If GST input tax credit (ITC) is shown as unavailable, missing from GSTR-2B, or reversed in GSTR-3B, do not claim it again immediately. First identify whether the problem is a supplier-reporting error, a portal classification, a payment or receipt condition, a statutory blocked-credit rule, a time limit, or a formal departmental action. Reconcile the invoice to your books and returns, test the conditions in the CGST Act, obtain any supplier correction, and reclaim only when the rule that caused the reversal has been satisfied.
GSTR-2B is evidence of data reported to the GST system, not a complete legal decision on every ITC question. Your entitlement still depends on the transaction facts and the statutory conditions in Sections 16, 17 and 41 of the CGST Act.

Start with a precise diagnosis
The same “ITC blocked” message can represent very different problems. Save the invoice number, supplier GSTIN, tax period, taxable value and tax amount, then classify the event before changing a return.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minute- Portal or data issue: the invoice is absent from GSTR-2B, appears with the wrong GSTIN, has an incorrect place of supply, or is affected by a supplier amendment.
- Unclaimed credit: the invoice is not in your books or GSTR-3B, so no reversal has actually occurred.
- Claimed and reversed credit: an amount was included in an earlier return and later reversed in GSTR-3B.
- Credit note or amendment: the supplier reduced or changed the original taxable value or tax.
- Eligibility restriction: the supply is for a non-business purpose, is apportioned for exempt or non-business use, or falls within a blocked category under Section 17(5).
- Formal departmental action: you received a notice, order or demand rather than merely a portal classification.
These categories determine who must act, what evidence is needed and whether later re-availment is possible.

What GSTR-2B is telling you
The GST portal’s GSTR-2B FAQ explains that the available-credit summary appears in Table 3 and the “ITC Not available” summary in Table 4. Table 4 includes examples such as the Section 16(4) time-limit restriction and a specified supplier-GSTIN, place-of-supply or recipient-state mismatch. The portal also cautions that other legal provisions can make credit unavailable.
Read the statement as a reconciliation starting point:
- Download the relevant GSTR-2B and identify the document type, supplier, invoice date, amendment indicator and tax amount.
- Compare those fields with the tax invoice or debit note, purchase register, goods-receipt or service-completion evidence, and your accounting entry.
- Check whether the supplier filed the outward-supply details for the relevant period and whether a later amendment or credit note changed the amount.
- Compare the result with the GSTR-3B in which you claimed, reversed or omitted the credit.
The FAQ gives operational mappings for particular records. For example, certain negative credit from supplier amendments is to be reversed in GSTR-3B Table 4(B)(2), while reverse-charge supplies are reported in Table 3.1(d) and the related credit in Table 4(A)(3) after payment of tax. Specified not-available amounts populate Table 4(D)(2). Use the current portal instructions for the record type and tax period; a table mapping cannot override the CGST Act.

Test statutory eligibility before claiming or reclaiming
Section 16: the basic conditions
Section 16 of the CGST Act provides the general entitlement for goods or services used or intended for use in the course or furtherance of business. The current text is available from the CBIC Tax Information Portal at Section 16 of the CGST Act. Test each condition against the actual transaction:
- You possess a tax invoice, debit note or another prescribed document.
- The supplier has furnished the invoice details and those details have been communicated through the GST system, subject to the statutory wording in force for the period.
- You have filed the relevant return.
- The goods or services were received, where receipt is a condition for the claim. For goods received in lots or instalments, apply the statutory rule to the final lot or instalment.
- The purchase is used or intended for business, rather than personal or other non-qualifying use.
- You have not crossed the Section 16(4) time limit: the thirtieth day of November following the end of the financial year to which the invoice or debit note pertains, or the date of furnishing the relevant annual return, whichever is earlier, subject to the detailed statutory wording and any special provision that applies.
Payment timing is a separate issue. If you do not pay the supplier the value plus tax within 180 days of the invoice date, the amount equal to the ITC must be paid or reversed with applicable interest in the prescribed manner, with statutory exceptions including reverse-charge supplies. The credit can be availed again after payment to the supplier. Treat 180 days as a legal trigger, not as a reminder date that can be ignored.
Section 17: apportionment and blocked credits
Section 17 requires apportionment where inputs or input services serve taxable and exempt supplies or business and non-business purposes. Section 17(5) lists categories that are unavailable notwithstanding the general entitlement, with exceptions written into the provision. Review the exact supply and use against the operative text at Section 17 of the CGST Act. An invoice by itself does not establish eligibility.

