If your take-home income cannot cover every bill this month, stop trying to pay whoever asks first. Make a complete cash-and-bill list, rank obligations by the harm a delay could cause, contact providers before you miss payments, and apply for official assistance. The right order depends on your lease or loan, state, contracts, household health and safety, and the consequences attached to each bill.
Start with a one-hour financial triage
When money is short, incomplete information creates bad decisions. Set aside an hour and gather current bank balances, cash on hand, expected pay or benefit dates, every bill, minimum payment, due date, overdue notice and any warning about eviction, repossession, foreclosure, utility shutoff or court action.

- Write down available cash in checking, savings and physical cash.
- List every expected income payment and the date it should arrive. Use take-home amounts, not gross pay.
- Record each obligation, its total balance, minimum amount due, due date and what happens if it is late.
- Mark immediate necessities: food, medicine, housing, utilities, transportation needed for work, insurance, childcare and court-ordered obligations.
- Circle notices with a specific deadline, such as a shutoff date, pay-or-quit notice, repossession warning or court date.
Put the dates on a calendar. A bill calendar can reveal that the problem is concentrated in one week rather than spread evenly across the month. It also shows whether moving a due date would prevent an overdraft or a missed essential payment.
Consumer Financial Protection Bureau (CFPB) guidance frames this as a consequences exercise, not a universal ranking. As its Prioritizing bills tool says: “Don’t ignore bills you can’t pay.” Ignoring a bill does not make it disappear; it can add fees, damage credit or trigger collection, legal, housing or service consequences depending on the obligation.

How to choose what to pay first
There is no single payment order that is correct for every U.S. household. Compare the immediate consequence of delay with the role the bill plays in keeping you housed, healthy, insured, employed and legally compliant. A collector’s urgency on the phone is not, by itself, a reason to pay that account ahead of rent, food or medicine.
| Question | What to examine | Why it matters |
|---|---|---|
| Could delay threaten housing? | Rent or mortgage, eviction or foreclosure notices, lease or loan terms | Loss of housing can create the most immediate disruption and may involve court deadlines. |
| Could delay stop an essential service? | Electricity, gas, water, heat, phone or internet needed for work or medical equipment; shutoff notices | Restoration rules, deposits and local protections differ. |
| Does it protect income? | Transportation, fuel, vehicle loan, work equipment, childcare and required licensing | A payment that keeps you able to work may protect future cash flow. |
| Does it protect health or legal rights? | Food, prescriptions, medical care, insurance and court-ordered support | Skipping these can create health, legal or coverage consequences. |
| What is the confirmed cost of waiting? | Late fees, interest, credit reporting, repossession, collections or contract termination | The written agreement and provider’s notice are more reliable than assumptions. |
After covering immediate food, medicine and safety needs, use the notices and contracts to decide which consequences must be prevented first. If two obligations present similar risks, ask both providers for a short extension rather than guessing. Keep a written record of the decision and the reason for it.
Call creditors and service providers today
Contact a provider before a missed payment whenever possible. A hardship request is not a guarantee that the company will agree, but early contact gives you more options than waiting until an account is in default.

A simple hardship script
Explain the situation briefly and specifically: “My household income dropped, and I cannot make the full payment due on [date]. I can pay $[amount] on [date]. What hardship, installment, due-date or fee-waiver options are available, and how would each option affect interest, fees and credit reporting?” Give a realistic date for resuming normal payments rather than promising an amount you cannot afford.
Ask the representative to explain eligibility, enrollment dates, interest treatment, fees, the new payment amount, the end date and what happens if you miss a plan payment. Request the agreement in writing through the company’s secure message system, email or mail. Review the document against your notes and keep the confirmation with your bill calendar. Do not assume that a phone promise changes the contract or prevents reporting.
Credit cards
If you cannot pay your credit card bills, call the issuer immediately. Ask about a temporary hardship program, reduced payment, due-date change, fee reversal or another arrangement. Confirm whether the account will be frozen, whether interest continues, how payments are allocated and how the arrangement is reported to credit bureaus. Continue making any amount you have agreed to pay unless the issuer confirms different instructions in writing.

