If an Indian life or health insurance renewal still costs the same—or more—after the GST change, do not assume the insurer withheld the benefit. First check whether the policy is an eligible individual policy, when the premium was actually paid, and whether the base premium, riders or coverage changed. Ask the insurer for a written, itemised calculation. If the explanation is unsatisfactory or the grievance remains unresolved after about two weeks, escalate through IRDAI’s Bima Bharosa system. An eligible individual-policyholder may also be able to approach the Insurance Ombudsman.
What changed, and which policies qualify
The 56th GST Council recommended exemption from GST for all individual life insurance policies and all individual health insurance policies, including family-floater health policies. The Government gave effect to that exemption from 22 September 2025 through Notification No. 16/2025-CTR, dated 17 September 2025. The stated scope is individual policies; you should not assume that a group life or group health policy receives the same treatment.

A Parliamentary answer describes the reform as removing an 18% GST overlay. That is the Government’s stated tax rate, not a promise that every renewal invoice will fall by exactly 18% or that every policyholder will save the same rupee amount. Your final bill depends on the premium charged for the cover and on any other components shown on the invoice.
Why an unchanged total is not conclusive
A renewal amount can remain flat or rise even when GST is correctly removed. An insurer may have changed the underlying premium rate, the sum insured or life cover, the covered members, riders, deductibles, co-pay, add-ons or other policy terms. A previous invoice may also have included a different instalment or a different combination of charges. The only reliable way to identify an error is to compare the components of the two transactions.

Check the premium payment date before disputing GST
The Department of Financial Services’ FAQ says the GST treatment follows the date the premium is paid. Instalment premiums paid before 22 September 2025 attract 18% GST. Eligible premiums paid on or after 22 September 2025 are exempt. The due date printed on a notice is therefore not enough on its own; examine the payment date on your receipt, bank record or insurer ledger.
| Check | What to verify | Why it matters |
|---|---|---|
| Policy type | Whether the contract is an individual life or individual health policy, including a family floater | The exemption described by the Government covers these individual policies; group policies are not established as covered by the same measure. |
| Payment date | The date shown on the premium receipt, payment confirmation or insurer account | Premiums paid before 22 September 2025 may carry 18% GST; eligible premiums paid on or after that date are exempt. |
| GST line | Whether GST appears, and the amount shown | This identifies the tax component you are asking the insurer to explain. |
| Base premium | The premium before tax on the current and previous documents | A changed base premium can offset a tax reduction without proving that GST was charged incorrectly. |
| Cover and options | Sum insured or life cover, people covered, riders, add-ons, deductible and co-pay | A like-for-like comparison is needed before attributing a different total to GST. |
Build a document trail
Collect the current renewal notice, the earlier policy schedule, the latest invoice or premium receipt, proof of payment and any correspondence with the insurer. If the policy is a health floater, include the schedule showing each covered person. If it is life insurance, retain the page showing the life cover, term and riders.
Mark the base premium, GST, other taxes or fees, riders and the total on each document. Note the payment date rather than relying only on the renewal date. If you changed cover, added a member or selected a rider, record when that change took effect. These details let the insurer identify whether the difference arose from tax, pricing or a coverage change.

Ask the insurer for an itemised explanation
Contact the insurer’s Grievance Redressal Officer (GRO) in writing. Use the address or online form identified in your policy documents or the insurer’s official customer-service information. A written complaint creates a clear record and makes it easier to escalate an incomplete answer.

Include:
- your name, policy number and contact details;
- the policy type and whether it is individual or group;
- the renewal or instalment date and the actual payment date;
- the amount demanded or paid and the GST line item;
- the previous and current base premiums, if available;
- copies of the renewal notice, schedules, invoice or receipt and payment proof; and
- earlier correspondence or a customer-service reference number.
Ask the GRO to provide the calculation in writing. Request that it identify the base premium, GST, riders, add-ons, changes in cover and any other charge. If the insurer confirms that GST was applied to an eligible premium paid on or after 22 September 2025, ask for correction and a refund or adjustment, and ask when that correction will be completed. Request a dated acknowledgement of your complaint and keep the sent email, attachments and acknowledgement together.
A practical wording for the complaint
You can state: “My policy is [policy type and number]. I paid the renewal or instalment on [date]. The invoice shows a total of [amount] and GST of [amount]. Please provide an itemised calculation showing the base premium, every rider or add-on, the applicable GST treatment based on the payment date, and any change in cover or rates from the previous policy period. If GST was charged contrary to the applicable exemption, please correct the invoice and confirm the refund or adjustment.” Put variable details only in the message you send; do not omit the actual dates and amounts.
Allow the insurer’s response period
IRDAI’s Bima Bharosa material uses two closely related descriptions of the first-stage time limit. Its current FAQ says an insurer should resolve a grievance within 15 days, while the escalation instructions refer to a response within two weeks. Treat both as the same practical instruction: give the insurer roughly two weeks, retain the acknowledgement date and escalate if there is no resolution or the written answer does not address the calculation.

