What should you do when your ETF portfolio is down? Pause before selling, identify what actually fell, and compare your current holdings with the plan for your money. A decline may reflect a broad market move, a concentrated fund, a mismatch between an ETF’s market price and its net asset value (NAV), or the unusual daily-reset design of a leveraged or inverse ETF. Revisit your goal, time horizon, cash needs and ability to tolerate losses before deciding whether to hold, redirect new contributions or rebalance. The U.S. guidance discussed here is educational, not an individualized recommendation; investors outside the United States should check local rules.
Start with a pause and an inventory
A falling account balance is a signal to investigate, not by itself an instruction to sell. Write down each ETF’s full name and ticker, the account in which it is held, its stated benchmark or investment objective, its asset class and its current holdings. Note the date and the type of loss you are looking at: an intraday quote, the change in the fund’s NAV, or the change in your entire account after contributions, withdrawals and distributions.

This inventory prevents a common mistake: treating every ETF as if it were a broad, diversified index fund. An ETF can focus on one sector, theme, country, maturity range or other narrow slice of the market. Several apparently different ETFs can also own many of the same largest companies. Counting fund names is not the same as measuring diversification.

- Broad-market fund: generally designed to track a wide stock or bond market segment.
- Sector or thematic fund: concentrated in a particular industry, trend or economic activity, so its losses may differ sharply from the overall market.
- Bond fund: affected by interest rates, credit quality, maturity and the types of bonds it owns.
- Leveraged or inverse ETF: commonly designed around a multiple or inverse of a benchmark’s daily return, with results that can diverge substantially over longer periods.
Read the fund’s prospectus and holdings information rather than inferring the exposure from its name. The objective, benchmark, asset mix and concentration tell you what you own; the recent price change tells you only what happened over the period you observed.

Separate a market decline from ETF trading mechanics
ETF shares trade on an exchange throughout the day. The price at which shares change hands can be above or below the fund’s NAV per share, which represents the value of the underlying portfolio calculated under the fund’s valuation procedures. In a volatile session, the quoted market price may move differently from NAV. A reported loss therefore needs a label: is it the exchange price, the NAV, or the value of your whole account?
Do not treat a price-to-NAV difference alone as proof that the underlying holdings suffered an equivalent additional loss. First compare the current quote with the latest available NAV and examine what assets the fund owns. The U.S. Securities and Exchange Commission (SEC) bulletin covering this point addresses registered open-end ETFs and unit investment trusts; it does not cover every exchange-traded product.
Questions to answer before placing an order
- What was the price and time of the quote you are using?
- What is the fund’s latest published NAV and valuation time?
- Did the underlying market trade at the same time, or are some holdings in different time zones or less liquid markets?
- Does the account-level decline include cash flows, distributions or currency effects?
These checks cannot make a loss disappear, but they prevent a mechanical pricing difference from being mistaken for a change in your investment plan.

The suitable mix of stocks, bonds and cash depends on why you invested, when the money may be needed and how much loss you can financially and emotionally withstand. The SEC’s allocation guidance describes investment horizon and risk tolerance as central inputs. A recent market move should prompt a review of those inputs, not replace it.

Write down the three personal constraints
- Purpose: Identify the goal, such as a long-term retirement account, a nearer-term purchase or a reserve for a known obligation.
- Time horizon: Estimate when withdrawals may begin and whether the money must be available on a fixed date.
- Loss capacity and willingness: Consider both your finances (income, emergency reserves, debt and other assets) and your ability to stay with the plan during declines.
If your job, family circumstances, debt, emergency savings or target date has changed, your previous allocation may no longer fit. Conversely, if those facts are unchanged, a headline or one bad week does not establish that the allocation is unsuitable.
Measure current weights, not just dollar losses
Calculate the percentage of the account in stocks, bonds and cash, then compare those percentages with the target you selected for the goal. Also inspect concentration inside each category: a stock allocation spread among several funds may still be dominated by the same companies, and a bond allocation may be exposed to one maturity or credit segment. This comparison tells you whether the decline altered your intended risk mix.
Choose a rebalancing method before you trade
Rebalancing means restoring a chosen asset mix after market movements change the weights. It is not a forecast that one asset will outperform next. SEC investor guidance describes two basic review rules and notes that rebalancing generally works best relatively infrequently.

