Compare the notice’s new gross benefit, effective date, deductions and net amount with your prior payment and the deposit you received. Medicare premiums, other withholding or offsets, and SSA’s rounding method can make the net increase smaller than 2.8%.
If the figures still do not reconcile, contact the Social Security Administration (SSA) with the notice and payment details. If SSA says the difference is an overpayment, the notice explains the determination and the available appeal or waiver process.

What the 2026 COLA actually changes
The 2026 Social Security COLA is 2.8%. SSA calculated it from the change in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W) between the third quarters of 2024 and 2025. The adjustment applies to Social Security benefits payable in January 2026.
A COLA is an adjustment to the benefit formula, not a promise that every beneficiary’s bank deposit will rise by exactly 2.8%. The percentage is applied to the primary insurance amount (PIA). SSA then applies the person’s retirement timing factors, statutory offsets and deductions, and its rounding and truncation rules. The resulting payable amount can therefore differ modestly from a simple multiplication of the previous deposit by 1.028.

Gross benefit versus money deposited
Your gross benefit is the amount calculated before deductions. Your net payment is what remains after items such as Medicare premiums, voluntary tax withholding, or other applicable offsets are taken out. A COLA can raise the gross benefit while a new or larger deduction reduces, or even temporarily outweighs, the change in the deposit.
Find and read your personalized COLA notice
The notice is the authoritative starting point for your individual record because it states the exact new benefit, the date the change takes effect, and the deductions SSA used. Eligible account holders can view it in the Message Center of my Social Security; SSA also mails notices.
- Sign in to my Social Security and open the Message Center, then locate the COLA notice for the current benefit year.
- If you do not use an online account, find the paper notice SSA mailed to you. Keep every page, including pages that explain deductions or overpayment recovery.
- Write down the old gross amount, new gross amount, effective date, each deduction or withholding, and the stated net payment.
- Compare those figures with a prior payment record and the actual deposit in your bank or benefits account. Use the payment date and amount shown by your financial institution rather than an estimate.
Do not substitute a general COLA announcement for this notice. The announcement gives the national percentage; only the personalized notice reflects your retirement age, benefit type, Medicare status and account-specific adjustments.

Use a line-by-line comparison
| Item to check | Where to find it | What a mismatch may indicate | Next action |
|---|---|---|---|
| Previous gross benefit | Earlier SSA notice or payment record | You may be comparing a net deposit with a gross figure | Use gross-to-gross and net-to-net comparisons |
| New gross benefit | Current COLA notice | The COLA was calculated with your PIA and timing factors | Check the effective date and arithmetic shown in the notice |
| Effective date | COLA notice | The payment you checked may cover a different benefit month | Match the deposit to the month and date identified by SSA |
| Medicare deduction | Deductions section of the notice | A premium may have changed the net amount | Confirm the premium and coverage period with Medicare or SSA |
| Other withholding or offset | Deductions or withholding lines | Taxes, recoveries or another authorized offset may apply | Identify the agency or program named and follow its instructions |
| Net payment | Notice and bank statement | The deposit may not correspond to the notice’s payment period | Ask SSA to reconcile the exact payment date and amount |
Why the increase may not equal 2.8%
SSA applies the COLA to the PIA first
SSA’s technical explanation starts with the primary insurance amount. Early retirement reductions or delayed retirement credits are then applied according to the person’s claiming record. Because the percentage is not simply applied to the final net deposit, a calculator that multiplies the deposit by 1.028 can produce the wrong expectation.
Truncation and rounding affect the final cents and dollars
SSA truncates amounts at stages of its calculation. The agency notes that truncation and rounding can make the new monthly benefit differ somewhat from the stated COLA percentage. A small difference by itself does not establish an error; compare the notice’s stated amount and calculation rather than recreating it from the headline rate.
Deductions can absorb the increase
Medicare premiums are one common deduction from Social Security. SSA’s 2026 information lists a standard Medicare Part B premium of $202.90 per month for an individual whose modified adjusted gross income is $109,000 or less. That is the standard amount for the stated income tier, not a universal premium. A beneficiary’s amount can differ because of circumstances such as income-related adjustments or coverage details. Use the premium shown on your own notice.

