, Scotland and Wales have legally distinct schemes, even though the policy aims to align key features and make them interoperable.
- Check timing and scheme markings. The schemes are scheduled to become operational in October 2027. Until the applicable scheme has started, a qualifying-looking container does not generate a refund. Once operational guidance is published, follow its label and return-code requirements.
This test is more reliable than relying on a familiar bottle shape or on whether an item is commonly recycled at the kerbside. Deposit eligibility is a separate legal and operational question.

PET plastic bottles
Single-use drinks bottles whose main body is PET plastic fall within the shared material scope when they are between 150 ml and 3 litres and satisfy the other conditions. This covers the typical PET bottle used for water or a soft drink. The material test applies to the main container, not every component attached to it.

Aluminium and steel cans
Single-use aluminium or steel drinks cans in the same 150 ml-to-3-litre range meet the shared material and size tests. They still need to contain a covered drink, be intended for single use and comply with the applicable national scheme’s marking and return rules.
Closures made from another material
A lid or closure made from a different material does not automatically disqualify an otherwise eligible container. Consumer guidance from the Department for Environment, Food & Rural Affairs states that containers with a lid made from another material are still included. The relevant question is the material of the main bottle or can and whether the complete item meets the scheme definition.
Materials that are not automatically covered
HDPE is an important example. England and Northern Ireland guidance expressly excludes HDPE milk bottles, even though they are bottles and may be recyclable through other routes. Do not treat “plastic bottle” as a sufficient description: PET and HDPE can have different treatment under the deposit scheme.

Capacity: 150 ml to 3 litres, inclusive
The shared policy range starts at 150 ml and ends at 3 litres. Both boundaries are included under the England and Northern Ireland regulations. A container outside either boundary is outside this deposit scheme, regardless of its material or contents.

| Capacity | How to read the rule |
|---|---|
| Below 150 ml | Outside the shared size range. |
| Exactly 150 ml | Within the size range, subject to all other tests. |
| Between 150 ml and 3 litres | Within the size range, subject to material, use, contents and national rules. |
| Exactly 3 litres | Within the size range under the England and Northern Ireland regulations. |
| Above 3 litres | Outside the shared size range. |
The UK Government and devolved administrations estimated in 2024 that around 0.5% of plastic and metal drinks containers sold in the UK are below 150 ml. That estimate explains why the policy selected a 150 ml minimum; it is not a deposit-return rate or a promise about how many containers will be accepted.
Single-use drinks are central to the definition
What “single-use” means here
The England and Northern Ireland guidance covers a container that is single-use, or likely to be used only once or for a short period before disposal. This is aimed at ordinary disposable drinks packaging rather than a durable bottle intended to be washed and refilled repeatedly.
A bottle or can is not enough by itself
The statutory definition concerns a bottle or can containing a drink in a securely closed container. A liquid container that is not a covered drink container therefore does not qualify simply because it has a cap, a familiar shape or a recyclable material.
Express exclusions in England and Northern Ireland
- HDPE milk bottles: excluded by the consumer guidance.
- Liquid-medicine containers: excluded, even when their material and capacity resemble a drinks bottle.
- Flavour enhancers and sweeteners: excluded from the drinks-container scope.
- Reusable or non-single-use containers: do not meet the England and Northern Ireland single-use test.
These exclusions prevent the scheme from becoming a general refund system for every bottle or can sold with a liquid inside.

How England, Northern Ireland, Scotland and Wales differ
The UK policy describes three legally distinct deposit-return schemes: one covering England and Northern Ireland, one for Scotland and one for Wales. They are intended to interoperate, but alignment does not erase differences in legislation, implementation or what a return point can accept.
| Jurisdiction | What is established | Important qualification |
|---|---|---|
| England and Northern Ireland | PET plastic, steel and aluminium single-use drinks bottles and cans from 150 ml to 3 litres are the core scope. | Glass is excluded. HDPE milk bottles, medicines, flavour enhancers and sweeteners are excluded by the guidance. |
| Scotland | The Scottish scheme is part of the UK-wide October 2027 timetable and is intended to align with the shared material and size approach. | Check the Scottish implementing rules and operational instructions for the exact return and labelling requirements. |
| Wales | The shared policy approach covers PET, steel and aluminium containers in the stated size range. | Single-use glass has a conditional policy pathway. Do not assume Welsh glass earns a refund until the current Welsh legislation and scheme guidance say so. |
In February 2026, the UK Government offered a conditional exclusion under the UK Internal Market Act for single-use glass in a Welsh scheme. The conditions include an on-time plastic-and-metal launch and interoperability requirements. The Office for the Internal Market reported that the position would be implemented in legislation at the earliest opportunity, so Welsh glass treatment must be checked against the law and guidance in force when you return a container.
Glass: the rule most likely to cause confusion
For England and Northern Ireland, glass drinks bottles are outside the deposit scheme. They should not be described as eligible merely because they hold a drink or fall within the 150 ml-to-3-litre range.
Wales requires more careful wording. Its single-use glass position is conditional rather than a settled UK-wide rule. A Welsh container may be subject to a different outcome once the relevant legislation and interoperable arrangements are in place. Until those current rules are available, treat Welsh glass as an item requiring a jurisdiction-specific check, not as an automatic refund container.

