Ask for the increase, contractual basis and calculation in writing. For an interstate household-goods move, the estimate type and whether the shipment has been loaded determine what the mover can collect. A binding estimate generally controls the listed shipment and services; a nonbinding estimate is an approximation, but federal rules generally limit what must be paid at delivery to obtain the shipment. A mover may not amend an estimate after loading. Moves entirely within one state can follow different rules.
First, identify what is happening
Do not treat a driver’s text, phone quote or handwritten total as the final legal answer. FMCSA explains that “Your mover’s ‘rate quote’ is not an estimate.” An interstate mover must provide a written estimate, generally based on an actual or virtual inspection of the goods. Review the signed estimate and every later document before agreeing to a new amount. See FMCSA’s estimate guidance.

- Where is the move? A shipment crossing a state line is generally subject to the federal household-goods rules discussed here. A move that begins and ends in the same state may be regulated by a state or local agency instead.
- What estimate did you accept? Find the words “binding estimate” or “nonbinding estimate” on the paperwork.
- Has loading started or finished? Federal guidance allows changes before loading by mutual agreement, but says the mover may not amend the estimate after loading.
- Why did the amount change? Separate extra goods, services you requested after contracting, and a claimed impracticable operation from an unexplained increase in the original charge.
- What documents exist? Gather the estimate, order for service, inventory, bill of lading, emails, texts, photographs and payment records.
Binding and nonbinding estimates are not the same
The estimate label determines whether the quoted amount is a contractual ceiling for the listed work or only a planning figure. The federal definitions and collection rules are summarized by FMCSA at this consumer page.

A written estimate should describe the shipment and services, not merely provide a sales figure. Keep the original version even if a salesperson sends a later revision; the timing and signatures can matter.

If the goods have not been loaded
- Pause the crew. Tell the mover you are reviewing the estimate and do not authorize loading that you do not understand.
- Request an itemized explanation. Ask which item, quantity, access condition or service caused the increase. Request a revised written estimate showing the new total and the reason.
- Compare the physical shipment with the inventory. Extra furniture, boxes or appliances can change a nonbinding calculation. Photograph items that were present and note anything the crew says is outside the original scope.
- Decide whether you actually requested a new service. Packing, long carries, storage, shuttle work or other services discussed after contracting should be identified specifically in writing. Do not sign a blank or unclear change order.
- Save both versions. Photograph every page, signature, inventory sheet and payment term. Write the date and time of any oral discussion in your notes.
Before loading, an estimate can be amended by mutual agreement. If you and the mover cannot agree about additional goods or services not covered by the original nonbinding estimate, FMCSA guidance says the mover may refuse to service the shipment. That is disruptive, but it is different from loading first and presenting a new estimate afterward. Do not assume an oral quote replaces the written estimate required for an interstate move. If the goods are already loaded
Once loading has occurred, preserve the paper trail and focus on the delivery rules rather than arguing only about the salesperson’s promise. FMCSA states: “Your mover may not amend the estimate after loading the shipment.” The sentence appears in the agency’s Subpart D guidance.

- Compare the demand with the signed estimate, the listed inventory and the services you actually asked for.
- Ask the mover to identify the exact tariff item or contract provision supporting each new charge.
- Ask whether the mover is classifying the amount as an additional service requested after the contract or as an impracticable operation. Those categories have different treatment from the ordinary estimate.
- Do not surrender your copies. Photograph the truck, seals, inventory, weight tickets and any document presented for signature.
- Keep communications in writing where possible. If a phone call is unavoidable, send a same-day message recording what was said and ask the mover to correct it if inaccurate.
What the mover can collect at delivery on an interstate move
The federal delivery rules do not make every disputed charge disappear; they limit what a mover can require immediately to release a shipment. The applicable estimate, bill of lading and payment terms still matter. FMCSA’s delivery rules are collected in Delivery of My Shipment (Subpart G).

