What to Do If Your Financial Aid Package Doesn’t Cover College Costs

If your financial aid package leaves a balance, start with the school’s official aid offer and the exact amount you still owe. Then ask the financial aid office to review major changes in your finances, look for grants and scholarships that remain available, price a payment plan, consider lower-cost choices, and borrow only after comparing federal options with the alternatives.

The FAFSA Submission Summary is not a bill or an aid offer. The college or career school makes the actual award and controls most adjustments, deadlines, and remaining funds.

1. Calculate the real gap from the school’s offer

Use the institution’s financial aid offer, billing statement, and student-account balance—not the FAFSA Submission Summary—to determine what is unfunded. The FAFSA Submission Summary contains estimates based on information submitted; it is not a promise of aid, and its figures are not guaranteed.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Find the total amount due. Include tuition, mandatory fees, housing, food, books, transportation, and other costs you will actually incur. Separate charges billed by the school from living expenses you must pay yourself.
  2. List each item in the offer. Mark grants, scholarships, work-study, federal loans, and any parent or institutional financing separately.
  3. Check conditions. Look for enrollment requirements, satisfactory academic progress rules, missing documents, acceptance deadlines, and instructions to complete loan counseling or sign a promissory note.
  4. Subtract only money that will be available when needed. A work-study amount is potential wages after you obtain a job; it is not an automatic credit against tuition. A scholarship that requires a separate application should not be counted until the award is confirmed.
  5. Ask about errors immediately. If the offer appears inconsistent with your application, residency, enrollment, or outside scholarships, contact the financial aid office and follow its correction process.

Create a one-page gap calculation showing the billed balance, expected aid by type, payment-plan installments, and the amount still unfunded. This gives the financial aid and student-accounts staff a concrete question to answer.

2. Request a review when your circumstances changed

Federal Student Aid calls a school’s case-by-case adjustment a professional-judgment review. It can be appropriate when the FAFSA no longer reflects your household’s ability to pay—for example, after a job loss, pay cut, separation, death in the family, or unusually high unreimbursed medical or dental costs.

How to start the request

  1. Contact the financial aid office as soon as you know there is a problem. Ask for the school’s “special circumstances,” “professional judgment,” or financial-aid-appeal process.
  2. Explain what changed, when it changed, and how it affects the household’s income, assets, or necessary expenses.
  3. Ask which form the school uses, the filing deadline, and exactly which records it wants. Requirements differ by institution.
  4. Submit a concise statement with supporting evidence, keeping copies of everything.
  5. Continue meeting payment and enrollment deadlines while the request is pending unless the school confirms a different arrangement in writing.

Documents that may support a review

A school may request termination notices, recent pay statements, unemployment records, medical or dental bills, insurance statements, legal documents, or a signed statement from a parent, employer, counselor, or other third party. Provide only what the school requests, with dates and amounts that can be verified.

What a review can and cannot do

The financial aid administrator decides whether the facts justify changing data used to calculate eligibility or adjusting an award under institutional policy. Additional aid is not guaranteed. Federal Student Aid says the school’s professional-judgment decision cannot be appealed to the U.S. Department of Education, so ask the school to explain its decision and whether it has another internal review channel.

Special versus unusual circumstances

Financial hardship is a special circumstance. An unusual circumstance concerns a dependent student who cannot contact a parent or faces a risk in doing so, such as abuse, abandonment, or a safety concern. The forms and legal standards differ. If that situation applies, tell the financial aid office and ask which process to use rather than filing the wrong request.

3. Look for aid that has not been used yet

Ask the school and your state agency about funds that may still be available. Remaining money can disappear as deadlines pass, so make these calls before assuming you must borrow.

Institutional and state sources

  • Departmental, foundation, alumni, or major-specific scholarships administered by the school.
  • State grants, tuition programs, or campus employment funds with separate applications.
  • Emergency grants or completion funds for students facing a short-term balance.
  • Outside scholarships from employers, civic groups, unions, professional associations, and community foundations.

Ask whether an outside scholarship changes another part of your package, whether the school applies it to tuition first, and when the check or electronic payment must arrive. Keep a calendar of each application, recommendation, transcript, and acceptance deadline.

4. Treat work-study as employment, not prepaid aid

Federal Work-Study and similar campus programs provide an opportunity to earn wages through a job. The listed amount is normally a maximum for the award period, not cash deposited at the start of the term. You must find an eligible position, complete hiring paperwork, work the scheduled hours, and receive paychecks.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Questions to ask the work-study coordinator

  • Which positions are open now, and how do students apply?
  • How many hours per week are realistic with your course load?
  • What is the hourly wage, pay frequency, and first-paycheck date?
  • Can unused eligibility be carried forward, and what happens if you cannot find a job?
  • Are non-work-study campus jobs available if the work-study pool is full?

Build your budget around the timing of wages. If the first paycheck arrives after tuition is due, work-study will not solve an immediate registration hold unless the school offers another arrangement.

5. Ask student accounts about a payment plan

A tuition payment plan can spread an approved balance over installments rather than requiring one payment. The bursar, cashier, or student-accounts office—not always the financial aid office—usually administers it.

Verify the complete terms

  • Enrollment fee, installment fee, and late-payment charges.
  • Number and dates of installments, including the first payment needed to avoid a hold.
  • Whether the plan covers housing, meal charges, or only tuition and fees.
  • How a pending scholarship, loan, or aid adjustment changes the schedule.
  • Consequences of withdrawing, reducing credits, or missing an installment.

