A falling balance is a reason to pause and review your plan, not an automatic sell signal. First check whether your goals, financial circumstances, withdrawal timetable, risk tolerance, diversification or target asset mix has changed. If only the market price has changed, selling in fear may move you away from the plan; if you will need the money sooner or your allocation no longer fits, a deliberate adjustment may be appropriate. The U.S. Securities and Exchange Commission’s Investor.gov guidance explains how to make that review without trying to predict the next market move.
The short answer: pause before you place the sell order
A market decline by itself does not tell you whether selling is right for your portfolio. The useful question is whether the decline exposed a mismatch between your investments and your plan, or whether your plan and circumstances are still the same. Your goals, time horizon, ability and willingness to tolerate losses, diversification and intended asset allocation provide that context.

Lori Schock, identified on Investor.gov as a former director, puts the emotional part plainly: “Most importantly, whatever you do, don’t panic, plan it!” Her page also says, “One of the best ways to manage the impact of market volatility on your portfolio—whether you are an experienced investor or just starting out—is to create and stick with a risk-appropriate, diversified investment plan.” Read the full Investor.gov article for that general educational guidance.
Use the review below to decide whether you need to change the plan, bring the portfolio back to its intended mix, or simply avoid making an emotion-driven trade. It cannot identify a market bottom or tell you what a particular investment will do next.

1. Name the reason you want to sell
Separate a price reaction from a changed circumstance
Write down the event that prompted the urge to sell. If the only answer is that account values fell or headlines became frightening, you have identified a market reaction rather than a new investment requirement. That does not prove you should hold every position, but it means the decision should be tested against your existing plan instead of made from the latest price.
A different review is warranted when something material has changed: a goal has moved closer, your income or emergency reserves have changed, you expect a withdrawal sooner, or you no longer believe the chosen level of risk is bearable. In those cases, the issue is not forecasting the market. It is whether the portfolio still serves your life and your stated objectives.
Describe the decision in one sentence
Try a neutral sentence such as: “I am considering a lower-risk allocation because I expect to use this money sooner,” or “I am considering a rebalance because one asset category is now above my target.” A sentence that says only “prices are down” is a signal to continue the review rather than a complete rationale for selling.

Near-term withdrawals leave less time for volatility
Investor.gov notes that an investor who will withdraw money sooner may want to consider more conservative investments because there may be less time to wait for a market rebound. The closer the spending date, the more important it is to examine whether a large decline could interfere with that planned withdrawal. This is a time-horizon question, not a prediction that markets will recover on a particular schedule.

List the dates and amounts you expect to need, then identify which account or investments are intended to fund them. Do not casually assume that money needed soon can remain exposed to the same level of fluctuation as money reserved for a distant goal. The appropriate mix depends on your complete circumstances, so a near-term need is a prompt for a careful allocation review rather than an automatic instruction to sell everything.
Longer horizons do not remove risk
A longer time horizon can provide more time to live through volatility, but it does not guarantee a profit or eliminate the possibility of loss. It simply changes the amount of time available for the plan to work. Keep the horizon attached to the specific goal: retirement money, a house deposit and an emergency reserve can have different timetables even when they sit in the same household portfolio.
3. Test both your willingness and your ability to bear losses
Risk tolerance has two parts
Your willingness to tolerate losses is your emotional capacity to remain invested when values fall. Your ability to tolerate losses is your financial capacity to absorb them without jeopardizing a required goal or withdrawal. A portfolio can be unsuitable if either part is missing. Someone may feel comfortable with volatility in theory but be unable to withstand it before a scheduled payment; another person may have a long horizon but discover that repeated declines make the chosen allocation impossible to follow.

Review the largest decline you could accept while still following the plan. Consider whether a loss would force you to sell for a near-term expense, abandon a goal or take on debt. Also consider whether the current decline has changed your willingness to accept the same risk. The answer should guide a documented allocation decision, not a hurried trade made at the most stressful moment.

Ask for help when the assessment is unclear
If you cannot determine your risk tolerance or whether the current allocation fits, Investor.gov suggests asking a financial professional for help. A professional can help structure the questions and connect the answers to an allocation; the sources do not establish a particular adviser, fee, service or program. You remain responsible for checking that any advice reflects your goals, time horizon and ability to withstand losses.
4. Compare the current portfolio with the allocation you intended
Find the target mix before judging the result
Locate the investment plan, account statement or written target that describes how your money was meant to be divided among asset categories. Compare the current percentages with that intended mix. A decline can leave one category below target and another above target even when you have not traded, because categories do not move by the same amount.
Do not use the comparison to rank this week’s winners and losers. Its purpose is to identify whether the portfolio still represents the risk level you selected. If there was never a target allocation, create a clear one before making a reactionary sale; deciding what mix fits your goals is a separate question from deciding what performed best recently.
Rebalancing returns the portfolio toward the plan
The SEC’s Beginners’ Guide to Asset Allocation, Diversification, and Rebalancing describes rebalancing as restoring a chosen asset mix after it drifts. That can involve selling part of an overweight category, buying an underweight category, or using new contributions to move the percentages back toward target.

