If your PAN surrender request is pending or rejected, first confirm that you are cancelling an additional PAN rather than the PAN you use. Keep the acknowledgement and rejection message, identify the PAN to retain, contact your jurisdictional Assessing Officer (JAO) for case-specific instructions, and use the Income Tax Department’s official grievance or support channels when the portal is the problem. There is no published, universal processing deadline or automatic appeal route for every PAN-surrender case.
Start by identifying which PAN should remain active
Indian taxpayers should not hold more than one PAN. The Income Tax Department says a person allotted multiple PANs should immediately surrender the additional card or cards. Its PAN FAQ also explains that a PAN is valid for life; changing an address or Assessing Officer does not create a reason to obtain or surrender another PAN.

Before responding to a pending or rejected request, write down both numbers and label them clearly:
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- PAN to retain: the number you currently use for your tax return, bank, investments and other financial records.
- PAN to cancel or deactivate: the extra number that should no longer be active.
The PAN number entered for cancellation must be different from the PAN being retained. The department’s PAN guidance describes this distinction in the cancellation field. If you accidentally nominated the active PAN, do not submit another request blindly; ask the JAO to correct the record.

Two situations that must not be mixed
Official guidance treats removal of an additional PAN differently from a request to surrender the only PAN currently in use. Use the route that matches your facts.
| Situation | What you are trying to do | Officially indicated route | Important caution |
|---|---|---|---|
| Additional or duplicate PAN | Keep the PAN already in use and delete or deactivate the extra one. | Surrender the additional PAN and notify the jurisdictional Assessing Officer. The Press Information Bureau says a holder of multiple PANs is obliged to bring the matter to the JAO’s notice. | Do not identify the active PAN as the cancellation target. |
| PAN currently in use | Give up the PAN you normally use, for a reason other than duplicate cleanup. | The PAN cancellation FAQ from Protean directs the applicant to approach the local Income Tax Assessing Officer with a request letter. | Duplicate-PAN instructions do not automatically apply. Ask the officer which documents and process fit your reason. |
For the duplicate-PAN situation, the relevant official statements are in the Press Information Bureau PAN 2.0 release and the Income Tax Department FAQ. The distinction in the second row is described in the PAN Cancellation FAQ.
Step-by-step response to a delayed or rejected duplicate-PAN request
1. Assemble the case record
Collect the acknowledgement, transaction or application reference, submission date, screenshots of the status, and the exact rejection wording. Keep copies of the request and any identity or address documents you supplied. Record the PAN you intend to retain and the PAN you asked to cancel. This prevents a support agent or officer from having to reconstruct your case from an incomplete description.

2. Check the cancellation target
Compare the number in the cancellation field with the card or account you actually use. If they are the same, explain the error immediately to the JAO and the channel that accepted the request. If the numbers are different, note which one is active in your tax records and avoid making changes to bank or investment accounts until the officer confirms the correct status.

3. Check the route used for the application
For an additional PAN, review the instructions for the PAN correction or cancellation service you used. The official PAN material permits the additional PAN to be identified in the relevant process, but the precise online screens and document requirements can change. If the request was filed through a third-party application interface or an older form, retain its reference and ask the department or its listed PAN/TAN channel whether a fresh submission is appropriate. Do not assume that a rejection means every field should simply be resubmitted unchanged.
4. Find your jurisdictional Assessing Officer
Use the Income Tax Department’s Know Your JAO facility. The JAO is the official escalation point identified for a person holding multiple PANs. Give the officer a concise chronology: submission date, reference number, PAN to cancel, PAN to retain, current status and the exact rejection reason, if one is shown.
5. Ask for a case-specific correction or next step
Request confirmation of whether the extra PAN is pending deletion, already deactivated, or requires a corrected application. Ask what evidence or wording is needed in your particular case. The available guidance identifies the JAO route but does not establish that a physical visit, a particular letter format or a particular number of resubmissions is mandatory in every case. Follow the instructions attached to your own notice.
6. Escalate a portal problem through official support
If the website fails to accept the request, does not display an acknowledgement, or shows a technical error, raise a grievance through the Income Tax Department e-Filing portal. Include the transaction reference and screenshots, and state whether the issue is a technical failure or a substantive rejection. The portal lists general e-Filing and CPC support at 1800 103 0025 and 1800 419 0025. It separately lists the Tax Information Network number, +91-20-27218080, for PAN/TAN application issuance or updates. Numbers, hours and routing can change, so verify the live contact page before calling.