Section 41: supplier tax payment and re-availment
Section 41 treats eligible ITC as self-assessed in the return and credited to the electronic credit ledger, subject to prescribed conditions and restrictions. Where the supplier has not paid tax on the supply, the credit availed must be reversed with applicable interest in the prescribed manner; re-availment is permitted when the supplier makes payment. See the statutory text at Section 41 of the CGST Act.

When the supplier has not reported the invoice
Ask the supplier to verify the invoice in its outward-supply filing and correct an omission through the permitted return or amendment process. Request the supplier’s filing-period confirmation, but do not treat an email promise as proof that the credit is legally available. Keep the invoice, purchase order, receipt evidence, payment record and written correspondence. After the supplier files, check the next applicable GSTR-2B and confirm that the document details match your records before claiming.
When details are wrong
A wrong recipient GSTIN, place of supply, invoice number, date or tax amount can prevent matching or make the credit legally unavailable for your registration. Have the supplier correct the data using the current amendment facility. Preserve both the original and corrected records so the audit trail explains why the amount changed. If the correction creates a negative entry, follow the relevant GSTR-3B reversal instruction rather than netting it informally in your books.

When the invoice is absent but the legal conditions appear satisfied
Absence from GSTR-2B does not automatically prove ineligibility, but it is a significant reconciliation warning. Do not rely solely on your supplier’s assurance. Verify the statutory conditions, document your efforts to obtain correction, and obtain professional advice before taking a position that conflicts with the portal data or a departmental instruction.
Reversals: identify the trigger before reclaiming
Record whether the credit was never claimed, was claimed and reversed, or was reduced by a supplier credit note. Then record the event that caused the reversal and the condition that will cure it.

| Possible trigger | What to verify | When a later claim may be possible |
|---|---|---|
| Supplier not paid within 180 days | Invoice date, value plus tax paid, applicable interest and any statutory exception | After payment to the supplier, subject to the applicable reporting and time rules |
| Supplier has not paid tax | Supplier filing and tax-payment status; Section 41 treatment | When the supplier makes the required payment, subject to the governing provision |
| Goods or services not received | Delivery records, goods-received note, service completion and receipt date | After the statutory receipt condition is met |
| Credit note or supplier amendment | Original and revised invoice, credit-note details and negative GSTR-2B entry | Only to the extent a valid, unreduced supply remains eligible |
| Blocked or apportioned credit | Business use, exempt-use proportion and the exact Section 17 category | Generally not merely because the invoice is later reported; eligibility depends on the statutory exception or changed facts |
| Section 16(4) time limit | Financial year, annual-return filing date and 30 November deadline | Normally not after the applicable statutory cut-off |
Do not describe every reversal as a “temporary block.” Some reversals are permanent because the supply is blocked or the claim is out of time.

