If your overseas trip is running over budget, pause new spending, calculate exactly what money and credit remain, protect the costs required to stay safe and get home, and then deal with the cause of the shortfall. The right response differs depending on whether the extra cost is an emergency, a booking disruption, card or currency fees, or optional spending.
Work through the steps below in order. Keep essential needs—safe accommodation, food, medication, local transport and your journey home—ahead of activities, upgrades and souvenirs. Insurance, banks, card issuers and travel providers may help with particular problems, but none is automatically responsible for routine overspending.

1. Stop and establish your real position
Do not make another discretionary purchase until you know what is available and what is still due. A clear snapshot prevents a frightening balance from turning into a larger shortfall.

- Record cash on hand, current and savings-account balances you can actually access, and available credit. Separate money already yours from credit that must be repaid, and note any withdrawal or transfer limits.
- Check recent card and bank transactions. Look for pending deposits, duplicate charges, foreign-transaction fees, ATM fees and conversion charges that make the balance look different from the price you saw.
- Write down the number of days until you leave and the amount required for your return journey. If your transport home is not fully paid, treat its likely cost as protected money rather than spending capital.
- Subtract unavoidable costs still to come: lodging, basic meals, medication, local transport to essential appointments or the airport, and any required visas or taxes.
The remainder is your flexible amount. Divide it by the days left to create a provisional daily ceiling. Recalculate whenever a major bill is paid or a booking changes; a daily figure is a control tool, not permission to spend every cent.

Protect safety before the budget
Do not skip necessary medical care, move into unsafe accommodation, or take an expensive cash advance simply to preserve an entertainment budget. If you cannot cover a safe night, medication or the trip home, treat the situation as urgent and contact the appropriate provider immediately.
2. Identify what caused the overrun
Different causes have different solutions. Label each unexpected amount before trying to cut costs.
Unexpected essential costs
Illness, injury, lost documents, emergency transport or a required extension can be unavoidable. Keep receipts, invoices, medical reports and proof of payment. Contact your insurer promptly and ask whether this specific expense is covered, what excess applies and which documents are required. Insurance is policy-specific: exclusions, limits and eligible events vary, and routine overspending is generally not an insured loss.

Restaurants, tours, shopping, nightlife, upgrades and convenience transport are the fastest categories to pause. Cancel or downgrade optional reservations where terms allow, use no-cost activities, shop for ordinary groceries and set a daily cash or card limit. Make cuts that preserve rest, security and nutrition rather than eliminating necessities.

Foreign-exchange and card charges
A purchase can cost more than expected because of the exchange rate used, a foreign-transaction fee, an ATM charge, a currency-conversion markup or a pending authorisation. Compare the merchant receipt with the amount that posted and read the cardholder agreement. Fees and rates are issuer- and date-specific, so an old trip or another traveller’s card is not a reliable guide.
Transport or accommodation disruption
A cancellation, missed connection, overbooking or forced extra night can create a large bill. Save the original booking, notices, receipts and messages. Ask the airline, accommodation provider, tour operator or booking agent what changes, credits, refunds or replacement arrangements are available under the contract. Do not assume a fee-free change or refund exists; the answer depends on the terms, provider and location.
3. Reset the remaining-trip budget
Once essential costs are reserved, create a plan you can follow each day.

- Protected funds: return transport, confirmed lodging, medication, insurance excesses and a small emergency reserve.
- Daily essentials: basic food, local transport and unavoidable communications.
- Optional amount: activities, dining out, shopping and upgrades only after the first two categories are funded.
If the optional amount is zero, that is a valid result. A shorter, safer trip or an early return may cost less than trying to finance several more days at the original pace.

