An estimated reading, a longer billing cycle, a supplier-rate change, a catch-up adjustment, or a fixed charge can raise the total without a meter failure. If a reading or charge still looks wrong, call the electric utility listed on the bill and request an explanation or meter check. If the utility does not resolve the complaint, contact the Public Utilities Commission of Ohio (PUCO). If paying is difficult, ask immediately about a payment arrangement and check Ohio assistance programs.
Why is my Ohio electric bill so high?
The total on the last page is only the result. To find the cause, compare the bill with the previous bill and, when possible, the same season last year. Look for which input changed rather than assuming the meter is inaccurate.

| Bill item | What to compare | What a change can mean |
|---|---|---|
| Service period | Beginning and ending dates; number of days | A cycle with more days can produce a larger total even when daily use is similar. |
| Consumption | Total kWh and average kWh per day | Higher use may reflect heating, cooling, water heating, appliances, occupancy or weather. |
| Meter readings | Beginning and ending readings; actual or estimated label | An estimate can later be reconciled when an actual reading is obtained. |
| Generation or supply | Supplier name, price per kWh and contract terms | A supplier price or term may have changed, or a promotional rate may have ended. |
| Distribution and fixed charges | Customer, distribution and transmission charges | Regulated delivery charges or fixed fees can rise independently of kWh. |
| Other amounts | Late fees, prior balance, adjustments and credits | The bill may include an old balance or a one-time correction rather than current usage alone. |
Ohio’s local electric distribution utility delivers power over its wires. Eligible customers may choose a competitive retail electric service (CRES) supplier for generation. The utility’s standard-offer generation price is shown as the Price to Compare. Separating delivery, generation, transmission and other lines shows whether the increase came from how much electricity you used or what each component cost.
How to check the bill before calling
1. Verify dates and kWh
Write down the service start and end dates, total kWh, and the prior period’s kWh. Compare the number of days in each cycle and calculate a rough daily-use figure by dividing kWh by days. A longer period can explain part of the increase; a large jump in daily use points to consumption or a reading issue.

2. Check whether the readings are actual or estimated
PUCO defines an actual reading as one taken from the meter, including an electronic reading. An estimated reading means the utility did not read the meter and calculated use from prior consumption and seasonal patterns. When an actual reading is later obtained, the utility may adjust the account to reconcile the estimate. Several estimated bills can therefore make a later bill look unusually high or low.
3. Separate usage from price
Compare the generation price per kWh and the supplier name with the previous bill. Then compare distribution, transmission and customer charges. If kWh is nearly unchanged but the total rose, a rate, fixed charge, late fee, prior balance or adjustment is more likely than a sudden change in physical consumption.
4. Check the account balance and one-time lines
Look for a past-due amount, late charge, deposit, returned-payment fee, credit reversal or catch-up adjustment. Confirm that payments you made are posted and that the bill is for the correct service address. Keep the bill showing the disputed line; the utility can trace its billing determinants, including beginning and ending readings and consumption assigned to each pricing period.
What an estimated meter reading means
An estimate is not a statement that the meter measured the displayed kWh. It is a utility calculation based on prior use and seasonal patterns. Estimates are common when access is unavailable or a remote read was not received. They can be reasonable, but they can also diverge from actual conditions, especially after a move, a major weather change or a change in household occupancy.

Record the meter reading and date whenever you can. For an analog meter, read each dial from left to right, noting that a dial between numbers is read according to the direction of the next dial. Digital meters display digits directly. Compare your reading with the bill’s ending reading and keep dated photographs if the display is visible. A manual reading indicates use between two dates; it does not by itself determine the final bill because rates, delivery charges, taxes and balances are added separately.
If the bill has been estimated for more than two consecutive months, the Ohio Consumers’ Counsel (OCC) says a customer may request two actual meter readings per calendar year. Call the utility first and ask how it schedules and records that request. If your reading differs substantially from the bill, ask the utility to document the discrepancy and explain whether a meter test or field visit is appropriate.
Why did my bill go up when my usage did not?
When kWh is stable, inspect the price and non-usage lines in this order:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems- Generation rate: A CRES supplier may have moved from a fixed or introductory rate to a variable or higher rate, or a contract term may have ended.
- Utility generation price: If you are on the utility’s standard offer, its Price to Compare can change according to the applicable filing and period.
- Delivery charges: Distribution and transmission charges can change even when generation use does not.
- Billing period: Two bills with the same kWh may have different totals when one includes a prior balance, late fee or adjustment.
- Estimated-read reconciliation: A later actual reading can add previously unbilled kWh in one cycle.
If you are considering a supplier change, compare the effective generation price, contract length, cancellation terms and any recurring fees with the current Price to Compare. Supplier offers are volatile; verify the current offer through the official Energy Choice Ohio resource before enrolling, and read the contract’s renewal and variable-rate language.

