What to do if your PF transfer or withdrawal is delayed by an exempted trust in India

If a provident-fund (PF) transfer from an exempted trust is stuck, first determine whether the delay concerns the PF balance, pension service details, or both. In the common case of a move from an exempted establishment to an unexempted one, the former trust handles the PF accumulation while EPFO handles the service-details transfer. A Form 13 status in the EPFO portal therefore does not, by itself, prove that the trust has remitted your money.

Use the sequence below to identify the stalled hand-off, obtain written status from the former trust and EPFO, and escalate through EPFiGMS. Withdrawal delays require a separate, claim-specific check because the available official guidance does not establish one universal form, deadline, or division of responsibility for every withdrawal type.

What “exempted trust” means for your PF

An establishment described as “exempted” has received an exemption under section 17 of the Employees’ Provident Funds and Miscellaneous Provisions Act, 1952. It maintains members’ provident-fund accounts through its own trust under EPFO’s overall supervision. The Ministry of Labour and Employment used that description in its 9 October 2020 release. Exempted does not mean that the account is outside EPFO oversight, but it does mean that the trust can have a separate operational role from an EPFO regional office.

That distinction is why a transfer can appear complete in one record while money or service history is still missing in another. Treat the PF accumulation, pension service details, and any withdrawal claim as separate components until the records show that each has been completed.

Why is my PF transfer from an exempted trust delayed?

The PF balance and pension service history may follow different routes

EPFO’s Form 13 instructions state that, when the previous account is with an exempted establishment and the new account is with an unexempted establishment, the member applies to the PF trust for transfer of the PF accumulation and to EPFO for transfer of pension-service details. The instructions also distinguish other combinations of previous and present exemption status, so confirm both establishments before deciding who owns the next action.

An online claim may create two linked submissions

EPFO’s member FAQ and guidance explain that an online transfer claim can generate a digital claim for service details through the PF office and a physical claim for PF accumulations to be submitted to the former exempted trust through the employer. The guidance also refers to submitting Form 13 to the trust while filing the online service-details claim. Follow the current member portal’s instructions for your account combination; do not assume that one electronic status covers the trust-directed portion.

A “settled” label can represent only one stage

A claim can be submitted, attested, approved, remitted, reconciled, and finally credited to the current account. Those are different events. Ask for the exact stage rather than accepting a general “pending” or “settled” description.

First, map your accounts and the missing component

Collect the information below before contacting anyone. Form 13 asks for the previous PF account and whether it is held by an EPF office or a trust, so use the form and your employment records as the starting point.

  • Names of the previous and current establishments, employment dates, and the date you submitted the claim.
  • Whether each establishment/account is exempted or unexempted.
  • Form 13, the online claim reference, acknowledgement or signed printout, and any employer attestation.
  • Bank or passbook evidence showing whether a transfer credit has appeared (mask sensitive numbers when sharing).

Then identify what is actually missing:

Missing item Likely owner of the next action Evidence to request
PF accumulation from the old exempted account Former PF trust, often after receiving the trust-directed claim through the employer Receipt of Form 13, approval date, remittance date, amount, and transfer statement
Pension service details Relevant EPFO office Service-details claim status and confirmation that the period is recorded against the current account
Current account does not show a credited transfer Could be the trust, EPFO reconciliation, or the current account record Remittance proof, reconciliation status, and the office or trust assigned to the next step
Withdrawal proceeds Depends on the claim type and whether the trust or EPFO is processing it Claim type, acknowledgement, current instructions, and the specific pending document or decision

The table is a diagnostic framework, not a guarantee that every case follows the same sequence. The documents and account status determine the responsible party.

Step-by-step: diagnose a delayed exempted-trust transfer

1. Check the EPFO member-service record

Sign in to the EPFO member service using your UAN and record the claim reference, submission date, status wording, and any rejection or document note. Save a copy of the Form 13 and the status screen. If the portal shows only a service-details claim, that does not establish that the former trust received the separate physical claim for the PF balance.

2. Confirm the trust-directed filing

Ask your former employer or the trust’s claims desk whether it received the signed Form 13 or other physical claim, and on what date. EPFO’s member guidance describes a trust-directed PF-accumulation claim in addition to the online service-details claim. If the employer was supposed to attest or forward the signed claim, ask for the forwarding date and acknowledgement.

Where the applicable instructions require a signed printout after an online claim, EPFO’s member guidance refers to submitting it within 15 days. Treat that as a filing instruction for the relevant claim route, not as a promised completion deadline.

3. Ask the trust for a stage-specific answer

Request a written response identifying whether the claim is received, under scrutiny, approved, remitted, or awaiting reconciliation. If money was remitted, ask for the date, amount, receiving office or account reference, and the transfer statement or confirmation issued by the trust. If it is pending, ask which document, identity check, employer confirmation, or decision is outstanding.

4. Contact the EPFO office about service details and crediting

For the pension-service component, ask the relevant EPFO office whether the service-details claim has been processed. If the trust says it has remitted the PF amount, ask EPFO whether that remittance is recorded and whether reconciliation or posting to the current Member ID remains. Give the office the old and current Member IDs and the claim reference rather than describing the problem only as “PF pending.”

5. Compare the records

Match the trust’s remittance statement with the EPFO status and your current passbook or account record. A mismatch in Member ID, UAN, name, date of birth, or employment period can stop posting even after approval. Ask which office or trust owns correction of the mismatch before sending duplicate claims.

Who should transfer my PF money—the old company trust or EPFO?

For the previous-exempted to current-unexempted pattern covered by EPFO’s Form 13 instructions, the former trust is the party to address for the PF accumulation, while EPFO is the party to address for pension service details. The current employer can be relevant because the signed claim may have to be submitted through it and because it may need to attest or correct employment information.

