What Union Dues Pay For and How to Review Your Union’s Finances

Union dues usually provide a large share of a local’s income and pay for authorized union activities, but there is no standard percentage that every union assigns to bargaining, staff, legal work, political activity, strike benefits, or administration. To find out where your dues went, identify the correct local and fiscal year, read its U.S. Department of Labor (DOL) annual financial report when the union is covered by federal reporting rules, then trace receipts and payments through supporting records. The report can reveal how money was classified; only the underlying records, governing documents and approvals can show whether a particular payment was properly authorized.

What union dues generally pay for

Dues are member payments used to operate the union and carry out purposes authorized by the union’s constitution, bylaws, collective agreement and applicable law. The DOL’s Office of Labor-Management Standards (OLMS) audit guide says local unions commonly receive most of their money from dues and that members expect those funds to be available for legitimate union activities.

Depending on the organization, authorized spending can include bargaining and contract administration, representation in grievances, training, communications, meetings, accounting, rent, technology, insurance, legal services, member benefits, organizing, strike preparation or assistance, and payments to a parent or intermediate body. A union may also incur expenses for conventions, education, compliance and internal elections. These are examples of possible activities, not a mandated budget or a promise that every union funds each category.

No reliable universal allocation exists. A small local in a quiet bargaining year may spend differently from a large local negotiating several contracts, dealing with litigation or supporting a strike. Geography, staffing, one-time projects and the structure of the union can change totals substantially. Do not judge a category simply because it is larger or smaller than an amount reported by another organization.

How dues reach the union

Many workplaces use dues checkoff: an employer withholds the authorized amount from a member’s wages and sends it to the union or a parent body. Other members pay the union directly. The audit guide says an effective review follows each type of receipt into the union’s bank account and checks that receipts from all sources were recorded and deposited.

Checkoff statements, individual receipts, membership dues histories or ledger cards, a receipts journal, deposit slips and bank statements form the trail from a member’s paycheck or payment to the union’s books. If a local sends a portion of each payment to an intermediate or national organization, that transfer should be visible in the local’s records and explained in the governing documents or budget.

Which financial rules apply

This guide is about the United States. Federal requirements discussed here generally arise under the Labor-Management Reporting and Disclosure Act (LMRDA) and are administered by OLMS. Coverage is not universal: some public-sector systems, unions outside the United States and organizations covered by different laws may have other rules. A union’s constitution, bylaws and collective agreements can also create rights or reporting duties beyond federal requirements.

For a covered labor organization, the DOL states that annual financial reports must be made available to members and that members may examine supporting records for just cause under the LMRDA framework. The OLMS Union Member Rights poster also describes a member’s voice in setting dues, fees and assessments. Confirm coverage and the current DOL guidance for your union before relying on a specific federal right or deadline.

“The LMRDA requires that records of every labor financial transaction be maintained and that summaries of these transactions be reflected on the Labor Organization Annual Report (LM-2, LM-3, or LM-4).”

The same guide defines fiduciary duty as “the requirement in law that union officers hold and manage union funds only for legitimate union purposes.” That standard does not mean every unusual payment is misuse; it means the union should be able to connect spending to a legitimate purpose, proper authorization and reliable records.

Step-by-step: review your union’s finances

1. Identify the exact organization and reporting year

Start with the local’s legal name, headquarters and employer or bargaining unit. Determine whether dues are retained locally or sent first to an intermediate or parent body. Write down the fiscal year you want to examine and the filing year that corresponds to it. A parent union’s report is not a substitute for the local’s report, and a report for one year may not explain a payment made in another.

  • Record the local number and legal name, including any suffix or merged entity.
  • Confirm the fiscal-year start and end dates.
  • List any intermediate, national or international body that receives transferred dues.
  • Note whether the organization is private-sector, public-sector or otherwise subject to a different reporting system.

2. Find the annual LM report

Covered unions file annual reports with OLMS. Forms include LM-2, LM-3 and LM-4; the form and level of detail depend on the organization and the filing rules in effect for that reporting year. Use OLMS’s “About OLMS” material and its “Get to know your union’s annual financial report” explanation to locate the filing and understand its schedules.