What to ask the electric utility
Gather the bill in question, two or three earlier bills, your dated meter readings or photos, payment confirmations and the supplier contract if generation is supplied by a CRES company. Call the electric utility printed on the bill, even when the disputed line is a supplier charge; the utility can explain its portion and tell you how supplier billing disputes are handled.
- Ask the representative to identify the billing period, beginning and ending readings, and whether each reading was actual or estimated.
- Ask which line changed: kWh, generation price, customer charge, distribution, transmission, late fee, prior balance or an adjustment.
- Request the calculation for any estimated-read reconciliation and the date of the underlying actual reading.
- If the meter may be inaccurate, ask about the utility’s meter-test procedure, possible fees, expected timing and how a correction would be posted.
- Ask what amount the utility considers currently due while the issue is reviewed and how a bona fide dispute will be noted.
- Write down the call date, representative’s name or identification, reference number, promised action and follow-up date.
Do not rely on a verbal promise alone. Save bills, screenshots, meter photographs and payment records in one folder so you can show exactly what changed.
How to dispute an electric bill in Ohio
Ohio’s billing rule directs customers to contact the electric utility first. If the complaint remains unresolved, contact PUCO for assistance at 1-800-686-7826, toll-free, from 8 a.m. to 5 p.m. weekdays. Give PUCO the utility name, service address, account number, disputed dates and charges, the utility’s response, and your reference number.

If the bill is in a bona fide dispute, ask the utility how it will record that status and what amount is undisputed. Under the Ohio billing rule, paying the full undisputed amount related to a bona fide dispute is not treated as a partial payment; it is credited to the undisputed portion of the account. Disputing a bill does not automatically pause every payment or disconnection deadline, so ask the utility and PUCO what applies to your account and keep making any amount they identify as undisputed.

Special rule for a meter-inaccuracy undercharge
Ohio Administrative Code Rule 4901:1-10-23 contains a narrow backbilling limit. When a residential customer was undercharged for unmetered electricity because of meter inaccuracy, the utility may bill only for that electricity rendered during the 365 days immediately before the date the company remedies the inaccuracy.
This is not a general one-year cap on every corrected bill. It applies to the specified situation—residential unmetered electricity caused by meter inaccuracy. Ordinary usage reconciliation, an estimated-reading adjustment or a supplier dispute may be governed by different rules. Ask the utility to identify the rule and calculation it is relying on.

Contact the utility before the due date or as soon as you receive a disconnection notice. Ask for an individualized arrangement first; eligibility can depend on account status, payment history and whether a third-party supplier is involved. OCC describes these arrangements for regulated Ohio electric and natural-gas utility customers:
Recommended Free Tools
| Arrangement | How it works | Timing or condition |
|---|---|---|
| One-Ninth Plan | The past-due amount is divided into nine equal monthly payments, and the customer is also placed on a budget plan. | Ask the utility whether your account qualifies. |
| One-Sixth Plan | The past-due amount is spread over six months while the customer also pays current usage. | Eligibility and enrollment are set by the utility. |
| One-Third or Winter Heating Season Plan | The total balance—past-due amount plus current charges—is divided into thirds. | OCC lists this option from November 1 through April 15; confirm current terms. |
| Budget billing | A monthly amount is based on average use over 12 months and may be reviewed and adjusted. | The account can end with a balance or a credit; supplier participation and account status can affect eligibility. |
Ask for the monthly payment, first due date, treatment of new usage, and what happens if a payment is missed. Get the arrangement in writing or retain the confirmation number.

Disconnection notices and urgent protection
If a shutoff date is listed, call the utility immediately and ask which payment, certification or assistance option can prevent disconnection. OCC identifies a Special Reconnection Order, medical certificates and seasonal crisis programs among possible protections. Requirements and seasonal dates can change, so verify the current rule with the utility or OCC rather than relying on an old notice or a previous winter’s policy.
A medical certificate generally requires information from an authorized health professional and may have time limits. Ask exactly what form is accepted, when it must arrive and whether it prevents disconnection or only provides additional time. Keep proof of submission.
Ohio programs that can help with electric costs
Most programs are accessed through a local Energy Assistance Provider or Community Action Agency. Eligibility, funding and application windows can change; ask what documents are required, such as identification, household income records, utility account information and a current bill.

A practical record-keeping system for future bills
- Keep each bill and note the service days, kWh, reading type, supplier and generation price.
- Photograph the meter on a consistent day each month when safe and permitted.
- Maintain a simple log of date, reading, kWh since the prior entry and unusual events such as guests, a vacant home, extreme temperatures or a new appliance.
- Save payment confirmations and every utility reference number.
- Set a calendar reminder several days before the due date to review the next bill.
This record lets you distinguish a genuine usage change from a billing-period, estimate or rate change and gives the utility precise dates to investigate.
When the bill is finally explained
Once the utility identifies the changed line, decide based on the evidence. A higher kWh total may call for checking heating, cooling, water heating or appliance operation. A higher generation price may call for reviewing the supplier contract against the utility’s Price to Compare. An estimated-read adjustment may simply correct prior under- or over-estimation. A fixed-charge or late-fee issue requires confirming the account balance and payment posting. If the explanation does not match the readings or terms on your documents, return to the utility with the discrepancy and escalate to PUCO if it remains unresolved.
