Write down why you want to sell, identify when you will need the money, and compare your current portfolio with the allocation that was meant to serve your goals. A market drop by itself does not establish that a holding no longer belongs in your plan.
Selling can be reasonable when your goal, time horizon, finances, cash needs, or ability to tolerate losses has changed. It can also be reasonable to reduce a concentration that has made the portfolio riskier than intended. This is general U.S.-oriented investor education, not individualized financial, tax, or legal advice; the right action depends on your holdings, account type, tax basis, and circumstances.

Why a downturn creates a dangerous urge to sell
Prices move in both directions, and a sharp fall makes an immediate action feel safer than waiting. FINRA Senior Vice President of Investor Education Gerri Walsh describes the behavioral risk this way: “One enduring truth about stock markets is that they go up, and they go down—and the steeper the rise or the fall, the more tempting it can be to derail a long-term strategy with a snap decision.” Her guidance is to focus first on goals and investment timeframe before reacting to volatility (FINRA, 2018).

You cannot control the market’s next fluctuation, and a single decline does not tell you whether a particular security’s drop is temporary, a company-specific problem, or part of a broader bear market. It may take time for that distinction to become clear. No reliable bottom-calling method is established here, so a decision based solely on a recent chart move is a speculation about timing rather than a review of your plan.

The U.S. Securities and Exchange Commission notes that large-company stocks as a group have lost money, on average, about one out of every three years. That historical observation in the SEC’s guide is context, not a forecast for a particular year or for your portfolio (SEC, Beginners’ Guide to Asset Allocation, Diversification, and Rebalancing).
A pause-and-check process before placing an order
1. Put the reason in one sentence
Before opening a trading screen, complete a sentence such as: “I want to sell because ______.” A reason like “my retirement date moved forward” is materially different from “the account is down this week.” The exercise does not force you to hold; it separates a change in circumstances from the discomfort caused by a price display.
2. Establish when the money is needed
List the date and approximate amount of every known withdrawal, including tuition, a home purchase, a tax payment, or a planned move. Then ask whether an emergency could require cash sooner. FINRA explains that short-term liquidity needs can call for a different approach from money invested for a distant goal (FINRA, Investor Tips for Turbulent Markets).

An SEC investor alert gives “up to six months” of income in savings as an amount some investors keep for emergencies; it is an example, not a universal prescription. Set the reserve in relation to your income stability, essential expenses, insurance, and access to other cash (SEC Office of Investor Education and Advocacy).

3. Revisit the goal and time horizon
Write what the account is intended to fund and how many years remain until withdrawals begin. A long-term retirement account and a down payment needed next year should not be judged by the same tolerance for price swings. The SEC cautions against rapid decisions that ignore long-term goals and says allocation changes commonly follow a changed time horizon or financial circumstance (SEC Office of Investor Education and Advocacy).
4. Test both ability and willingness to take risk
Ability concerns the financial consequences of a loss: income, debts, emergency savings, insurance, and the date of the next withdrawal. Willingness concerns whether you can stay with the plan during a decline without abandoning it. A portfolio can be affordable on paper but still too volatile for you to maintain. If a fall would make you sell at the worst moment, a less volatile allocation may fit better even when the goal is long term.
Inspect the portfolio, not just the headlines
Compare current and intended allocation
Use account statements or a portfolio tool to total the percentage in stocks, bonds, cash, and other categories. Compare those percentages with the target mix in your investment plan. Include holdings across all accounts; a retirement account may look diversified by itself while the household portfolio is heavily exposed to one asset class.
| Question | What to examine | Why it matters |
|---|---|---|
| Current versus target mix | Percentages in each asset category now and in the written plan | A price move may have pushed the portfolio away from its intended risk level. |
| Concentration | Largest individual security, sector, employer stock, or asset category | A concentrated exposure can make one event dominate the account’s result. |
| Liquidity | Cash and investments that can be accessed without an unacceptable loss or penalty | Near-term spending needs may require a different mix from a distant goal. |
| Account and tax details | Taxable versus retirement account, cost basis, withdrawal rules, and fees | The same sale can have different tax and penalty consequences in different accounts. |
Understand what diversification can and cannot do
Holding a range of investments, sectors, and asset categories can reduce concentration risk. It cannot eliminate losses, guarantee a gain, or prevent a diversified portfolio from declining during a broad market fall. Check overlap: several funds may own many of the same companies, and an employer’s stock can create hidden concentration when combined with wages and benefits from that employer.

