They follow different checks and complaint routes. For a delivery delay, verify the booking, cash-memo and delivery records with your LPG distributor or oil marketing company (OMC). For a missing subsidy, ask your bank to verify Aadhaar seeding and the active account’s NPCI mapping, then contact the distributor or OMC. Keep every booking, bank-check and complaint reference; do not assume that fixing one issue automatically fixes the other.
Delivery delay and subsidy delay are separate problems
An LPG refill can be delayed even when your subsidy arrangements are correct. Conversely, a cylinder may arrive while the subsidy transfer is held up by an account or Aadhaar-mapping problem. Start with the track that matches what you can actually see.

The Ministry of Petroleum and Natural Gas says its IVRS/SMS refill-booking system operates across the country. Consumers are meant to receive notifications at booking, cash-memo generation and delivery, so those messages are the quickest way to establish where a transaction stopped. Save screenshots or the message text with the date and booking number.
If your LPG cylinder delivery is delayed
1. Check the booking and delivery trail
- Open the OMC channel you used to book the refill—its official app, website or telephone booking service—and look up the transaction with your booking reference.
- Check whether a cash memo was generated. A cash memo shows that the distributor has created the delivery transaction; it is different from proof that the cylinder reached you.
- Check whether the system records delivery. Compare that status with your messages and the date you were actually at home or contacted by the distributor.
- If you never received a booking confirmation, record the booking attempt, date, phone number used and any payment or reference details before contacting the distributor.
Do not make repeated “panic bookings” simply because a previous one is late. The government’s clarification of 25 March 2026 says the refill booking interval is 25 days in urban areas and 45 days in rural areas, regardless of connection type. A new booking made before the applicable interval may not solve the original transaction and can make the record harder to follow.

2. Ask the distributor to correct or complete the transaction
Give the distributor your consumer or connection details, booking reference, booking date, cash-memo status and the exact message shown in the OMC system. Ask whether the cylinder is awaiting dispatch, was returned, was incorrectly marked delivered or needs a correction. Request a service-request or complaint number, and write down the name or identifier of the person who handled it.
If the distributor cannot resolve it, submit the complaint through the OMC’s official website or app. The Ministry lists 1800 2333 555 for LPG consumer queries, including delivery and subsidy questions. Keep the complaint number and attach only the information needed to identify the transaction.
3. Escalate an unresolved service complaint
There is no government-wide promise that every booking will arrive within a particular number of hours or days. If the OMC has not resolved your complaint within 30 days, or you are dissatisfied with its response, the Petroleum and Natural Gas Regulatory Board (PNGRB) provides a further grievance route through its portal. The 30-day rule is an eligibility condition for that escalation; it is not a guarantee that the complaint will be settled in 30 days.
You can also approach the National Consumer Helpline (NCH) at 1915 or 1800 11 4000. NCH accepts grievances daily from 8:00 AM to 8:00 PM, except national holidays. Include the OMC complaint number and copies of the booking and status messages so the new complaint shows that you tried the service provider first.

4. Use the emergency number only for an emergency
1906 is the LPG emergency line for a suspected leak or accident. It is not the number for a late refill, a missing cash memo or a delayed subsidy. If you smell gas, move people away from the area, avoid flames and electrical switches, and call 1906 immediately rather than waiting for a routine distributor response.
If your LPG subsidy has not been credited
1. Check the account that receives DBT
Start with the bank account linked to your LPG direct-benefit-transfer (DBT) record. Ask the bank to confirm two separate facts: that your Aadhaar is seeded to the account, and that the correct active account is mapped in the NPCI mapper. A person can have several bank accounts, but the subsidy can be directed to only the account currently mapped for the relevant DBT arrangement.
Ask the bank to check the status rather than relying on an old passbook entry or an assumption that Aadhaar was seeded years ago. If the active account has changed, request correction through the bank’s Aadhaar-seeding process.

2. Verify the NPCI mapping status
The Pradhan Mantri Ujjwala Yojana (PMUY) FAQ directs consumers to check Aadhaar-mapped status through NPCI’s BASE facility. The expected status is “Enabled for DBT.” If BASE shows that the Aadhaar is not mapped, is mapped to another account or is otherwise inactive, follow the bank’s seeding process or the NPCI seeding/deseeding facility identified in the FAQ. Save the date of the check and any acknowledgement number.