If the insurer asks for a missing document, send it promptly and keep proof of delivery. If it says the base premium changed, ask it to identify the effective date and the notice or endorsement authorising that change. If it says your policy is not eligible, ask it to state whether the contract is group or individual and which rule it relied on. Keep the insurer’s response even when you disagree with it.

Escalate through IRDAI’s Bima Bharosa portal
Use Bima Bharosa when the insurer has not resolved the complaint in the expected period or when its answer is unsatisfactory. IRDAI says the portal forwards the complaint to the insurer and places it in the IRDAI repository, issues a token and allows the policyholder to track status.
- Open the Bima Bharosa complaint service and enter the policyholder and insurer details exactly as they appear on your documents.
- Describe the payment date, policy type, GST line and the precise remedy requested. Explain any difference between the previous and current base premium.
- Upload the renewal notice, prior schedule, invoice or receipt, payment proof, your written GRO complaint, acknowledgement and the insurer’s response, if any.
- Submit the complaint and save the token immediately. Download or screenshot the submission confirmation.
- Use the token to monitor updates. Add subsequent correspondence and documents through the channel provided, and retain copies outside the portal.
IRDAI also lists these contact channels for complaints: [email protected], 155255 and 1800 425 4732. Use the same policy number and chronology in every channel so the records can be matched. The portal and contact details are for grievance handling; they do not replace your insurer’s first-stage GRO complaint.
When the Insurance Ombudsman may be available
IRDAI lists disputes about premium paid or payable among matters that may be taken to the Insurance Ombudsman. This can provide an additional route for an eligible individual policyholder after the insurer’s grievance process, subject to the current Ombudsman scheme requirements and the correct territorial office.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsThe IRDAI information cited for this route states that the individual policyholder’s claim value, including expenses claimed, must not exceed ₹30 lakh. Confirm the current procedural requirements, filing time limits, jurisdiction and documents before submitting a case. Keep your GRO complaint, insurer response, Bima Bharosa token and the complete premium calculation because the Ombudsman will need to understand both the dispute and the steps already taken.

Use the sector-wide statement carefully
A Rajya Sabha answer by the Minister of State in the Ministry of Finance, Shri Pankaj Chaudhary, on 3 February 2026 reported that IRDAI collected premium rates prevailing on 3 September 2025 and monitored rates for new and renewal policies. It said all general and health insurers confirmed that they had not increased premiums and that GST relief had been fully passed on to policyholders. The statement was conveyed by IRDAI to the Department of Financial Services in a letter dated 7 January 2026.
The exact sentence reported in that answer was: "All General and Health Insurers have confirmed that they have not increased premium and the GST relief granted by government has been fully passed on the policyholders." This is a regulator-reported, sector-level confirmation. It does not calculate your invoice or decide whether a particular insurer applied the exemption correctly to your payment. Your policy documents and the insurer’s written breakdown remain decisive for an individual dispute.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compare cover, not just the headline total
If you consider changing insurers after receiving the explanation, compare equivalent protection. A lower total may reflect less cover or more restrictions rather than a better GST outcome.
- policy type and the people covered;
- sum insured or life cover and policy term;
- riders and other add-ons;
- deductible or co-pay where applicable;
- exclusions, waiting periods and renewal conditions; and
- the itemised base premium and tax treatment.
Do not switch solely because a replacement quote has a lower headline amount. Check continuity terms, waiting periods, underwriting requirements and whether existing benefits carry over. The official material on the GST exemption does not establish a single market-wide premium or a standard rupee saving, so an insurer’s claim about a percentage reduction should be checked against the actual components of your policy.

Common mistakes and how to avoid them
Confusing the due date with the payment date
An instalment paid before 22 September 2025 can attract GST even if the policy period extends beyond that date. Use the receipt or transaction record to establish when money was paid.
Assuming every insurance policy is covered
The exemption described here is for individual life and individual health policies, including family floaters. Do not apply it automatically to an employer-sponsored or other group policy.
Demanding an 18% fall in the final bill
The 18% figure is the Government’s stated tax overlay. It is not a measured average saving and does not account for a changed base premium, cover or optional benefits.

Complaining by telephone only
A call may help you locate the GRO, but submit the actual grievance in writing, attach documents and obtain an acknowledgement. Without a written record, it is harder to show what calculation you challenged.
Paying someone to accelerate a complaint
Bima Bharosa says it does not request payment from complainants or policyholders. Do not pay an intermediary who promises faster settlement, scan a QR code or follow a link promising a disbursement to your bank account. Use the official portal and the listed IRDAI channels instead.
What evidence can—and cannot—establish
The Government’s sources establish the exemption’s effective date, covered individual policy categories and payment-date treatment. They also report IRDAI’s sector-level monitoring. They do not establish an average rupee saving, an insurance-uptake effect or whether any particular insurer miscalculated a particular premium. Those questions require your policy documents, payment record and a written insurer explanation.
