A 10% market decline is a reason to review your investment plan—not an automatic instruction to sell or buy. Before changing anything, check what the money is for, when you will need it, how much loss you can withstand, whether you have enough cash for emergencies, and whether your holdings still match the allocation you selected. A percentage alone cannot tell you whether the market has reached a bottom or when it will recover.
What a 10% drop tells you—and what it does not
“The market dropped 10%” describes a decline from a reference point, usually a recent high or another stated starting date. It does not describe your personal result: an individual portfolio may be down more or less depending on its stock exposure, bonds, cash, sectors, funds and individual holdings.

Market commentators often use the word correction for a decline of roughly this size, but the label is a description, not a decision rule. A 10% move does not establish that prices will keep falling, that a rebound is imminent, or that a particular investment is cheap. No one can determine a suitable action from the percentage alone.
The U.S. Securities and Exchange Commission (SEC) advises investors to avoid rapid decisions that ignore long-term goals. Investor.gov likewise explains that an appropriate asset allocation depends largely on a goal’s time horizon and an investor’s ability and willingness to take risk. Those two questions—what the money is for and when it is needed—are more useful than the headline number.

A step-by-step response
1. Pause before placing a fear-driven trade
Do not turn a frightening headline or a temporarily lower account balance into an immediate order. Write down what changed, what you are considering doing, and which part of your written plan would justify that action. If the only reason is that prices fell, you have identified an emotion, not a portfolio rule.
Check whether the decline affects a long-term account or money earmarked for a purchase, tuition, rent, taxes or another near-term obligation. The same market move can be tolerable for a retirement account decades away and dangerous for money needed soon. A pause gives you time to verify facts, review account types and consider taxes and transaction costs before acting.
2. Match each goal to its time horizon
List the purpose of each account and the date you expect to use it. Separate goals into broad time-horizon groups:
- Near-term spending: money needed soon may not have enough time to recover from a stock decline, so relying on volatile holdings for a scheduled payment can create a shortfall.
- Intermediate goals: a multi-year goal still requires a review of how much loss you could absorb and whether the planned withdrawals are flexible.
- Long-term goals: a distant goal may allow more time for market fluctuations, but stocks remain risky in the short term and the allocation must still fit your ability and willingness to bear losses.
Investor.gov’s asset-allocation guidance treats time horizon and risk tolerance as connected: the longer the horizon, the more opportunity an investor may have to live through volatility, but neither a long horizon nor a high tolerance guarantees a positive result. Reassess the plan if your deadline, income, health, dependents or other circumstances have changed.

3. Protect liquidity and check emergency savings
Review cash reserves before deciding that an account decline is an opportunity to invest more. Investor.gov describes emergency savings as a way to handle an unexpected expense without taking on debt. The official guidance used here does not set one universal emergency-fund amount; the appropriate reserve depends on your expenses, income stability and obligations.
Make a list of withdrawals you expect over the next several months and the account that will fund each one. If you would have to sell stocks to pay a known bill, the market decline is directly relevant to that cash need. Keep the liquidity plan separate from a long-term investing decision: money reserved for emergencies or imminent spending should not be treated as available risk capital merely because prices have fallen.
4. Examine what you actually own
Download current holdings and group them by asset class, account, sector, geography and issuer. Look through the underlying positions of mutual funds and exchange-traded funds rather than relying on a fund name. Investor.gov notes that diversification can reduce concentration risk, but a narrowly focused fund is not necessarily diversified.
Look for exposures that may be easy to miss:
- A large employer-stock position in a workplace plan plus the same company in a brokerage account.
- Several funds that all hold the same large companies or sector.
- Heavy exposure to one country, industry or type of asset.
- Withdrawals or contributions that have changed the balance since your last review.
Diversification does not eliminate market risk. A broadly spread portfolio can still decline when stock markets fall; diversification addresses concentration, not the possibility of loss across the asset class.

5. Compare your current mix with your intended allocation
Write down the target percentages you selected for stocks, bonds, cash and any other permitted categories. Then calculate the current percentages using the present account values. The question is not whether each holding is up or down; it is whether the portfolio still serves the goal at the risk level you chose.
A decline can leave a portfolio with a lower stock percentage if bonds or cash fell less, or a higher stock percentage if the stock portion fell less than other assets. Contributions, withdrawals and price changes can all create drift. If you never chose a target allocation, the market drop is a prompt to establish a coherent plan rather than to copy a headline trade.
6. Rebalance only under a plan
The SEC describes rebalancing as restoring a portfolio to its intended mix. Rebalancing can involve directing new contributions, selling an overweight asset, buying an underweight asset, or using a combination of those methods. It is not the same as predicting the next market move.

