A partial T-bill award is usually an auction-allocation result, not a failed payment. The first question is whether you submitted a competitive or noncompetitive bid. A competitive bid can receive all, part, or none of the requested amount. A noncompetitive bid is generally awarded in full at the auction’s determined rate, subject to Treasury’s limits. Confirm the order type, check the auction result and your account record, then ask the institution that submitted the order when any unawarded cash will be released.
This guide covers U.S. Treasury bill auction orders placed through TreasuryDirect, a bank, broker, or dealer. It does not cover Singapore T-bills, secondary-market purchases, or a broker’s separate display or settlement policies.

First, determine whether the partial award is normal
“Not fully allocated” means the auction awarded fewer bills than you requested. That can be expected when the order was competitive. A competitive bidder states the discount rate they are willing to accept. Treasury compares that bid with the rates accepted in the auction. Depending on the result, the bidder may receive the entire request, only part of it, or nothing.

Instead, the bidder accepts the rate, yield, or discount margin established when the auction closes. TreasuryDirect’s auction FAQ states: “If you bid noncompetitively, you’ll be awarded the full amount of your bid for a security at the rate, yield, or discount margin determined at the auction close.” The full-award rule is still subject to the applicable bidding limit.

TreasuryDirect accepts only noncompetitive bids. A bank, broker, or dealer may offer either bid type, so the same investor can have different allocation rules depending on where the order was entered.
Competitive and noncompetitive bids compared
| Feature | Competitive bid | Noncompetitive bid |
|---|---|---|
| What you specify | A desired discount rate for the bill | The dollar amount; you accept the auction-determined rate |
| Possible award | All, part, or none of the requested amount, depending on the bid and auction outcome | Full requested amount at the auction rate, within the applicable limit |
| Where it is accepted | A bank, broker, or dealer that offers competitive bidding | TreasuryDirect and institutions that offer noncompetitive bidding |
| Who commonly uses it | Investors or institutions willing to set a rate and accept allocation risk | Most individual investors who are willing to accept the auction-set return |
The table describes auction rules, not a guarantee that every intermediary labels its order screen in the same way. If the confirmation does not clearly say “competitive” or “noncompetitive,” ask the institution before assuming what happened.
What to do immediately after seeing a partial award
- Identify the order channel. Write down whether the order was submitted in TreasuryDirect or through a bank, broker, or dealer. The submitting institution controls the customer-facing order record and cash ledger.
- Confirm the security and auction. Check the bill’s term or maturity, auction date, requested dollar amount, and the account in which you placed the order. A partial amount can look like an error if you are viewing a different bill or a secondary-market transaction.
- Confirm the bid type. Look for the order confirmation, trade ticket, or auction-entry screen. A competitive order can be partially awarded; a noncompetitive order should be awarded in full, subject to the applicable limit.
- Check the official auction result. Treasury publishes auction results after the auction. Compare the bill and auction date in that result with the order record in your account. TreasuryDirect also describes viewing requested purchase details in the account after results are released.
- Ask the submitting institution about the balance. If the order was placed through a broker, ask when the cash associated with the unawarded portion will become available and whether the amount is pending, reserved, or already released. Do not assume a universal timetable: Treasury’s auction guidance does not set one brokerage-wide release period.
How to verify the auction and your account record
Use the auction result to verify the security
Start with the bill’s identifier or maturity date, not just the amount. Auction pages can list several bill terms close together. Match the auction date, term, and amount requested in your order confirmation. The published result tells you the auction’s accepted rate and other outcome data; it does not replace the customer ledger maintained by your bank or broker.

After results are released, sign in to TreasuryDirect and open the account area showing pending or completed purchases. Compare the requested amount with the awarded amount and the auction details. Because TreasuryDirect accepts noncompetitive bids only, a displayed partial award should be reconciled with TreasuryDirect support rather than treated as an ordinary competitive allocation.

Use the intermediary’s trade or order record for a broker order
A broker may show separate fields for requested quantity, awarded quantity, cash debit, and settlement status. Save or download the confirmation before contacting support. The broker’s record is the relevant source for whether the unawarded amount is still on hold, has been returned to cash, or is waiting for an internal posting step.
Questions to ask a broker, bank, or dealer
Use precise questions so support can investigate the auction record rather than answer a generic “why was I shorted?” inquiry:
- Was this order competitive or noncompetitive?
- What auction date, bill term, and requested amount are attached to the order?
- What amount was awarded, and what amount was unawarded?
- Was the award reduced by the auction allocation, by an order-size or account limit, or by an operational issue?
- Is the unawarded cash available now, reserved, pending settlement, or posted elsewhere in the account?
- What is the institution’s stated release or posting process for unawarded funds?
- Can you provide the order or tender reference number and the final auction status?
Ask for the answer in writing through the institution’s secure message system when possible. Keep the order confirmation, account statement, and the representative’s explanation together in case the display changes before the cash is posted.
If the order was noncompetitive but was only partly awarded
Treasury’s published rule is that a noncompetitive bid receives the full requested amount at the auction-determined rate, within the applicable limit. A partial amount therefore needs reconciliation. It may be a labeling or posting problem, a mismatch between the amount you entered and the amount you remember, or an order that was actually submitted as competitive.