Other withholding or offsets may also reduce the deposit. The notice should identify the item and amount. Do not assume that an unexplained reduction is part of the COLA calculation; treat it as a separate line to verify.
Check Medicare-related deductions carefully
When the gross benefit increased but the deposit did not, compare the Medicare line on the current notice with the earlier notice. Look for:
- Whether Part B is being deducted from your Social Security benefit.
- The premium amount and the month or coverage period to which it applies.
- Whether the amount is the standard Part B premium or a different amount stated for your circumstances.
- Whether a change occurred at the same time as the COLA or was listed in a separate communication.
SSA’s published $202.90 figure applies to the 2026 standard Part B premium for individuals in the stated modified-adjusted-gross-income tier. It does not determine your premium if your income, filing status or other Medicare circumstances place you elsewhere. If the notice and your Medicare information conflict, ask SSA or Medicare which record controls the deduction and request an explanation of the affected months.

Look for withholding, offsets and recoveries
Read every deduction line instead of treating the net deposit as the benefit itself. Voluntary federal tax withholding, an authorized offset, or recovery of a prior debt can continue after a COLA and change the amount that reaches your account. The applicable notice should name the type of deduction and the amount withheld.
When the notice mentions an overpayment
SSA defines an overpayment as receiving more than should have been paid. An overpayment notice should state why SSA believes the debt occurred, the amount it says is owed, and how collection will occur. Compare the notice date, stated debt and monthly withholding with the deduction appearing on your payment record.

There are two different responses:
- Appeal: Use this when you dispute that an overpayment occurred, disagree with the amount, or believe SSA’s facts or calculation are wrong.
- Waiver: Use this when you accept or do not contest the debt but believe repayment should be excused, including because repayment would be unaffordable or because you were not at fault under the applicable rules.
SSA guidance says an appeal or waiver request made within 30 days can pause collection while SSA decides the request in covered cases. The notice controls the deadline, filing method and collection rules for your record. Follow its instructions promptly, keep a copy of anything submitted, and obtain confirmation of delivery.

What to do when the numbers still do not match
- Recheck the payment period. Confirm that the deposit you are examining corresponds to a benefit payable after the COLA’s January 2026 effective period and is not an earlier payment or a payment covering a different month.
- Separate gross and net amounts. Compare the old and new gross benefits first, then compare deductions, and only then compare net deposits.
- Match every deduction. Account for Medicare, tax withholding, offsets and any overpayment recovery shown on the notice.
- Check the calculation context. Remember that SSA applies the COLA to the PIA, applies retirement factors and offsets, and truncates amounts. Do not use the headline percentage as a substitute for the notice’s result.
- Contact SSA through an official channel. Have your notice, Social Security number or account identification requested by SSA, payment dates, deposit amounts and a written list of discrepancies ready. Ask the representative to identify the exact line that explains the difference and the month it affects.
- Document the response. Record the date, the representative’s explanation and any reference number. If SSA requests documents, send only the requested records and retain proof of submission.
If SSA confirms that the notice is correct, ask which deduction or calculation step caused the lower net amount and whether a separate Medicare or overpayment notice applies. If SSA acknowledges an error, ask when a corrected notice or payment will be issued and how the correction will appear.
Common mistakes that lead to wrong expectations
- Multiplying the deposit by 2.8%: The COLA is not applied directly to the net bank deposit.
- Ignoring the effective date: A payment received near the changeover may represent a different benefit month than the one you are checking.
- Assuming every beneficiary pays $202.90 for Part B: The published amount is a 2026 standard premium for a specified income tier, not a promise about every person’s deduction.
- Comparing a general announcement with a personal notice: Only the personal notice includes your exact deductions and payable amount.
- Waiting on an overpayment notice: Appeal and waiver deadlines can affect collection. Read the notice immediately and use its stated deadline.
- Sending an incomplete question to SSA: Without the notice date, payment period and deduction lines, a representative may not be able to reconcile the account in one contact.
What evidence to keep
Create a small record containing the current and prior COLA notices, bank statements showing the relevant deposits, Medicare premium information, and any overpayment or withholding correspondence. Annotate each payment with the benefit month if SSA identifies one. Keep copies of appeals, waiver requests and delivery confirmations. This record helps distinguish a one-time payment timing issue from a recurring deduction and gives SSA the information needed to investigate.
When professional help may be appropriate
Most discrepancies can be investigated by comparing the notice with the payment record and contacting SSA. Consider seeking help from a qualified benefits counselor, legal-aid organization or attorney if the amount is substantial, an overpayment determination is disputed, you face collection that you cannot afford, or SSA does not resolve a documented error. Any adviser should review the actual notice and your payment history; a general COLA percentage cannot diagnose an individual account.
Bottom line
The 2026 COLA raises the calculation used for Social Security benefits, but it does not guarantee a 2.8% increase in the amount deposited. Start with the personalized notice, reconcile gross benefit and every deduction, and then ask SSA to explain any remaining difference. If the notice identifies an overpayment, choose an appeal or waiver based on your situation and observe the notice’s deadline and filing instructions.
