Do not make a buy, sell, or hold decision solely because prices fell. First check whether your investment plan still matches your goal, time horizon, risk tolerance, and need for accessible cash. Then determine whether the decline has pushed your portfolio away from its intended allocation. If it has, you can evaluate rebalancing—after considering taxes, trading costs, and your account type. A market decline by itself is not a personalized instruction, and no general process can guarantee a profit or prevent losses.
Start with a pause, not a prediction
A falling market can make a long-term plan feel unsafe, but reacting to a short-term move can create a different risk: selling after prices have already declined or changing an allocation that was designed for your circumstances. The U.S. Securities and Exchange Commission’s Investor.gov guidance emphasizes a risk-appropriate, diversified plan rather than attempts to time the market. A 2026 investor bulletin from SEC investor-education and investor-protection organizations likewise cautions that short-term trading and market timing can lead to selling while markets are falling.

The useful question is not “Will the market rebound next week?” No source cited here establishes a timetable for recovery, and no one can know that timetable in advance. Ask instead: “Is my portfolio still appropriate for what this money must do, and do I have enough cash for needs that cannot wait?”

Use this decision check before changing holdings
Work through the questions in order. They separate a genuine change in your circumstances from discomfort caused by a market headline.
1. What is the money for?
Write down the goal for each account or bucket: emergency reserves, a home purchase, education, retirement, or another objective. A portfolio intended to fund a near-term expense cannot be evaluated the same way as money you will not need for many years. If the goal, date, or amount has changed, the original allocation may no longer fit even if the market had not fallen.
2. When will you need it?
Your time horizon is the period until withdrawals begin and, for a retirement account, potentially the period over which withdrawals continue. A shorter horizon generally leaves less time to recover from a large loss before the money is needed; a longer horizon may allow an investor to tolerate more interim volatility. This is a planning relationship, not a promise that a longer horizon guarantees a gain.

Risk tolerance has both a financial and an emotional side. Financial capacity asks whether you can meet obligations if the account falls. Emotional tolerance asks whether you can follow your plan without abandoning it during a decline. If you would sell solely to stop the feeling of uncertainty, your chosen risk level may be too high for you, even if it looked reasonable on paper. Changing circumstances—income, debt, dependents, health, or retirement timing—can justify revisiting the plan.

4. Is the account your emergency reserve?
Do not treat long-term investments as a substitute for accessible savings needed for rent, food, insurance deductibles, medical costs, job loss, or other surprises. Investor.gov’s planning guidance discusses keeping accessible, less risky savings for unexpected challenges. If you need cash soon, identify that need explicitly and avoid assuming that a volatile investment will be available at a favorable price.
Separate a cash problem from a market problem
Make a list of expenses due over the period in which you may need the money. Include regular bills, known large payments, and a reasonable reserve for unexpected events. Compare that amount with cash or other readily accessible savings, not with the current value of assets that could be down when you need to sell.
- If you have a genuine near-term cash need: prioritize a plan for that need and review whether the assets assigned to it are too volatile. The appropriate response depends on your whole financial situation, not on a market prediction.
- If you have sufficient accessible savings: the decline may be a portfolio-allocation question rather than an emergency. Continue through the allocation and cost checks below before trading.
- If selling would create a tax bill or penalty: identify those consequences before deciding how to raise cash. The account type and local tax rules matter.
Check whether your portfolio still matches its target allocation
Asset allocation is the mix of broad categories such as stocks, bonds, and cash chosen for a goal. Investor.gov explains that the appropriate mix depends on risk tolerance, time horizon, and financial goals. A market move can change the percentages even when you make no transaction: an asset that falls less than the rest becomes a larger share, while an asset that falls more becomes a smaller share.
Find your intended percentages in your written investment plan, workplace plan settings, or account policy. Then calculate the current percentage of each major category. Also inspect the holdings inside each category. A portfolio can appear diversified by fund count while still being concentrated in one sector, company, country, or group of overlapping funds.

| Question | What to examine | What the answer changes |
|---|---|---|
| Plan fit | Goal, time horizon, risk tolerance, and required withdrawal date | Whether the target allocation itself needs review |
| Portfolio drift | Current percentages versus your written target and any rebalancing rule | Whether a rebalance is warranted under your own process |
| Liquidity | Cash required for living costs or unexpected events | Which assets, if any, must be available sooner |
| Execution method | Sell overweight assets, direct new money to underweights, or change contributions | How to restore the mix while limiting unnecessary trades |
| Costs and taxes | Trading fees, spreads, account rules, taxable gains, and penalties | Whether the proposed transaction is worth its cost |
| Diversification | Concentration by security, sector, geography, and overlapping funds | Whether the portfolio has risks hidden by its fund count |
Rebalance only toward a deliberate target
Rebalancing means bringing a portfolio back toward its original or desired allocation after performance changes the mix. It is a risk-control process, not a forecast that a recently falling asset must rise next.
Sell an overweight category
If one category is above its target and another is below it, selling part of the overweight and buying the underweight can restore the mix. In a taxable account, a sale may realize a gain or loss; in a retirement account, different tax and withdrawal rules may apply. Confirm the consequences for your account before placing an order.
Direct new money to underweights
You may be able to send new contributions, dividends, or other deposits toward categories that are below target instead of selling the overweight position. This can reduce the number of taxable sales and may be simpler in a workplace plan, although it does not remove all investment risk or guarantee that the portfolio will return to target quickly.

Change ongoing contributions
Adjusting the percentage of each paycheck or automatic deposit going to different investments can gradually correct drift. Check the actual investment elections after changing the contribution percentages; changing where money enters an account does not automatically exchange existing holdings.