How to reclaim a legitimately reversed credit
- Build an invoice-level file. Include the tax invoice or debit note, purchase order, receipt or service evidence, ledger entry, payment proof, supplier communication and the GSTR-2B and GSTR-3B extracts for each period.
- Write the legal reason for the original reversal. For example: “reversed because supplier remained unpaid on day 181,” “reversed because goods had not been received,” or “reversed under the applicable supplier-tax condition.”
- Document the curing event. Attach the bank payment date, goods-receipt date, supplier tax-payment evidence or corrected invoice data. A later claim without a documented curing event is difficult to defend.
- Check the current return instructions. Confirm the correct GSTR-3B table and period for the reclaim. Portal guidance changes, and the treatment can differ by reason and financial year.
- Reconcile the electronic credit ledger. Ensure the reclaim does not duplicate an earlier claim, a credit-note reduction or another registration’s credit.
- Review the time limit. A curing event does not revive credit that is otherwise barred by Section 16(4) or another statutory restriction.
Annual-return treatment: why the financial year matters
The GST portal’s FY 2024-25 GSTR-9/9C FAQ, published 15 October 2025, illustrates that the annual-return table depends on the reason for reversal and the year in which the claim or reclaim occurs. In its Rule 37 example, the original claim is reported in GSTR-9 Table 6B, the reversal in Table 7A and the reclaim in Table 6H. In its example where goods had not been received, the reversal is shown in Table 7H and the same-year reclaim in Table 6H.
The FAQ also distinguishes a reclaim in a following financial year from a first-time claim in that year. These examples are specific to the FY 2024-25 instructions; they are not a universal template for every year or every reversal. Before filing, download the notified form and instructions for the relevant financial year and map each invoice to the correct table.
If you receive a notice or demand
A notice or demand is different from a GSTR-2B “not available” entry. Save the document exactly as served, including the service date, annexures, period, disputed amount, statutory provision and response method. The sources covered here do not establish one response deadline or appeal route for every notice. Have the notice reviewed promptly by a qualified GST professional, especially where the department alleges blocked credit, supplier tax non-payment, fraud, suppression or an incorrect annual-return disclosure.
Do not wait for a portal correction while a notice timetable runs. Prepare an invoice-level reconciliation, identify the legal basis for each credit, separate undisputed from disputed amounts and preserve evidence of any voluntary reversal or payment. Follow the deadline and filing channel stated in the notice or the applicable procedural law.
Evidence checklist for your records
- Tax invoice, debit note, credit note and any corrected document
- Supplier GSTIN, invoice number, date, taxable value, tax rate and tax amount
- Purchase order, contract and proof of goods receipt or service completion
- Accounting entry and payment record, including the 180-day monitoring date
- Supplier outward-supply filing confirmation and correspondence requesting correction
- GSTR-2B downloads showing the original, amended, negative or unavailable entry
- GSTR-3B workings showing original claim, reversal and reclaim
- Annual-return mapping for the relevant financial year
- Notice, order, service proof and any response or payment challan
Common mistakes that create a second problem
- Reclaiming solely because an invoice eventually appears in GSTR-2B, without checking receipt, business use, payment and blocked-credit rules.
- Treating Table 4 “ITC Not available” as a complete legal verdict, or treating its absence as proof that all conditions are met.
- Netting a supplier’s credit note or amendment against unrelated invoices instead of tracking the document-level reduction.
- Using the same annual-return table for every reversal reason and every financial year.
- Ignoring the 180-day payment condition because the supplier relationship is ongoing.
- Assuming a supplier’s written confirmation replaces tax-payment evidence or a statutory document.
- Missing the Section 16(4) cut-off while waiting for a supplier correction.
- Responding to a notice with a generic reconciliation instead of addressing each allegation and the stated deadline.
A practical decision path
- Is there a formal notice or demand? If yes, preserve the service date and obtain case-specific advice immediately.
- Was the credit ever claimed? If no, determine eligibility before claiming; if yes, identify the reversal entry and period.
- Is the issue a supplier-data mismatch? Seek correction, preserve the audit trail and recheck the relevant GSTR-2B.
- Is a statutory condition unmet? Correct the condition where the law permits, such as paying the supplier or receiving the goods, then verify the time limit.
- Is the supply blocked or out of time? Do not reclaim unless a specific statutory exception applies.
- Does the annual return need adjustment? Use the instructions for that financial year and the particular reversal reason.
The Bottom Line
ITC recovery is a legal and evidence exercise, not a portal-button exercise. Reconcile the invoice, identify the exact reason for the block or reversal, apply Sections 16, 17 and 41, obtain supplier corrections where needed, and reclaim only after the curing condition is documented and the statutory deadline and return instructions have been checked.
