The breach commonly described as the “massive Social Security numbers breach” involved National Public Data (NPD), a Florida data broker operated by Jerico Pictures—not the Social Security Administration. NPD said a third party accessed its systems beginning in December 2023 and that exposed records may have included names, addresses, phone numbers, email addresses, and Social Security numbers.
You may have been affected even if you never dealt with NPD directly. Data brokers collect information from public records, commercial sources, and background-check databases. The widely repeated claim that “3 billion people” had their Social Security numbers stolen is misleading: the figure referred to records, including duplicates and historical addresses, not three billion unique individuals. One outside analysis estimated roughly 272 million unique Social Security numbers, while NPD has not published a definitive count of affected people.
What the breach means for you
An exposed Social Security number does not automatically mean someone has opened an account in your name. It does mean you should assume the number could be combined with other information—such as your name, address, date of birth, email address, or phone number—for identity theft attempts.
The most useful response is not to search for a replacement Social Security number or pay an unfamiliar website to check the breach. Secure your credit files and important accounts, then watch for evidence of actual misuse.

Do these things first
1. Freeze your credit with all three bureaus
A security freeze is free and limits access to your credit report when a lender checks your identity. It does not stop you from using existing credit cards, checking your own report, or receiving promotional offers. You place the freeze separately at each national credit bureau:
You will generally need an online account with each bureau. Save the login details and any PIN or confirmation information the bureau provides. When you apply for a mortgage, car loan, apartment, or new credit card, temporarily lift the freeze for the relevant bureau or bureaus. You do not have to remove it permanently.
Freezing only Equifax, Experian, or TransUnion is incomplete. A lender may use any one of the three, so place all three freezes.
2. Consider a fraud alert
A fraud alert asks businesses to take additional steps to verify your identity before approving new credit. You only need to contact one bureau; that bureau must notify the other two. An initial fraud alert lasts one year and can be renewed. With an FTC Identity Theft Report or qualifying police report, you may be eligible for a seven-year extended fraud alert.

A fraud alert is not a substitute for a freeze. It does not block access to your credit file, and a creditor may still approve an application after attempting to contact you.

3. Pull all three credit reports
Use AnnualCreditReport.com, the federally authorized source, rather than a lookalike site. Review each report for:
- Credit cards, loans, or other accounts you did not open
- Hard inquiries you do not recognize
- Unfamiliar names, addresses, or employers
- Collection accounts or late payments that are not yours
A monitoring notification is not proof that fraud occurred, and no notification does not prove that your information is safe. Monitoring services can miss some forms of identity theft, particularly misuse involving employment, benefits, tax filings, or existing accounts.
Secure Social Security and tax accounts
Review your my Social Security account
Go to ssa.gov/myaccount and create or access your account. Since June 7, 2025, Social Security’s former username-and-password sign-in option has been removed; online services use Login.gov or ID.me.
After signing in, review your Social Security Statement and earnings record. If you receive benefits, check your mailing address and direct-deposit information. Look for wages you did not earn or account changes you did not make.
Social Security offers two useful restrictions:

A fraud alert can sometimes interfere with creating a my Social Security account. SSA says you may be able to use ID.me, ask its identity-services provider about removing the alert, or make an appointment at a Social Security office.

Get an IRS Identity Protection PIN
An IRS Identity Protection PIN, or IP PIN, is a free six-digit number that helps prevent someone from filing a federal tax return using your Social Security number or ITIN. You do not have to wait until tax fraud occurs to request one.
- Sign in to your IRS Individual Online Account.
- Open Profile.
- Select the IP PIN option.
- Complete the identity-verification prompts.
The IRS generally makes the current PIN available online from mid-January through mid-November, and it issues a new PIN each calendar year. Once enrolled, you must enter the correct PIN on federal returns filed during that year. A missing or incorrect PIN can cause an electronically filed return to be rejected or delay a paper return.
If online verification fails, eligible taxpayers may use Form 15227 or authenticate in person at a Taxpayer Assistance Center. Form 15227 is for requesting a new IP PIN; it is not the procedure for replacing a PIN that has already been assigned.
Watch for forms of identity theft that credit monitoring may miss
Employment and unemployment fraud
Check your Social Security earnings record for wages from an employer you never worked for. Also watch for:
- A state unemployment notice for a claim you did not file
- A W-2 or other tax form from an unfamiliar employer
- An IRS notice about wages, returns, or tax accounts you do not recognize
For an unemployment claim filed in your name, contact the state workforce agency named in the notice and notify your employer’s payroll or human-resources department. For suspected tax-related identity theft, use the IRS Identity Theft Central.

Bank, phone, and email account attacks
Change passwords for email, banking, brokerage, payroll, and government accounts. Use a different password for every important account and enable multifactor authentication, preferably with an authenticator app or security key where available.

Contact your bank or card issuer immediately if you see an unauthorized transaction. For your mobile account, create or verify an account PIN and ask the carrier about SIM-swap and port-out protection. A criminal who takes control of your phone number may attempt to intercept password-reset codes.
If you find actual misuse
If you discover an account, loan, tax filing, employment record, benefits claim, or other activity that you did not initiate:
- Contact the company or agency involved using its official website or the phone number on a genuine statement—not a number in a suspicious text or email.
- Change the affected account’s password and sign out of other sessions.
- Place or confirm freezes at all three credit bureaus.
- File a report at IdentityTheft.gov. The FTC’s identity-theft assistance number is 1-877-438-4338.
- Keep copies of notices, account statements, dispute letters, police reports, and confirmation numbers.
Do not report a Social Security number exposure to the IRS as tax identity theft solely because the number appeared in a breach. The IRS says its tax identity-theft procedures, including Form 14039, are for suspected or confirmed misuse involving a tax return or tax account.

- Do not pay for a credit freeze. The three national bureaus must provide statutory security freezes free of charge.
- Do not enter your full Social Security number into an unfamiliar breach-lookup website. Use official bureau, FTC, IRS, and SSA websites.
- Do not treat “not found” as proof that you were unaffected. Breach-checking databases may be incomplete or inaccurate.
- Do not confuse a credit lock with a security freeze. A commercial lock product can have different terms and is not necessarily the same legal protection as a free freeze.
- Do not contact Social Security first for ordinary identity-theft recovery. Start with the FTC for identity theft; contact SSA for problems with earnings, benefits, account access, or SSA security blocks.
Can you get a new Social Security number?
Usually not just because your number was exposed. SSA generally considers a replacement number only when identity theft has caused continuing problems despite reasonable efforts to resolve them, or in limited situations involving harassment, abuse, danger, duplicate numbers, or similar circumstances. Requests require an in-person appointment at a local Social Security office.

A new number also does not erase the history connected to the old one. Credit freezes, an IRS IP PIN, strong account security, and prompt reporting are normally more practical protections.

Was the Social Security Administration hacked in the NPD breach?
No. The incident involved National Public Data, a private data broker operated by Jerico Pictures. It was not an intrusion into Social Security Administration systems.
Did 3 billion people have their Social Security numbers stolen?
That wording is misleading. The widely cited figure referred to records, including duplicates and address histories, rather than three billion unique people. NPD has not published a definitive affected-person count; an outside analysis estimated about 272 million unique Social Security numbers.
Should I freeze my credit if I do not see fraud?

Use official websites and do not pay for a credit freeze.
