If Social Security no longer covers food, housing, utilities, or medical costs, act in this order: protect any immediate basic need, verify that your payment is correct, screen for separate benefits, and contact the state or local agency that administers each program. Eligibility and benefit amounts depend on your household, income, resources, and location.
Start with the bill that could cause harm first
Write down the expense that is short, the amount needed, the due date, and what happens if it is not paid. A late utility bill, for example, may lead to a shutoff process; a missed rent payment may require a conversation with the landlord; an empty refrigerator requires help today rather than a routine application that may take longer.

If food is at risk now
Use the federal emergency-food guidance at USA.gov’s emergency food assistance page. It points people to local food banks, state agencies, disaster-specific help, and the National Hunger Hotline. You can also call 211. The Social Security Administration (SSA) describes 211 as a free, confidential service providing information and referrals to social services and community resources.

If housing is at risk now
Call 211 for local shelter and homelessness-prevention referrals in most areas, and review USA.gov’s emergency housing guidance. Tell the operator whether you need shelter tonight, help avoiding an eviction, rent assistance, or a domestic-violence-safe placement. If you are in immediate danger, call emergency services. Do not wait for a benefits application to resolve an emergency.

If a utility shutoff is threatened
Contact the utility before the shutoff date and ask about a payment arrangement, hardship program, medical protection, and the documents required. Shutoff protections differ by state. The federal entry point for energy assistance is USA.gov’s help-with-energy-bills page, which directs you to your state or territory’s Low Income Home Energy Assistance Program (LIHEAP) office.
Check whether the Social Security payment is correct
Compare your latest award notice with the amount deposited in your bank account or loaded to your payment card. Check the payment date, gross benefit, deductions, and any notice explaining a change. If a payment is missing or the amount appears inconsistent with your notice, contact SSA through the contact information on your notice or the official SSA website. Ask what caused the difference and what documentation is needed; do not assume the payment can be corrected without an agency review.
Keep copies of notices, bank records showing deposits, and the dates and names of people you speak with. If SSA tells you that a decision can be reviewed or challenged, follow the instructions and deadline in your individual notice rather than relying on a general deadline.

Social Security retirement and Social Security Disability Insurance (SSDI) are not the same program as Supplemental Security Income (SSI). A person can receive Social Security and SSI at the same time in some circumstances, but SSI has its own income, resource, age, blindness, and disability rules.

Could SSI supplement your Social Security?
SSI is a separate, needs-based benefit. SSA says it is for people with limited income and resources who are 65 or older, blind, or disabled. The usual resource limits shown on SSA’s eligibility page are $2,000 for an individual and $3,000 for a couple, with exclusions and other program rules. A home you live in and one vehicle used for transportation can be treated differently from countable assets, but the agency must apply the current rules to your facts.
For 2026, the federal SSI maximum is $994 per month for an individual and $1,491 for a couple, effective January 1, 2026. These are maximum federal rates, not guaranteed awards. Countable income, living arrangements, and other factors can reduce the federal amount, while some states add a supplement. See SSA’s 2026 SSI benefits page for the published rates and qualifications.
Receiving Social Security does not automatically disqualify you, but Social Security income is considered in SSI eligibility. Apply or ask SSA to screen you rather than estimating eligibility from the maximum rate.

Reduce food costs with SNAP
SNAP puts food-purchasing assistance on an electronic benefits card. The state agency—not SSA—decides eligibility and benefit amounts. Household composition, income, allowable deductions, and state procedures matter, so an older adult living alone may be evaluated differently from a multigenerational household.

SSA says people receiving SSI may usually qualify for SNAP and Medicaid, but each program still applies its own rules. SSI is counted when SNAP determines eligibility. At the same time, SSA’s “more help while on SSI” information says SNAP and Medicaid help do not reduce the SSI payment. Ask both agencies how an award, household change, or reporting requirement affects your case.
When you apply, ask the state agency which documents it accepts for identity, address, rent or mortgage, utilities, income, medical expenses, and household members. If food is unavailable before an application is decided, use a food bank or 211 immediately.
Lower Medicare and prescription expenses
Medicare Savings Programs
State Medicare Savings Programs can pay certain Medicare costs for qualifying beneficiaries. SSA describes the Qualified Medicare Beneficiary (QMB) category as covering Medicare Part A and/or Part B premiums and protecting eligible beneficiaries from provider billing for Medicare deductibles, coinsurance, and copayments. Other categories may pay the Part B premium or provide narrower assistance. Income and resource limits differ by state and program.
Apply through the state Medicaid or medical/social-services office. Have your Medicare card, benefit notices, bank statements, and information about household income and resources available, but confirm the exact document list with the state office.

