The Punjab State Lotteries Rules, 2015 make the applicable scheme terms decisive; one 2026 bumper notice states that prizes above ₹10,000 must reach the Director within 30 days of Gazette publication, but that deadline is not automatically universal. Prepare the current prescribed form, identity and bank documents, and submit only through a Directorate channel you have independently confirmed.
1. Verify that the ticket actually won
Do not rely on a social-media image, a reseller’s message or a result for a different draw. Match every identifying detail:
As an Amazon Associate I earn from qualifying purchases.
- the lottery’s exact scheme or bumper name;
- the draw date and draw number;
- the ticket series, if one is printed;
- the complete ticket number, including leading zeroes; and
- the prize category and amount shown in the official result.
Use the result published by Punjab State Lotteries or the result notice identified in the scheme’s own terms. If the number, series or prize category is unclear, contact the Directorate through a current official channel before disclosing personal information or dispatching the ticket. A result for a similarly named draw does not establish a claim.
Preserve the original ticket
Keep the physical ticket flat, dry and away from heat, adhesive tape, staples and laminating film. Do not write on it, fold it unnecessarily or attempt to repair a tear. The surfaced instructions warn against defaced, mutilated and tampered tickets, while the rules exclude forged, torn, mutilated or tampered tickets. Photograph or scan the ticket for your private records, but treat the original as the required proof unless the applicable scheme expressly says otherwise.

2. Find the deadline and threshold for your draw
There is no single deadline that can safely be applied to every Punjab lottery ticket. Rule 14 and related provisions in the Punjab State Lotteries Rules, 2015 say that the period specified in the applicable scheme governs a claim. Read the printed ticket terms and the complete draw notice, not just a result graphic.
| Question | What the available rules establish | What you must confirm |
|---|---|---|
| Prize above ₹10,000 | A surfaced transcription of the PSD Holi Bumper 2026 notice says the claim should reach the Director within 30 days from publication of the result in the Punjab Government Gazette. | Whether your own scheme uses the same ₹10,000 threshold, the same 30-day period and the same starting date. |
| Prize at or below a scheme threshold | The general rules do not supply one universal filing period for all schemes. | The payment and submission instructions printed or published for your specific draw. |
| Late claim | The 2015 rules contain limited provisions for consideration of some late claims when reasons are recorded and approval is obtained. | Whether the Director or State Government will exercise that discretion. An extension is not guaranteed. |
Count a stated period from the event named in the notice—such as Gazette publication—not from the day you personally saw the result. If the deadline is close, send a written query to the Directorate immediately and retain the query, reply and delivery evidence. Do not wait for a promised verbal extension.
3. Assemble the claim file
The current prescribed form controls. A claim-instruction document mirrored in 2024 lists the following items, but the mirror may not be the latest version and a scheme can add requirements.

| Item | How to prepare it | Important check |
|---|---|---|
| Prescribed claim form | Complete every field for the lottery name, draw, prize and claimant. | Use the form identified by the active scheme or Directorate, not an old downloaded copy. |
| Original winning ticket | Keep it clean and unaltered; make a private copy before dispatch. | Confirm whether the office requires personal delivery, registered post or another route. |
| Attested photocopy | Have one copy attested by a Gazetted Officer or Notary Public, as the surfaced instructions request. | Ask the attesting official what identification and seal are required. |
| Photographs | Prepare four passport-size photographs, as listed in the mirrored instructions. | Check whether the current form specifies a different number, size or signature placement. |
| Ownership affidavit | Obtain an affidavit of ownership from a First Class Magistrate or Notary Public, according to the listed instructions. | Use the wording or format required by the current form. |
| Identity and contact details | Provide the claimant’s name, postal address, PAN and contact number. | Make the spelling and address match the bank and identity records. |
| Bank details | Provide account number, IFSC, bank and branch, plus a cancelled cheque. | Use an account that can receive the stated payment method and verify every digit. |
Make a complete duplicate set for yourself. Keep a written inventory of each enclosure and the date it was signed or attested. Never email or message a ticket image, PAN or bank information to a contact whose identity you have not verified through an official source.
4. Confirm where and how to file
The available material does not establish one current office address or one submission route for every active Punjab scheme. Before sending the original, confirm all of the following with Punjab State Lotteries or the office named in the active notice:
- the current postal address and department name;
- whether claims are accepted by post, in person or through another specified channel;
- the required envelope or endorsement;
- the final date by which the original must be received, rather than merely posted;
- whether an appointment, receipt or acknowledgement is issued; and
- the correct contact for checking a pending claim.
Use a trackable delivery service if the notice permits post. Retain the receipt, tracking history, delivery confirmation and a scan of the entire package. If hand-delivering, ask for a dated acknowledgement listing the ticket and enclosures. These records do not replace the original ticket or a deadline, but they help demonstrate when and what you submitted.

