First identify which payroll line is wrong. Federal income-tax withholding is driven mainly by your pay and the Form W-4 your employer has on file. If your W-4 is inaccurate, submit a corrected form and change future checks. If payroll withheld more than the W-4 required, request an employer correction and ask whether a same-year repayment is possible. A wrong W-2 is a reporting problem with a separate correction process.
This guide covers U.S. federal income tax withheld from employee wages. Social Security, Medicare, state income tax and local tax follow different rules.

Start by finding the exact tax line that is wrong
Compare the disputed line on your pay stub with its year-to-date total. Federal income tax is usually listed separately from Social Security, Medicare, state income tax and local taxes. The federal process described here does not automatically correct any of those other deductions.

Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Federal income tax: compare the withholding with your current Form W-4 and the pay-period calculation.
- Social Security or Medicare: these are payroll-tax deductions, not federal income-tax withholding; ask payroll to explain the applicable wage base, rate or correction.
- State or local income tax: identify the jurisdiction and follow that tax agency’s and employer’s instructions. Do not assume a federal W-4 remedy applies.
- Other deductions: benefits, retirement contributions and garnishments can reduce take-home pay without being income-tax withholding.
A smaller-than-expected paycheck does not, by itself, prove that payroll made a mistake. Filing status, multiple jobs, dependents, credits, deductions, other income and an additional amount entered on Form W-4 can all change federal withholding.

Determine whether the cause is your W-4 or payroll
When your W-4 caused the difference
Your employer calculates federal wage withholding from the W-4 information on file and the wages for that pay period. A form can be correct when submitted but become outdated after a marriage, divorce, second job, new dependent, change in credits, loss of deductions or a change in other income. An extra dollar amount in the W-4’s additional-withholding section also intentionally increases each paycheck’s deduction.
If the settings no longer fit your situation, use the Internal Revenue Service Tax Withholding Estimator, then submit a new Form W-4 to your employer. This is a prospective fix: it changes later paychecks and does not normally return amounts already withheld.
When payroll may have made an error
Ask payroll or human resources what W-4 data and pay-period calculation it used. Compare that explanation with your employee copy of the current W-4, your pay stub and the year-to-date totals. A payroll error is more likely when the employer’s calculation does not match a valid W-4 that was already in effect, or when the reported wages or withholding are transcribed incorrectly.
Internal Revenue Service Publication 505 (2026) states that an employer may repay federal income tax it incorrectly withheld under the W-4 then in effect. You do not submit a new W-4 solely to correct that employer mistake. Repayment rules are time-sensitive, so ask payroll how and when it will make the correction.

Follow this sequence for a current paycheck
- Save the evidence. Download the pay stub showing the disputed check and year-to-date figures. Keep your current W-4, any electronic submission confirmation and earlier pay stubs.
- Mark the line and amount. Write down the pay date, gross taxable wages, federal income-tax withholding, year-to-date withholding and any change from the previous check.
- Check the W-4 version. Confirm your filing status, multiple-job entry, dependent and credit amounts, deductions and any extra withholding. Make sure payroll has the form you actually submitted, not an older version.
- Ask payroll in writing. Request the W-4 information and pay-period calculation used for the check. Ask whether the discrepancy is in the amount taken from wages, the year-to-date total or only the reporting.
- Choose the remedy based on the cause. If your settings are the reason, use the estimator and submit a revised W-4. If payroll deviated from the W-4, request a correction and ask whether a same-calendar-year repayment is available.
- Recheck the next pay stub. Confirm that the new W-4 was applied and that any agreed payroll correction appears. Keep the written response.
IRS Topic 753 says a revised W-4 generally must be put into effect no later than the start of the first payroll period ending on or after 30 days after the employer receives it. Invalid forms and an IRS lock-in letter are examples of exceptions. If the change does not appear within that general window, ask payroll when it was received and why it was not implemented.
If too much federal tax was withheld
Excess caused by your W-4
If you failed to include eligible dependents, credits or deductions, or entered too much additional withholding, the employer generally cannot refund earlier withholding merely because you submit a new W-4. Correct the form for future checks. When you file your federal income-tax return, claim the full federal withholding actually shown on your records and Form W-2; the withholding is credited against your final tax liability, with any resulting refund determined on the return.
Excess caused by an employer error
If payroll withheld more than the amount required under the W-4 that was in effect, ask the employer to correct the error. Publication 505 permits the employer to repay incorrectly withheld federal income tax, and a new W-4 is not required just for that repayment. Ask whether the employer can reimburse you during the same calendar year and how the payroll records and year-to-date totals will be corrected.
| What caused the excess? | Normal next step | What it does not do |
|---|---|---|
| Your W-4 omitted a credit or deduction, or requested extra withholding | Submit a corrected W-4 for future checks; claim actual withholding on your tax return | It does not ordinarily create an immediate payroll refund for prior checks |
| Employer’s calculation or processing did not follow the W-4 in effect | Request a payroll correction and ask about same-year repayment | A new W-4 is not required solely to fix the employer’s error |
Do not confuse a high deduction with a high final tax bill. Withholding is a prepayment. Your return reconciles the total withheld with the tax you actually owe.

