The Social Security Administration (SSA) announced a 2.8% COLA, but your notice—not a generic percentage—controls your individual benefit, deductions, effective date and appeal instructions. Check the notice carefully, ask SSA to explain any unexplained figure, and protect the deadline if the letter describes a decision you want to challenge.
Start with what the 2026 COLA actually changed
SSA announced a 2.8% cost-of-living adjustment for 2026. The increase applies to Social Security benefits payable beginning in January 2026. Supplemental Security Income (SSI) increases begin on December 31, 2025, because SSI payments are issued at the beginning of the month.

That percentage is the national COLA, not a promise that every beneficiary will see a 2.8% increase in the amount deposited in a bank account. The COLA is applied to the benefit calculation described in your record. The amount you receive after any items shown on your notice can therefore differ from a simple multiplication of your old deposit by 1.028. Your individual notice is the document that states what SSA did in your case, why it did it, the amount affected and when the action starts.

The headline rate is not a net-payment calculator
A quick calculation can be a useful rough check, but it cannot establish that SSA made an error. Start with the benefit amount identified in the notice and compare it with the amount that SSA says is payable. Do not treat a bank deposit as the only figure to compare: a deposit can reflect amounts or changes that the notice separately identifies.

The notice may describe a different benefit or payment date
Confirm whether the letter concerns Social Security retirement, survivors or disability benefits, SSI, or another payment described on the page. Also check the effective date. A Social Security COLA is payable beginning in January 2026, while the SSI increase begins December 31, 2025. A comparison using the wrong program or month can make a correct notice appear late or too small.
Other listed changes can affect what you receive
Read every line that identifies an amount, deduction, adjustment, decision or action. The notice may show more than the COLA itself. Do not assume a particular deduction applies to you without seeing it in the notice; instead, use the exact entries SSA lists as the basis for your question.
Use this checklist before contacting SSA
- Confirm the recipient. Make sure the name and identifying details belong to you. If you manage benefits for someone else, verify that the notice is for the correct beneficiary.
- Confirm the benefit. Identify the program and type of benefit named in the letter. A Social Security notice and an SSI notice can have different payment dates and instructions.
- Write down the old and new figures. Record the amount before the change, the amount after the change, and whether each is a benefit amount, a payable amount or another figure the notice labels.
- Mark the effective date. Note the month or date when SSA says the action begins. Compare that date with the payment you believe is missing or short.
- Read the explanation. Find the section describing the decision or action and the reason for it. Look for any separate amount, deduction or other change listed in the same notice.
- Find the next-step instructions. The letter should tell you how to ask questions or appeal, and it should provide contact information. Keep those instructions with the notice.
- Record what is unclear. Turn a general concern such as “the increase is wrong” into specific questions: Which starting amount did SSA use? Which figure is the payable benefit? What explains the difference between the notice and my payment?
Retrieve the notice from your my Social Security account
Many beneficiaries can view their COLA notice in the Message Center of a my Social Security account. Sign in and look for the message or notice relating to the 2026 COLA. Save or print a copy that shows the date and all pages, including any page with contact or appeal instructions.
If the notice is not in the Message Center, check that you are using the account associated with the beneficiary and that you are looking at the correct year. An account copy does not replace the need to keep a mailed notice if you received one. If neither version is available, contact SSA and ask how to obtain the notice and confirm the date you received it.

Ask SSA to explain an unclear amount
Prepare before you call
Have the complete notice, your Social Security number or other identifying information requested by SSA, and payment records for the relevant months available. Write down the questions you want answered and the date you contacted the agency. Do not send passwords or account credentials to anyone who offers to “fix” a COLA.
Use the contact information on your notice
SSA says the notice contains contact information and that the agency can explain it. Follow the letter’s instructions first, because the correct office or method can depend on the type of action described. If you need the national number listed on SSA’s reconsideration page, call 1-800-772-1213. TTY users can call 1-800-325-0778.
Ask for a calculation explanation, not a generic confirmation
Tell the representative that you are comparing a 2026 COLA notice with a payment or prior notice. Ask the representative to identify the starting benefit amount, the COLA-adjusted amount, each item that changes the payable figure, and the date each item takes effect. If the explanation differs from the letter, ask which document controls and request that the discrepancy be noted in your record.

Keep a dated record
Write down the date and time of the call, the office or representative you reached, the questions asked, the answer given and any promised follow-up. Keep copies of the notice, account messages, letters and payment records together. A clear chronology is useful if you later need to request reconsideration.

