First identify the exact input or rule that produced the wrong amount, then ask the office responsible for your pay or pension authorization for a written calculation and correction. Keep the revision order, effective date, statements, service or pension records, and every acknowledgement. If an internal request does not resolve the issue, escalate through the prescribed departmental grievance route; central civil pensioners can use CPENGRAMS after approaching the responsible pension offices.
This guide focuses on Indian central-government procedures documented by official sources. State governments, public-sector undertakings, private employers, railways, defence pensions and other countries may use different authorities, forms, formulas and deadlines.

Start by proving what changed
A lower or higher monthly amount is a warning, not proof of an error. A pay-revision order may alter basic pay, grade or level, increments, dearness allowance, pension, family pension or another component on different dates. Compare the order and its effective date with the figure actually paid and with the records from which the figure was derived.

Record the discrepancy precisely
- Note the month in which the difference appears and whether it continues in later months.
- Name the component: basic pay, level or scale, increment, dearness relief, pension, family pension, allowance, commutation or another item.
- Write down the amount that was paid, the amount you calculate under the applicable order, and the difference.
- Identify the clause, table, option or formula in the revision order that you believe was applied incorrectly.
- Check whether the order applies to your service, cadre, pension category and retirement date; a formula for one group is not automatically valid for another.
Do not rely on an online calculator or a colleague’s payslip as the legal basis. The governing order and your official records control entitlement.

Build a document-and-calculation file
Before contacting an office, assemble one chronological file. Keep originals and submit copies or scans unless the authority specifically requires an original.
| Item to compare | What to verify | Useful evidence |
|---|---|---|
| Governing revision | Order number, scheme, covered employees or pensioners and any option exercised | Revision order, corrigendum, option form and office circular |
| Effective date | Date from which each component changes; do not assume every allowance shares one date | Order’s implementation and arrears clauses |
| Inputs | Pay level, basic pay, qualifying service, last pay drawn, pension type, retirement date and recorded increments | Service book extracts, pension papers, pay-fixation statement, pension payment order |
| Calculation | Formula, rounding, multiplication factor, components included or excluded and deductions | Department calculation sheet, payroll statement or pension authorization |
| Authorizing and paying offices | Which office can amend the authorization and which office only disburses the amount | Office names on the order, pension payment order, bank or treasury records |
| Arrears | Covered months, gross amount, deductions, tax treatment and net amount | Arrear bill, revised statement and payment advice |
| Recovery proposal | Alleged excess period, arithmetic, reasons, legal basis and response deadline | Show-cause notice, recovery order and calculation annexure |
Make a one-page reconciliation showing each month, the amount paid, the amount due under the order and the running difference. Date the page and identify the records used. This makes it easier for an accounts officer to reproduce or challenge your calculation.
If you are a serving employee
Use the employer’s internal channel first
Send a written representation to the designated establishment, pay, personnel or accounts office specified by your employer’s service rules. Follow the prescribed hierarchy rather than sending an informal complaint to an unrelated office. Ask the receiving office to acknowledge the representation.

Your request should ask for five things:
- The pay inputs taken from your service record.
- The calculation sheet, including the rule or order used.
- The name of the competent authority that approved the fixation.
- The effective date and the months for which arrears or deductions were applied.
- A written correction, if the calculation is wrong, with an amended payslip or authorization and the payment date.
Attach the relevant order, your payslips, the service-record extract or prior fixation statement, and your month-by-month reconciliation. Keep proof of delivery and a copy of every attachment.
When the office says the payroll system is at fault
Ask the office to correct the underlying pay-fixation or authorization record, not merely to make a one-time adjustment. A payroll patch can be overwritten at the next cycle. Request confirmation that the corrected data has been sent to the drawing and disbursing or accounts office and that future statements will use it.
If a central civil pension is wrong
Separate authorization from payment
For central civil pensions, the Central Pension Accounting Office (CPAO) FAQ assigns calculation responsibility to the Pay and Accounts Office (PAO). It states: “The PAO is solely responsible for correctness of the calculation of pension. In case he finds any mistake he will revert the pension case to Head of Office for making necessary correction.” See the CPAO FAQ.

