What to do when the stock market drops: a practical checklist for long-term investors

When the stock market drops, do not make a buy-or-sell decision from the price chart alone. Pause, check when you need the money, confirm that your target allocation still fits your situation, and use the rebalancing method you chose in advance. Keep enough cash for emergencies and avoid high-interest debt so a decline does not force a sale at an inconvenient time.

This checklist is general education, not a forecast or individualized investment advice. A market decline can expose a mismatch between your portfolio and your goals, but the decline itself does not tell you where prices will go next.

1. Pause before you change anything

A sharp headline or a one-day loss can create an urge to act immediately. The joint World Investor Week 2026 bulletin, issued by the SEC, CFTC, FINRA, NASAA, NFA and SIPC on October 5, 2026, advises preparing for volatility and warns that trying to time the market can lead to selling while prices are falling. A pause is not a command to hold every investment forever; it is a way to separate a market move from a genuine change in your plan.

Use a short cooling-off routine

  1. Write down what changed: the market price, your income, your expenses, your goal, or your ability to tolerate losses.
  2. Wait until you can review your plan without reacting to intraday headlines or social-media predictions.
  3. Do not place a trade solely to relieve anxiety. If you still believe a change is needed after reviewing your goals and cash needs, document the reason and the intended allocation before acting.

No source establishes a reliable way to identify the bottom of a decline. Treat predictions about the next turning point as uncertain rather than as a reason to abandon a long-term process.

2. Check when you will need the money

Your time horizon is the number of months, years or decades until you expect to use the money. It is one of the first facts to check because the same loss has different consequences for a goal due soon and a goal several decades away.

Near-term goals

Investor.gov’s guidance on asset allocation says investors who expect to need money in the near term may consider more conservative, liquid investments. They may have little time to wait for a recovery. Examples include a scheduled tuition payment, a home purchase deposit, a tax bill, or living costs during a planned career break. Money assigned to such a goal should be evaluated separately from retirement assets that will not be used for many years.

Longer-term goals

A long horizon can provide more time for a portfolio to recover, but it does not make losses harmless or guarantee a positive result. Recheck whether your target mix still reflects your risk tolerance and the amount of loss you could endure without abandoning the plan. If your circumstances have changed, update the plan because the calendar alone is not a complete risk assessment.

Make a goal-by-goal inventory

  • List each goal and the date or date range when the money may be needed.
  • Record the amount that must be available and whether the date is flexible.
  • Identify which account or investment is intended to fund it.
  • Mark goals that would be harmed if the value fell and could not recover before the spending date.

This inventory helps reveal whether the problem is a temporary market decline or an allocation that was too aggressive for a specific deadline.

3. Protect your cash reserve and eliminate expensive debt

Financial resilience can prevent a forced sale. The 2026 joint bulletin gives three to six months of living expenses as an example emergency-savings goal. It is an illustration, not a mandatory amount for every household. A household with variable income, dependents or uncertain medical costs may choose a different reserve; another household may need less or more based on its obligations and access to other resources.

The bulletin also says many credit cards charge high interest rates of 18% or more when balances are not paid in full each month. That figure is an example, not a current market-wide average. The agencies state: “No investment strategy consistently pays off as well as, or with less risk than, minimizing high interest debt.” Apply that principle before treating a falling market as an invitation to add risk.

Cash-reserve check

  • Calculate essential monthly expenses rather than using total discretionary spending.
  • Compare the result with readily accessible savings, not with investments whose value can fall.
  • Include insurance deductibles, predictable annual bills and any period when income could stop.
  • Keep the reserve in an account whose access and value are suitable for emergency use.

Investor.gov’s 2020 World Investor Week bulletin described up to six months of living expenses as guidance many financial professionals used at that time. The newer 2026 bulletin’s three-to-six-month example is the more current illustration; neither source makes one number appropriate for every household.

4. Compare your actual allocation with your target

After checking cash needs, compare what you own now with the mix you intended to hold. Review broad asset categories and the investments inside them. A decline may have changed the percentages, but it may also reveal concentration that existed before the decline.

What to measure

  • Calculate each asset class as a percentage of the portfolio at current market values.
  • Compare those percentages with the target ranges in your written plan.
  • Look through funds and exchange-traded funds to identify overlapping holdings or a heavy exposure to one company, sector, country or theme.
  • Include workplace plans, individual retirement accounts, taxable accounts and cash when they are part of the same goal.

Investor.gov explains that diversification can reduce risk but cannot guarantee against losses. A mutual fund or exchange-traded fund is not automatically diversified if it is narrowly focused. Owning several products can still leave you concentrated if they hold similar securities.

Ask whether the target still fits

Before rebalancing, confirm that the target allocation remains appropriate for your time horizon, risk tolerance and financial situation. A job change, a new dependent, a debt obligation or an approaching withdrawal may justify changing the target itself. Do not use a temporary price drop as the sole reason to rewrite a long-term plan, and do not keep an old target merely because it is written down.