If the PAN you want to surrender is the one you currently use
This is not the same as deleting a duplicate. The PAN Cancellation FAQ says a person seeking to surrender the PAN currently in use should approach the local Income Tax Assessing Officer with a request letter. The reason for surrender may affect what the officer asks you to provide and whether another PAN or record must be identified.
Before sending a letter, contact the local officer through the department’s current channels and ask for the applicable procedure. Explain why the PAN is being surrendered, identify any replacement or retained PAN if relevant, and attach the reference from any earlier online attempt. Do not rely on a duplicate-PAN form field or assume that a portal status labelled “rejected” has the same meaning in this situation.
What to include in every follow-up
- Full name as shown on the PAN records and current contact details.
- PAN to retain and PAN to cancel, with the two numbers labelled separately.
- Date and channel of submission.
- Acknowledgement, transaction or grievance number.
- Exact status text or rejection reason, copied without paraphrasing.
- Copies of the submitted request and documents, with sensitive information protected when sending by email.
- A clear request: confirm the status, explain the deficiency, or state the next filing step.
Keep the original acknowledgement and a log of calls, emails and portal grievances. If an officer gives verbal instructions, ask whether the same instruction can be confirmed in writing or noted against your reference number.
How to interpret a pending status
A pending label does not, by itself, prove that the request has been approved, rejected or lost. The official materials reviewed do not publish a universal processing-time figure for PAN surrender. Avoid relying on an internet estimate or treating a particular number of days as a guaranteed service standard.

After a reasonable follow-up, ask the JAO or portal support to state which of these applies to your record:
- the request is received and awaiting officer action;
- the extra PAN has been deleted or deactivated but the online status has not refreshed;
- additional information is required; or
- the request was rejected and a new, corrected submission is permitted.
Only the officer or current official instruction for your case can establish which branch applies. Keep using the PAN you are retaining consistently while the status is clarified, and notify financial institutions only after the department confirms the correct active number.

A rejection notice is a reason to obtain the deficiency, not evidence that every future request will fail. The cited official sources do not create a universal reconsideration form, promise that a rejected request may always be refiled, or guarantee an outcome within a standard period. Read the notice literally and ask the JAO whether the remedy is correction, a new application, or an officer-led deletion or deactivation.

Common problems and the safest next action
| What you see | What to do next |
|---|---|
| The cancellation request names the PAN you use. | Stop further submissions, identify the intended retained PAN, and ask the JAO for correction before changing any linked accounts. |
| No acknowledgement or reference appears. | Check the portal’s transaction history, save screenshots, then contact e-Filing support with the submission date and login details requested by the official channel. |
| The status is pending with no published deadline. | Use Know Your JAO, provide the reference and both PANs, and request a case-specific status. Do not assume approval or rejection. |
| The notice gives a rejection reason you do not understand. | Quote the wording exactly to the JAO or official support channel and ask what document or correction addresses it. |
| You want to surrender the only PAN currently in use. | Use the local Assessing Officer request-letter route described in the PAN Cancellation FAQ rather than treating it as duplicate cleanup. |
| A telephone number or operating hour found online differs from the portal. | Use the current contact details displayed on the official e-Filing page; contact information is subject to change. |
Compliance while the issue is unresolved
Do not apply for another PAN to replace one that is merely delayed or disputed. The department’s FAQ says a person with more than one PAN should immediately surrender the additional card or cards. It cites a possible penalty of ₹10,000 under Section 272B of the Income-tax Act, 1961 for holding more than one PAN. The amount and its application depend on current law and the facts of the case, so treat the figure as a statutory warning, not as a prediction of what will be imposed in your matter.
Use the PAN you have identified for retention on tax filings and financial records unless the department instructs otherwise. A change of address or jurisdiction does not by itself require surrender because a PAN remains valid for life.
A practical decision path
- Two PANs? Mark the one used in your records as the PAN to retain and the other as the cancellation target.
- Target is the extra PAN? Check the original acknowledgement, then contact the JAO through Know Your JAO with both numbers and the status or rejection reason.
- Portal malfunction? File an e-Filing grievance and use the current support contacts, attaching the reference and screenshots.
- Target is the PAN currently in use? Stop using the duplicate-PAN route and ask the local Assessing Officer about the request-letter process.
- No clear remedy in the notice? Ask for written, case-specific instructions. Do not assume a fixed timeline, automatic reversal or guaranteed resubmission right.
These steps keep the administrative record focused on the central issue: which PAN must remain active and which additional or currently used PAN the officer is being asked to remove.
