What to Do if Your Social Security Increase Doesn’t Cover Rising Expenses in 2026

If your 2026 Social Security increase is smaller than the jump in your rent, groceries, utilities, or medical bills, a shortfall does not automatically mean your benefit was calculated incorrectly. The annual cost-of-living adjustment (COLA) is a national formula, not a personal inflation guarantee. Start by checking the benefit notice and the amount that actually reached your bank account, then identify deductions and the bill categories creating the gap. If Medicare costs are part of the problem, check eligibility-based assistance before cutting essentials.

Why a 2.8% increase can still leave you behind

The Social Security Administration (SSA) set the 2026 COLA at 2.8%. The adjustment uses changes in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) between the third quarter of 2024 and the third quarter of 2025. It applies to Social Security benefits payable in January 2026. The corresponding increase for Supplemental Security Income (SSI) was reflected in the payment issued December 31, 2025.

CPI-W is a broad measure of price changes. It is not a calculation of your household’s exact expenses. Your rent, food, electricity, insurance, transportation, and medical costs may rise faster or slower than the index. A percentage increase therefore cannot promise that your purchasing power will remain unchanged.

SSA’s 2026 fact sheet estimated an average monthly retirement benefit of $2,015 before the adjustment and $2,071 after it. Those are averages, not an individual benefit promise. Another SSA table, based on actual data through August 2025 and a different estimation basis, showed $2,015 before and $2,072 after. SSA also described the typical increase as approximately $56 per month for retired workers. Your work record, benefit type, withholding, and deductions determine your own result.

In the October 24, 2025 COLA announcement, SSA Commissioner Frank J. Bisignano said, “Social Security is a promise kept, and the annual cost-of-living adjustment is one way we are working to make sure benefits reflect today’s economic realities and continue to provide a foundation of security.” The statement describes the purpose of the adjustment; it does not mean every beneficiary’s bills will move by the same percentage.

1. Verify the notice and your net deposit

Before changing your budget, establish the exact amount SSA authorized and the amount you received. A deposit can be lower than the gross benefit because of Medicare premiums, voluntary tax withholding, overpayment recovery, or another authorized deduction.

  1. Find your COLA notice. Sign in by typing ssa.gov into your browser yourself, rather than following an unsolicited link. In a personal my Social Security account, open the Message Center and look for the COLA notice. SSA also sends notices by mail.
  2. Write down the gross amount. Record the benefit amount shown after the COLA but before deductions. Compare it with the prior gross amount, not just with last month’s bank deposit.
  3. List every deduction. Use the notice and payment details to identify Medicare premiums, tax withholding, overpayment collection, or other items. If a deduction is unfamiliar, contact SSA through an official channel and ask what it represents.
  4. Compare the net figure. Match the final amount on the notice with the amount deposited. Check the payment date and the bank account used, since timing or an account change can make two deposits appear different.

Keep the notice and a bank statement together. This simple record separates a lower-than-expected increase from a missing or misdirected payment and gives an SSA representative specific figures to review.

2. Check Medicare deductions before assuming the COLA disappeared

Medicare premiums can reduce the amount that reaches you even when the gross Social Security benefit increased. SSA’s 2026 premium guidance lists a standard Medicare Part B premium of $202.90 per month. That is the standard amount, not a universal charge. Income-related adjustments can produce a different Part B premium, and prescription-drug costs are separate from Part B.

What to compare

Item What it tells you Important qualification
Gross Social Security benefit The benefit after the COLA but before deductions Your amount depends on your record and benefit type
Part B premium A Medicare medical-insurance deduction that may be withheld from Social Security The 2026 standard premium is $202.90; income-related amounts may differ
Prescription-drug costs Premiums or other costs connected with Medicare drug coverage They are not the same as the standard Part B premium
Net Social Security payment The money available for your monthly spending It reflects all authorized deductions, not only Medicare

Do not assume the standard Part B figure applies to you. Check your Medicare premium notice and the deductions shown in your Social Security records. If the amount changed because of an income-related adjustment, use the official Medicare or SSA instructions for requesting a review when your financial circumstances have changed.

3. Identify the bill that is causing the shortfall

Once you know your net benefit, make a one-page list of essential recurring expenses. Use the amount actually available each month, and separate predictable bills from irregular spending.