Part D Extra Help
Extra Help can lower Medicare Part D prescription costs for people with limited income and resources. SSA says you may apply before or after enrolling in a Part D plan. Its information also says SSI recipients who have Medicare may qualify automatically under the applicable rules. Automatic qualification does not mean every person with Social Security qualifies, so confirm your status and whether additional state assistance is available.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Apply for LIHEAP before an energy crisis becomes a shutoff
LIHEAP can help with heating bills, cooling bills, and emergency energy services. Income is a basis for eligibility, but the application channel and documents vary by state or territory. Some offices accept online applications; others require an in-person visit.
- Find your state or territory office through USA.gov’s energy-assistance page.
- Ask whether the program has a crisis track for a shutoff notice, unsafe heating or cooling, or an empty fuel tank.
- Submit the shutoff notice, current bill, account number, proof of income, identification, and any medical documentation the office requests.
- Contact the utility at the same time and ask it to note the pending assistance application and explain its payment-plan options.
Do not assume LIHEAP will pay the entire bill or that applying stops a shutoff automatically. Ask the utility and the state office what protection applies in your location.

TANF is administered by states and tribes, not as a universal federal supplement for every Social Security recipient. Eligible families may receive help with food, housing, home energy, child care, and sometimes training or tuition. Rules, time limits, work requirements, and payment structures are local. If a grandparent is caring for children, ask the TANF office how it defines the assistance unit and whose income must be reported.

Prepare one application folder
Organizing records can prevent delays and make it easier to apply to several agencies. Keep digital scans or paper copies of:
- Social Security, SSI, pension, and other income notices;
- Bank and investment statements showing current resources;
- Lease, mortgage, property-tax, or shelter-cost records;
- Utility bills and shutoff notices;
- Medicare, Medicaid, prescription, and medical-expense information;
- Identification, Social Security numbers, immigration documents where applicable, and proof of address;
- Names, phone numbers, confirmation numbers, and submission dates for every agency contact.
Ask an agency whether it needs originals or copies and whether documents can be uploaded, mailed, faxed, or delivered in person. Keep proof that you submitted each item.
Understand the 2026 increase without treating it as a guarantee
SSA reports a 2.8% cost-of-living adjustment for Social Security beneficiaries and SSI recipients in 2026; the details are in the 2026 COLA fact sheet. A percentage increase does not show whether your rent, food, energy, or medical costs are covered. Compare your actual monthly income with essential expenses, then target assistance to the largest shortfall.
A simple follow-up system
- Create a list of every open application, the agency, the date submitted, and the next expected contact.
- Record each call, including the representative’s name or identification number and any documents requested.
- Read every notice promptly and respond through the channel and date specified in that notice.
- Report changes in address, household, income, resources, or Medicare status as the administering agency requires.
- If an agency denies assistance or says information is missing, ask for the written reason and the available review process; use the instructions in that notice.
Never stop paying a bill, abandon a home, or ignore a collection or eviction notice solely because you applied for assistance. Contact the landlord, utility, creditor, or a qualified local adviser to discuss lawful options while the agency reviews your case.
When to call instead of applying online
Call 211 when you need same-day food, shelter, transportation to a shelter, or a local caseworker. Call the state program when a deadline, shutoff, or medical need makes timing important. Call SSA about a missing or disputed Social Security or SSI payment. Use online applications when they are available and you can upload documents, but do not let a technical problem delay emergency food or housing referrals.
The right combination of programs depends on your state, household, income, resources, and the expense involved. Start with the immediate need, verify the payment, then work through the agency that controls each benefit.
