UPI merchant discount rate (MDR) is a payment-acceptance cost charged to eligible merchants, not a fee customers are supposed to pay. Under the Ministry of Finance framework announced on 15 September 2026, eligible person-to-merchant (P2M) UPI payments above ₹2,000 generally carry MDR from 15 October 2026, while person-to-person (P2P) transfers remain free. The announced standard rate is 0.4%, capped at ₹300 for transactions of ₹75,000 and above.
For a small business, the decisive issue is its acquiring classification. A P2PM merchant receiving up to ₹1 lakh per month through UPI QR receipts remains at zero MDR on all transactions. A merchant above that threshold for three consecutive months can be moved into the P2M category. Because the cited policy material was checked on 13 October 2026, merchants should verify live settlement treatment with their bank or payment provider after the scheduled 15 October start date.

The short answer for customers and businesses
- Customers: The government says UPI services will continue without cost to consumers. MDR should not be added as a UPI surcharge, platform fee or hidden charge on the buyer’s bill.
- Merchants: MDR is deducted from settlement proceeds for covered P2M payments. It is a payment-processing cost distributed within the payments ecosystem, not a tax collected by the Government or NPCI.
- Small vendors: P2PM merchants within the ₹1 lakh monthly QR-receipt threshold keep zero MDR on all UPI transactions, including payments above ₹2,000.
- Transaction type: P2P transfers between individuals remain free. The new schedule concerns specified P2M payments, where a customer pays a business.
- Timing: The announced effective date is 15 October 2026. The Ministry FAQ and related clarification available on 13 October describe the policy as scheduled; actual post-launch settlement should be checked with the acquiring provider.
The government’s Press Information Bureau (PIB) estimates that approximately 96% of merchant transactions will remain unaffected. The Ministry FAQ separately says more than 95% of P2M transaction volume is up to ₹2,000. Those percentages use different denominators and should not be treated as interchangeable.
What MDR is—and what it is not
Merchant discount rate is the fee associated with accepting a digital payment. When a covered UPI payment settles, the acquiring bank or payment provider can deduct the applicable MDR before crediting the merchant. The fee is shared within the payment ecosystem for processing and acceptance services.
#1 Best Overall
MDR is not a tax, and the cited PIB clarification says it is not collected by the Government or NPCI. It also is not automatically a debt owed by the customer. The Ministry’s answer to “Will ordinary consumers be charged for making payments via UPI?” is: “No, UPI services will continue without any cost to consumers.” Banks have been advised to prevent merchants from passing MDR through to buyers.
That distinction matters at the checkout. A merchant may have a lower net settlement because of MDR, but the announced framework does not authorize a separate “UPI fee” line on the customer’s bill. If a business asks for an extra percentage solely because the customer chose UPI, the request conflicts with the official customer-treatment guidance. Keep the receipt and contact the merchant’s acquiring bank or payment provider if the practice persists.
Announced MDR schedule from 15 October 2026
| Payment situation | Announced treatment | Who needs to check it |
|---|---|---|
| P2P transfer between people | Free, regardless of amount | Individuals sending money to another individual |
| Eligible P2M payment up to ₹2,000 | Zero MDR | Businesses accepting a covered bank-account UPI payment |
| Standard eligible P2M payment above ₹2,000 | 0.4%; capped at ₹300 for transactions of ₹75,000 and above | Merchants classified for standard P2M pricing |
| Specified essential or thin-margin sectors above ₹2,000 | Flat ₹5 MDR | Registered merchants in sectors such as railways, telecom, insurance, fuel and agricultural inputs |
| Capital-market transactions | 0.02%; capped at ₹300 | Mutual funds, securities, stockbrokers and dealers covered by the category |
| P2PM merchant within the monthly threshold | Zero MDR on all transactions | Merchants receiving up to ₹1 lakh per month through UPI QR codes |
| UPI funded by RuPay credit card or a credit line | Separate product rules | Do not apply the direct-bank-account schedule automatically |
The ₹2,000 test is applied to the individual payment for the cited framework. It does not, by itself, determine whether a small merchant is P2PM or P2M. A merchant’s assigned category and monthly QR receipts can override the apparent result of looking at one transaction.

