When to Claim Social Security: How Inflation Adjustments Fit Into the Decision

Your claiming age and Social Security’s cost-of-living adjustment (COLA) do different jobs. The age you claim establishes the starting benefit: claiming before full retirement age permanently reduces the monthly amount, while delaying after full retirement age increases it until age 70. COLAs then adjust that benefit under a statutory inflation formula. A COLA does not erase an early-claim reduction or add delayed-retirement credits after age 70.

There is no universally best claiming age. Compare your own estimates in your Social Security account and SSA guidance with your work plans, health and longevity expectations, marital or family situation, taxes, savings and need for income now. The Social Security Administration says the choice affects your monthly benefit for life and that “there’s no one choice that works for everyone.”

How your claiming age sets the starting benefit

Social Security retirement benefits can begin as early as age 62. Your benefit is calculated from your work record and then adjusted for the age at which payments start. The adjustment is not temporary: an early-claim reduction generally remains part of the benefit calculation for life.

Claiming before full retirement age

If you start before full retirement age (FRA), SSA applies an actuarial reduction for each month you claim early. For people born in 1960 or later, FRA is 67, and starting at 62 can reduce the monthly benefit by as much as 30% compared with claiming at FRA. The exact percentage depends on your birth year and the number of months between your claim and FRA. See SSA’s age guidance at ssa.gov/faqs/en/questions/KA-03391.html.

Claiming at full retirement age

At FRA, you receive the unreduced primary insurance amount (PIA), subject to the other calculation rules that apply to your record. FRA is not the same for everyone; it depends on birth year. Use the FRA shown in your personal SSA estimate rather than assuming that 67 applies to you.

Delaying after full retirement age

Waiting beyond FRA raises the monthly benefit through delayed-retirement credits. SSA lists an 8% annual credit for people born in 1943 or later. Credits stop accumulating at age 70, so delaying past 70 does not create additional delayed-retirement credits. The rules and birth-year table are at ssa.gov/benefits/retirement/planner/delayret.html.

When payments start What happens to the starting amount What continues afterward
Before FRA (earliest age 62) Reduced for the months claimed early; for people born in 1960 or later, age 62 can mean up to a 30% reduction versus FRA. Future COLAs apply to the benefit calculation, but they do not remove the early-claim reduction.
At FRA Unreduced PIA, before any other applicable adjustments. Future COLAs apply under the statutory formula.
After FRA and before 70 Increased by delayed-retirement credits; SSA lists 8% per year for people born in 1943 or later. Future COLAs apply, while delayed credits stop at 70.
After age 70 No additional delayed-retirement credits. COLA treatment remains separate from delayed credits.

What a Social Security COLA does

A COLA is an inflation adjustment, not a second claiming-age decision. Social Security uses a statutory formula based on the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). The 2026 COLA announced by SSA is 2.8%, based on the CPI-W increase from the third quarter of 2024 to the third quarter of 2025. It applies to benefits payable beginning in January 2026. The official fact sheet is at ssa.gov/cola/factsheets/2026.html.

That 2.8% is a dated 2026 determination, not a forecast for later years. Each year’s rate is calculated separately. The SSA COLA index explains the formula and publishes annual updates at ssa.gov/oact/cola/index.html.

What the 2026 figures mean

SSA’s October 24, 2025 announcement estimated the average monthly Social Security benefit payable to all retired workers at $2,015 before the 2026 adjustment and $2,071 afterward—an average increase of about $56 per month. Those are population averages, not a projection of your own check. Read the announcement at ssa.gov/news/en/press/releases/2025-10-24.html.

Your personal dollar increase will depend on your benefit amount and the detailed calculation. Inflation measured by CPI-W may not match your household’s actual spending increase, so a COLA is not a guarantee that your purchasing power will be unchanged.

How SSA applies a COLA to your actual benefit

SSA does not simply multiply every deposited check by the headline percentage and stop. The agency first increases the PIA, the benefit amount tied to your indexed earnings record. It then repeats the steps used to determine the payable benefit, including the age-related factor for an early claim or delayed credits for a later claim, plus any applicable offsets.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

SSA describes the result as approximately the product of the COLA and the benefit amount, but notes that the exact computation is more complex. Rounding and truncation at different stages can make your increase differ slightly from exactly 2.8%. Read the technical explanation at ssa.gov/OACT/COLA/colaapplic.html.

Why the same COLA can produce different dollar increases

  • A larger starting benefit produces a larger dollar increase at the same percentage.
  • An early-claim reduction or delayed-retirement credit remains part of the calculation while SSA updates the PIA.
  • Rounding and truncation can change the final cents or dollars from a simple percentage calculation.
  • Other applicable offsets or adjustments can affect the amount payable.

For that reason, do not use the announced 2.8% as a substitute for your personal estimate. Check the amount SSA displays for your record and the payment notice you receive.

If you wait to claim, do you still receive COLAs?