If too little federal tax was withheld
Underwithholding can leave a balance due when you file and may lead to interest or a penalty, depending on your circumstances and payment history. Use the IRS Tax Withholding Estimator and submit a new W-4 to increase withholding on future wages. You can also consider estimated tax payments if your projected income is not adequately covered by wage withholding.
A new W-4 does not retroactively repair a shortfall from earlier pay periods. IRS guidance also says you cannot pay your employer to cover federal income-tax withholding for past pay periods. Instead, estimate the remaining annual tax, increase future withholding or make estimated payments through the proper tax-payment process, and set aside funds for any amount due.
Check for a recurring cause
- A second job or a working spouse may require the multiple-jobs adjustment on Form W-4.
- Contract, investment or other non-wage income may need extra withholding or estimated payments.
- A dependent or credit entered on an earlier W-4 may no longer be available.
- A bonus or other irregular payment can have a different withholding calculation than regular wages.
What to do when payroll does not resolve it
Keep a dated file containing pay stubs, the W-4 submitted, electronic confirmations, emails and notes from calls. Ask payroll or HR to answer three specific questions in writing:
Recommended Free Tools
- What W-4 information and taxable wages were used?
- Is the discrepancy in the money actually deducted, the year-to-date total or only the W-2 reporting?
- If the employer made the error, what correction and repayment date will be used?
Do not alter a W-2 yourself. Also, do not label the issue wage theft without checking the actual deduction and the law in your state or locality; tax withholding disputes and wage claims can involve different rules and agencies. If payroll will not explain a federal withholding calculation, consult a qualified tax professional or contact the IRS for guidance while preserving your records.

When the W-2 is wrong
Compare the W-2 with your final pay stub and year-to-date records. Check wages, federal income tax withheld and, where applicable, the Social Security and Medicare boxes. If any amount is wrong, ask the employer to issue a corrected W-2. The IRS instruction is direct: “If your W-2 is incorrect, ask your employer to correct the error.”
If the employer has not corrected the form by the end of February, you may call the IRS or visit a Taxpayer Assistance Center. The IRS may contact the employer. Keep trying to obtain the corrected form because the employer is the party that can fix its payroll reporting.
Filing before a corrected W-2 arrives
If you must file before receiving a correction, Form 4852 can be used to estimate wages and tax withheld from records such as your final pay stub, but use it as the IRS directs. Document how you calculated every estimate. If the corrected W-2 later differs from the return you filed, you may need to file an amended return and pay any additional tax or claim any additional refund shown by the correction.

Understand the calendar-year correction limits
Employer correction rules depend on whether the problem is an amount actually withheld from wages or a reporting error on a later form. Instructions for Form 941-X generally limit corrections of actual federal income-tax withholding to the calendar year in which the wages were paid. For an overcollection, the employer must also repay or reimburse the employee during that same year.

| Situation | Why timing matters | Practical action |
|---|---|---|
| Current-year overwithholding caused by payroll | Same-year repayment and payroll correction may be required for the employer to correct the collection | Notify payroll immediately and ask for the repayment deadline and revised year-to-date record |
| Prior-year W-2 reporting error | The reporting correction is not the same as correcting the amount actually withheld in the prior year | Request a corrected W-2 and follow IRS instructions for filing or amending |
| Prior-year amount actually withheld was wrong | Form 941-X correction limits and repayment requirements may prevent the same remedy used in the current year | Keep all records and obtain tax-specific advice before filing |
Because the year in which wages were paid controls several employer procedures, report an apparent payroll error as soon as you discover it rather than waiting for the annual W-2.
Federal, state and local withholding are separate questions
This process addresses federal income tax only. A state may use its own withholding certificate, estimator, deadlines and refund procedure. Local income taxes can have additional residency or work-location rules. Identify the jurisdiction named on the pay stub, contact the employer’s payroll team and use that tax agency’s instructions. A corrected federal Form W-4 does not automatically change state or local withholding.
Prevent the same problem next year
- Review your W-4 after a job change, marriage, divorce, new child, change in credits or deductions, second job or major income change.
- Run the IRS estimator when your pay or household income changes materially.
- Save the submitted W-4 and confirmation, not just a screenshot of the final paycheck.
- Reconcile each pay stub’s federal withholding and year-to-date total before the end of the calendar year.
- Compare the final pay stub with Form W-2 as soon as the form arrives.
- If withholding is too low, increase future withholding or arrange estimated payments early enough to reduce a year-end balance and possible penalty.
The key decision is simple: a new W-4 fixes your own withholding settings going forward; an employer repayment addresses a qualifying payroll error; and a corrected W-2 or Form 4852 addresses reporting when the annual form is wrong or late.