The available guidance does not establish a separate universal glass answer for every Scottish situation. Follow the Scottish scheme’s published rules rather than transferring the England and Northern Ireland glass exclusion across the whole UK.
What to look for on a container after launch
Official consumer-facing labelling and return-code instructions are expected to be part of the operational schemes, but a definitive logo checklist is not established in the available guidance. That means an unlabelled or legacy container should not be promised a refund solely from its appearance.
- Read the packaging information. Look for the scheme’s official deposit marking or other identification once the operator publishes the required format.
- Confirm the container’s main material. PET, aluminium or steel supports eligibility; HDPE does not automatically do so and is expressly excluded for milk bottles in England and Northern Ireland.
- Confirm the volume. Check the printed capacity rather than estimating from the bottle’s height.
- Confirm the contents and use. It must be a single-use drink in a securely closed bottle or can, not medicine, a flavouring or a sweetener.
- Match the return location to the scheme. Do not assume every container can be returned in every UK nation simply because the schemes are intended to interoperate.
- Follow the operator’s acceptance instruction. Return codes, labelling and handling rules may determine whether a particular item is accepted at a particular point.
Examples: likely eligible and excluded containers
| Container | Likely result | Reason |
|---|---|---|
| Single-use PET water bottle, 500 ml | Eligible in principle | It fits the shared material and size tests and is a single-use drink container, subject to the national scheme and its markings. |
| Single-use PET soft-drink bottle, 2 litres | Eligible in principle | Within the inclusive 150 ml-to-3-litre range and made from a shared covered material. |
| Single-use aluminium can, 330 ml | Eligible in principle | Aluminium, within the size range and normally a single-use drinks container. |
| Single-use steel can, 500 ml | Eligible in principle | Steel is a shared covered material when the other tests are met. |
| PET drink bottle with a metal lid | Eligible in principle | A different-material lid does not disqualify an otherwise qualifying container. |
| HDPE milk bottle, 1 litre | Excluded in England and Northern Ireland | The guidance expressly excludes HDPE milk bottles. |
| Glass bottle, 750 ml sold in England | Excluded | Glass is outside the England and Northern Ireland scheme. |
| Glass bottle returned in Wales | Check current Welsh rules | The Welsh single-use glass position is conditional and must be verified against current implementation. |
| Liquid-medicine bottle, 100 ml | Excluded | It is below 150 ml and is also an expressly excluded liquid-medicine container in England and Northern Ireland. |
| Flavour-enhancer bottle, 250 ml | Excluded in England and Northern Ireland | The contents fall outside the covered drinks definition. |
| Reusable stainless-steel bottle, 750 ml | Not covered by the England and Northern Ireland test | The scheme concerns single-use or effectively short-life containers, not durable reusable bottles. |
| PET bottle, 4 litres | Outside the shared size range | It exceeds the 3-litre maximum. |
| Small aluminium can, 100 ml | Outside the shared size range | It is below the 150 ml minimum. |
When refunds actually begin
The England and Northern Ireland regulations take effect for the main scheme on 1 October 2027. The joint UK policy statement schedules deposit-return schemes across the UK for October 2027. Before the relevant launch, there is no deposit refund to claim, even if a container would pass the future material, size and use tests.
Implementation arrangements are still part of the rollout. DAERA reported that UK Deposit Management Organisation Ltd was appointed operator for England and Northern Ireland in May 2025, while Exchange for Change was designated operator in Scotland in June 2025. Operator arrangements and consumer instructions can change before launch, so use the current national guidance when the scheme is live.

No final deposit amount, a universal return-point network or a guarantee that every legacy package will be accepted across borders is established in the published operating rules. Those details should be checked in the published operating rules rather than inferred from the container’s material.
Common mistakes to avoid
- Calling every plastic bottle eligible: PET and HDPE are not interchangeable for the scheme.
- Ignoring capacity: material alone cannot bring a 100 ml or 4-litre container into scope.
- Assuming every liquid is a drink: medicines, flavour enhancers and sweeteners are expressly excluded in England and Northern Ireland.
- Treating reusable packaging as single-use: the England and Northern Ireland test is tied to intended short-life use.
- Applying England’s glass rule to Wales without checking: Welsh single-use glass has a conditional policy pathway.
- Expecting a refund before October 2027: the schemes are scheduled, not already operating.
- Assuming cross-border acceptance: the schemes aim to interoperate, but each nation has its own legal framework and operational rules.
- Relying only on a lid or closure: a mixed-material lid does not settle eligibility; assess the main container and all other tests.
A practical checklist for households
Keep this short checklist when sorting empties after the schemes launch:
- Is the main body PET plastic, steel or aluminium?
- Is the printed capacity between 150 ml and 3 litres, inclusive?
- Is it a single-use drinks bottle or can rather than a reusable container?
- Is the contents a covered drink in a securely closed container?
- Is it free of the England and Northern Ireland exclusions for HDPE milk, liquid medicines, flavour enhancers and sweeteners?
- Is glass being assessed under the correct national rule, especially in Wales?
- Has the relevant scheme launched, and does the package carry the required identification or return code?
- Are you returning it under the rules of the UK nation where the return point operates?
If all answers point to eligibility, the container is within the core policy scope. The final acceptance decision will still depend on the applicable nation’s live legislation and the scheme operator’s published labelling and return procedures.
