The narrow exception is a government-imposed tax or fee increase that was disclosed before purchase and accepted by you. A different rule can apply when you paid only part of the amount, when the airline says the fare was a mistake, or when the airline changed or canceled the flight itself.
Start by identifying which of those situations you have. Save your confirmation, payment record and every notice, then ask the airline or ticket seller for the legal and contractual basis—and the proposed remedy—in writing.

First, identify what actually changed
“The fare changed” can describe several legally different events. Use this table before you cancel anything or agree to pay more.

These rules concern air transportation within, to or from the United States. They are not a worldwide rulebook; another country’s law or an international contract may control a different itinerary.

Confirm whether you made a completed purchase
DOT treats a completed transaction as the key dividing line. “After a ticket is fully purchased – with either money or points – and the transaction is completed,” the agency says, an airline cannot increase the ticket price or require additional money unless it gave advance notice of a possible government-imposed tax or fee increase and obtained consent.
Look for evidence that the transaction was complete:
- An e-ticket number or booking confirmation showing an issued ticket, not merely a quote or temporary hold.
- A receipt for the full agreed amount, including taxes and fees.
- A matching credit-card, debit-card or bank-account entry, or a points deduction.
- The fare rules and checkout screens that were shown before payment.
A reservation that has not been ticketed, a price quote, or an arrangement requiring a later balance is not the same as a fully purchased ticket. If you paid only part of the price, the disclosure and consent shown before that payment become central.

Preserve evidence before contacting the seller

- Confirmation and e-ticket: Save the itinerary, ticket number, passenger name and booking code.
- Payment proof: Keep the receipt and the statement or online account entry showing the amount and date paid.
- Original terms: Preserve fare rules, tax and fee disclosures, and any notice that mentioned a possible later adjustment.
- Every communication: Retain emails, text messages, app notices, call-reference numbers and screenshots of the higher demand or schedule change.
- Reliance expenses: If a purportedly mistaken fare is canceled, keep receipts for nonrefundable hotels, ground transport or other costs you incurred because you reasonably relied on the ticket.
Make a one-page timeline: booking date and time, amount paid, ticket-issuance time, the first notice of a change, and every response deadline. It prevents a support representative from treating an old reservation as a new purchase.
If an airline raises the price after full payment
Ask for the basis in writing
Contact the airline or the seller that issued the ticket. Give the booking code, ticket number, passenger name, amount paid and payment date. State that the ticket was fully purchased and ask the seller to identify, in writing, whether it claims:
- a previously disclosed government tax or fee adjustment;
- an unpaid balance under a partial-payment arrangement;
- a booking or fare error; or
- a change to the flight rather than a change to the ticket price.
Ask for the exact advance disclosure and your recorded consent if the seller relies on the tax-and-fee exception. Do not volunteer a new payment until you understand whether the original ticket remains valid and what accepting payment would do to your rights.
When the tax-and-fee exception may apply
The exception is narrow. The potential for the government-imposed tax or fee to rise must have been disclosed before you purchased, and you must have consented. A generic statement that “prices may change” is not the same as a specific prior disclosure of that possibility. Save the original checkout language so the airline cannot rely on a later-updated page.

When only part of the fare was paid
For a deposit or other partial-payment plan, DOT guidance allows a later increase only when the possibility was disclosed before the partial payment and you agreed to it. Check whether the amount you paid was described as a deposit, whether the remaining balance and deadline were clear, and whether the terms reserved the right to change the total. If those details were absent, ask the seller to explain why it believes the higher amount is due.
If the airline says the fare was a mistake
A mistaken-fare notice is not the same as an ordinary price increase. DOT’s current consumer guidance says an airline may cancel a reservation made at a mistaken fare but must reimburse the ticket price, purchased optional services and reasonable, actual and verifiable reliance expenses. The agency’s May 8, 2015 enforcement policy adds an important qualification: DOT would not enforce an honor-the-fare requirement when the seller demonstrates that the fare was an error and reimburses consumers’ out-of-pocket expenses.
Because the FAQ and enforcement policy date from 2015, ask the seller to cite the current DOT policy it is applying. Request written confirmation of:

- which reliance expenses are accepted and what documentation is required; and
- the deadline for submitting receipts.
Do not assume that every expense qualifies. Keep proof that the cost was reasonable, actually paid, verifiable and caused by reliance on the ticket. A complaint or card dispute may be useful, but neither guarantees a particular outcome.

