1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesA reduction or stoppage notice is not something to set aside. Read it immediately, identify whether it concerns SSI, Social Security disability (Title II), retirement, or survivors benefits, and record the stated reason, effective date, appeal deadline, and any instructions about keeping payments going. Then file the remedy that matches the problem: an appeal challenges the decision, a waiver addresses repayment of an overpayment, and a repayment-rate request asks SSA to withhold less. SSI has a general 60-day appeal period and, in some situations, a 10-day window for continued or reinstated payments. Rules for Title II, retirement, and survivors benefits can differ, so use the instructions in your notice.
Start with the notice
Social Security Administration (SSA) decisions should be communicated in writing. The notice is the controlling document for your case: it identifies the program, the determination, the reason for the change, when it takes effect, and how to challenge it. It may also explain whether you can elect continued payments while an appeal is pending.

- Identify the program. Look for SSI (Title XVI), Social Security disability insurance (Title II), retirement, or survivors benefits. Do not assume a deadline or payment-protection rule from one program applies to another.
- Identify the type of decision. A notice may concern medical disability cessation, non-medical eligibility, the payment amount, termination, suspension, reduction, or an overpayment.
- Write down both dates. Record the date printed on the notice and the date you actually received it. SSA generally presumes receipt five days after the notice date for an SSI appeal, unless you can show that you received it later.
- Preserve every page. Keep the envelope, notice, attachments, forms, and proof of delivery for anything you send.
If the notice is unclear, contact SSA promptly and ask which appeal level, form, and deadline apply. A qualified attorney or other representative can also help you interpret the decision and prepare a filing.

| What you disagree with | Request to make | What it addresses |
|---|---|---|
| SSA says you were overpaid, or the amount is wrong | Reconsideration | Whether an overpayment exists and how much is owed |
| You accept that an overpayment exists but believe repayment would be unfair or unaffordable | Waiver of recovery | Whether SSA should collect, commonly based on lack of fault and hardship or unfairness |
| You accept the debt but the proposed withholding is unaffordable | Request a different repayment rate | How quickly SSA recovers the debt |
| You disagree with a benefit eligibility, medical, payment-amount, suspension, or termination decision | Appeal, beginning with the level named in the notice | The underlying determination |
If you are unsure whether the overpayment happened or how much is owed, SSA says you may request reconsideration, a waiver, or both. Keep those requests distinct in your explanation so SSA can address each issue.
Meet the appeal deadlines
For SSI, SSA describes four appeal levels: reconsideration, a hearing before an administrative law judge (ALJ), Appeals Council review, and federal district court review. An initial determination can involve eligibility, the payment amount, or whether an overpayment occurred and its amount.
| SSI situation | General deadline | Shorter payment-continuation issue |
|---|---|---|
| Appeal an initial determination | Written appeal generally within 60 days after receiving the notice | Receipt is generally presumed five days after the notice date unless later receipt is established |
| Non-medical SSI determination | Reconsideration within the 60-day period | A written request within 10 days of receipt may allow current payments to continue if all other SSI requirements remain met |
| SSI medical disability cessation | Follow the notice and file within the stated appeal period | Written request within 10 days of receipt is generally required if you want payments to continue |
| Request an ALJ hearing after reconsideration | Generally within 60 days after receiving the reconsideration decision | The notice confirms whether a hearing request is the correct next step |
The 60-day period and the 10-day payment-continuation period are different. Missing the 10-day window can affect whether payments continue even if you are still within the 60-day period to appeal. The SSI payment-status regulation generally requires advance written notice before suspension, reduction, or termination and provides for continuation or reinstatement at the previously established level when an appeal is filed within 10 days of receipt, subject to exceptions and intervening events.
These SSI rules should not be applied automatically to retirement, survivors, or every Title II disability case. For those benefits, follow the notice’s instructions and confirm the applicable rule with SSA.

How to file an appeal
1. Select the first appeal level
Most cases begin with reconsideration. A later appeal proceeds to an ALJ hearing, then Appeals Council review, and finally a federal district court action if the applicable requirements are met. Your notice tells you which level is available and whether a particular form is required.
2. Use the route and form for your issue
SSA describes online reconsideration requests for disability and non-medical determinations, as well as paper and local-office options. Examples include SSA-561 for reconsideration and SSA-789 for reconsideration of a medical disability cessation. For an ALJ hearing, SSA provides HA-501; use it only when the notice confirms that a hearing request is the next step.
3. State exactly what you contest
Identify the notice by date and explain whether you challenge the medical finding, non-medical eligibility, payment calculation, termination date, or overpayment amount. Attach records that address that issue rather than sending an unorganized file. If you need more time to obtain evidence, file the appeal by the deadline and ask SSA how to submit additional material.

4. Ask explicitly about continued payments
If you want payments to continue, say so in writing and use the election or instructions in the notice. For SSI medical disability cessations, SSA generally requires the written request within 10 days of receipt. Continued payments are not guaranteed: eligibility, timing, the type of determination, and intervening events matter.