Yes. Waiting does not make you ineligible for inflation adjustments. SSA applies each COLA to the PIA and then applies the relevant early or delayed claiming factor when determining the benefit. A person who has delayed past FRA therefore has a benefit basis that includes delayed-retirement credits and subsequent COLA adjustments. A person who claimed early has a lower age-adjusted basis, and COLAs do not reverse that reduction.

Keep the two timelines separate:

  • Age adjustment: early reductions apply before FRA; delayed-retirement credits accrue after FRA and stop at 70.
  • Inflation adjustment: COLAs are determined annually under the CPI-W formula and continue under SSA rules regardless of whether you claimed at 62, FRA or later.

Do not confuse COLAs with wage indexing. Wage indexing is part of the initial benefit calculation for a worker’s earnings record; COLA is the later inflation adjustment. SSA distinguishes these mechanisms at ssa.gov/oact/cola/index.html.

A practical way to compare claiming ages

SSA’s decision is whether to start now for income sooner or wait for a higher monthly amount later. Use this process rather than applying a generic “best age.”

  1. Record your personal estimates. Review the monthly amounts SSA shows for claiming at 62, at your FRA and at later ages up to 70. Confirm your birth year and the assumptions in the estimate.
  2. Map your income need. Identify when wages will stop, how much reliable income you need for essential expenses, and whether savings can cover a waiting period.
  3. Check your work record. SSA generally uses your highest 35 years of earnings. If you have fewer than 35 years, additional covered work can replace zero years; if you already have 35 years, new earnings can replace a lower year. Verify how another year of work changes your estimate.
  4. Account for work while claiming. Before FRA, an earnings test can withhold benefits when earnings exceed the applicable limit. After FRA, earnings do not reduce the benefit amount under that test. The current rules and options are on SSA’s working and retirement benefits page.
  5. Assess household effects. Married and formerly married people can have additional claiming considerations. Review your own and, where relevant, your spouse’s or former spouse’s records rather than assuming a single-person strategy applies.
  6. Stress-test longevity and health. Waiting gives up payments in the earlier years in exchange for a higher monthly amount later. Your health, family longevity and expected years of receiving benefits matter, but the available sources do not establish a universal break-even age.
  7. Include taxes and other income. Coordinate Social Security with pensions, withdrawals, employment income and tax planning. The tax result depends on your complete household situation.
  8. Recheck before filing. Confirm the latest estimate, earnings record and application rules shortly before you claim. Annual COLAs change separately from the age-based factors.

Working while receiving benefits

Continuing to work can affect both your earnings record and the timing of your payments. Retirement benefits are based on the highest 35 years of earnings, so a new year can increase the eventual calculation if it replaces a lower year. However, if you claim before FRA and your earnings exceed the applicable annual limit, SSA may withhold some benefits under the earnings test. The earnings test no longer reduces benefits after FRA. SSA’s comparison of working, applying or doing both is at ssa.gov/benefits/retirement/matrix.html.

Withholding under the earnings test is not the same as permanently losing every dollar involved; SSA recalculates the benefit at FRA to account for months in which benefits were withheld. Because the exact treatment depends on your filing age, earnings and year, use SSA’s current rules rather than a rule of thumb.

Common mistakes about COLAs and claiming

“A COLA makes an early claim equivalent to waiting.”

No. Both early and delayed benefits receive COLAs, but the age-related factor remains in the calculation. An early reduction is not undone by inflation adjustments.

“The 2026 COLA will be the rate every year.”

No. The 2.8% rate applies to benefits payable in 2026. Future rates depend on future CPI-W measurements and separate annual determinations.

“Everyone’s check rises by exactly 2.8%.”

No. SSA’s calculation starts with the PIA and repeats the applicable benefit steps. Rounding, truncation and offsets can produce a slightly different individual increase.

“Delayed credits continue forever.”

No. SSA’s delayed-retirement credits stop at age 70. COLAs are a separate adjustment and do not extend the delayed-credit schedule.

“The average retired-worker benefit is my likely benefit.”

No. The $2,015 and $2,071 figures are averages for all retired workers in SSA’s 2026 fact sheet. Your amount depends on your earnings record, claiming age and other applicable rules.

Questions to answer before filing

  • What are your SSA estimates at 62, FRA and 70?
  • Will another year of work replace a low or zero year in your 35-year record?
  • Will the earnings test apply because you are claiming before FRA while working?
  • How much income do you need immediately, and how much can savings provide?
  • Could a higher benefit later improve household security for a long-lived spouse?
  • Have you considered taxes, pensions, withdrawals and health-care costs together?
  • Are you relying on a current COLA as though it were guaranteed for future years?

Bring those answers to your SSA estimate and, when needed, a qualified financial or tax professional who can model your household rather than applying a universal claiming rule.

Bottom line

Choose a claiming age based on your personal cash-flow needs, work and earnings record, household circumstances, health, taxes and expected longevity. Treat COLAs as ongoing inflation adjustments to whichever age-adjusted benefit you establish—not as a reason to assume that claiming early, at FRA or at 70 is automatically best.
