First check when you need the money, whether your goal or household finances have changed, and whether your current asset allocation still matches your risk tolerance. If the plan remains suitable, keep its rules, rebalance only when your holdings have drifted materially, and continue affordable scheduled contributions rather than trying to predict the bottom. Selling in panic, borrowing to invest, or making rapid trades with margin or options can turn a market decline into a permanent loss.

What a bear market tells you—and what it does not
Investor.gov’s glossary says, “Generally, a bear market occurs when a broad market index falls by 20% or more over at least a two-month period.” That threshold describes a broad market’s recent movement; it does not predict how far prices will fall, when they will stabilize, or when they will recover. It is not an automatic instruction to sell.

Step 1: Reconnect the portfolio to the goal
Write down the purpose and date for each account
List what each investment account is meant to fund and when withdrawals are likely. Retirement decades away, a home purchase in three years, a tuition bill next year and a long-term bequest have different time horizons. Investor.gov guidance on asset allocation emphasizes that the mix of volatile and less-volatile investments should reflect both the goal’s time horizon and your ability to tolerate losses.
For money needed soon, a large decline shortly before withdrawal can force you to sell at an unfavorable price. A goal many years away may provide more time to withstand fluctuations, but a long horizon does not make any particular security suitable. Recheck the date whenever a job change, move, family obligation or retirement decision brings the goal closer.
Separate willingness to take risk from ability to take it
Risk tolerance is your emotional and financial capacity to remain invested through losses. Ask whether you could continue the plan after another decline without abandoning it. Then examine risk capacity: Is your income stable? Do you have urgent expenses, high-cost debt or a likely period without work? Would a medical, housing or family emergency require money from this account?
There is no single emergency-savings figure that fits every household. The practical test is whether accessible cash can cover your foreseeable needs without forcing a sale of long-term investments. If it cannot, strengthening liquidity may be more urgent than changing the investment mix because of recent prices.

Step 2: Inspect what you actually own
Map the asset allocation
Group every holding into broad categories such as stocks, bonds, cash and other assets. Record each category’s percentage of the total and compare it with the allocation you intentionally chose. Use the current market value, not the amount originally paid, when calculating today’s weights.
Do not assume that a fund’s name tells you its full exposure. Open the latest holdings list and note major companies, sectors, countries, maturities and credit quality. Two funds with different names can own many of the same securities. Overlap can leave you more concentrated than you realize.
Use diversification accurately
Diversification spreads exposure among investments that do not move in exactly the same way. It can reduce the damage from one holding or segment performing poorly, but it cannot eliminate investment risk, ensure a gain or prevent losses in a broad decline. Investor.gov specifically cautions investors to examine underlying holdings rather than counting funds as if each were automatically a separate source of diversification.

Concentration is a reason to review the plan, not a reason to make a rushed all-or-nothing trade. Write down why each holding is present, what role it serves and what would make that role no longer appropriate.

Step 3: Decide whether the plan changed or only prices changed
A useful decision is not “Will the market rise tomorrow?” It is “Has a fact that determines my allocation changed?” Use this comparison before placing an order:
| Situation | Possible response | What to check first |
|---|---|---|
| Your goal, date and financial capacity are unchanged; the allocation is still suitable. | Hold the chosen allocation and follow the existing contribution and rebalancing rules. | Whether fear from recent prices—not a changed circumstance—is driving the impulse. |
| The portfolio has drifted away from its intended weights. | Consider a rules-based rebalance, using new money or sales as appropriate. | Transaction costs, taxes, account restrictions and the size of the drift. |
| The goal is closer, your income is less secure, or you now need the money sooner. | Reassess the allocation and liquidity needs; a more conservative mix may be appropriate. | Your new time horizon, cash needs and ability to tolerate a loss. |
| A holding is unsuitable, excessively concentrated or no longer understood. | Investigate the holding and consider a deliberate change rather than a market-timing trade. | Underlying exposure, taxes, fees and the role a replacement would play. |
Changing an allocation can be sensible when your circumstances change. Changing it solely to escape a frightening headline is market timing, and it can leave you with a portfolio that no longer matches your long-term objective.
Step 4: Rebalance when weights drift
What rebalancing does
Rebalancing restores the percentages you selected after market movements push them off target. If stocks fall while bonds or cash hold their value, the stock percentage may become lower than intended. If stocks had previously risen faster than other assets, the opposite drift may occur. Rebalancing is a risk-control process, not a forecast that one asset will outperform next.