A step-by-step rebalancing decision
- State the target percentages for stocks, bonds and cash in writing.
- Measure the current percentages using the same account values and valuation time.
- Determine whether the difference crosses your preselected review rule.
- Check whether new contributions, dividends or interest can correct the drift without a sale.
- If a sale and purchase are still needed, estimate fees, spreads and taxes before submitting orders.
- Record what you changed and the next date or threshold for review; do not create a new rule because of the day’s news.
Do not confuse a downturn with a call to time the bottom
Trying to sell after a fall and buy back at a lower point requires two short-term predictions: when the decline ends and when to re-enter. SEC and partner-agency investor education warns that market timing can reduce returns. That warning is not a promise that markets recover on a particular schedule, and it does not guarantee a gain from remaining invested. It means that an unsupported prediction is a weak basis for replacing a long-term plan.
Lori Schock, identified on the SEC page as the former Director of its Office of Investor Education and Assistance, wrote: “Jumping totally out of the market and trying to time the market may not be the best long-term investment strategy.” The page also states that the article was provided in her official capacity but does not necessarily reflect the views of the Commission, its Commissioners or other staff.
The SEC’s Beginners’ Guide to Asset Allocation, Diversification, and Rebalancing puts the short-term risk plainly: “The volatility of stocks makes them a very risky investment in the short term.” Use that point to match risk to the date you need the money, not to assume that every decline will reverse quickly.

Handle leveraged and inverse ETFs as a separate case
Leveraged and inverse ETFs are not ordinary diversified index funds. Many seek a multiple, or the inverse, of a benchmark’s return for one day. Because the fund resets its exposure daily, the result over weeks, months or years can depart substantially from the stated daily objective, especially when the benchmark is volatile.

The SEC’s 2023 bulletin gives concrete illustrations rather than typical-performance estimates. Over four months, one index gained 2 percent, while a leveraged ETF seeking twice that index’s daily return fell 6 percent and an inverse ETF seeking twice the inverse of the index’s daily return fell 25 percent. In another example over the same period, an ETF seeking three times the daily return of a different index fell 53 percent even though that underlying index gained around 8 percent. Those examples are specific cases, not forecasts or general market statistics.
Checks for a leveraged or inverse holding
- Read the prospectus and confirm whether the objective is daily, leveraged or inverse.
- Identify the benchmark and the reset frequency; do not extrapolate a one-day objective across a longer holding period.
- Ask whether you intended a short-term trading or hedging exposure rather than a long-term allocation.
- Consider whether the size and volatility of the position are consistent with your ability to bear loss.
If you cannot explain the daily objective and the reason the fund belongs in the account, pause and obtain individualized advice before adding, selling or holding it.

Hold while monitoring
Holding may be consistent with the plan when the ETF still has the intended objective and exposure, the goal and time horizon are unchanged, and the current allocation remains within your rule. Monitoring means reviewing the fund’s objective, holdings and drift on your established schedule; it does not mean promising a recovery.

Redirect new money
If one category is below target and your account allows it, directing new contributions there can reduce drift without an immediate sale. This approach still requires checking concentration, fees and the size of each contribution. It is a method for moving toward a target, not a prediction about which asset will rise next.
Sell or replace after a plan-based review
A sale may be warranted when the fund no longer matches the objective, has an unintended concentration, is a leveraged or inverse product held without a suitable purpose, or when your personal circumstances require a different allocation. Compare the replacement exposure with the target, and check taxes, fees and trading mechanics first. Selling solely because the market fell does not answer whether the holding remains appropriate.
Know when individualized help is appropriate
A qualified financial professional may help evaluate an allocation when the decision turns on retirement timing, a major cash need, concentrated employer assets, debt, insurance, inheritance, or a change in your ability to tolerate losses. Ask the professional to explain the proposed target mix, the reason for each change, expected costs and how often the plan will be reviewed.

A one-page downturn checklist
- Record the ETF name, ticker, objective, benchmark, asset class and top holdings.
- Mark whether the observed loss is a market-price move, an NAV move or an account-level change.
- Look for overlap among ETFs and concentration in sectors, themes, companies, maturities or credit types.
- Write the goal, withdrawal date, cash requirement and ability to bear loss.
- Compare current stock, bond and cash weights with the target allocation.
- Apply the calendar or threshold rule you chose in advance, rather than a headline.
- Consider new contributions before selling, where suitable.
- Estimate commissions, spreads and applicable tax effects before any order.
- Read the prospectus immediately if the fund is leveraged or inverse.
- Seek qualified, individualized help when the answer depends on personal financial or tax circumstances.
There is no established universal statistic for how likely a broad-market ETF portfolio is to recover, how long recovery would take, or which rebalancing frequency is optimal for everyone. The defensible response to a downturn is therefore a documented review of exposure, objectives, personal constraints and costs—not a promise, panic sale or attempt to predict the bottom.
