If your pension dearness relief (DR) is absent or looks wrong, first establish whether the problem is a missing credit, an incorrect calculation, or an unresolved bank-service complaint. Check the itemized pension payment information for the month, then ask your bank’s Central Pension Processing Centre (CPPC) to review the payment against your Pension Payment Order (PPO) and the applicable Department of Pension & Pensioners’ Welfare (DoPPW) DR order. If the bank does not correct or explain the issue, register and track a grievance through CPENGRAMS and use its appeal option if necessary.
The procedure below is for Indian central-government civil pensions. State-government, railway, defence, public-sector, EPFO/EPS and other pension systems can have different authorities and rules. Confirm the pension system and category shown on your PPO before applying this guidance.

First identify what went wrong
“My pension dearness relief is not credited” can describe several different situations. The correct first contact depends on the symptom, so classify the problem before sending a complaint.

Do not assume that every difference is an error. A new rate may apply from an effective date different from the date on which the bank posts the arrear; the payment may also include an authorized adjustment. The bank must still be able to explain the figures used for your individual pension.

Check your pension record before contacting the bank
Confirm the pension system and category
Read the PPO and related pension papers to establish whether you receive a central-government civil pension and whether you are a service pensioner, family pensioner, re-employed pensioner or a person receiving more than one pension. The central-government procedure does not automatically govern other systems. Keep the PPO number, issuing authority and pension-paying bank branch details together.
Review the month in question
Write down the exact month or months affected and the amount that reached your account. Separate the basic pension from DR, medical allowance, arrears and any recovery or adjustment. If you are comparing two months, note the credit date as well as the period for which the payment was due.
Use CPAO payment details
The Central Pension Accounting Office (CPAO) describes a pensioner service that displays payment details based on payment scrolls received from banks. The view itemizes basic pension, DR, medical allowance and arrears, and the service description says that the previous six transactions are shown. Use those entries to determine whether DR was recorded separately, included in an arrear, or not recorded at all.
CPAO information is evidence that a transaction was recorded in the bank scroll; it may not explain why a rate or calculation was used. Save or print the relevant entries and compare them with your bank statement.
Gather the applicable DR order
DR is payable in addition to basic pension under the cited central-government procedure. The operative percentage and effective date must come from the current DoPPW order that applies to your pension category and period. Do not use an old percentage shown in an example or an internet post as a current entitlement.

When the pension was not credited at all
The official bank procedure directs a pensioner whose pension or family pension is not credited to approach the CPPC of the concerned bank or the bank’s toll-free number. Contact the CPPC promptly rather than waiting for the next payment cycle.
- Call or write to the bank’s CPPC using the contact route provided by your pension-paying bank.
- State the PPO number, pension account number, month due, expected type of payment and the date on which no credit appeared.
- Ask whether the payment was rejected, held for verification, returned, suspended, or simply not processed.
- Request a ticket or complaint reference and the date by which the bank will respond.
- Check the account again after the stated action and retain the response for any later grievance.
A non-credit complaint is different from a DR calculation dispute. If the entire pension is missing, the bank must first locate the payment. Once the pension is credited, request a separate itemized review if the DR component is still absent.

Ask for a calculation review, not just a balance confirmation
The pension-disbursing authority, including a nationalized bank when it disburses the pension, is responsible for calculating the DR payable in each individual case. Ask the CPPC to review the calculation against your pension authorization and the DoPPW order in force for the relevant period.
Use a precise request such as: “Please confirm the DR rate and effective date applied to my PPO, the pension amount used as the calculation base, and every arrear or adjustment included in the credit for [month and year].” This forces the response to address the inputs, not merely repeat the net amount.
Check the four calculation points
- Rate: Is the percentage taken from the applicable DoPPW order for your pension system and period?
- Effective date: Did the bank apply the rate from the order’s stated start date, including any later arrear?
- Calculation base: Was DR applied to the pension amount authorized for your category, rather than to an unrelated allowance or an already adjusted figure?
- Adjustments: Are recoveries, revisions, commutation-related changes or arrears shown separately so that you can reconcile the net credit?
Do not calculate an exact entitlement from the general description alone. Your PPO, pension category, basic pension, period and current order are all needed to establish the correct amount.

Special situations that can change the result
Re-employed central-government pensioners
The DR order cited in the procedure contains specific provisions for re-employed central-government pensioners. If you are working again in government service, tell the CPPC that fact and ask it to apply the provision relevant to your status rather than treating your case as an ordinary service pension.

