What to Do When the Stock Market Falls: A Long-Term Investor’s Checklist

When the stock market falls, do not sell solely because prices are down. First check whether your goal, time horizon, cash reserves, debt, risk tolerance and portfolio allocation have changed. If your plan still fits your circumstances, keep following it, including affordable periodic contributions and rule-based rebalancing. If you need the money soon, cannot cover household expenses, or are carrying risks such as margin or leveraged products, the right response may be to reduce risk rather than simply “hold.”

This checklist is educational, not individualized investment, tax or legal advice. The regulatory guidance cited here is primarily U.S.-oriented; account rules, taxes and investor protections differ elsewhere.

1. Pause and identify what the money is for

A falling index is a market event, not a complete diagnosis of your personal finances. Before changing a holding, write down the goal attached to the money and the date you expect to withdraw it. Investor.gov defines a time horizon as the length of time you expect to invest for a goal. That horizon is a central input to asset allocation: a person saving for a retirement decades away generally faces a different risk problem from someone reserving a down payment for next year.

Separate distant goals from near-term spending

  • Long-term goal: If withdrawals are many years away and your income, savings and plan remain intact, a temporary decline may not require a strategic change.
  • Near-term goal: Money needed soon has less time to recover from a large loss. A more conservative mix may be appropriate because selling after a drop could be unavoidable.
  • Multiple goals: Keep a retirement account, emergency reserve and house-purchase fund conceptually separate. A decline in one portfolio should not force you to raid money assigned to another purpose.

Do not let a headline silently change a goal’s deadline. Change the allocation only when the underlying objective, timing or financial circumstances have changed.

2. Check household resilience before taking more investment risk

Review your cash flow before deciding to buy more, continue contributions or simply wait. The SEC’s investor checklist says to pay off high-interest debt first. The 2026 joint-agency bulletin also emphasizes adequate savings because a cash reserve can reduce the chance that an unexpected bill forces you to liquidate investments at an unfavorable time.

Use the emergency-savings example carefully

A 2022 bulletin from the SEC Office of Investor Education and Advocacy, CFTC, FINRA, NASAA and NFA gives three to six months of living expenses as an example savings goal. It is an example, not a mandatory reserve for every household. Your employment stability, insurance, dependents, access to credit and likely expenses may justify a different amount.

Run a cash-and-debt check

  • List essential monthly expenses and cash already available.
  • Identify bills due before your investments could reasonably be sold without disrupting the goal.
  • Review variable-rate or high-interest debt and prioritize a payoff plan where appropriate.
  • Confirm that planned contributions do not leave you unable to meet ordinary expenses.

If your reserve is inadequate or expensive debt is growing, strengthening the household balance sheet can be more urgent than adding to a falling portfolio.

3. Re-read your investment plan and risk tolerance

Ask whether anything material has changed in your goal, time horizon, income, liabilities, family situation or ability to bear a loss. Also distinguish willingness to tolerate volatility from ability to tolerate it. You might emotionally dislike a decline yet have decades before withdrawals; conversely, you might feel calm but lack the cash capacity to withstand a large loss before a near-term payment.

The SEC’s older “Don’t Panic, Plan It!” guidance, which identifies itself as no longer updated, advises against rash decisions during volatility. Former SEC Office of Investor Education and Assistance Director Lori Schock wrote: “Your first reaction during a time of market volatility may be to panic. Don’t. Instead, plan it!” Use that statement as historical context, while relying on current Investor.gov and joint-agency guidance for present decisions.

Questions that indicate a genuine plan change

  • Has the withdrawal date moved materially closer?
  • Has your income become less reliable or your debt burden increased?
  • Do you now need regular withdrawals from the account?
  • Can you still tolerate the loss assumed by your written plan?
  • Was the portfolio riskier than you understood when you bought it?

A single frightening day is not, by itself, evidence that your long-term risk profile has changed.

4. Inspect allocation and diversification—not just account value

Compare your current holdings with the target mix in your plan. Look across stocks, bonds and cash, then look inside each category. Price changes can make one asset class larger or smaller than intended, even when you have made no trades.

Check for hidden concentration

Diversification can reduce the effect of a loss in one holding, but a fund label is not proof that you are diversified. SEC guidance warns that sector-focused mutual funds and exchange-traded funds may be narrow. Two funds can also own many of the same largest companies, creating overlap that is easy to miss.

  • Measure how much of the portfolio depends on one company.
  • Look for multiple funds with the same top holdings.
  • Identify sector, country or industry concentrations.
  • Check whether employer stock or another single asset dominates household wealth.
  • Distinguish a broad-market fund from a narrowly themed or sector fund.

A falling market can reveal concentration risk, but changing from a concentrated position to a diversified plan should be a deliberate decision, not a panic trade.

5. Rebalance only when your rule says to

Rebalancing restores the intended risk mix after market movements push it away from its target. It is not a forecast that one asset will outperform next. Investor.gov describes two common approaches: review at regular intervals, such as every six or twelve months, or act when an allocation crosses a preset percentage band. These are examples, not universal instructions.

Calendar versus threshold rebalancing

Method How it works Trade-offs to consider
Calendar review Check the allocation on a recurring schedule, such as every six or twelve months. Simple and predictable; a large drift can occur between reviews.
Percentage band Trade when an asset class moves outside a preselected range around its target. Responds to drift; requires monitoring and a written threshold.

