If a freight load appears not to cover fuel, do not accept it on the headline rate alone. Calculate every mile required for the trip, estimate fuel from your truck’s actual economy and route prices, add driver time and other operating costs, then compare that cost with the compensation documented in the rate confirmation. Ask for a specific rate, surcharge or accessorial adjustment before commitment. If the economics still fail, decline before acceptance after checking your tender, dispatch and carrier agreements.
First determine whether the problem is fuel or the entire trip economics
Fuel is only one cost of fulfilling a transportation obligation. The Federal Motor Carrier Safety Administration (FMCSA) identifies fuel, labor, equipment depreciation, licensing, insurance and taxes among the costs associated with transportation operations. A load that pays for diesel can still lose money after the other costs are allocated.

Separate the load’s gross compensation from the money that remains after trip costs. Gross compensation may include a line-haul amount, a documented fuel surcharge and approved accessorials. Your trip cost can include fuel, driver compensation, maintenance, tires, tolls, permits, depreciation, financing, insurance and a share of fixed overhead. Taxes and regulatory costs also affect the amount your business must retain.

Calculate the load using all required miles
Count loaded, empty and repositioning miles
Use the miles needed to complete the assignment, not just the miles printed beside the freight. Include the loaded route, deadhead to pickup, empty miles between stops, detours required by the route and any repositioning needed to finish the trip or reach the next planned operating point. Obtain the mileage basis used by the broker or carrier and compare it with your own route estimate.
A rate that looks acceptable on 500 loaded miles can become uneconomic when 150 empty miles are required to reach pickup and another 100 miles are needed after delivery. Whether a post-delivery move belongs in this load’s calculation depends on your operating plan, but leaving known miles out produces a misleading result.
Estimate fuel from your truck’s actual economy
Use your truck’s recent fuel economy under comparable weights, terrain, weather and speed. The basic calculation is:
Estimated gallons = total trip miles ÷ actual miles per gallon
Then calculate:
Fuel cost = estimated gallons × realistic route fuel price
Use prices you reasonably expect to pay along this route rather than a favorable home-terminal price. If you expect to buy at several locations, use a weighted estimate. Keep the assumptions visible so you can update them when the route, truck or fuel plan changes.
Add time and non-fuel operating costs
Estimate the driver hours consumed by driving, loading, unloading, inspections, fueling, waiting and required breaks. A long detention period can make a load unattractive even when the mileage calculation looks adequate. Value that time using the wage, draw, owner-operator compensation or revenue target that applies to your operation.

Add costs that arise because the truck is performing this trip:
- Maintenance and repair reserve
- Tires and other wear items
- Tolls, permits and parking
- Insurance allocation
- Equipment depreciation and financing where applicable
- Licensing, compliance and business taxes
- Dispatch, factoring or other documented deductions
Use your own records for these inputs. FMCSA materials identify categories of transportation costs, but they do not supply a universal carrier cost formula or a break-even rate for every truck and route.
Illustrative calculation
The following is an example of the method, not a recommended rate. Replace every assumption with your records.
- Total miles, including deadhead: 1,250
- Actual fuel economy: 7 miles per gallon
- Route fuel assumption: $4 per gallon
- Driver and waiting time: 24 hours valued at $30 per hour
- Maintenance, tires, tolls and other trip costs: your documented estimate
Fuel would be approximately 178.6 gallons (1,250 ÷ 7), or about $714 at the assumed price. Add the $720 time value and your other trip costs before comparing the total with the written compensation. A different truck, fuel price, route or waiting time can change the result substantially.

Confirm whether the amount is all-in
Ask in writing whether the quoted amount includes fuel surcharge, tolls and every expected accessorial. “All-in” can mean the base line haul and fuel are combined, while a separate surcharge may be payable only under specified conditions. Do not assume a shipper’s surcharge is passed through to you or that it equals your fuel bill.
Fuel surcharge is a negotiated and documented payment term. FMCSA has recorded stakeholder concerns that surcharge conditions and remittances can differ among transactions. The amount charged to a customer does not, by itself, establish what your settlement must contain.
Verify the mileage basis
Ask which mileage system or route is used to calculate the line haul and surcharge. Confirm whether the stated miles include deadhead, multiple stops or a return move. If your route will be longer because of an appointment, restriction or required detour, get the adjustment documented before dispatch.

Define accessorial triggers and proof
For each payment that matters to the load, ask:
- What event triggers payment?
- Who pays it and how much is allowed?
- Is there a waiting threshold, cap or maximum?
- What documents, timestamps or signatures must you submit?
- When must the request be filed?
Common examples include stop charges, detention, layover, lumper, tarp and other specialized services. An accessorial that is mentioned verbally but omitted from the rate confirmation may be difficult to collect. Request an amended confirmation or another written record before proceeding.
Check deductions and payment timing
Look for factoring fees, advances, insurance or compliance deductions, chargebacks, fuel-card offsets and any other amount taken from settlement. Confirm when payment is due and whether paperwork must be submitted within a deadline. A load can appear profitable on a gross quote but fail your cash-flow needs after deductions or a long payment cycle.
Make the go-or-no-go decision before acceptance
Set your own break-even test
Compare:
Total expected compensation = line haul + documented surcharge + documented accessorials − known deductions
with:
Total trip requirement = fuel + driver time + trip operating costs + contribution toward fixed costs and required return
There is no universal minimum rate per mile established by the available FMCSA materials. A break-even figure depends on equipment, route, fuel price, utilization, time, contract terms and your cost structure. Do not present a particular per-mile number as adequate for every carrier.
Counter with a defined adjustment
If the numbers miss your threshold, explain the shortfall and request a concrete change. For example:
“Using 1,250 total miles, my truck’s recent fuel economy and the documented waiting time, this offer does not cover the trip requirement. Please confirm an all-in rate of [amount], or add [specific surcharge/accessorial] with the trigger and required proof in the rate confirmation.”