Ask whether the school can place a temporary administrative hold on collection while a professional-judgment review is pending. Never assume that filing an appeal automatically postpones a due date.

6. Reduce the cost without creating a new problem

Lowering the amount you owe can be safer than financing the entire gap, but each change may affect aid eligibility and graduation timing. Get a written estimate before changing enrollment or housing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Housing and meals

Compare residence halls, approved off-campus housing, commuting, and meal-plan tiers. Ask about contract-release rules, deposits, transportation costs, and whether moving off campus changes your cost of attendance or grant eligibility.

Course load and schedule

A lighter load may reduce tuition, but dropping below full-time enrollment can change grants, scholarships, loan eligibility, athletic eligibility, and the expected graduation date. Ask an academic adviser and financial aid counselor to model the effect before you withdraw from a class.

Course and program choices

Check whether a required course is offered at a lower-cost campus, during a summer term, or through an approved equivalent. Confirm transferability and whether taking credits elsewhere affects residency requirements or institutional aid.

7. Compare aid types before borrowing

Federal Student Aid recommends considering grants and scholarships first, then work-study, and then loans. The order matters because each source creates a different obligation.

Aid type How it reaches you Repayment or risk Questions to verify
Grant Applied to the account or paid under the program’s schedule Usually no repayment, except in limited situations such as withdrawal or failure to meet conditions Enrollment, academic-progress, and service requirements
Scholarship School credit or payment from an outside sponsor Usually no repayment if terms are met Renewal criteria, required major or GPA, and outside-award reporting
Work-study Wages after you obtain and work a qualifying job No loan balance, but earnings depend on job availability and hours Position, wage, schedule, and first-pay date
Federal student loan Disbursed to the school, with any authorized credit balance handled under federal rules Must be repaid with interest; federal programs may offer deferment, temporary payment relief, or income-related plans Annual limit, interest rate, fees, enrollment requirement, and repayment start
Private student loan Usually certified by the school and sent under the lender’s schedule Terms vary; fewer standardized relief options and possible cosigner liability Fixed or variable rate, fees, cosigner release, hardship options, and total repayment

Compare the net price—the total cost you expect to pay after grants and scholarships—across schools. Do not choose an offer solely because it shows a larger scholarship; a higher-cost school can still leave you with a larger balance.

8. Use federal loans before private financing

If savings, aid, work, payment plans, and cost reductions do not close the gap, review the federal loans listed in your offer before seeking a private loan. Federal loans generally have standardized disclosures and may provide options to temporarily lower or postpone payments or to use income-related repayment plans. Eligibility and limits depend on the student, program, and year.

If a private loan is still necessary

Request offers from multiple lenders and compare the contracts, not just the advertised rate. Record whether the rate is fixed or variable, the origination and late fees, required in-school payments, deferment and forbearance rules, cosigner obligations, cosigner-release conditions, death or disability provisions, and the total amount repaid under plausible rate scenarios.

A lower initial variable rate can cost more later. A cosigner may be responsible if you miss payments, and some private lenders do not offer the same income-based options available on federal loans. Borrow only the amount needed for a documented gap.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

9. Check the 2026–27 FAFSA and July 2026 loan rules

The 2026–27 FAFSA is available. State and school deadlines can be earlier than the federal deadline, so check the deadlines for your state and institution and submit promptly. Missing a state deadline does not by itself eliminate federal aid eligibility, but it can reduce access to state or school funds.

Federal loan rules are changing on July 1, 2026. Federal Student Aid says Direct PLUS Loans will no longer be available to graduate or professional students except for a limited transition exception. To qualify for that exception, the borrower must have been enrolled in the same program on June 30, 2026, borrowed a Direct Loan for that program before July 1, 2026, and remain continuously enrolled in that program at the same school. The cited federal guidance also identifies new loan-amount limits and eligibility changes beginning that date.

Do not rely on an old PLUS assumption. Ask your school and consult the current StudentAid.gov guidance about your program, enrollment status, parent PLUS eligibility, and any transition rule that may apply.

10. A practical script for contacting the school

Use a specific request so the staff member can route it correctly:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“My financial aid offer leaves an estimated balance of $[amount]. Since I filed the FAFSA, [describe the change] occurred on [date], and our ability to pay has changed because [brief effect]. Which professional-judgment or special-circumstance process should I use, what documents are required, and what deadline applies? Please also tell me whether any institutional or state funds, work-study positions, or payment plans remain available.”

Attach a gap worksheet and label documents clearly. Ask for the staff member’s name, submission method, and expected response time. Follow up before the billing deadline if you have not received confirmation.

11. A deadline-first checklist

  • Download the school’s current aid offer and billing statement.
  • Separate grants, scholarships, work-study, loans, and unconfirmed resources.
  • Calculate the remaining balance for the term and the full academic year.
  • Ask about professional judgment if household finances changed materially.
  • Apply for remaining school, state, and outside scholarships.
  • Confirm work-study jobs, wages, hours, and first-pay timing.
  • Compare payment-plan fees and installment dates with the school’s due date.
  • Model housing, meal, course-load, and commuting changes before making them.
  • Review federal loan eligibility and terms before private offers.
  • Verify 2026–27 FAFSA, state, school, and July 1, 2026 loan-rule details from current official guidance.

Keep written records of every decision. An award adjustment, payment plan, housing change, or loan certification can affect another part of your budget, and the school’s written terms control.