The 110%, 15% and 30-day figures are regulatory thresholds in FMCSA guidance, not statistics about how often prices rise or disputes are won. Read the agency’s price-increase summary at What happens if my household-goods mover increases the agreed price? for the charge categories and exceptions.

If the mover will not unload your belongings
- Ask for the delivery amount in writing. Request an itemized bill and the clause, tariff entry or service record supporting each disputed line.
- Identify the estimate type. Use the signed document, not a verbal description from the driver.
- Offer the applicable amount. For an interstate shipment, offer the estimate-based amount and any qualifying additional-service or permitted impracticable-operation charges that you can document. Use a payment method allowed by the estimate and bill of lading; payment terms should state acceptable forms.
- Record the refusal. Note the time, location, names, truck and exact words used. Photograph the shipment and any notice saying it will be held.
- Contact FMCSA if the shipment remains withheld. If you have offered the amount permitted under the applicable estimate and exceptions and the mover still refuses release, file a complaint through FMCSA or call 1-888-DOT-SAFT (1-888-368-7238). Do not sign a statement that falsely says you received all goods or that you accept an unexplained balance merely to end the confrontation. If you must pay under pressure to retrieve essential belongings, preserve proof of the demand and write “paid under protest” only if that wording is accurate and accepted by the payment recipient; it does not by itself decide the legal dispute.
Build an evidence file before you complain
A regulator or court will need more than a general statement that the mover “changed the price.” Create one folder containing:

- Every version of the written estimate, including pages sent by email or text.
- The order for service, bill of lading, inventory, weight tickets and delivery paperwork.
- Photographs or video of the goods, truck, access conditions, damage and documents presented for signature.
- A timeline showing booking, arrival, loading, each demand, payment offers and delivery or withholding.
- Messages proving whether you requested packing, storage, shuttle work, extra stops or another added service.
- Receipts, card records, checks, cash withdrawals and proof of any amount offered at delivery.
Back up the folder to a location the moving crew cannot access. Keep the original files with their metadata when possible, and do not edit photographs that may later show the condition of the shipment.

Contact the mover’s responsible representative
Ask for the company’s agent, sales representative, dispatch manager or driver supervisor. FMCSA advises consumers to raise questions or complaints with the mover’s representatives and explains that certain disputes may be eligible for neutral arbitration. See Before Requesting Services from Any Mover (Subpart B). Make the request specific: identify the disputed line, the document that controls it and the amount you are offering.

Use FMCSA for an interstate household-goods complaint
FMCSA can take complaints about an interstate mover’s conduct and provides a way to check a mover or broker’s registration and complaint history. Use the complaint and fraud-protection information at FMCSA’s consumer FAQ. A complaint record is not a substitute for a private legal claim, but prompt reporting can create an official record while the shipment is being withheld.
Use a state regulator for an intrastate move
If the origin and destination are in the same state, do not assume the federal 110% delivery limit or post-loading rule applies. Check the state consumer-protection or transportation regulator listed for movers in that state. The federal scope and definitions are described in General Requirements (Subpart A).
How to prevent a moving-day price shock
- Choose a mover that supplies a written estimate after an in-person or virtual inspection, not only a phone quote.
- Confirm in writing whether the estimate is binding or nonbinding and what inventory and services it covers.
- Ask about stairs, elevators, long carries, parking restrictions, narrow roads, packing, disassembly, storage and shuttle vehicles before signing.
- Read the payment section: accepted forms, deposits, weight procedures and what happens if the shipment is delayed.
- Keep a signed inventory and update it before loading if you add or remove items.
- Do not sign blank fields or an estimate that does not match the agreed scope.
- Save the mover’s registration information and the name of the person who can authorize changes.
The safest practice is to resolve scope changes before the first box enters the truck. Once loading is complete on an interstate move, the written estimate and federal delivery limits become especially important, and an informal new price is not enough to rewrite them.