If the fare later becomes cheaper
A lower advertised fare does not automatically create a right to cash back. DOT’s Fly Rights guidance says some airlines may refund the difference or issue a travel credit, and advises travelers to ask. The result depends on the airline’s policy, the fare conditions and sometimes the ticket’s change or cancellation restrictions.
Check the fare after purchase if you are willing to contact the airline, but compare like with like: same dates, flight number, cabin, baggage conditions, passenger details and booking channel. Ask whether the airline will reprice the existing ticket, issue a credit, or require cancellation and rebooking. Obtain any expiration date, use restrictions or redeposit fee in writing before accepting credit.

A schedule change is a separate problem from a higher fare. For a flight to, from or within the United States, DOT refund guidance can require a refund when the airline significantly changes the flight or offers alternative transportation that you reject. The details depend on whether the change meets the guidance’s significance standard and whether you accept or use the alternative.

- Read the notice for the definition of the change, the proposed replacement itinerary and the response deadline.
- If the replacement does not work, tell the airline or ticket agent that you reject it and request a refund under the applicable DOT rule.
- Keep proof of your response. If you do not respond and then do not travel on the offered alternative, the refund conditions described by DOT may still apply.
- Do not check in, board or use a segment you are asking to refund; use can indicate acceptance of the transportation.
Refund responsibility can depend on the merchant of record—the entity that took your payment. An online travel agency or travel agent may need to process the refund even though the airline operated the flight. Contact both entities, identify who charged your card, and ask each to confirm in writing who will issue the refund.

Know what the 24-hour rule does—and does not—do
For an airline purchase made at least seven days before departure, DOT requires the airline to provide either a 24-hour full-refund cancellation option or a 24-hour hold at the quoted price. The airline does not have to provide both, and this is not a general 24-hour free-change rule. The airline requirement does not extend to bookings made through third-party agents.
Check the booking channel, the time until departure and which option that airline uses. A hold is not a ticket: you must complete payment before the hold expires, and the quoted price is protected only for the stated period. If a third-party agent sold the ticket, read that agent’s terms instead of assuming the airline’s 24-hour requirement applies.
Requesting and tracking a refund
Submit the request to the correct merchant of record and specify whether you seek a refund because of a significantly changed or canceled flight, a permitted 24-hour cancellation, a mistaken-fare cancellation, or another policy remedy. Attach the confirmation and payment evidence, but keep the originals.
DOT ticket-purchase guidance cites seven business days for credit-card refunds and 20 business days for cash or check refunds in the circumstances it describes. Its airline-initiated-change guidance uses 20 calendar days for non-credit-card refunds under the conditions covered there. These are different contexts and clocks; ask the seller which rule applies to your request and when processing starts.
If the seller refuses or does not answer, escalate through its written complaint channel and keep the case number. You may also file a consumer complaint with DOT. A card issuer dispute is a separate process governed by the issuer’s rules; it is not a guaranteed substitute for the airline’s refund procedure.
Common mistakes that weaken a fare dispute
- Confusing a hold with a ticket: A quoted or held fare may not be a completed purchase.
- Paying the demanded increase without a record: First ask whether the original ticket remains valid and request the basis in writing.
- Assuming a fare drop is automatically refundable: It may be only a voluntary credit under the airline’s policy.
- Treating a schedule change as a fare increase: Use the refund path for a significantly changed or canceled flight.
- Ignoring the booking channel: Third-party bookings can have different 24-hour and refund responsibilities.
- Missing a response deadline: Record the deadline from every notice and answer in a traceable channel.
- Relying on an old mistaken-fare summary: Ask which current DOT policy governs and document actual, verifiable expenses.
A practical decision checklist
- Was the ticket fully paid, ticketed and confirmed?
- Who charged your payment account: the airline or an agent?
- Is the demand for more money tied to a disclosed government tax or fee, a partial-payment term, a claimed mistake, or a changed flight?
- What do the original receipt, fare rules and checkout disclosures say?
- What remedy are you requesting—honor of the ticket, a permitted refund, a fare-drop credit or reimbursement of reliance expenses?
- What deadline applies, and can you prove that you responded?
Following that sequence keeps a completed-purchase price dispute separate from a voluntary fare-drop request and from the refund process for an airline-initiated itinerary change.