P2P: one person paying another person
A transfer from your bank account to a friend’s account, a family member’s account or another individual is P2P. The announced MDR schedule leaves these transfers free regardless of the amount. Sending ₹5,000 to a relative is therefore not the same transaction type as paying ₹5,000 to a shop’s QR code.

P2M: paying a business
A payment to a registered shop, professional, company, online seller or other business is P2M. For an eligible merchant in the standard category, a payment of ₹2,001 or more can create MDR from the merchant’s proceeds under the announced schedule. The buyer should still pay the displayed purchase price rather than an added UPI charge.
Credit-linked UPI payments
UPI funded by a RuPay credit card or a linked credit line follows separate product rules in the official material. Do not assume that a direct bank-account payment’s 0.4%, ₹5 or 0.02% treatment applies to a credit-funded transaction. The merchant should ask its acquiring provider which rule and settlement line apply.
What customers should see at checkout
No automatic customer fee
The announced policy says customers should pay no UPI transaction, platform or hidden charge. The merchant’s invoice should show the price of the goods or services and any ordinary taxes or disclosed service charges that apply independently of payment method. MDR is not meant to appear as a new buyer liability.

- Ask the merchant to confirm whether the extra amount is being imposed solely for choosing UPI.
- Request an itemized receipt and retain the transaction reference.
- Raise the issue with the merchant’s bank or payment provider, using the QR or app details shown at payment.
- If the issue concerns your bank account, also use the bank’s UPI complaint channel and keep the complaint number.
The guidance does not say that every dispute will be resolved instantly, and the supplied policy sources do not independently verify post-launch enforcement outcomes. The practical point is that a merchant’s internal settlement deduction is different from a fee the customer automatically owes.

How the framework affects a small business
Start with the merchant category, not one payment
The Ministry FAQ says P2PM merchants receiving up to ₹1 lakh per month through UPI QR codes retain zero MDR on all transactions. It also says that inward UPI receipts above ₹1 lakh for three consecutive months prompt transition to P2M. Therefore, a single ₹3,000 payment does not by itself prove that a small vendor should pay the standard rate.
Ask the acquiring bank or payment provider for three specific details:
- Whether the account is currently classified as P2PM or P2M.
- Which monthly receipt measure is being used and when the three-month test is reviewed.
- What MDR and any related settlement deductions will appear after a category change.
Keep monthly UPI reports so the threshold can be reconciled with the provider’s calculation. If a provider’s statement and the merchant’s own records differ, request a written explanation before changing prices.
Do these 3 things before closing this tab:

For a standard eligible P2M account, payments up to ₹2,000 carry zero MDR under the announced schedule. Payments above ₹2,000 are charged at 0.4%, with a ₹300 cap for a transaction of ₹75,000 or more. The deduction reduces settlement proceeds; it is not a reason to add a UPI surcharge to the buyer’s bill.

Essential and thin-margin sectors
The official materials identify a flat ₹5 MDR for specified sectors above ₹2,000, including examples such as railways, telecom, insurance, fuel and agricultural inputs. The flat rate depends on the merchant category registered with the provider. A business that believes it belongs in one of these sectors should check its merchant-category code rather than assume the example applies.
Capital-market payments
Mutual funds, securities, stockbrokers and dealers named in the official material have a 0.02% rate capped at ₹300. This category is distinct from the standard retail P2M calculation, so the settlement statement should identify the applicable classification.
Worked settlement examples
Standard payment of ₹3,000
At 0.4%, the MDR calculation is ₹3,000 × 0.004 = ₹12. The customer should still be charged the agreed ₹3,000 price. The merchant’s net settlement depends on the provider’s treatment of any applicable tax on the MDR.