Save the complete filing, not only a summary page. Note the form used, the reporting period, amended-filing status and the officer who signed it. If the union has filed an amendment, read the amended version and compare it with the original so you do not rely on superseded figures.

3. Read the constitution, bylaws and budget

The governing documents explain the dues rate, initiation fees, assessments, approval procedures, officer powers, audit requirements and rules for transfers to a parent body. Obtain the current version and the version in force during the year you are reviewing if they differ. Compare the reported spending with the adopted budget or member-approved assessment when those records are available.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Look for provisions on who may sign checks, whether two signatures are required, how reimbursements are documented, how conventions or strike funds are authorized, and when members may inspect records. A payment can be legitimate even if it is not shown as a separate line on the annual report, but the union should be able to explain the accounting category and authorization.

4. Trace dues and other receipts

Begin with total receipts in the annual report and separate dues from assessments, investment income, grants, property income, refunds or other sources. Then ask how the reported dues total was assembled. The OLMS audit guide identifies these records as useful evidence:

  • Employer checkoff statements and remittance reports.
  • Individual dues receipts and electronic payment records.
  • Membership dues histories or ledger cards.
  • Receipts journals showing dates, amounts and sources.
  • Deposit slips and bank statements.

Choose several months, including a month with an unusual membership change or assessment, and reconcile the employer or member records to the receipts journal, deposit slip and bank statement. Investigate timing differences, returned payments and amounts sent directly to a parent body. The objective is not to demand that every deposit equal a single paycheck batch; it is to establish that all recorded receipts reached an account controlled by the organization and were posted in the correct period.

5. Review payments and internal controls

A disbursements journal is a chronological list of payments showing the date, check number, amount, payee and purpose. Compare that journal with bank statements and canceled checks or electronic-payment confirmations. The audit guide recommends reconciling disbursement records to bank activity and testing whether the supporting documentation exists.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a sample of large, unusual or recurring payments, request the invoice, contract, travel claim, reimbursement form, meeting minutes or other document that explains the expense. Check that the payee matches the invoice, the amount was recorded once, the payment was approved by the person or body required by the bylaws, and any conflict-of-interest or related-party disclosure was handled.

Ask whether the union had an audit or review during the period, who performed it, what findings were issued and what corrective action followed. An audit report is evidence about controls and identified exceptions, not a guarantee that every transaction was appropriate. A clean review also does not eliminate the value of reading the underlying records when a specific question remains.

6. Ask focused, document-based questions

Put questions in writing and refer to a report line, date or document. Neutral wording helps distinguish a missing explanation from an accusation:

How to read the annual report without jumping to conclusions

Annual LM reports are summaries. They use accounting categories that may combine several activities, and they may not identify the individual transaction you care about. Read the filing as a map to the records, not as proof by itself.

Area to examine What it can show What you still need to ask
Receipts Whether dues, assessments and other income were reported separately or together. How checkoff, direct payments and transfers were reconciled to deposits.
Disbursement categories How the union classified spending for the year. Which invoices, contracts or reimbursement records make up a large or unusual line.
Officer and employee compensation Compensation disclosures required by the applicable form. Whether totals include allowances, benefits, reimbursements or payments from another body.
Cash and liabilities Cash on hand, obligations and changes in net assets at the reporting date. Whether a year-end balance reflects restricted funds, a one-time assessment or an unpaid obligation.
Audits or reviews Whether a review or audit is reported and whether exceptions are described. Who performed it, what period it covered and how findings were corrected.

Accounting labels can make two similar expenses appear in different categories, and one payment can cover several purposes. Ask the treasurer or records custodian to explain the classification before treating a category as evidence of waste or misuse.

Comparing two years or two unions

Comparisons are useful only when the periods and organizations are aligned. Compare the same fiscal months, the same legal entity and the same report form or equivalent categories. A merger, a strike, a contract campaign, an organizing drive, a building purchase or a large assessment can make one year unlike the next.

