You do not necessarily have to postpone buying a home because you cannot put 20% down. Depending on your finances, you may qualify for a conventional mortgage with private mortgage insurance (PMI), an FHA loan, a VA or USDA loan, or a state and local assistance program. The right choice is the one that leaves room for closing costs, repairs and emergencies while keeping the complete monthly and long-term cost affordable.
First, understand what 20% actually means
Twenty percent is not a universal down-payment minimum. The Consumer Financial Protection Bureau (CFPB) says borrowers who put down less than 20% on many conventional mortgages generally pay PMI, or may choose a government-backed loan instead. Some conventional programs permit down payments as low as 3%, and the CFPB describes FHA loans with down payments as low as 3.5%; neither figure guarantees approval.

A smaller down payment increases the amount borrowed. Depending on the loan, you may also pay mortgage insurance, an upfront fee, a higher interest rate or other charges. The result can be a higher monthly payment and greater total interest. Conversely, putting every available dollar into the house can leave you unable to pay closing costs, move, handle an urgent repair or maintain an emergency fund. The useful question is not “How do I reach 20%?” but “Which financing and purchase price fit my complete budget?”

Start with cash you can use without jeopardizing other obligations. A down payment is only one part of cash to close. CFPB guidance on determining your down payment and down-payment effects emphasizes preserving money for closing costs, moving, immediate repairs and savings goals.

- Reserve cash after closing: Keep an emergency reserve appropriate to your income, household and existing obligations. A lender’s maximum approval is not a recommendation to spend that amount.
- Price the home from the payment backward: If a low-down-payment loan makes the payment too high, compare a less expensive property or continue saving rather than draining reserves.
- Account for liquidity: Money invested in home equity is not readily available for a medical bill, job loss or other need without selling or borrowing.
Use the CFPB’s home-buying spending guidance to test the payment against your other savings goals and ownership costs. A sustainable purchase can be better than a larger down payment that leaves no cash buffer.
Compare the main ways to buy with less than 20% down
Ask lenders to quote every path for the same purchase price and loan term. The programs below have different eligibility rules and insurance structures.
| Financing path | Who should investigate it | Down payment and insurance | Questions to ask |
|---|---|---|---|
| Conventional mortgage with PMI | Borrowers who qualify for conventional underwriting but have less than 20% available | Some conventional options allow 3% down. PMI is generally required below 20%. | What are the interest rate, PMI premium, cash to close and cancellation rules? How does the quote change at 3%, 5%, 10% and 15% down? |
| FHA-insured mortgage | Buyers seeking a smaller down payment or potentially more flexible credit qualification | The CFPB describes down payments as low as 3.5%. FHA mortgage insurance has rules and costs different from conventional PMI. | What upfront and ongoing insurance charges apply, and how do they compare with conventional financing for your expected time in the home? |
| VA-guaranteed mortgage | Eligible veterans, servicemembers and surviving spouses | May permit zero down and does not require monthly mortgage insurance, but generally has an upfront fee. | Confirm eligibility, the applicable fee, rate, closing cash and payment before comparing with other offers. |
| USDA rural-development mortgage | Eligible borrowers buying homes in qualifying rural areas | Can offer zero down. Upfront and ongoing mortgage-insurance-related fees apply. | Does the address qualify? Does your household income qualify? What are the total fees and payment compared with FHA and conventional options? |
| State, local or nonprofit assistance | Buyers who meet a program’s income, location, occupancy, first-time-buyer or occupation rules | Assistance may be a grant, subsidized loan or second mortgage and may be paired with another loan. | Is it forgivable or repayable? Does it create a lien or monthly payment? What happens if you sell or refinance? |
The CFPB’s pages on special loan programs and loan types explain that availability and qualification depend on the borrower, property and location. Verify current rules with the lender or administering agency; program terms can change.

For a buyer who otherwise qualifies for a conventional mortgage, PMI can make a purchase possible without 20% down. You borrow a larger balance and pay for insurance that protects the lender against default. The premium may be included in the monthly payment, paid upfront at closing, or structured through a combination of charges, depending on the offer.

Request side-by-side quotes at several down-payment levels. A 10% down offer may have a different rate or PMI premium than a 3% offer, and the extra cash may or may not produce enough monthly savings to justify using it. Compare the annual percentage rate, total loan costs and cash to close—not just the advertised rate.
When PMI can end
For many covered conventional mortgages on single-family principal residences closed on or after July 29, 1999, you can request PMI cancellation when the scheduled principal balance reaches 80% of the home’s original value, subject to applicable requirements. Earlier cancellation may be available in some circumstances. The CFPB’s PMI guidance explains the process and exceptions. Ask your servicer for the specific date, conditions and documentation for your loan. FHA and VA insurance rules are different, so do not assume the same cancellation path applies.
FHA: a lower entry requirement with different insurance costs
An FHA-insured mortgage may allow a 3.5% down payment under the CFPB’s description, subject to credit, property and lender requirements. It can be useful when a conventional approval is unavailable or when the FHA payment is more affordable after all charges are included.