- Transaction costs: commissions, spreads, fund fees or other account charges can reduce the amount invested.
- Taxes: selling in a taxable account may realize gains or losses; rules differ by jurisdiction and account type.
- Account restrictions: workplace plans, retirement accounts and other accounts may offer different trading or transfer choices.
- Trigger: use the threshold or calendar method in your plan, not an improvised reaction to a round number.
If the proposed trade would change your risk level rather than restore it, stop and revisit the goal and allocation. Tax effects and account rules can be complex; obtain appropriate professional advice when you cannot determine the consequences yourself.

7. Treat new contributions separately from market timing
Continuing a scheduled contribution is a different decision from making a new, unplanned bet that prices have bottomed. The SEC describes dollar-cost averaging as investing a consistent amount at regular intervals, which can reduce the risk of putting all the money in at an unfavorable time. It does not prove that a new contribution, a larger contribution or a lump-sum purchase is suitable for every investor.
For each contribution, verify that emergency reserves and near-term obligations are covered, the money is genuinely intended for the stated goal, and the destination investments fit your target allocation. Do not stop an established plan solely because of a headline unless your circumstances or risk capacity have changed.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Should you sell after a 10% decline?
There is no universal yes-or-no answer. Selling can be consistent with a plan when the money is needed soon, the allocation was unsuitable, a position has become dangerously concentrated, or your ability or willingness to bear losses has materially changed. In those cases, the reason for the decision is the goal or risk assessment—not the 10% figure.

Selling solely to escape an uncomfortable balance can lock in a loss and leave you with a new decision about when, or whether, to reinvest. The SEC specifically cautions against rapid decisions made without considering long-term goals, overall financial circumstances and risk tolerance. If you sell, document the purpose, the amount, the account, and the rule that led to the trade.

Should you buy more while the market is down?
A lower price is not proof that an investment is undervalued or that the decline is over. Buying more may fit a long-term allocation when the money is available, the emergency plan is intact, the holdings are diversified for the goal, and the purchase follows a predetermined contribution or rebalancing rule.
It is not a sound plan when the money is needed soon, the purchase would create concentration, or the decision depends on accurately calling the bottom. A staged contribution schedule can address the concern about investing a lump sum at one moment, but it still carries market risk and must fit your personal circumstances.
Use this decision table before changing investments
| Situation | Questions to answer | Plan-based response to consider |
|---|---|---|
| Long-term goal, allocation still on target | Is the money still assigned to the same goal? Are reserves and risk capacity unchanged? | Avoid an unplanned trade; continue the established strategy and review on its normal schedule. |
| Allocation has drifted | What target mix did you choose? What fees, taxes and account limits apply? | Rebalance toward the target using the method specified in your plan. |
| Large single-stock, sector or narrow-fund exposure | How much of the portfolio depends on one issuer, industry or theme? | Assess concentration and diversification; adjust only after considering taxes, costs and the goal. |
| Known near-term withdrawal | Which account will pay the bill, and what happens if stocks fall further? | Separate required cash from long-term investments and reassess the withdrawal plan. |
| Emergency savings inadequate | Could an unexpected expense force a sale or new debt? | Prioritize a practical cash-reserve plan before treating the decline as a buying opportunity. |
| Income, deadline or risk tolerance changed | Can you still tolerate the losses and follow the original plan? | Reassess the allocation and goals; a qualified professional may help with complex tax or account issues. |
Common mistakes after a sharp decline
- Using the round number as a signal: 10% is not a forecast, valuation measure or recovery timetable.
- Confusing a fund label with diversification: inspect underlying holdings and overlap.
- Ignoring cash needs: a long-term average does not protect a payment due soon.
- Rebalancing without checking taxes and costs: the trade can create avoidable consequences.
- Borrowing to invest: leverage can magnify losses and make a temporary decline a permanent financial problem.
- Changing the plan repeatedly: frequent emotional switches can leave the portfolio with no stable risk target.
- Assuming a recovery date is knowable: neither the decline itself nor a market label provides one.
A practical review worksheet
Use one page for each goal. Record:
- The goal and expected spending date.
- The amount that must remain available for emergencies and scheduled withdrawals.
- Your current holdings, account type and approximate allocation.
- The target allocation and the rule for reviewing or rebalancing it.
- Your ability and willingness to tolerate a further decline without abandoning the plan.
- Potential transaction fees, tax effects and account restrictions.
- The specific action, if any, and the reason it follows your plan.
Review the worksheet when a major life event changes your income, obligations, deadline or risk capacity. Otherwise, a scheduled review can prevent every market headline from becoming a portfolio decision.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhen to get additional help
Consider qualified financial, tax or legal guidance when several account types interact, a sale could create a significant tax liability, you own concentrated employer stock, you are close to a major withdrawal, or you cannot agree with a partner about risk. Bring your goals, time horizons, cash needs, holdings and cost information to the conversation. A professional can help analyze the plan, but no adviser can know from a 10% decline alone when the market will bottom or recover.