  1. Align the fiscal-year dates and confirm whether either filing was amended.
  2. Compare the mix of revenue sources, not just total receipts.
  3. Compare major disbursement categories and investigate large changes.
  4. Review officer and employee compensation disclosures using the same definitions.
  5. Compare cash, liabilities and changes in net assets at year-end.
  6. Check whether an audit or review was performed and whether findings were resolved.
  7. Use the bylaws, budget and bargaining calendar to explain differences.

There is no source-supported cross-union benchmark that tells you an expense percentage is automatically reasonable. A larger legal bill may reflect a major case; a lower bargaining expense may reflect a contract negotiated in the prior year. The relevant question is whether the spending was for a legitimate union purpose, properly authorized and accurately recorded.

Member access, privacy and practical limits

Within the LMRDA framework, DOL guidance recognizes member access to annual reports and inspection of supporting records for just cause. “Just cause” is a fact-specific standard; it does not necessarily mean unrestricted access to every personnel file, privileged legal communication or member’s private information. The union may need to protect confidential personal data while still providing records that substantiate a financial transaction.

Check the constitution and bylaws for the request method, notice period, inspection location and any additional rights. Keep copies of your request and the union’s response. If the union denies access, ask it to identify the governing provision and the reason for the denial. For a potential LMRDA violation, consult current OLMS guidance or qualified legal assistance rather than assuming that every dispute is a federal case.

Red flags that deserve follow-up

A red flag is a reason to obtain more evidence, not a finding of fraud. Examples include:

  • Receipts reported in the annual filing cannot be reconciled to checkoff statements, member records or deposits.
  • Large payments lack an invoice, contract, approval record or clear business purpose.
  • Disbursements in the journal do not match bank activity or canceled checks.
  • A recurring vendor has a personal or family connection to an officer that is not disclosed or addressed under the bylaws.
  • The union repeatedly misses filing deadlines, files unexplained amendments or cannot identify the reporting period.
  • An audit identifies control failures and no one can describe corrective action.
  • Transfers to a parent body differ from the constitution, budget or member-approved assessment without explanation.

Before escalating, check for ordinary explanations such as timing, refunds, reclassifications, restricted funds, shared services or a one-time event. Ask for the document that resolves the discrepancy and preserve both the original figure and the correction.

Important 2026 reporting-rule change

On May 29, 2026, the DOL announced a final rule changing LM filing thresholds and creating an enhanced LM-2 for the largest labor organizations. The announcement available for this topic does not establish the rule’s effective date or tell you which form applies to a particular union and reporting year. Do not rely on a threshold stated elsewhere without checking the current OLMS rule text, form instructions and filing-year guidance.

When reviewing a 2026 or later filing, record the rule version and instructions used. A form change can alter the level of detail without changing the underlying duty to maintain records and account for legitimate union expenditures.

A printable review checklist

  • Correct local legal name, parent body and fiscal-year dates identified.
  • Complete OLMS annual report obtained, including any amendment.
  • Current bylaws, constitution and budget obtained.
  • Dues rate, assessments and transfer obligations documented.
  • Checkoff statements or member receipts selected for testing.
  • Receipts journal, deposit slips and bank statements reconciled for sampled periods.
  • Disbursements journal compared with bank activity.
  • Invoices, contracts, approvals and reimbursement records obtained for selected payments.
  • Officer and employee compensation disclosures read in context.
  • Audit or review report obtained, including follow-up to findings.
  • Questions tied to specific dates, report lines and documents.
  • Federal coverage and the current reporting-year rules confirmed.

What a responsible conclusion looks like

After reviewing the filing and records, state precisely what the evidence establishes: for example, that dues receipts were reported, a defined amount was transferred to a parent body, and sampled payments were supported by invoices and approvals. If a discrepancy remains, describe the missing record, amount, period and response. Avoid calling a payment misuse merely because you dislike the category or because a single line is unexplained.

The strongest review connects three layers: the union’s reported totals, the transaction-level documents and the rules that authorized the activity. That approach gives members a factual basis for questions, helps officers correct weak controls and avoids treating a normal accounting difference as proof of wrongdoing.