Use an amount derived from your calculation, not a generic market floor. Ask the other party to identify whether the change is a higher line haul, a separate fuel amount or an accessorial with a defined trigger.
Decline cleanly when the terms remain uneconomic
If the offer still fails after negotiation, decline before accepting it. First check any tender, dispatch or carrier agreement for notice, cancellation or minimum-commitment obligations. A carrier may have contractual duties that do not appear in the broker’s initial message. If you have already accepted, do not assume you can simply walk away; review the agreement and communicate promptly.

If you already accepted the load
Recheck the written commitment
Pull the signed or accepted rate confirmation, amendments, dispatch messages and carrier agreement. Identify the exact compensation, mileage basis, surcharge language and accessorial conditions. If the shortfall comes from a changed route, extra stop or unexpected wait, notify the responsible party immediately and request a written adjustment before performing additional work when possible.
Keep performing contractual duties while documenting the issue
Do not create a safety or compliance problem to protest a rate. Follow the dispatch, hours-of-service and cargo requirements that apply to the trip while preserving evidence of the financial dispute. Record arrival and departure times, detention instructions, route changes, fuel purchases, tolls and messages authorizing extra work.
If cancellation is being considered, obtain advice based on the actual agreement and jurisdiction. The facts supplied here do not determine whether an already accepted load may be cancelled without damages, penalties or other consequences.
Reconcile the settlement after delivery
Build a complete file
Retain:
- The original rate confirmation and every amendment
- Dispatch instructions and mileage records
- Bills of lading and proof of delivery
- Arrival, departure and detention documentation
- Fuel, toll, lumper and other receipts
- Messages approving accessorials or route changes
- The settlement statement and any deduction detail
Match each payment line to the term that authorized it. Compare the miles used, surcharge calculation, accessorial approvals, deductions and payment date with the written offer.

Ask for a written explanation of a discrepancy
If settlement is lower than expected, ask the broker, carrier or accounting department to identify the calculation and contractual term in writing. Be specific: name the missing surcharge, unpaid detention period or unexplained deduction, attach the supporting document and request a response by a stated date. Keep the request factual rather than accusing the other party of a pattern you cannot establish.
FMCSA’s proposed transparency materials discuss transaction records showing payments, fees and charges. Those materials describe a proposal, not proof that a final disclosure requirement applies to your transaction.
Understand the limits of an individual payment report
A Consumer Financial Protection Bureau report to the Department of Transportation, dated January 17, 2025 and hosted by FMCSA, reproduces one driver’s account of a negotiated $1,000 fuel surcharge and a settlement in which that person reported receiving $565. That is an attributed individual allegation, not a market statistic or evidence that such discrepancies are typical. It illustrates why the surcharge term and settlement calculation should be preserved and checked.

Compare competing loads on the same basis
When two offers cover a similar trip, compare the terms below rather than ranking them by headline dollars:
| Comparison | What to verify |
|---|---|
| Total compensation | Line haul, written fuel surcharge, approved accessorials and deductions |
| All miles and route | Loaded miles, deadhead, repositioning, stops and required detours |
| Fuel exposure | Your truck’s actual economy and realistic prices along each route |
| Time requirement | Driving, appointments, loading, unloading, detention and layover risk |
| Accessorial terms | Triggers, caps, waiting thresholds and required proof |
| Cash received | Payment timing, deductions and settlement history where known |
These comparison axes are a practical decision framework, not an official FMCSA scoring system. Apply the same assumptions to both offers so a favorable mileage estimate does not hide a difficult appointment or unpaid waiting time.
Prevent the next fuel shortfall
Track actual results by truck and lane
After each trip, record total miles, gallons, fuel price, driving and waiting hours, maintenance and tire costs, tolls, accessorial receipts, deductions and final settlement. Review results by equipment type and route. Your own records will reveal whether your planning assumptions are consistently optimistic.
Use a written acceptance worksheet
Before agreeing to a load, complete these checks:
- Enter every mile required, including deadhead and repositioning.
- Use the truck’s recent fuel economy and a route-specific fuel assumption.
- Value driving, waiting and appointment time.
- Add maintenance, tires, tolls, permits, insurance, depreciation, financing and taxes that apply.
- Enter line haul, surcharge, accessorials and deductions exactly as documented.
- Confirm the payment deadline and paperwork requirements.
- Compare the result with your required contribution toward fixed costs and return.
- Save the completed worksheet with the rate confirmation.
Protect cash flow separately from profitability
A profitable trip on paper can still create a cash squeeze if fuel and tolls are paid weeks before settlement. Maintain a reserve for fuel, repairs, insurance and taxes, and model the payment lag shown in the agreement. Do not accept a load solely because it produces immediate gross revenue if the timing leaves the business unable to fund the next trip.

Quick Recap
Common mistakes that produce misleading numbers
- Using loaded miles only: Include all required empty and repositioning miles.
- Using a generic miles-per-gallon figure: Use the truck’s actual economy under comparable conditions.
- Calling fuel coverage profit: Include labor, equipment, insurance, licensing, taxes and wear.
- Assuming a surcharge is automatic: Confirm whether it is separate, how it is calculated and who receives it.
- Relying on a verbal promise: Obtain an amended rate confirmation or other written record.
- Ignoring paperwork deadlines: Missing proof requirements can defeat an otherwise valid accessorial request.
- Using a universal rate floor: Your break-even rate is specific to your truck, route and agreement.
- Disputing a settlement without records: Preserve confirmations, mileage, receipts, delivery documents and settlement statements.