Other combinations—such as an exempted current establishment or an unexempted previous establishment—are routed according to the exemption status recorded for those accounts. Do not infer the route from your employer’s name alone; verify the status and read the applicable Form 13 instructions for that combination.

What to ask each party

Former PF trust

  • Did you receive my Form 13 or physical transfer claim? On what date and under which reference?
  • Has the PF accumulation transfer been approved?
  • Was the amount remitted? If so, what amount, date, destination and transfer statement number apply?
  • If it is pending, what exact item or decision is outstanding?

Former or current employer

  • Was the signed claim received, attested and forwarded?
  • Is any identity, employment-period or account information missing?
  • Can you provide the forwarding acknowledgement or correct an attestation error?

EPFO office or EPFiGMS

  • Has the service-details claim been processed?
  • Has the trust’s PF remittance been recorded and reconciled?
  • Is the current account waiting for a posting, correction or document?
  • Which office or trust owns the next action, and what reference should I quote?

These questions expose the hand-off that is stuck; they are not a claim that every member’s file uses an identical workflow.

My Form 13 is settled but the amount is not showing—what should I check?

  1. Read the status details to determine whether “settled” refers to service details, the PF accumulation, or only approval at one office.
  2. Obtain the former trust’s remittance date and transfer statement. Approval without remittance is not the same as a posted credit.
  3. Ask EPFO whether the remittance is recorded against the correct UAN and current Member ID.
  4. Check for a mismatch in personal details or overlapping employment dates that could require correction.
  5. Keep the trust response, claim reference, Form 13 and account statement together before escalating.

The Ministry of Labour and Employment announced on 25 April 2025 that revamped Form 13 functionality removes destination-office approval after the transferor (source) office approves a claim and automatically transfers the previous account to the current account. The release said: “Henceforth, once the transfer claim gets approved at the Transferor (Source) Office the previous account will automatically get transferred to the present account of the member at the Transferee (Destination) Office instantly furthering the aim of ‘Ease of Living’ for Members of EPFO.” That announcement describes a general EPFO system change; it does not state that a former exempted trust’s separate PF-remittance step disappears. Confirm the trust remittance independently.

How do I raise an EPFiGMS complaint for a pending PF transfer?

EPFiGMS is the official EPFO grievance platform. Its registration page allows a member with a UAN to select the PF Member category and the appropriate UAN, PPO or establishment-number status. The system supports grievance-status viewing, reminders and document upload.

  1. Register or log in as a PF Member and select the identifier that matches your case.
  2. Describe the stalled component precisely: trust PF accumulation, EPFO service details, remittance reconciliation, or current-account posting.
  3. Enter the old and current Member IDs, UAN, Form 13 or claim reference, submission dates, establishment names, and the trust’s contact or response details.
  4. Upload legible evidence: Form 13, acknowledgement, status screen, trust correspondence, remittance statement and relevant account record. Redact information that is not needed.
  5. Submit the grievance and save its registration number.
  6. Use the portal’s status and reminder functions. Add any later trust or EPFO response and identify the document still missing.

Write facts and dates, not accusations. Do not post your UAN, Aadhaar, bank details or full account numbers on public forums. EPFiGMS terms also identify exclusions, including certain RTI requests and matters already before a court; use the applicable process for an excluded subject instead of filing it as an ordinary grievance.

What the 2025 transfer change does—and does not—prove

The 25 April 2025 Ministry release projected that the revamped functionality would benefit more than 1.25 crore members and handle transfers of around ₹90,000 crore each year. Those are projections in the announcement, not measured results for an individual case or a guaranteed resolution period.

The release also discusses past accumulations remitted to EPFO by trusts after surrender or cancellation of an exemption. That is a distinct, system-level situation. It should not be treated as proof that a member-initiated transfer from any ordinary exempted trust has completed.

If your withdrawal—not a transfer—is delayed

Do not automatically apply the transfer workflow to a withdrawal. The available official material for this issue does not establish one withdrawal form, eligibility rule, processing deadline or responsibility split for every claim type involving an exempted trust.

Confirm the claim before escalating

  • Identify the exact withdrawal or advance claim type and the instructions shown by the trust or EPFO for that claim.
  • Ask whether the claim is being processed by the exempted trust, EPFO, or both, and obtain the claim acknowledgement.
  • Request the specific pending document, verification or decision and the date it was requested.
  • Check whether bank, identity, nomination, employment or service information is incomplete.
  • Use EPFiGMS when the matter falls within its grievance scope, attaching the claim reference and the trust’s written response.

No fixed end-to-end resolution timeline is established here. A trust or EPFO representative should confirm the current procedure for your claim type and account status.

How long should you wait?

The cited official material does not set a current, universal deadline for the separate remittance by an exempted trust or for every end-to-end transfer or withdrawal. Do not treat a stated number of days from an informal message as an EPFO-wide guarantee. Escalate when the responsible party cannot confirm receipt, gives no specific pending action, or fails to reconcile a documented remittance—not merely because a generic status label remains unchanged.

Keep an evidence file

  • A chronological log of submission, attestation, calls, emails and responses.
  • Form 13 and any signed printout, with claim and acknowledgement numbers.
  • EPFO status screenshots and current-account or passbook entries.
  • Trust approval, remittance advice and transfer statement.
  • EPFiGMS registration number, uploaded documents and reminders.

With those records, the question changes from “Why is my PF delayed?” to “Which party has not completed this identified step?” That is the information an employer, trust, EPFO office or grievance officer can act on.