Rebalancing is a control process, not a forecast. Selling an overweight category does not mean you know it will fall next, and buying an underweight category does not mean you know it will rebound next. Set the target, identify the drift and follow the method in your plan. The guide’s explanation should be read alongside your account rules and personal circumstances.
5. Review diversification and concentration
Diversification spreads money across investments and can help manage some investment risks. The SEC explains the concept in its Asset Allocation and Diversification investor education. A diversified portfolio can still lose value when a broad market falls; diversification is risk management, not a guarantee of profit or a shield against losses.
Check whether the decline has revealed concentration in one company, sector, asset category or account. Also check whether several holdings are exposed to the same underlying risk even if they have different names. If concentration has pushed the portfolio away from the allocation you chose, a planned rebalance may address it. If the portfolio was already diversified and still fell with the market, that decline alone does not show that diversification failed.
6. Understand what selling solves—and what it creates
Selling can reduce exposure, but it does not complete the plan
Selling reduces your exposure to further falls in the investments you leave. It also creates a later decision: when and how will you re-enter? The cited guidance does not establish a reliable way to sell before a decline and buy back before a recovery. Vanguard’s explanation of volatility notes that market bottoms cannot be predicted; see its common questions about stock market volatility.

Before selling, write down the condition that would make you invest again and the allocation you would use. If you cannot state a rules-based re-entry plan, the proposed sale may be an attempt to escape uncertainty rather than a response to a changed goal or risk requirement. That does not prohibit a sale; it makes the unresolved consequence visible before you act.
Do not turn a rebalance into a market-timing bet
A deliberate rebalance moves the portfolio toward a preselected mix. A market-timing trade changes the mix because you believe you can anticipate the next fall or rise. They may both include a sale, but they answer different questions. Keep the action tied to the question you are actually trying to solve: goal funding, risk capacity, concentration or drift.
A decision framework for common situations
| What you observe | What it suggests you examine | Possible deliberate response |
|---|---|---|
| The market fell, but your goals, finances, timetable and risk tolerance are unchanged | Whether the urge is only a reaction to volatility | Pause and follow the existing diversified plan rather than treating the decline as a standalone sell signal |
| You expect to withdraw the money sooner | Whether there is enough time to wait through volatility | Review whether a more conservative allocation better fits the shorter horizon |
| Your goal, income, reserves or ability to tolerate losses changed | Whether the former allocation still matches your circumstances | Reassess the plan and make an intentional allocation change if needed |
| One asset category is above its target and another is below it | How far the current mix has drifted | Rebalance by selling overweight categories, buying underweight categories or directing new contributions, according to the plan |
| A holding or category represents a concentrated exposure | Whether diversification is adequate for the risks you can accept | Review concentration and diversification; adjust toward the chosen mix rather than assuming any investment is protected |
| You cannot judge your risk tolerance or suitable allocation | Whether you need structured, individualized assistance | Consider consulting a qualified financial professional and verify that the advice addresses your goals and capacity for loss |
A practical pause-and-review checklist
- Record the trigger. Note the account change or headline that caused the urge to sell, without treating it as a forecast.
- Write down each goal funded by the portfolio. Include the expected withdrawal date and amount for every goal that matters to the decision.
- Check for changed circumstances. Review income, reserves, upcoming spending, time horizon and your willingness and ability to bear losses.
- Find the intended allocation. Use the plan or policy that sets your target mix; if none exists, define the goal and risk questions before trading.
- Measure drift and concentration. Compare current percentages with target percentages and identify any unusually large exposure.
- Choose the action that solves the identified problem. That may be staying with the plan, making a planned rebalance or changing the allocation for a changed horizon or risk capacity.
- Document the rule. Write what would cause a future review so that the next decline does not make the decision from scratch.
- Escalate uncertainty. If you cannot connect your answers to an appropriate allocation, ask a financial professional for help with risk tolerance and plan design.
Common mistakes to avoid during a decline
- Using the price chart as the whole analysis. A chart shows what happened, not whether your goals or allocation changed.
- Assuming a conservative move is automatically correct. The need for a nearer-term withdrawal can support reviewing more conservative investments, but the suitable choice depends on the goal and circumstances.
- Calling diversification protection. Diversification may manage some risks, but it cannot guarantee a profit or prevent losses in a falling market.
- Confusing rebalancing with prediction. Returning to target is different from betting that one category will outperform next.
- Selling without a re-entry decision. A sale changes the portfolio now and leaves a future decision about when to invest again; market bottoms are not reliably predictable.
- Making a personalized decision from general commentary. Investor education can frame the questions, but your goals, timetable and risk capacity determine how the answers apply.
Putting the decision back in your plan
The most useful outcome of a falling market is a clearer record of why your portfolio has its current risk level. If the review finds no change in goals, cash needs, risk capacity, diversification or target allocation, the decline has not supplied a new planning fact by itself. If the review finds a real change, make the smallest deliberate adjustment that addresses that change and document the new allocation. When the answers are unclear, professional help can replace an emotional trade with a structured assessment.