Use a written threshold or schedule
Decide in advance whether you will rebalance on a calendar schedule, when an allocation moves beyond a threshold, or through a combination. The cited SEC guides explain the methods but do not prescribe one universal threshold or frequency. Choose a rule you can follow consistently and review it when your goals or circumstances change.
Understand diversification—and its limits
Diversification spreads money across different assets and within asset categories to reduce concentration risk. Mutual funds and exchange-traded funds can make it easier to own many securities, but the fund label alone does not prove that a portfolio is diversified.
- A narrowly focused sector or thematic fund may hold many companies while still exposing you to one part of the market.
- Several funds may own many of the same largest securities, creating overlap that is not obvious from the fund names.
- Owning assets across categories does not prevent every holding from declining during a broad market sell-off.
- Diversification reduces the damage that one company, sector, or other concentrated exposure can cause; it does not guarantee a profit or prevent losses.
Review each fund’s holdings, stated objective, and concentration before concluding that adding another fund would improve diversification. More line items can add complexity without changing the underlying exposures.
Compare the main responses without trying to call the bottom
| Possible response | When it may address a real problem | Checks before acting |
|---|---|---|
| Keep the existing allocation and continue the plan | Your goals, horizon, risk tolerance, cash reserve, and target mix are unchanged | Confirm you can tolerate the volatility and do not need the money soon |
| Rebalance by selling and buying | Holdings have moved materially from a target allocation and your rule calls for a rebalance | Transaction fees, bid-ask spreads, taxes, account restrictions, and the exact target |
| Direct new contributions to underweights | You have ongoing contributions and want to correct drift with fewer sales | Contribution settings, how quickly the mix can change, and whether the target remains suitable |
| Reduce risk for a changed life circumstance | Your goal, withdrawal date, income, obligations, or risk capacity has changed | Set a new allocation deliberately rather than reacting to the latest price move |
| Raise cash for an upcoming need | You have a defined expense that cannot be covered by accessible savings | Timing, taxes, penalties, fees, and which account is appropriate to draw from |
These are decision paths, not instructions to choose one action. A market drop can coexist with more than one issue—for example, a changed retirement date and an allocation that has drifted—so address each issue separately.

Account for taxes, fees, and trading mechanics
Investor.gov’s rebalancing guide warns that transaction fees and taxes may result. Before submitting an order, check the fee schedule, any minimums or restrictions, the tax treatment of realized gains and losses, and whether your account permits the transaction. A trade that appears small as a percentage can still be expensive if a fee is fixed or if the spread between the purchase and sale prices is wide.
Tax treatment depends on jurisdiction, account type, holding period, and individual circumstances. A taxable sale can realize a gain or loss; a tax-advantaged account may have different rules but is not automatically free of every cost or restriction. Do not infer the tax result from a general investing article. If a proposed rebalance or withdrawal is substantial, a qualified tax professional can explain the consequences for your situation.
A practical process for making a change
- Write the reason. State whether you are addressing a changed goal, a cash need, portfolio drift, concentration, or another specific issue. “The market feels scary” is a signal to review the plan, not a complete transaction rationale.
- Record the target. List the desired percentages for each major asset category and the rule that would trigger a rebalance.
- Measure the current mix. Include all relevant accounts if your plan treats them as one portfolio. Look through funds for overlapping holdings and narrow concentrations.
- Map the cash need. Separate money needed soon from long-term money. Confirm the amount and date rather than selling an arbitrary percentage.
- Compare execution methods. Evaluate a sale, directing new contributions, or changing contribution rates. Prefer the method that meets the target with acceptable costs and tax consequences, subject to your circumstances.
- Check the order details. Verify the security, amount, account, order type, settlement information, and any applicable fees before confirming.
- Document the result. Save the new allocation, transaction rationale, and next review date. This record helps prevent an unplanned second change driven by the next headline.
Common mistakes during a decline
- Trying to predict the bottom: waiting for certainty can turn a plan into a series of guesses, while selling during a fall can lock in a loss.
- Confusing contribution activity with a guarantee: periodic investing can be part of a plan, but it does not assure a gain or make continued contributions appropriate for someone who needs the money or cannot bear the risk.
- Changing risk without changing the plan: moving to a different mix because of one headline can leave you with an allocation that does not match your eventual goal.
- Ignoring overlap: several funds can provide less diversification than expected if they hold many of the same securities.
- Forgetting taxes and fees: a technically correct allocation change can be inefficient if implementation costs outweigh its benefit.
- Using long-term investments as emergency cash: a decline is especially damaging when it forces a sale to pay an immediate bill.
When to get professional help
General education cannot determine the right allocation, withdrawal order, or tax strategy for a particular person. Consider individual advice when your situation involves a major life change, a large taxable gain or loss, multiple account types, concentrated employer stock, complex estate or income-tax issues, or uncertainty about how much cash you need. Ask an adviser or tax professional to explain assumptions, fees, conflicts, and the specific risks of the recommendation. You remain responsible for making sure any plan fits your goals and ability to follow it.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhat the evidence does—and does not—say
The SEC and Investor.gov materials support planning around risk, time horizon, liquidity, diversification, and rebalancing. They do not establish a guaranteed recovery date, a universal allocation, a required rebalancing percentage, or a rule that every investor should buy, sell, or hold during a decline. Your account type, taxes, cash needs, holdings, and personal circumstances determine how the general framework applies.
The most defensible response to a falling market is therefore a process: protect near-term cash needs, test the plan against your current life, inspect the actual portfolio for drift and concentration, and make only those changes that serve a defined objective after costs and taxes are understood.