5. Keep proof of filing
Save a copy of everything, confirmation screens, fax confirmations, delivery tracking, and the name of any SSA employee who gives you instructions. If you file in person, request a date-stamped copy. A timely appeal can be difficult to prove without a record of when SSA received it.
If your notice concerns an overpayment
An overpayment notice generally explains the alleged debt, the proposed withholding, and your appeal and waiver rights. Read the calculation before choosing a response.
Challenge the debt or amount
Request reconsideration if you believe there was no overpayment or the amount is incorrect. Point to the months, income, work activity, living arrangement, or other fact you believe SSA counted incorrectly, and provide documents supporting your version.
Request a waiver
Request waiver of recovery if you are not at fault and repayment would cause hardship or would be unfair. A waiver does not dispute the mathematical existence of the debt; it asks SSA not to recover it under the applicable standard. Explain your circumstances fully and provide financial information SSA requests.

Ask for a lower repayment rate
If you accept the debt but cannot manage the proposed withholding, ask SSA for a different repayment rate. This is separate from both reconsideration and waiver. State what amount you can afford and support it with your budget and required records.
Collection rules differ between Title II benefits and SSI. Do not assume that a withholding percentage described for one program applies to the other; rely on your notice and current SSA instructions.
Special rule after a disability cessation
Sometimes a person appeals a finding that they are no longer disabled and elects continued disability payments. If SSA starts collecting an overpayment for those continuation payments, SSA says it can stop collection and refund money while the disability appeal is pending or while the person is still within the appeal period. Contact SSA or the local office promptly. Separate SSA operating guidance states that continuation payments in a medical cessation case are not overpayments until the cessation decision is final.

- Read the effective date and reason. A missed payment may reflect a full termination, a partial reduction, an administrative suspension, or recovery of an overpayment.
- Check whether the notice required an election. If the issue is SSI or disability medical cessation, look for the short deadline to request continued payments.
- File the underlying appeal immediately. Do not wait for a phone explanation if a written deadline is running.
- Ask SSA what can be reinstated. Payments may be continued or reinstated only under the rules for your program and determination; ask what documents or election SSA needs.
- Protect essential expenses while the case is pending. Tell SSA if the stoppage threatens housing, food, medical care, or utilities, and seek local benefits or legal-aid assistance while you pursue the appeal.
An appeal does not automatically restore benefits or guarantee payment during review. The result depends on the program, the decision being challenged, the filing date, and whether you properly elected continuation.

Prepare a useful case file
- The complete notice and envelope, with the date received marked.
- Prior award, cessation, suspension, or overpayment notices.
- Payment records and bank statements showing the reduction or stoppage.
- Medical records, treatment dates, work information, or income and household documents that relate to the stated reason.
- A timeline of contacts with SSA, including dates, offices, names, and instructions.
- A monthly budget if you seek a waiver or lower repayment rate.
Organize documents by the issue in dispute. A clear chronology helps SSA or a representative see which fact affects which month and which decision.
When professional help makes sense
SSA says you may choose an attorney or another qualified person to help with an appeal. Representation is optional, not a requirement for every case. Consider help when the notice involves a medical cessation, multiple overpayments, several benefit programs, a missed-deadline explanation, or a hearing. Ask any prospective representative to explain the scope of help, filing responsibilities, and fee terms in writing. Do not assume that hiring someone extends a deadline; you remain responsible for protecting the appeal period unless SSA confirms otherwise.
Common mistakes that cost time or money
- Waiting for a phone call before filing. A conversation does not replace a written appeal.
- Using the wrong remedy. A waiver does not contest the amount of a debt, and a repayment-rate request does not reverse the underlying decision.
- Confusing 60 days with 10 days. The longer appeal period may not preserve payments during review.
- Applying SSI instructions to retirement or survivor benefits. Program rules and notices differ.
- Sending records without identifying the decision. Tie each document to the reason in the notice.
- Failing to report later receipt. If the notice arrived more than five days after its date, keep proof and explain that when filing.
- Assuming continued payments are free of risk. If continuation is later found improper under the applicable rules, an overpayment issue can arise; ask SSA how continuation works in your case.
A practical decision path
- Program: Mark SSI, Title II disability, retirement, or survivors benefits on the notice.
- Reason: Classify the change as medical cessation, non-medical eligibility or amount, suspension or termination, or overpayment recovery.
- Goal: Choose appeal, waiver, repayment-rate change, continued-payment election, or more than one of these where appropriate.
- Clock: Calculate the deadline from actual receipt and separately check any 10-day continuation rule.
- Filing: Use the form or online route named by SSA, submit the request in writing, and retain proof.
- Follow-through: Respond to requests for evidence, update SSA about address or contact changes, and track the next appeal level if the first decision is unfavorable.
For a specific Title II, retirement, or survivors case, the notice and SSA’s current instructions control. If you cannot tell which rule applies, contact SSA or a qualified representative before the earliest deadline expires.