Investor.gov describes two common approaches: rebalance on a calendar, such as a periodic review, or when a holding crosses a preset percentage-point threshold. A relatively infrequent, pre-set process can reduce the temptation to trade on every market move.

Choose how to restore the mix
| Method | How it works | Potential trade-offs |
|---|---|---|
| Direct new contributions | Send upcoming deposits toward categories that are below target until the mix moves closer to plan. | May take time if contributions are small; can reduce the need to sell and may avoid realizing gains in a taxable account. |
| Sell overweight assets and buy underweight assets | Exchange enough of the categories above target for those below target. | Can restore the allocation quickly, but commissions, spreads, taxes and account rules may apply. |
| Use distributions or account exchanges | Redirect dividends, interest or permitted in-account exchanges toward underweight categories. | Availability and tax treatment depend on the account and investment. |
Before selling, determine whether the transaction creates a taxable gain, whether a retirement account permits the move without current tax, and what fees or trading restrictions apply. A tax professional can explain your basis and filing consequences; the fund provider or custodian can explain account mechanics. Do not rebalance more often simply because prices are volatile.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Step 5: Decide what to do with ongoing contributions
Understand periodic investing
Investor.gov defines dollar-cost averaging this way: “Dollar-cost averaging means investing your money in equal portions, at regular intervals, regardless of the ups and downs in the market.” A scheduled contribution plan can make investing systematic instead of dependent on a prediction about the next market move. The 2026 World Investor Week bulletin from the SEC’s investor-education office, CFTC, FINRA, NASAA, NFA and SIPC says patient periodic investing may help mitigate volatility and warns that attempts to time the market may reduce returns.
Periodic investing is a process, not a promise. It does not guarantee a profit, ensure recovery, outperform investing a lump sum, or make an unsuitable investment appropriate. It also should not use money needed for rent, taxes, debt payments, emergencies or a near-term purchase.
When continuing may fit
- Your contribution is affordable after essential expenses and accessible-cash needs.
- The account’s goal and time horizon still support the selected allocation.
- You can accept that each scheduled purchase may lose value afterward.
- The contributions follow a written allocation rather than a new attempt to call the bottom.
When pausing or redirecting deserves review
- Your income has become uncertain or an urgent expense is likely.
- You are carrying expensive debt or lack enough accessible savings for foreseeable needs.
- The goal date moved closer and the current mix is now too volatile.
- Your allocation was never suitable, or the investment’s costs and risks are no longer acceptable.
A pause for cash-flow reasons is different from abandoning a long-term plan because of fear. If you pause, document why and set a date to review the decision rather than letting an emergency measure become an unexamined permanent change.

Why panic selling and fast trading can backfire
Selling after a fall converts an unrealized decline into a realized loss and removes your exposure to any later rebound. No one can reliably identify the market’s lowest point in advance. Moving to cash can also create a second timing decision: when to buy back, and at what price.
FINRA and Investor.gov warn that short-term trading based on fast-moving information can produce significant and unexpected losses for retail investors. Margin magnifies gains and losses and can require additional cash or forced sales. Options add leverage, expiration dates and the possibility of losing the premium or more, depending on the strategy. A bear market is a poor setting for an impulsive trade built on a social-media tip or a claim that a particular security must soon recover.
If you trade at all, understand the product, maximum loss, financing costs, tax treatment and order mechanics before submitting an order. A long-term allocation review and a short-term speculative position are separate decisions; do not disguise the latter as rebalancing.

Match the location of money to when it will be spent. Funds required for an imminent bill should not depend on a favorable stock-market day. Review automatic withdrawals, expected taxes, insurance premiums and large planned purchases. Keep the amount needed for those obligations in an accessible, lower-volatility place consistent with your circumstances and account rules.
This does not mean moving every long-term investment to cash. It means identifying which dollars have a short deadline and preventing a short-term obligation from dictating the risk level of money intended for a distant goal.
Account, tax and cost checks before an order
- Identify whether the transaction is in a taxable brokerage account, an individual retirement account, a workplace plan or another account with different rules.
- Estimate realized gains or losses and ask how they could affect your tax return. Tax-loss rules and retirement-account treatment are fact-specific.
- Check commissions, fund transaction fees, bid-ask spreads, redemption fees and any plan restrictions.
- Confirm that the replacement investment has the intended asset exposure, diversification and risk—not merely a lower recent price.
- Save the allocation target and the reason for the trade so a later price move does not rewrite your decision.
Because tax treatment and suitability depend on personal facts, complex transactions warrant advice from a qualified financial or tax professional who can review your actual documents.