5. Rebalance with a preselected method

Rebalancing means bringing the portfolio back toward its intended mix. Investor.gov describes two common triggers: a regular calendar review, such as every six or twelve months, and a preset percentage threshold that prompts a review when an asset class drifts beyond a band. The guidance does not establish one ideal schedule for everyone and says rebalancing generally works best when done relatively infrequently.

Approach How it works When it may help Important checks
Direct new contributions Send new savings to asset classes that are below target instead of selling existing holdings. When you are still contributing and the drift is modest. Confirm that contributions can be directed as intended and that the resulting mix remains within your ranges.
Calendar review Review on a preset interval, such as six or twelve months, and act only if the plan calls for it. When a simple, low-frequency routine is easier to follow. A calendar date is a review trigger, not an automatic order to trade. Reassess goals and taxes first.
Percentage threshold Review when an asset class moves outside a band around its target. When you want the size of the drift, rather than the date, to determine a review. Set the band in advance and apply it consistently; frequent small trades can add cost and complexity.
Sell overweight holdings Sell part of an asset class that has grown above target and buy or hold underweight assets. When contributions cannot correct the drift or the gap is substantial. Consider taxes, fees, account rules and whether the target itself still fits.

Use this decision sequence

  1. Check whether directing upcoming contributions can reduce the drift without a sale.
  2. Measure how far the actual allocation is from the target or preset band.
  3. Review the account type and the likely tax consequences of selling. Tax treatment differs by account and jurisdiction; the 2012 Investor.gov and FINRA year-end guidance is process advice, not a statement of current tax rates.
  4. Estimate transaction costs, restrictions and any effect on your emergency reserve or near-term goals.
  5. Make only the transactions needed to return toward the documented target, then record the new percentages and the date of the next review.

Rebalancing is a risk-control process, not a guarantee of profit. A portfolio can lose value after it is rebalanced, and buying an underweight asset does not predict that it will outperform.

6. Avoid turning a decline into a trading strategy

The SEC’s Investor Bulletin on Behavioral Patterns of U.S. Investors, published June 16, 2014, describes active trading, manias and panics, noise trading and inadequate diversification as behaviors that can undermine performance. The historical discussion is useful for recognizing impulses, but it does not identify a winning response to a particular 2026 decline.

Warning signs that you are reacting rather than planning

  • You are changing the portfolio because a commentator named a precise bottom or rebound date.
  • You are selling an entire asset class without checking the goal it serves or the tax impact.
  • You are making repeated trades to recover a loss quickly.
  • You are borrowing to invest while high-interest balances remain unpaid.
  • You are checking prices so often that the frequency is driving decisions.

Replace each impulse with a written rule: the goal, target range, review trigger and circumstances that would justify a change. If you cannot state the rule, delay the trade until you can evaluate it calmly.

7. Decide whether your personal situation has changed

A market drop matters differently if your income, health, family responsibilities or spending plans have changed at the same time. Review these factors before deciding that the portfolio itself failed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Situations that deserve a fresh plan

  • A job loss or reduction in reliable income.
  • A large upcoming withdrawal or a goal whose date moved closer.
  • New debt, a change in insurance coverage or a major family obligation.
  • A sustained change in how much loss you can financially and emotionally tolerate.
  • An account consolidation or change in employer plan investment options.

These events can justify changing contributions, cash reserves or the target allocation. The decision should be tied to the changed facts, not to a prediction about the next market move.

8. Get help without outsourcing your judgment

Some investors can follow a written allocation and rebalance it themselves. Others may benefit from individualized advice about goals, taxes, account placement or a complicated household balance sheet. If you consider an investment professional, Investor.gov’s March 31, 2026 bulletin provides guidance on checking a professional’s background and qualifications. Verify the person or firm through the relevant official records, understand how the professional is paid, and ask what services and conflicts apply.

Do not hire someone solely because a market decline makes you feel urgent. A qualified professional still cannot guarantee a recovery date or remove investment risk. You remain responsible for understanding the recommendation and confirming that it fits your goals.

  • Goal: What is this money for?
  • Spending date: In how many months or years could it be needed?
  • Required liquidity: How much must remain readily available?
  • Emergency reserve: How many months of essential expenses are covered?
  • Debt: Which high-interest balances should be reduced first?
  • Target allocation: What percentages and acceptable ranges did you choose?
  • Actual allocation: What are the current percentages after including all relevant accounts?
  • Trigger: Is this review caused by your calendar rule, a threshold breach or a genuine life change?
  • Tax and cost check: Could selling create taxes, fees or account restrictions?
  • Action: Can new contributions correct the drift, or is a sale necessary under your plan?

Keep the completed worksheet with the date and your assumptions. It creates an audit trail for future decisions and makes it easier to distinguish a planned adjustment from a reaction to the next headline.

What this checklist can—and cannot—tell you

It can help you determine whether you have enough near-term liquidity, whether your allocation has drifted, and whether a planned rebalance is consistent with your goals. It cannot forecast the market, identify a safe bottom, choose a suitable security for you or determine your tax treatment. Those questions depend on facts about your household, account jurisdiction and investments that a general checklist does not contain.