- Re-open the original confirmation and verify that it identifies a noncompetitive bid.
- Check whether the requested amount exceeded the applicable noncompetitive limit or another account-level restriction.
- Compare the confirmation with the award shown in the account and with the official auction’s security and date.
- Ask the submitting institution to reconcile the discrepancy and identify the missing amount in dollars.
- Keep the case number and request a corrected account entry or a clear explanation of why the displayed order differs from Treasury’s full-award rule.
Do not submit a second order merely to “make up” the difference until the first record is understood. A duplicate order could create an unintended cash commitment in a later auction.
What happens to the money for the unawarded amount?
The unawarded portion is not a new Treasury security. It is cash that may be released, credited, or shown as pending by the institution that accepted your order. Treasury’s auction rules establish how awards are determined, but they do not prescribe a single release time for every broker or bank.
For that reason, avoid promises such as “the refund will arrive in two business days” unless your institution has given you that timetable for this order. Check the available cash balance, settled cash balance, and any pending or restricted-cash view separately; some platforms display those categories differently. If a stated release date passes, contact the institution again with the original order reference and ask for an escalation to its Treasury-auction or settlement team.

Can a closed auction be changed?
No. Treasury says bid changes stop once the auction closes. After the close, you cannot edit the requested amount, change a competitive rate, or convert a competitive order into a noncompetitive one for that auction. The practical remedy is to verify the final award and resolve any account or posting issue with the institution that submitted the order.

If you discover an incorrect amount before the auction closes, use the institution’s cancellation or modification process and confirm that the change was accepted. A draft order on a screen is not the same as a completed tender; rely on the final confirmation and its timestamp.

Choose the bid type deliberately
If your priority is obtaining the requested dollar amount and you are willing to accept whatever rate the auction sets, Treasury describes a noncompetitive bid as the route used by most individual investors. TreasuryDirect offers this type only. A noncompetitive bid does not let you choose a minimum acceptable return, so it is unsuitable if receiving a bill below a specified rate would make the investment unacceptable.
Confirm the order before submitting
Before the auction closes, verify the bill term, maturity, amount, account, and bid type. Save the confirmation number. If a broker’s interface offers a rate field, that is a signal to read the order type carefully; do not assume the default is noncompetitive.

Treasury describes purchases in $100 increments. TreasuryDirect’s current auction FAQ describes a maximum noncompetitive bid of $10 million for an auction. The Treasury’s auction-regulations page notes that a 2022 amendment raised the noncompetitive limit from $5 million to $10 million. Those figures describe Treasury rules, while an intermediary may impose additional operational or account limits. Confirm the limit that applies to your account and the specific auction.

Leave room for the auction’s cash requirement
Make sure the funding account has enough available cash for the full requested amount and any other pending commitments. A funding shortfall or account restriction is different from a competitive allocation, and only the submitting institution can explain how its system handled that condition.
Common situations and the correct response
| What you see | Most relevant explanation | Next action |
|---|---|---|
| Competitive order awarded less than requested | Allocation depended on your stated rate and the auction outcome | Check the official result, then ask when the unawarded cash will be available |
| Competitive order shows zero | The bid was not accepted at the auction’s outcome or did not receive an allocation | Confirm the bid rate and auction status; do not expect the closed order to be edited |
| Noncompetitive order shows full amount but cash is lower than expected | The purchase may have posted while cash is reserved or settled under the institution’s process | Ask the institution to explain the debit, settlement status, and available cash |
| Noncompetitive order shows a partial amount | The order type, requested amount, limit, or account record may not match your understanding | Provide the confirmation and request a reconciliation under Treasury’s full-award rule |
| The account shows the wrong bill or auction date | You may be viewing another order or a secondary-market transaction | Match the security identifier, term, maturity, and auction date before disputing the allocation |
When to escalate
Escalate within the submitting institution if the order reference, bid type, or awarded amount cannot be explained; if cash remains restricted beyond the date the institution gave you; or if a confirmed noncompetitive order is still shown as partially awarded. Provide the institution with the confirmation, the official auction details, and a concise timeline. Treasury can explain auction rules, but it cannot correct a broker’s internal ledger or set that broker’s cash-release schedule.
For future auctions, submit only an order whose rate and allocation rules you understand, and check the final confirmation before the auction closes. That prevents a partial competitive award from being mistaken for a processing failure and gives the institution the information it needs to resolve a genuine discrepancy.