Make the plan visible
Keep a running log in a notes app, spreadsheet or paper notebook. Enter the date, amount, currency, category and payment method, then record the converted amount shown by your issuer when it posts. A budget worksheet can help you see patterns, but it cannot replace checking actual account activity.
4. Check cards, cash and currency choices
Before relying on a payment method, confirm that it works in the destination and understand its charges. Official consumer guidance in the United States and Australia recommends checking card agreements and keeping more than one way to pay.
| Payment method | What to verify | Main exposure | Practical use |
|---|---|---|---|
| Primary debit or credit card | Foreign-transaction and ATM fees, exchange-rate method, daily limits, travel notices and international acceptance | Loss, theft, blocked transactions or unexpected fees | Use for traceable purchases when terms are suitable; keep issuer contact details separately |
| Second card or account | Whether it is issued by a different institution or draws on a separate account, and its own limits and fees | It can still be lost or declined, but reduces dependence on one account | Keep it physically and digitally separate from the primary card |
| Prepaid or travel money card | International use, reload rules, ATM access, expiry, inactivity and conversion charges | Some cards cannot be used abroad or impose limits and fees | Useful only after reading the cardholder agreement |
| Local cash | Withdrawal fee, exchange rate, ATM safety and how much you can safely carry | Loss or theft is usually difficult to reverse | Carry a modest amount for small merchants or outages; avoid carrying large sums |
When a terminal or ATM offers home-currency billing
A merchant or ATM may offer to charge you in your home currency. Inspect the displayed exchange rate and fees before accepting. FDIC guidance says choosing local currency and letting your financial institution perform the exchange can be preferable when your card has no foreign-transaction or conversion fee. That condition matters: if your card does charge such fees, compare the total shown on screen with the cost under your issuer’s terms instead of applying the advice universally.
If a card is declined or lost
- Try the backup method rather than repeatedly entering a PIN or retrying a blocked transaction.
- Use the issuer’s official emergency number to ask whether the card is frozen, whether international use is enabled and what replacement or emergency-cash options exist.
- If the card is lost or stolen, report it promptly, freeze it in the banking app if available and keep the report reference.
- Never share a full card number, PIN or one-time code with someone who contacts you unexpectedly.
5. Contact the right organisation
Contact order matters when money is tight.
Insurer
Call the emergency assistance number on the policy for an event that may be covered. Ask what the policy requires before you incur more expense, whether the provider can pay a hospital or arrange transport directly, and which receipts or reports you must retain. Coverage can depend on exclusions, pre-existing-condition rules, destination, notification timing and the policy’s limits.

Bank or card issuer
Ask about account access, fraud holds, international usage, replacement cards, emergency cash, foreign-transaction fees and ATM limits. A bank may solve an access problem but is not required to reimburse a purchase merely because it was expensive.
Travel provider
For a disrupted booking, contact the airline, accommodation provider, tour operator or agent that sold the service. Ask for the cheapest available change, the total new fare or nightly rate, cancellation terms, taxes and any credit. Compare the cost of staying with the existing booking against changing it; a lower nightly rate may be offset by a change fee or new transport cost.
Embassy or consulate
An embassy is not a general source of travel money. UK Foreign, Commonwealth & Development Office guidance states that it cannot provide financial assistance or pay bills and directs travellers to insurers, card companies, banks and travel providers. The U.S. Department of State likewise says the U.S. government does not pay overseas medical bills or unexpected travel costs. Consular staff may provide other assistance within their remit, but do not plan on government funds to settle a hotel, hospital or ticket bill.

Stay and reduce the plan
Keep the current lodging if it is safe and prepaid, stop optional activities, cook or buy basic food, and use lower-cost local transport. Ask providers about a free date change or partial credit, but obtain the answer in writing.
Move to a lower-cost arrangement
Price the complete change: cancellation or change fee, new nightly rate, transport to the new location, deposits, taxes and any lost prepaid amount. A headline room price is not the total.
Return home earlier
Compare an early-return fare and any unused-ticket value with the cost of several additional days. Confirm how an earlier departure affects lodging, insurance and onward reservations. If a medical or safety problem is involved, follow the insurer’s or provider’s instructions before buying an expensive replacement ticket.

7. Avoid fixes that create a larger problem
- High-cost cash advances: interest, cash-advance fees and immediate repayment requirements can turn a shortfall into long-term debt. Use one only after understanding the total cost and exhausting safer options.
- Large cash holdings: FDIC guidance cautions against carrying large sums. Keep a modest amount for practical needs and store the rest through safer, separate methods.
- Assuming every fee is refundable: refunds, taxes, credits and change rights depend on the booking and local law.
- Waiting to report a covered event: some policies require prompt notification. Contact the insurer as soon as a potentially covered emergency occurs.
- Using one payment method only: a lost card, outage or fraud hold can leave you without access. Maintain a separate backup where feasible.
8. Prepare the rest of the trip and the next one
Keep insurer emergency details, bank numbers and a copy of important documents accessible separately from your wallet. Check balances daily until spending stabilises, and update the protected-funds calculation after every booking change.
For future travel, read card and prepaid-card terms before departure, confirm international acceptance and fees, and arrange more than one payment method. Build a reserve for unforeseen medical care and transport rather than treating the entire balance as spendable. The FCDO puts the responsibility plainly: “It is your responsibility to make sure you can access enough money to pay for all your costs and to avoid getting into financial difficulties abroad.”
These are general precautions, not a statement of rights in every country. UK, U.S., Australian, Canadian and New Zealand authorities publish guidance for their own jurisdictions, while your card agreement, insurance wording, booking contract and destination rules control the specific outcome. Recheck those documents and current fees before acting.