This check is important even when the LPG booking and delivery records look normal: the distributor can mark a refill delivered while the bank rejects or diverts the subsidy instruction because the mapping is wrong.
3. Ask the distributor or OMC to trace the subsidy transaction
After checking the bank and NPCI status, contact the LPG distributor or the OMC grievance channel. Provide the refill transaction reference, delivery or cash-memo date, consumer number and the bank’s confirmation of Aadhaar and NPCI status. Ask whether the subsidy instruction was generated, rejected or returned. The Ministry’s LPG helpline, 1800 2333 555, also handles subsidy-related queries.
Do not post your full Aadhaar number, bank account number, one-time password or identity documents on a public forum. Share sensitive information only through the verified bank, distributor or OMC channel that is handling your case.

4. Understand what a subsidy SMS means
In a government reply published on 5 August 2025, Petroleum and Natural Gas Minister Hardeep Singh Puri said: “Once the subsidy is credited, the consumer receives an SMS confirming the subsidy deposit.” Treat that message as confirmation of a completed credit, not as a promise about when a particular refill will be delivered. If the message has not arrived, check the account statement and ask the bank and OMC to trace the transaction rather than assuming that the refill itself was cancelled.

Booking intervals and the 2026 Aadhaar-authentication rule
Booking intervals
The Ministry’s 25 March 2026 clarification sets the interval between domestic refill bookings at 25 days in urban areas and 45 days in rural areas, irrespective of connection type. These are booking rules, not delivery guarantees and not a deadline by which a subsidy must appear. If you are still within the applicable interval, making another booking is not a reliable way to accelerate the first one.
Biometric authentication from 1 October 2026
A separate policy update says biometric Aadhaar authentication is required from 1 October 2026 to book domestic refills at the regulated price with applicable subsidy. The stated options are:
- Complete authentication in your OMC app.
- Visit the distributor’s showroom.
- Complete authentication during delivery.
Consumers who completed authentication do not need to repeat it under that release. A consumer who declines or cannot complete authentication may register that choice and receive a 5 kg or 10 kg cylinder at market price, subject to local availability. That option is not presented as a routine remedy for a late delivery or a missing subsidy, and it does not establish that authentication is the cause of every delay. Check your own authentication status and the transaction record before drawing that conclusion.

Government figures provide context but cannot predict when an individual complaint will be fixed. The Ministry reported about 194 crore LPG refills in 2024–25 and said roughly 0.08% drew complaints, mostly involving subsidy transfers or delivery delays. That is the government’s reported share across all refills; it is not a service-level promise for your booking.

- It can be a gift option
- Comes with secure packaging
- Helpful in various ways
For September 2026, the government reported an implicit subsidy of around ₹210 per 14.2 kg cylinder, compared with around ₹721 in June 2026. These are time-specific figures. They do not mean that every consumer was eligible for those amounts or that either figure is owed on every refill.
As of 19 September 2026, the government said 27.43 crore active domestic consumers, or 89.9%, had completed biometric authentication. The percentage describes completion across the reported active-consumer base, not the status of an individual account.
Escalation route at a glance
| Stage | When to use it | What to retain |
|---|---|---|
| Distributor | The booking, cash memo or delivery record is missing or wrong | Booking reference, dates, messages and consumer number |
| OMC website, app or helpline | The distributor has not corrected the transaction or you need a formal service request | Complaint number and the distributor’s response |
| PNGRB portal | The OMC has not resolved the complaint within 30 days, or you are dissatisfied with its response | Original complaint, response and dates |
| National Consumer Helpline | You need an additional consumer-grievance channel | All transaction and complaint records |
For a subsidy case, add the bank’s Aadhaar-seeding confirmation and NPCI BASE result to the same file. For a delivery case, add the cash-memo and delivery-status screens. Keeping the two evidence sets separate prevents a bank-mapping issue from being mistaken for a distributor delivery failure.

- Consumer or LPG connection number.
- Booking reference and booking date.
- Dates and text of IVRS/SMS notifications.
- Cash-memo and recorded-delivery status.
- Bank account statement entry or the bank’s response about DBT.
- Aadhaar-seeding confirmation and NPCI BASE status, for a subsidy complaint.
- Distributor, OMC or helpline complaint number.
- A short timeline stating what happened and when.
Never promise yourself a specific credit or delivery date solely because a complaint was registered. The official material does not set a universal subsidy-credit period after delivery or a guaranteed delivery period after booking. Your strongest next step is a traceable complaint with the correct evidence, followed by escalation if the service provider’s response remains unresolved.