Provider implementation example with GST
Google Pay for Business illustrates a ₹3,000 payment with ₹12 MDR and 18% GST on that MDR, or ₹2.16. Its example shows a total settlement deduction of ₹14.16. This is a cited provider implementation example, not an independently verified tax opinion for every acquiring arrangement. Merchants should reconcile the invoice and settlement statement issued by their own provider.

Payment of ₹75,000 or more
For a standard eligible P2M transaction at or above ₹75,000, 0.4% would otherwise produce more than ₹300, but the announced cap limits MDR to ₹300. The cap applies to the MDR amount; any separate tax treatment should be read from the provider’s statement.

No QR hardware purchase is required by the cited merchant guidance. Google Pay for Business says existing QR standees and stickers continue to work under the scheduled change. A printed “UPI QR code standee” can be an optional way to display a merchant’s existing QR, but buying or replacing a standee is not presented as a condition of compliance.
Before the effective date, a business should photograph the QR displayed at each checkout, confirm that the linked settlement account is correct and download recent settlement reports. After the change, compare gross receipts, MDR, any tax on MDR and net credit as separate lines. This makes it easier to distinguish a policy deduction from an ordinary refund, chargeback or bank error.

Common mistakes and how to avoid them
- Confusing P2P with P2M: A transfer to a friend and a payment to a shop have different rules. Identify the payee before applying any threshold.
- Using the ₹2,000 threshold as a monthly test: It is the individual-payment threshold in the cited schedule. P2PM status is determined by the merchant’s monthly QR receipts and provider classification.
- Assuming 0.4% applies everywhere: Essential-sector payments, capital-market transactions and credit-linked UPI products have separate treatment.
- Adding MDR to the customer’s bill: Official guidance says customers should not be charged it. Keep the cost in merchant settlement accounting instead.
- Replacing working QR material unnecessarily: Existing standees and stickers can continue to work according to the cited provider guidance.
- Treating announced rules as verified live behavior: The policy was scheduled for 15 October 2026, while the supplied sources were checked on 13 October. Confirm current settlement behavior with the provider.
Why the government describes most payments as unaffected
The Ministry FAQ says more than 95% of P2M transaction volume is up to ₹2,000, so those payments remain at zero MDR under the announced schedule. PIB gives a separate government estimate that approximately 96% of merchant transactions will remain unaffected. The figures support the conclusion that the change is concentrated in a minority of higher-value or specially classified payments, but they measure different things and are not an audited independent forecast.
The framework also preserves zero MDR for qualifying P2PM merchants. That design targets payment acceptance costs while shielding ordinary low-value purchases and very small QR-based vendors from the standard rate.
Historical context
Zero MDR for BHIM-UPI and RuPay debit-card transactions began in January 2020. The Government later approved an incentive scheme for low-value BHIM-UPI P2M transactions. Those measures explain why many users are accustomed to free UPI, but they are background to—not a substitute for—the 2026 announced schedule.
A practical checklist for each audience
Customers
- Check that the QR identifies a business when you are making a purchase.
- Pay the displayed price without an MDR surcharge.
- Save the receipt and transaction reference if a fee is requested.
Small businesses
- Confirm P2PM or P2M classification with the acquiring provider.
- Track monthly QR receipts against the ₹1 lakh threshold.
- Ask how three consecutive months above the threshold affect onboarding and pricing.
- Verify whether your category qualifies for the ₹5 essential-sector or 0.02% capital-market treatment.
- Reconcile MDR and any tax on MDR separately from customer revenue.
- Confirm the provider’s live rules after 15 October 2026.
For most customers, the announced result is simple: UPI remains free at the point of use. For merchants, the result depends on transaction type, amount, category, monthly QR receipts and whether the payment uses a direct bank account or a linked credit product. Those are the facts to verify on the settlement statement rather than passing an assumed fee to the buyer.