When the issue is an appealable decision
An unclear notice and a disputed decision are different problems. If SSA can explain a figure and you simply needed clarification, follow the explanation and monitor the next payment. If the notice states a decision or action that you believe is incorrect, use the appeal directions in that notice rather than relying only on a phone call.
Protect the general 60-day period
SSA’s general appeal guidance says an appeal is usually due within 60 days after you receive the notice. The notice controls the specific deadline and method, and special rules can apply to particular notices or issues. Treat the date of receipt as important: keep the envelope or electronic delivery record when available, write the receipt date on your copy, and do not wait for an informal explanation if an appeal deadline is approaching.
Request reconsideration when the notice directs you to do so
For a non-medical issue, SSA’s reconsideration process may allow online filing or use of Form SSA-561, Request for Reconsideration. Follow the form or online service instructions for the issue in your notice. State exactly which decision you dispute, why you believe it is wrong, and what documents support your position. Attach copies rather than originals unless SSA specifically requests an original.

Follow the notice if its route differs
Do not assume every COLA-related letter uses the same form, level of review or deadline. Some notices may contain a different process, a different office or additional instructions. If the letter tells you to contact a local office, use that route. If you cannot determine the deadline or filing method, call SSA promptly and ask the representative to read the appeal instructions for your specific notice.

Assuming 2.8% must equal the bank deposit
The 2.8% announcement is a broad COLA figure. It does not identify your personal starting amount, other changes or the final deposit. Use it as a reference point, then rely on the entries and dates in your notice.
Ignoring the letter while waiting for a payment to change
SSA’s notice guide states: “Do not ignore the letter under any circumstances.” An unanswered letter can contain a deadline even when the amount seems like a routine COLA change.

Calling without the notice
Without the exact wording, date and figures, it is harder for SSA to identify the action you are questioning. Have the full notice in front of you and refer to the page and line that caused concern.

Filing a generic complaint instead of the instructed appeal
A phone inquiry can clarify an amount, but it may not preserve review rights. When the notice describes a decision you disagree with, submit the instructed reconsideration or appeal on time and separately ask questions if needed.
Paying someone to correct a government record
SSA’s services are free. Be cautious of callers, emails or websites asking for payment, passwords or immediate access to your account. Use the contact information in the notice or SSA’s official channels, and do not disclose credentials to an unsolicited helper.
A practical decision tree
| What you find | What to do | Why |
|---|---|---|
| The notice is present, the figures and dates make sense, and no decision is disputed. | Keep the notice and monitor the payment for the stated effective month. | The notice explains the individual action. |
| The notice is present, but a figure, deduction or date is unclear. | Contact SSA with the notice and payment records; ask how the personal amount was calculated. | SSA can explain the entries in your record. |
| The notice states a decision or action you believe is wrong. | Follow the notice’s appeal directions immediately; preserve the general 60-day period unless the notice gives another rule. | An explanation request alone may not protect appeal rights. |
| The notice is missing or unavailable online. | Check the my Social Security Message Center, then contact SSA or the office listed in prior correspondence to obtain or confirm it. | You need the exact decision, date and instructions. |
Questions to ask SSA
- What exact benefit amount did SSA use before applying the 2026 COLA?
- Which amount in the notice is the benefit amount, and which amount is payable after the listed items?
- What explains the difference between the notice and my payment record?
- What date does each change begin?
- Does this letter state a formal determination that requires reconsideration or another appeal?
- What is the deadline and filing method for this specific notice?
- How can I obtain a copy of the notice or confirmation that my appeal was received?
When the amount still appears wrong after SSA explains it
Ask the representative to identify the exact record or calculation that produces the amount. Compare that explanation with the notice line by line. If SSA confirms that the letter is a formal decision and you disagree, file the appropriate review request rather than treating the explanation as the end of the matter. If SSA says the notice was issued in error, ask when a corrected notice will be sent and how the correction will affect the next payment.

Save corrected notices, new payment statements and any messages in your account. The key distinction to remember
A lower-than-expected deposit does not, by itself, prove that SSA applied the 2026 COLA incorrectly. The 2.8% announcement establishes the national adjustment, while your notice establishes the individual action. Use the notice to identify the amount, reason, deductions or other changes and effective date; use SSA to explain anything you cannot reconcile; and use the formal appeal route when you disagree with a stated decision.
