Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteIf your retirement income cannot cover food, housing, utilities, medicine, or other necessities, treat the gap as a signal to seek assistance—not proof that you are ineligible. Start with any bill that could cause immediate harm, then use federal benefit screeners and your state and local agencies to check programs that can reduce medical, food, utility, rent, or cash costs. Eligibility depends on your household, income, resources, location, and the benefits you already receive.
Start with the bill that is at risk now
Before comparing programs, identify what could go wrong in the next few days or weeks. A missed prescription, utility shutoff, eviction notice, mortgage default, lack of food, or unsafe living situation requires a different first call.

If food or medicine is at risk
Tell the agency or counselor that you need help with food or medication immediately and ask what emergency options exist in your county. Keep prescription bottles, medication lists, and any notice from a pharmacy or insurer nearby when you call.
If utilities, rent, or personal safety is at risk
Contact the utility, landlord, mortgage servicer, or local emergency-services office before a shutoff, eviction, or foreclosure date. Ask for the exact deadline, the documents required, and whether a payment arrangement or hardship process exists. If you are unsafe, call emergency services rather than waiting for a benefit decision.

For local social-service referrals, the Social Security Administration says: “For help over the phone, call 211 to use a free and confidential service that provides information and referrals to social services and community resources.” The statement appears in its FAQ, “Who can help me with food, shelter, clothing, or other personal needs?” published August 12, 2026. 211 referrals are local, so ask specifically for food, utility, rent, transportation, and senior services.
Make a one-page shortfall snapshot
A simple page of facts makes calls faster and helps you avoid applying for the wrong type of help. This is a preparation tool, not an official eligibility form.
- Write each source of monthly net income: Social Security, pension, annuity, withdrawals, wages, support, and any benefit payment.
- List essential monthly costs separately from optional spending: housing, electricity and other utilities, food, insurance, prescriptions, medical bills, transportation, and debt payments.
- Mark any payment already late and attach every shutoff, eviction, collection, or medical-billing notice.
- Record household members, ages, disability status, veteran status, and whether anyone receives Medicaid, Supplemental Security Income (SSI), or a Medicare Savings Program.
- Gather identification, Social Security and Medicare information, recent benefit letters, bank and investment statements, insurance cards, lease or mortgage records, and utility bills. An agency may ask for only some of these documents.
Do not hide assets or omit a household member to fit a limit. A complete, accurate application is easier to correct than a denial based on missing information.

Run a government benefit screen before assuming you earn too much
USAGov’s benefit finder covers retirement and senior benefits, food, health, housing and utilities, and welfare or cash assistance. Use both the general directory and the benefit-finder questions, then open the official page for every program that appears. The screener is a starting point; the state or local agency makes the eligibility decision.

How to use the screen
- Enter your state, county or city, household size, age, income sources, and the expense creating the shortfall.
- Check the categories for retirement and seniors, health, food, housing and utilities, and welfare or cash assistance rather than selecting only one.
- For each result, note the administering agency, application method, required documents, and whether there is a deadline or waiting list.
- Call the listed agency if your situation is urgent, your income changed recently, or the online questionnaire does not reflect your household.
State, county, household size, immigration status, disability or veteran status, and the precise benefit you receive can all change the result. A federal income figure shown online is not a universal rejection line.
Reduce Medicare premiums and cost sharing
Medicare Savings Programs (MSPs) are administered through your state Medicaid or medical-assistance office. Depending on the program, they can pay Medicare Part A and Part B premiums and may cover Medicare deductibles, coinsurance, or copayments. Ask the state office to screen you for every MSP, not just one.
2026 federal reference limits
Medicare lists the following 2026 monthly income and resource references. They are screening figures, not a final state determination. Alaska and Hawaii figures are slightly higher, and some states count income or resources differently or use more generous rules.
| Program | Monthly income limit, individual | Monthly income limit, married couple | Resource limit, individual | Resource limit, couple | What it can help pay |
|---|---|---|---|---|---|
| Qualified Medicare Beneficiary (QMB) | $1,350 | $1,824 | $9,950 | $14,910 | Part A and Part B premiums and, when eligible, Medicare cost sharing |
| Specified Low-Income Medicare Beneficiary (SLMB) | $1,616 | $2,184 | $9,950 | $14,910 | Part B premium |
| Qualified Individual (QI) | $1,816 | $2,455 | $9,950 | $14,910 | Part B premium |
These amounts are Centers for Medicare & Medicaid Services 2026 references. Contact your state Medicaid or medical-assistance office to learn how it treats household income, savings, a spouse’s income, and deductions. Apply even if you are slightly above a federal figure.