Ask for the upfront insurance charge, any amount financed into the loan, the ongoing premium and the conditions under which coverage ends. VA financing for eligible borrowers
Eligible veterans, active-duty servicemembers and surviving spouses should ask about a VA-guaranteed mortgage. It may allow zero down and generally does not require monthly mortgage insurance. An upfront fee usually applies, although the amount and possible exemptions depend on the borrower and loan circumstances.
Eligibility alone does not determine affordability. Compare the VA rate, upfront fee, lender charges, required cash and projected payment with conventional and FHA offers for the same home. Obtain the lender’s current eligibility and fee determination before relying on a zero-down scenario.
USDA financing for qualifying rural homes
A USDA rural-development mortgage can provide zero-down financing when both the property and borrower satisfy program rules. The address must be in a qualifying rural area, and household-income limits and other requirements apply. USDA financing includes an upfront fee and ongoing mortgage-insurance-related charges.

Down-payment assistance and second mortgages
State housing-finance agencies, local governments and nonprofits may offer assistance. Programs can target first-time buyers, lower- or moderate-income households, residents of a particular area or certain occupations. The benefit may be a grant, a subsidized loan or a second mortgage, and it may be combined with FHA or conventional financing.
Read the program documents before counting the money as yours. A “forgivable” benefit may require you to occupy the home for a set period; a repayable second mortgage may become due when you sell, refinance or pay off the first loan. Ask about income limits, purchase-price caps, homebuyer education, interest, liens, monthly payments and consequences of moving.
Find programs through your state or local housing agency, a participating lender or a HUD-certified housing counselor. Availability is location-specific and was not established for every market, so verify that applications are open and funds remain.

Gifts
Some loan programs permit a genuine gift from an acceptable donor. The lender will normally require a gift letter and documentation showing the source and transfer of funds. Tell the lender about the gift before closing; an undisclosed loan disguised as a gift can affect underwriting and create an unreported monthly obligation.

Borrowing for the down payment
A personal loan, credit-card advance or other debt is not free down-payment money. It increases your debt-to-income ratio, adds a payment and can change loan eligibility. Discuss any proposed borrowing with the mortgage lender before taking it.
Retirement savings
Using retirement assets can reduce tax-advantaged growth and may create taxes or penalties depending on the account and transaction. The CFPB’s down-payment-funds guidance recommends considering those consequences. Obtain tax advice for your circumstances rather than assuming an account withdrawal or loan is harmless.
Get comparable offers, not vague promises
Follow this sequence so the options can be evaluated on equal terms:
- Set the test case. Choose a purchase price, property type, loan term and occupancy assumption. Use the same inputs for every quote.
- Ask about every applicable program. Request conventional financing with PMI and FHA quotes. If eligible or potentially eligible, request VA and USDA quotes. Ask about lender, state, local and nonprofit assistance.
- Obtain at least three preapprovals. The CFPB’s mortgage-shopping guidance recommends comparing multiple lenders. A preapproval is not a final loan commitment, but it helps identify assumptions and documentation requirements.
- Request formal Loan Estimates. Compare offers using the same loan amount and term. The Loan Estimate lays out the rate, projected payment, closing costs and cash to close in a standardized format.
- Check the full payment. Include principal and interest, mortgage insurance, taxes, homeowners insurance, association dues and any assistance-program payment.
- Measure long-term cost. Review the interest rate, upfront fees, total loan costs, projected balance, insurance duration and rules for cancellation or payoff.
- Stress-test the budget. Ask whether the payment remains manageable after a repair, temporary income loss, tax increase or insurance increase. If the answer is no, reduce the price or delay the purchase.
Common mistakes when cash is tight
- Confusing “approved” with “affordable.” Underwriting measures eligibility under stated rules; it does not know every future expense or your preferred savings cushion.
- Ignoring cash-to-close details. A low down payment can still require substantial closing funds, prepaid taxes and insurance, inspections, moving costs or immediate repairs.
- Comparing only the rate. A lower rate with larger insurance or upfront charges may cost more over the period you expect to keep the loan.
- Assuming all mortgage insurance ends the same way. Conventional PMI, FHA insurance and VA charges follow different rules. Ask the servicer or lender for the exact terms.
- Skipping assistance-program conditions. Forgiveness periods, resale restrictions, income tests and repayment triggers can materially change the economics.
- Using every reserve to reach a round number. The 20% threshold can reduce PMI, but it is not worth creating a financial emergency immediately after closing.
When waiting or buying less is the better answer
If every low-down-payment option leaves you with an unaffordable payment or no emergency cash, the responsible alternatives are a lower-priced home, a larger savings balance or both. You can also improve credit, pay down other debt and revisit lenders later. There is no financial benefit to meeting a 20% target if the purchase itself is outside your budget, and there is no benefit to buying immediately if the payment prevents you from handling ordinary ownership costs.
Re-run the comparison when your income, debts, savings or target area changes. Program eligibility and assistance availability are location- and time-dependent; confirm current terms with lenders and housing agencies before making an offer.