Decide whether your circumstances actually changed
Use the following distinction before changing an allocation:
| What changed? | Possible interpretation | Decision focus |
|---|---|---|
| Only recent market prices | The plan and cash needs are unchanged | Do not treat the decline alone as proof that the holding should be sold; review the target mix and your ability to follow it. |
| Goal or withdrawal date | Money will be needed sooner, or the goal has changed | Recalculate the time horizon and the amount that must be protected from near-term volatility. |
| Income, debt, health, or emergency reserves | Your financial capacity to absorb a loss is different | Reassess the amount of risk you can afford and the liquidity you require. |
| Risk tolerance | You have learned that the intended swings are not sustainable for you | Consider a deliberate, less volatile allocation rather than an impulsive exit. |
| Portfolio drift or concentration | One holding or category is larger than the plan permits | Use a planned rebalancing method and account for taxes and costs. |
Investors commonly rebalance when their mix drifts from its target; they do not necessarily change the target merely because one asset class recently performed well. The question is whether the intended risk mix still matches the goal and circumstances.
If a change is appropriate, make it systematic
Rebalance back to the intended risk mix
Rebalancing restores a chosen allocation; it is not a promise of better returns. The SEC identifies several ways to do it:
| Method | How it works | Useful consideration |
|---|---|---|
| Sell an overweight asset | Reduce the category or security that exceeds its target and move proceeds to an underweight category. | Check capital-gains tax, trading fees, spreads, and any account restrictions first. |
| Direct new purchases | Send new contributions to underweight categories instead of selling existing positions. | This can reduce turnover in a taxable account, although it may take time to restore the mix. |
| Change ongoing contributions | Adjust payroll or automatic investment instructions toward underweight categories. | Confirm that the new percentages still match the written plan and cash budget. |
Choose a rule for reviewing drift, such as a calendar date or a percentage threshold, and apply it consistently rather than reacting to each headline. Investor.gov gives older investors a six- to 12-month allocation review as a tip; it is not a mandatory schedule for every investor (Investor.gov, Older Investors).

Reduce volatility when near-term cash makes it necessary
If a known expense is close enough that a market decline could jeopardize it, identify the amount and timing first. Moving only the money needed for that obligation to an appropriate cash or less-volatile holding may be different from abandoning a long-term portfolio. The selection depends on the account, tax treatment, inflation risk, and how soon the funds are required; avoid treating “cash” as automatically risk-free in every context.
Be careful with retirement-plan loans and cash-outs
Using a loan or withdrawal to stop the discomfort can create a second problem. SEC guidance notes that a plan loan reduces the savings left to grow and that an unpaid loan may create taxes or penalties. Before taking money out, check the plan rules, repayment terms, tax treatment, and effect on future contributions (SEC Office of Investor Education and Advocacy).

A sale is not measured only by its quoted price. In a taxable account, selling appreciated assets can realize a capital gain; selling at a loss can have tax implications that depend on the transaction and your circumstances. Trading commissions may be zero while bid-ask spreads, fund expenses, or account charges still apply. Retirement accounts have their own withdrawal and withholding rules. Obtain the actual cost basis and account documents before submitting an order.

When professional help is worth considering
Specific holdings, concentrated employer stock, a large unrealized gain, multiple account types, required withdrawals, or an imminent spending need can make the decision highly individual. A registered investment professional can help test the portfolio against goals and document an allocation and rebalancing policy. FINRA’s guidance puts it plainly: “Talk to your investment professional” when you need help with your response to volatility (FINRA, 2018).
Before engaging anyone, verify registration and disciplinary history through the applicable U.S. regulator, ask how the professional is paid, and request a clear explanation of conflicts and services. Ask for the tax and transaction consequences of each proposed change in writing. Professional input does not remove risk or guarantee a favorable result; it can make the decision fit your actual accounts and obligations.
Common mistakes during a market fall
- Trying to call the bottom: A decision that depends on knowing the next turning point is a timing bet, not a demonstrated plan.
- Treating every holding as identical: A diversified fund, a single company, and money needed next month carry different risks and jobs.
- Ignoring concentration: A portfolio can contain many line items yet still depend heavily on one sector, company, or correlated group.
- Changing the target after every rally or decline: Let the goal, horizon, and risk capacity determine the target; use a stated rule for drift.
- Forgetting taxes and penalties: The account type and cost basis can change the financial result of an otherwise sensible allocation change.
- Assuming diversification prevents losses: It reduces concentration risk but cannot ensure a gain or limit every decline to a tolerable amount.
- Borrowing or cashing out casually: Lost compounding time, taxes, penalties, and missed contributions can outweigh the temporary emotional relief.
A practical decision record
Keep a dated note with the one-sentence reason for the proposed sale; the goal and withdrawal date; the amount of emergency and planned cash; current and target percentages; the largest concentrations; your ability and willingness to tolerate a further decline; estimated taxes and fees; and the rule that will govern any future rebalance. If those facts show no change except fear caused by the latest price movement, waiting and reviewing the plan at its scheduled interval may be more consistent than an emotional order. If they show a genuine mismatch, implement the smallest deliberate change that brings the portfolio back in line with the revised plan.

The SEC says it cannot tell investors how to manage a portfolio during a volatile market. That limitation is important: the responsible answer is a process for matching risk to goals and cash needs, not a universal instruction to hold or sell (SEC Office of Investor Education and Advocacy).