What to ask the state office
- Which MSPs are open to someone with my Medicare coverage and household?
- Does the state count retirement withdrawals, pensions, or a spouse’s income in the same way?
- What documents prove income and resources, and can I submit them online, by mail, or in person?
- Will an MSP application also screen me for Medicaid or other assistance?
Do not stop paying a bill or assume coverage has started until the agency gives you an effective date and explains how providers will receive the information.
Lower prescription costs with Extra Help
Medicare’s Part D Extra Help program can lower prescription-drug costs. Some people qualify automatically because they receive Medicaid, an MSP, or SSI. If you are not automatically enrolled, you can apply through Social Security. A SHIP counselor provides free, unbiased help with the application and with understanding how your drug plan works.
Apply and coordinate the screening
- Check your Medicare notices to see whether Extra Help is already listed.
- If it is not automatic, contact Social Security and request an Extra Help application. Have income, resource, Medicare, and prescription information available.
- Ask a SHIP counselor to review the application, your Part D plan, and any pharmacy network or formulary issue.
- Apply for Extra Help and an MSP at the same time if both may apply; Medicare says simultaneous applications are allowed.
Extra Help changes what you pay for covered prescriptions; it does not guarantee that every medicine, pharmacy, or plan is covered. Ask the plan or SHIP counselor about a specific drug before changing treatment.

Check SSI when income and resources are limited
SSI may be available to an adult age 65 or older with limited income and resources. Disability can also be relevant for younger applicants, but age alone does not guarantee an award. Receiving Social Security retirement benefits does not by itself answer whether you qualify for SSI; Social Security evaluates income, countable resources, living arrangements, and other rules.

Ask Social Security or your state or local public-assistance office to screen you. State supplements vary, and receiving SSI can interact with Medicaid, food assistance, housing programs, or other benefits. Before declining another benefit or changing your living arrangement, ask how the change would affect the entire household.
Find food and utility assistance by location
The USAGov directory includes food and utility assistance categories, but names, funding, income rules, and application routes depend on the state, county, tribe, or city. A directory result is not a promise that funds remain available.
Food assistance
Use the federal benefit finder and call 211 for local food resources. Ask whether there is an emergency food option while a regular application is processed, what proof of household income is needed, and whether medical or housing expenses are considered. Keep a record of the application date and confirmation number.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsUtility bills
Ask your utility company for its hardship, budget-billing, arrearage-management, and shutoff-protection procedures, then ask the state or local agency listed by USAGov about assistance. Confirm whether help is a one-time payment, a recurring credit, or a referral. The amount and duration cannot be assumed from another state’s program.