Investor.gov says rebalancing tends to work best relatively infrequently. Before trading, review transaction costs, taxes and account rules. In a taxable account, selling an appreciated position can create a tax liability; in a retirement account, different rules may apply. The applicable treatment depends on your jurisdiction and account type.

Use contributions to reduce unnecessary selling

If your plan allows, directing new money toward an underweight asset can move the allocation closer to target without selling another holding. That approach still needs to follow your written allocation and affordability limits.

6. Decide whether regular contributions remain affordable

Periodic investing can keep you from having to predict the market’s next short-term move. The 2026 joint-agency bulletin favors patience and plan-based periodic investing when it fits the person’s finances. Continuing a contribution does not guarantee a profit, prevent losses or ensure that you buy at the lowest price.

Continue when the prerequisites are intact

  • Your emergency savings and essential cash needs are covered.
  • High-interest debt is under control or being paid down.
  • The contribution is part of a documented long-term plan.
  • The portfolio’s allocation and risk level remain suitable.

Pause or reduce when cash flow has changed

Stopping or reducing contributions can be reasonable if income has fallen, debt payments are unaffordable or a near-term obligation now takes priority. That is a cash-flow decision, not a prediction that prices will keep falling. Avoid presenting dollar-cost averaging as protection from loss; it only spreads purchases over time.

7. Do not escalate risk to recover a loss

A decline often tempts investors to “make it back” quickly. Reassess any margin borrowing, options, short selling or leveraged and inverse products before adding money or changing positions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Why complex exposure can worsen a downturn

  • Margin: A broker can require additional collateral. Losses can exceed the amount you originally invested.
  • Options and short selling: Strategies can create obligations or losses that are not limited to the cash initially paid.
  • Leveraged or inverse single-stock ETFs: The SEC-led 2022 bulletin highlights special risks in products designed to magnify or reverse a stock’s daily move. Their behavior can differ sharply from simply holding the underlying stock over longer periods.

If you cannot explain how a product behaves in a rising, falling and sideways market, do not use a market scare as the moment to increase exposure. Read the prospectus or account agreement and consider professional advice appropriate to your jurisdiction.

8. Guard against scams that exploit fear

Volatility creates a ready-made sales pitch: a stranger claims to know the next move, promises high returns with little risk or urges an immediate transfer. The 2026 bulletin warns that impersonation can be harder to detect as technology improves.

Verify before acting

  1. Check an investment professional’s registration through official U.S. regulator tools, or the equivalent authority where you live.
  2. Be skeptical of “guaranteed” or unusually high returns presented as low risk.
  3. Do not send money or account credentials in response to unsolicited social-media, text or messaging advice.
  4. Independently locate the firm’s official contact information instead of using a link or number supplied in a message.
  5. Discuss an unfamiliar pitch with someone you trust before making a time-sensitive transfer.

9. What if you are close to retirement?

Near-retirement investors should focus on the date and size of planned withdrawals, not on a generic rule that everyone must sell after a decline. A shorter horizon may call for less volatile investments because there is less time to recover before spending begins.

Review the withdrawal sequence

  • Estimate which expenses must be funded in the next one to several years.
  • Identify cash and lower-volatility assets available for those expenses.
  • Test whether a large stock decline would force sales at an unfavorable time.
  • Revisit the allocation as part of the retirement-income plan, including pensions, benefits and other household resources.

Moving everything to cash can create its own risks, including inflation and the possibility of missing future growth. The appropriate mix depends on your complete retirement plan, not the size of one market decline.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

10. Replace constant checking with a review schedule

The purpose of monitoring is to keep the portfolio aligned with a plan, not to predict every next move. Set a reasonable review interval for allocation, cash needs and account beneficiaries, and review sooner after a genuine life change such as job loss, a major purchase, a new dependent or a change in the withdrawal date.

At each review, record the target allocation, actual allocation, reason for any change and the date of the next review. A written process makes it easier to distinguish a plan-based action from a reaction to a headline.

How the main choices differ

Decision More consistent with a long time horizon More urgent to reconsider
Hold or sell Goal is distant, cash reserve is adequate and allocation still fits risk capacity. Withdrawal is near, cash needs changed or the holding is unsuitable or concentrated.
Continue contributions Contributions are affordable and part of the written plan. Emergency savings are inadequate, high-interest debt is pressing or income is unstable.
Rebalance A written calendar or percentage-band rule is triggered. No rule exists and the proposed trade is driven only by fear or a forecast.
Use complex products Only after understanding the mechanics, costs and maximum downside. When the strategy uses borrowing, magnifies daily moves or could lose more than invested.

Questions to ask before placing a trade

  • What goal does this account fund, and when is the money needed?
  • What changed in my finances, rather than merely in the news?
  • Can I cover essential expenses without selling this investment?
  • What is my target allocation, and how far has it drifted?
  • Is this holding broad or concentrated, and do my funds overlap?
  • Does the proposed action follow a written rule?
  • Could taxes, fees, margin calls or product mechanics change the outcome?
  • Am I acting on verified information or an unsolicited promise?

Bottom line for a falling market

A disciplined response is a sequence: name the goal and deadline, secure household cash, reassess risk capacity, inspect diversification, rebalance only under a rule, continue affordable plan-based contributions and avoid leverage or fear-driven pitches. The 2026 joint-agency bulletin summarizes the principle this way: “Being resilient means having a plan in place that will help you achieve your financial goals despite market changes that might occur along the way.”