Automatic withdrawals and overdrafts
Review scheduled automatic payments when money is needed for food, housing or medicine. Contact the bank and the biller promptly to understand cancellation, rescheduling and authorization rules; timing matters, and the exact process depends on the payment authorization and account terms. Do not simply let repeated withdrawals trigger overdraft fees. Record confirmation numbers and check the account afterward.
Build a cash-flow budget from actual records
A budget based on guesses will understate the gap. Review several months of bank and card activity, pay stubs and bills. Categorize spending into essentials, obligations, flexible costs and irregular expenses. Include insurance premiums, medical bills, school costs, annual subscriptions, vehicle repairs, taxes and seasonal needs so they are not treated as surprises.
- Enter take-home income by date, including variable income only when you have a reasonable basis for expecting it.
- Enter fixed bills and their due dates.
- Add variable necessities such as groceries, fuel, prescriptions and childcare using recent actual spending.
- Divide less-frequent costs by the number of months they cover and set aside that amount when possible.
- Subtract expenses from income for each pay period, not only for the month as a whole.
- Compare the remaining cash with minimum payments and the consequences in your priority list.
- Review the calendar weekly and update it when a bill, income date or hardship agreement changes.
CFPB’s free Assess your spending materials, bill calendar and cash-flow budget worksheets can provide the format. A small paper notebook works too: record every purchase for a short tracking period, including cash spending, then compare the total with your plan. The goal is a realistic picture, not a perfect spreadsheet.

Find government and local help this week
Use USAGov’s Facing financial hardship pages as a starting point for current federal, state and local programs. They point to food assistance, unemployment benefits, Temporary Assistance for Needy Families (TANF), housing and rent resources, and utility help. Eligibility, benefit amounts, deadlines and application methods vary by state, territory, locality and household circumstances.
Food
If food is running short now, use USAGov’s emergency-food guidance and call 211 for local food banks, meal programs and community organizations. Ask about same-day distribution, delivery for people who cannot travel and documentation requirements.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesEnergy and utilities
For heating or electricity costs, check your state or territory office for the Low Income Home Energy Assistance Program (LIHEAP). The Weatherization Assistance Program (WAP) may also be relevant for eligible households. Programs can accept applications online, by phone or in person, and a pending application does not necessarily stop a scheduled shutoff, so ask the utility and agency about timing and protection rules.

Rent and housing
For emergency rent assistance, USAGov recommends 211 and searches for state and local programs. Contact the landlord as soon as possible, provide the amount you can pay and the date you can pay it, and ask for a written repayment arrangement. If you receive an eviction notice or court papers, contact a qualified housing counselor or local legal-aid organization promptly; do not miss a court deadline while waiting for an assistance decision.
Income support
If a job ended or hours were cut, apply promptly for unemployment benefits through your state program. Ask whether TANF or another state benefit may fit your household. Keep copies of applications, confirmation numbers, requested documents and deadlines, because an incomplete application can delay a decision.
What to do when the shortfall keeps returning
A recurring deficit cannot be solved only by moving due dates. Once immediate risks are contained, compare the largest fixed costs with dependable income. Recheck housing, transportation, insurance, debt payments and childcare, and seek benefits for which the household may be eligible. Consider whether a sustainable income change, expense reduction or move is necessary; make decisions from the cash-flow budget rather than from a single unusually good or bad month.
Recommended Free Tools
A nonprofit credit counseling organization may help some people review debt and money management. A HUD-participating housing counselor may help with housing-related decisions. Before sharing personal information or enrolling, ask exactly what services are provided, what they cost, whether fees are upfront or recurring, and whether you can cancel. A counselor should explain options rather than pressure you into one.
Debt-relief warning signs
- A promise to eliminate all debt or guarantee a specific result.
- An instruction to stop communicating with creditors or stop opening their notices.
- Large advance fees before any service is delivered.
- Pressure to stop making payments without a clear explanation of the consequences.
- Requests for bank access or sensitive information before you can verify the organization and its written terms.
Those signs do not prove a particular company is illegal, but they are reasons to pause and seek an independent explanation. You remain responsible for understanding what happens to interest, fees, credit reporting, lawsuits and tax consequences before signing anything.
Use a seven-day recovery checklist
- Day 1: Complete the cash, income, bill and consequence inventory; identify food, medicine, housing and safety needs.
- Day 1–2: Call the most time-sensitive providers, including the landlord or mortgage servicer, utility, insurer, vehicle lender and card issuers. Ask for written terms.
- Day 2–3: Review automatic withdrawals and prevent avoidable overdrafts while preserving essential payments.
- Day 3–5: Submit applications for food, unemployment, TANF, utility and rent assistance that fit your location and household; call 211 for local referrals.
- Day 5–7: Finish the records-based cash-flow budget, set weekly review dates and follow up on every pending application or hardship agreement.
If you face imminent eviction, utility shutoff, repossession, a court action or lack of food, treat that deadline as urgent and contact the relevant official state or local agency, 211 or a qualified counselor immediately. General information cannot replace advice based on your contract, location and household facts.