Address rent and housing pressure early
Housing assistance often takes longer than a food or prescription referral, so apply before the deadline on a notice. Emergency rent resources are administered locally. Subsidized housing and public housing are handled by local public housing agencies and can have waiting lists.
Emergency rent or eviction risk
- Call 211 and ask for the state or local emergency-rent channel and eviction-prevention legal or social-service referrals.
- Contact your landlord in writing, explain the shortfall, and request the exact balance, deadline, and acceptable payment arrangement.
- Submit the application and every requested document; ask whether an eviction notice changes priority or creates an emergency route.
- Keep copies of notices, receipts, case numbers, and the name and date of every conversation.
Subsidized or public housing
Contact the local public housing agency and ask about both subsidized rental housing and public housing, because their lists and eligibility rules may differ. Ask about household-income limits, elderly or disability preferences, bedroom eligibility, required recertification, and the current estimated wait. Apply to every appropriate list rather than assuming one application covers all properties.
USAGov also identifies participating housing counselors as a source of rent-assistance navigation. A counselor can help you understand a notice and locate agencies, but cannot guarantee a unit or immediate payment.
Consider home equity only after understanding the cost
A reverse mortgage is borrowing against home equity, not a grant. The Home Equity Conversion Mortgage (HECM) is the only reverse mortgage insured by the federal government. Homeowners age 62 or older may qualify, subject to the loan’s requirements, and HUD-approved counseling is available.
Questions to answer before a HECM
- How will the loan affect a spouse, heirs, taxes, insurance, maintenance obligations, and eligibility for needs-tested benefits?
- What happens if you move, sell, stop living in the home, or fail to pay property charges?
- Would moving to a less expensive home, downsizing, local property-tax relief, family support, or another verified option solve the gap with less long-term cost?
- What fees, interest, and repayment conditions apply, and can you afford them if income falls further?
Use a HUD-approved reverse-mortgage counselor before signing anything. Do not treat a HECM as the default response to low income or compare it only with an unpaid bill; compare the full consequences with other housing choices.
Match the option to the bill and the type of help
| Need | Likely starting point | Type of assistance | Key uncertainty |
|---|---|---|---|
| Medicare premiums or cost sharing | State Medicaid or medical-assistance office; MSP screening | Insurance cost-sharing benefit | State rules, income, resources, and household composition |
| Prescription costs | Social Security Extra Help application; SHIP | Reduced Part D costs and plan assistance | Automatic status, drug plan, covered medicines, and pharmacy |
| Very limited income and resources | Social Security or state public-assistance office; SSI screening | Cash benefit, with possible state supplement | Countable income, resources, living arrangement, and interactions |
| Food or utilities | USAGov benefit finder, state agency, and 211 | Local or state assistance, sometimes emergency | Location, funding, household rules, and timing |
| Rent or public housing | 211 and local public housing agency | Emergency referral, subsidized housing, or public housing | Local eligibility and waiting-list position |
| Home-equity cash | HUD-approved HECM counselor | Loan secured by the home | Interest, fees, occupancy and property obligations, and repayment |
Prevent common mistakes while applications are pending
- Do not rely on a national limit without checking your state’s rule.
- Do not assume one application covers every program; ask each agency what it screens automatically.
- Do not wait for a housing waitlist before seeking emergency rent or utility help.
- Do not discard denial notices. They usually state an appeal deadline or the missing information needed for reconsideration.
- Do not stop Medicare, insurance, utility, or housing payments solely because you submitted an application; ask the provider about protection during review.
- Report changes in income, address, household, or living arrangement promptly so an award is not later adjusted or reclaimed.
If you have not claimed Social Security yet
Social Security’s retirement-planning tools explain claiming ages and the effect of claiming at different times. Claiming earlier can change lifetime income, survivor protection, taxes, and eligibility interactions. It may be relevant to someone who has not claimed benefits, but it is not an easy emergency fix for a person already receiving retirement benefits. Get individualized advice before changing a claiming decision.
A practical order for the next seven days
- Today, identify the bill that threatens food, medicine, utilities, housing, or safety and call 211 or the responsible provider.
- Prepare the one-page income-and-expense snapshot and collect current notices and benefit documents.
- Run the USAGov benefit finder across health, food, housing and utilities, retirement and seniors, and cash-assistance categories.
- Contact your state Medicaid or medical-assistance office for MSP screening, using the 2026 figures only as references.
- Check Extra Help status, apply through Social Security if needed, and request free SHIP assistance.
- Ask Social Security or the state public-assistance office about SSI and any state supplement.
- Apply separately for local utility, emergency-rent, subsidized-housing, or public-housing pathways and record every deadline.
- If home equity is being considered, schedule HUD-approved counseling and compare the loan with verified alternatives before signing.
A shortfall is a reason to screen broadly and act early. The correct combination may reduce a specific bill rather than replace all missing income, and the agency serving your location—not a general rule—will determine what you receive.