Accordingly, describe the disputed figure to the PAO or the pension-authorizing channel shown on your pension papers and ask that the underlying authorization be corrected by the Head of Office where necessary. The bank or paying branch generally cannot rewrite the service data or pension formula on its own; it pays the rate received through the authorized channel.
What to send
- Pension Payment Order or other authorization details, including the issuing office.
- Retirement, qualifying-service and last-pay records relevant to the fixation.
- The revision order and any option or representation you filed.
- Pension slips or bank statements showing the incorrect rate.
- A calculation that identifies the disputed component and period.
Ask for a written reply stating whether the error is in the service data, the pension calculation, the authorization, or the payment implementation. If the office agrees, request an amended authorization and a communication to the paying branch.
Understand revised pension payment and arrears
The CPAO pension payment scheme describes a chain in which the amendment from the authorizing authority passes through the link arrangement and paying bank. The bank then processes the revised pension rate and arrears, if any, according to the amendment. Ask the authorizing office to confirm the effective date and the exact period covered before treating an arrear figure as final.
Rank #4
Arrears are not automatically the difference between two current monthly amounts multiplied by an assumed number of months. The order may set different dates for basic pension, dearness relief, commutation or another element; it may also require deductions or adjustment of amounts already paid. Obtain the month-by-month statement and check it against your records.
A dated example, not a universal formula
A 2 August 2017 release from the Press Information Bureau, “Fixation of Pension,” describes two formulations used for revising pre-2016 central civil pensions during implementation of the Seventh Central Pay Commission recommendations. That release is a scheme-specific, dated example. It does not establish a formula for every pensioner, a later revision or a state pension. Use the order that covers your own category and date.

Departmental and Accountant General channels
If the responsible office does not answer or corrects only part of the issue, send a first appeal or reminder through the service or pension procedure stated in the applicable rules. Include your original representation, acknowledgement, calculation, and the written reply. Relevant Accountant General offices publish online and offline complaint channels in the Comptroller and Auditor General Citizen’s Charter. That charter lists 30 working days for attending complaints through the specified channels, while noting that timelines can extend when many pension revisions arrive together. This is a charter target for those channels, not a universal deadline or a guarantee of payment.

CPGRAMS for government grievances
CPGRAMS is the central government’s public-grievance portal connected with ministries, departments and states. Its current instructions say government-employee service-matter grievances are subject to prescribed channels. Use the departmental process first where required, then lodge a focused grievance with the reference number and documents. The portal asks users to submit grievances there rather than by email; an email complaint is not a substitute for a portal filing.
CPENGRAMS for pensioners
Pensioners can lodge, track and appeal a pension grievance through CPENGRAMS, the pension-specific platform of the Department of Pension and Pensioners’ Welfare. State the authorization number, disputed month and component, office already approached, and the remedy requested. The portal lists a toll-free number, 1800-11-1960, and an email contact; verify the current contact details on the portal when filing because contact information can change. Use the appeal option if the redressal is incomplete or unsupported by a calculation.
Keep an escalation index
Maintain a simple log with the date sent, recipient, reference number, response due under the applicable procedure, response received and next action. Upload legible PDFs in the order requested by the portal and redact unrelated personal information where the system allows. A grievance body can direct an office to examine the matter, but it does not replace the authority that must amend the pay or pension authorization.

An underpayment claim and a demand to recover an alleged excess are different disputes. Do not treat a recovery notice as proof that the department’s new calculation is correct. Ask for:
- The written correction or recovery order and the authority that issued it.
- The exact months, components and arithmetic said to be excessive.
- The rule or order relied on, including why the earlier payment was considered wrong.
- The proposed instalments, deductions or adjustment against arrears.
- A reasonable opportunity and deadline to submit your response.
The Department of Personnel and Training compilation on recovery or waiver of wrongful or excess payments made to government servants summarizes central-government guidance and notes that a show-cause notice may be issued when an incorrect order is to be rectified and recovery is intended. Whether recovery is lawful or should be waived depends on the facts, applicable rules and relevant court decisions. Respond through the prescribed channel, attach the calculation showing your position, and obtain advice from a qualified service-law professional if the amount or consequences are significant.
Use scheme-specific online records when available
Some departments provide a direct view of sanctions and grievances. For example, the Department of Telecommunications’ SAMPANN retiree corner describes viewing pension sanctions, revised-pension sanctions and arrears and lodging or tracking a grievance. This is a scheme-specific facility; the absence of the same menu in another department does not remove your right to request the underlying records from its authorizing office.
Quick Recap
Common mistakes that delay correction
- Quoting only the new monthly total without identifying the component and effective date.
- Sending a bank complaint when the error is in the department’s authorization.
- Assuming a central-government formula applies to a state, public-sector or private scheme.
- Demanding a universal deadline or automatic back pay when the order sets different dates or conditions.
- Submitting a grievance without the original representation and acknowledgement.
- Accepting a verbal assurance instead of an amended authorization or written calculation.
- Ignoring a recovery notice because you believe the earlier payment was genuine; silence can forfeit the response opportunity in the prescribed process.
Final checklist before you file
- Identify the exact month, component, amount and governing clause.
- Confirm that the revision order covers your service or pension category and effective date.
- Reconcile the official inputs and calculation month by month.
- Send a written correction request to the designated establishment, pay, accounts or pension-authorizing office.
- Request an amended authorization, future-payment correction and arrears statement where applicable.
- Preserve acknowledgements, replies, statements and calculations in one file.
- Escalate through the applicable departmental, Accountant General, CPGRAMS or CPENGRAMS route without bypassing prescribed channels.
- If recovery is proposed, demand the arithmetic and reasons and answer the show-cause or recovery process separately.