5. Understand how payment is made
The mirrored claim instructions describe different operational methods by location:
| Winner’s location | Payment methods described in the instructions | Qualification |
|---|---|---|
| Within Punjab | Cheque or RTGS | Confirm which option the current office uses and whether the bank details on the form are sufficient. |
| Outside Punjab | Demand draft or RTGS | The instructions mention applicable draft commission and postal charges; verify the current amount and who bears it. |
These are operational instructions from a mirrored document, not a guarantee that every current scheme uses the same methods. Do not pay a person who promises to “release” the prize. Any legitimate deduction or charge should be identifiable in the official process and reflected in the payment advice.
6. Account for tax before budgeting the prize
Prize money is not necessarily paid at the advertised face amount. The 2015 rules state: “Income Tax on prizes wherever applicable, shall be deducted at source.” The claim instructions likewise say accepted genuine claims are paid after necessary income-tax deduction.
Rank #4
The amount withheld depends on the income-tax law and the circumstances applicable when the prize is paid. The material does not establish a fixed percentage that is safe to quote for every winner, so do not calculate a net amount from a generic online table. Ask the Directorate what tax document will accompany payment and retain the payment advice, tax certificate and bank record for your tax files. For advice about your own return, consult a qualified Indian tax professional rather than relying on a lottery agent.
7. If the winner is a minor
The rules provide a specific route for a child’s prize. A natural guardian may receive payment after producing proof of guardianship satisfactory to the Director. If that proof is not accepted or the required guardian process is not completed, payment is deferred until the winner reaches maturity. Gather the documents the current office requests to establish the child’s identity and the guardian relationship; do not assume that a parent’s signature alone is sufficient.
8. Damaged, altered or questionable tickets
A damaged ticket can be refused. Because the rules separately exclude forged, torn, mutilated or tampered tickets, do not attempt to strengthen a weak ticket with glue, transparent tape, overwriting or replacement printing. Preserve it exactly as found and ask the Directorate for written guidance on whether it can be examined. A photocopy, photograph or seller’s receipt cannot automatically cure a defect in the original.

9. What to do if you are close to—or past—the deadline
Before the deadline
- Read the exact scheme clause and identify the event that starts the clock.
- Call or write the Directorate using contact details from a current government notice.
- State only the information needed to identify the draw; do not send unrequested banking credentials.
- Complete the prescribed form and arrange attestation immediately.
- Submit by the permitted route early enough for the office to receive it, then preserve proof of delivery.
After the deadline
File a written request without delay, explaining the reason for lateness and attaching evidence. The 2015 rules allow limited consideration of certain late claims through recorded reasons and approval, but that is discretionary. Do not describe a late application as automatically valid, and do not destroy the ticket while waiting for an answer. Ask for a written decision and keep the entire correspondence file.
10. Protect yourself from scams
A genuine claim process should not require a “release fee,” gift card, cryptocurrency transfer or payment to a personal account before the prize is processed. Be cautious if someone:
- announces a win without matching your exact ticket and draw;
- asks for an OTP, card PIN, internet-banking password or full login details;
- demands a tax payment to an unofficial wallet or personal bank account;
- pressures you to courier the ticket to an unverified address; or
- offers to buy the ticket immediately at a discount.
Verify telephone numbers, email addresses and addresses independently from a current Punjab government notice. The Directorate should be the source for the current form, deadline, filing route and payment status. Never post a ticket photograph publicly; its number and security features can be copied.

11. Keep records after payment
When the claim is accepted, retain the acknowledgement, sanction or payment advice, bank credit entry, tax certificate and copies of the form and affidavits. Check that the credited amount corresponds to the approved prize after the stated deductions or charges. If the payment does not arrive as described, contact the office using your acknowledgement number and provide copies—not the only originals—of your records.