Category Record Question to answer
Housing Rent or mortgage, property charges, required insurance What amount is unavoidable, and when is it due?
Utilities Electricity, gas, water, phone, internet Which charge rose, and is the increase seasonal or permanent?
Food Groceries and necessary household supplies What is the normal monthly average rather than the highest week?
Medical Premiums, prescriptions, copayments, and transportation to care Which costs are fixed and which vary with appointments?
Transportation Fuel, fares, maintenance, and insurance Which trips are essential and which can be combined?
Debt and obligations Minimum payments, taxes, and legally required bills What must be paid first to avoid penalties or loss of service?

Calculate the gap as essential expenses minus net Social Security and other dependable income. Then rank expenses by consequence. Housing, utilities needed for health and safety, food, medication, and required insurance generally need attention before discretionary purchases, but your circumstances may differ. This is budgeting guidance, not an SSA rule and not a substitute for a benefits determination.

Separate a one-time spike from a permanent increase

A medical bill, annual insurance renewal, or winter utility peak can distort one month. Note whether each increase repeats. For a recurring bill, use the new amount in future budgets. For a one-time expense, set a realistic monthly amount for rebuilding cash reserves instead of treating the highest month as your permanent baseline.

4. Check assistance tied to Medicare costs

SSA directs people with limited income and resources toward two Medicare-related routes:

  • Medicare Savings Programs: state-administered programs that may help eligible beneficiaries with Medicare premiums and certain other out-of-pocket costs.
  • Extra Help: assistance with Medicare prescription-drug costs for people who meet the program’s requirements.

Medicare and SSA program rules do not establish your eligibility or provide a complete list of non-Medicare food, housing, utility, or state programs.

  1. Gather your current benefit notice, Medicare premium information, income records, and resource information.
  2. Ask Medicare or your state Medicaid office to screen you for Medicare Savings Programs and Extra Help.
  3. Request the eligibility rules and application deadline in writing, and keep copies of everything submitted.
  4. Report changes in income, household status, or resources as required by the agency handling the application.

For assistance outside Medicare, contact the official agency in your state, county, or municipality. Local programs vary, so avoid assuming that a service available in one jurisdiction exists everywhere or that receiving one benefit guarantees another.

5. Make a temporary plan while an application or review is pending

If your essential bills exceed dependable income, use a short-term plan that protects health and housing while you seek an official answer.

  • Pay obligations with the most serious consequences first, such as housing, utilities required for safety, food, medication, and insurance that protects access to care.
  • Call a biller before a due date if you expect a shortfall. Ask what payment arrangements or due-date changes are available; get any agreement and fee in writing.
  • Use a weekly spending limit for variable categories such as groceries and transportation. Recheck the limit after each deposit rather than relying on the old COLA amount.
  • Pause nonessential automatic payments until you know the new recurring budget. Review the account afterward so a necessary bill is not accidentally stopped.
  • Keep a running list of price changes and dates. It will help an agency or counselor understand whether the problem is a premium deduction, a single bill, or a sustained income gap.

Do not skip prescribed medication, required medical care, or a housing payment without first contacting the relevant professional or provider about lawful alternatives.

6. Troubleshoot common payment mismatches

The gross amount rose, but the deposit did not

Compare the old and new deduction lines. A Medicare premium or another withholding change may have absorbed most or all of the increase. Ask SSA to explain any line you cannot identify.

The deposit is lower than the notice

Check whether the notice and deposit refer to the same benefit type and payment month. Verify the bank account and payment date. If the figures still do not match, contact SSA through information you obtain by typing ssa.gov yourself.

You received no notice

Look in the Message Center of your personal my Social Security account and check your mailing address. A missing notice does not by itself prove that the COLA was omitted; request a replacement or explanation from SSA.

Your expenses rose faster than your benefit

That can occur even when the COLA was applied correctly because the formula is not individualized. Focus on the expense category driving the gap and screen for assistance rather than treating the difference as evidence of an arithmetic error.

Protect yourself from COLA-related scams

SSA’s COLA guidance warns about fraud. Be cautious if someone contacts you unexpectedly, demands an upfront fee, or asks for your Social Security number, Medicare information, bank details, or a verification code. Do not click a message link or call a number supplied in an unsolicited message. Type ssa.gov into your browser or use contact information from an official Medicare or state agency notice. You can end the conversation and verify the request independently.

Where to get a case-specific answer

SSA says ssa.gov is the best place to begin for Social Security program information. Use your personal account for notices and payment details, contact SSA for questions about deductions or benefit calculations, and contact Medicare or your state Medicaid office for Medicare Savings Programs and Extra Help screening. Official agencies can apply the rules to your income, resources, benefit type, and residence; a general COLA percentage cannot do that.