Employed family pensioners
There are also specific provisions for family pensioners who are employed. Include your family-pension status and current employment information in the request so the bank checks the correct rule.
Recipients of more than one pension
The order states that provisions for people receiving more than one pension remain unchanged. If you receive multiple pensions, list each PPO and payment source. Ask the CPPC to explain how it treated each pension and whether the disputed DR relates to one payment or the combined credit.
Rounding of fractional rupees
The cited DR order says that a fractional rupee amount is rounded up to the next rupee. A one-rupee difference can therefore result from the prescribed rounding rule, but a larger unexplained difference still warrants a calculation statement.
Prepare a document pack that can be checked
A complete submission reduces back-and-forth with the bank and the grievance authority. Assemble copies rather than sending irreplaceable originals.

- PPO and any revision or corrigendum affecting the pension.
- Bank statement for each disputed month, with the credit date and amount visible.
- CPAO payment-detail entries for the relevant transactions, where available.
- The DoPPW DR order or circular you believe applies, including its effective date.
- A short calculation worksheet showing the basic pension, expected DR basis, amount credited and difference.
- Letters, emails, call references and replies from the bank or CPPC.
- For family or multiple-pension cases, documents identifying the pension category and each PPO.
Redact account numbers or identity details that are not needed by the recipient, but leave enough information for the bank and DoPPW to match the record.

CPENGRAMS is the official pension-grievance route for registration and tracking with DoPPW. Use it after you have given the bank or CPPC a clear opportunity to correct or explain the payment, or use it sooner when the bank provides no workable complaint channel.
- Register the grievance with your identity, PPO details, pension system, bank and the exact months affected.
- Describe the issue in dates and amounts: what basic pension was credited, what DR was shown, what you expected under the applicable order, and what remains unexplained.
- Attach the PPO, payment details, bank statement and the bank’s response or complaint number.
- Save the CPENGRAMS grievance number and monitor the status rather than submitting duplicate complaints for the same transaction.
- When redressal is unsatisfactory, use the portal’s appeal facility and explain which calculation point or service failure remains unanswered.
Check the live CPENGRAMS portal for current submission instructions and contact details. Portal screens and required fields can change, so follow the labels displayed when you file.
How to write an effective complaint
Keep the narrative factual and narrow. A useful format is:
- Subject: DR missing or incorrectly calculated for PPO [number], [month/year].
- Payment facts: basic pension credited, DR credited, arrears or deductions, and net amount.
- Expected treatment: the DoPPW order and effective date you believe apply.
- Request: confirmation of rate, effective date, calculation base, rounding and adjustments, followed by payment of any shortfall.
- Evidence: list each attached document and the bank complaint reference.
Avoid relying on a social-media percentage, a neighbor’s pension or a calculator that ignores pension category. The bank’s answer should be tied to your authorization and the order applicable to your case.

Troubleshooting common dead ends
The bank says “DR is included” but gives no figures
Ask for the itemized payment details or a written calculation showing the DR component and any arrear. A statement of the total credit does not establish which rate or base was used.
CPAO shows a payment, but the account balance is different
Provide both the CPAO entry and the bank statement. CPAO data comes from bank payment scrolls and confirms a recorded transaction; the paying bank must explain a posting delay, reversal, deduction or other account-level difference.
The bank quotes an old order
Request the order number, effective date and pension category to which it says the order applies. Compare that information with the current DoPPW order for your period and include the discrepancy in CPENGRAMS if the bank will not review it.

Use the CPENGRAMS appeal option, attach the closure response and identify the unanswered questions. Ask specifically for the rate, date, base and adjustment schedule rather than repeating a general request for “correct DR.”
Keep a simple monthly audit
After the issue is resolved, retain six months of payment details and bank statements, because CPAO’s described view covers the previous six transactions. Record the basic pension, DR, medical allowance, arrears and deductions in separate columns. When a new DoPPW order changes DR, note the order date and effective date next to the first affected month. This record makes it easier to spot a missing component before several months accumulate.
The key distinction is procedural: a non-credit belongs first with the bank’s CPPC; a disputed amount requires a calculation review by the pension-disbursing authority; and an unresolved complaint belongs in CPENGRAMS, where you can track the case and appeal an inadequate response.
