What to Do if Your Degree Program Loses Federal Student Loan Eligibility

If your degree program may lose or has lost federal student-aid eligibility, first obtain the decision in writing and identify its scope, effective date, and appeal status. Ask the financial aid office what happens to aid for the current payment period, then request written terms for any teach-out or transfer. A program-eligibility loss does not automatically cancel your existing federal loans or qualify you for closed-school discharge; those outcomes depend on separate rules and your dates.

Start with the exact decision, not a rumor

Schools, accreditors, state agencies, and the U.S. Department of Education use different eligibility categories. A notice about one degree program is not necessarily a notice that the entire institution has lost eligibility to participate in federal aid. Conversely, an institutional action can affect every eligible program. Before deciding whether to withdraw or transfer, ask the school to identify precisely what has happened.

As an Amazon Associate I earn from qualifying purchases.

  1. Request the underlying notice. Ask for the Department, accreditor, or state document, not just a summary email. Keep the document with the date you received it.
  2. Ask what entity is affected. Is the action limited to your program, the institution’s Title IV eligibility, or the school’s participation in the Direct Loan program? The Federal Student Aid Handbook treats institutional and program eligibility as separate categories. See Program Eligibility, Written Arrangements, and Distance Education and Institutional Eligibility.
  3. Confirm the effective date. A warning, proposed action, appeal, and final non-appealable decision can have different consequences. Ask which date controls your next disbursement and your ability to enroll.
  4. Ask whether an appeal or transition approval is pending. Get the answer in writing, including the deadline for any appeal and whether the school expects to continue originating loans while the appeal is considered.

Do not treat a school representative’s verbal assurance as a guarantee that aid will continue. Eligibility, timing, and your individual enrollment status determine what can be paid.

What may happen to aid you expected this term

Ask the financial aid office for an account-level explanation rather than a general statement that “aid is fine” or “aid is gone.” Request a list showing each grant and loan as one of the following:

Status What to ask the school to confirm
Awarded but not disbursed Whether the award remains valid, the planned disbursement date, and the rule allowing or preventing payment.
Already disbursed Whether the funds were properly applied, whether a balance remains on your account, and whether any later adjustment is expected.
Committed or scheduled Whether the school may satisfy the commitment under the applicable federal conditions and what enrollment period it covers.
Future or not yet originated Whether the school can originate it at all, and whether you must enroll at another eligible school to obtain comparable aid.

The 2024–2025 Federal Student Aid Handbook chapter on program reviews, sanctions, and closeout says that a school that loses Direct Loan eligibility and does not intend to appeal must promptly tell current and prospective students that it can no longer originate Direct Loans. If the school timely appeals, the handbook states:

“If a school appeals its loss of eligibility within the required timeframe, the school may continue originating Direct Loans during the appeal process.”

That is a conditional school authority, not a promise that your individual loan will be originated or disbursed. Ask for confirmation tied to your program, enrollment, award year, and payment period.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Previously made commitments and a possible transition

The handbook permits a school, under specified conditions, to use funds in its possession to satisfy certain unpaid Pell Grant, Campus-Based, or Direct Loan commitments for the relevant period. The conditions and timing matter, so ask which provision the school is relying on and whether your award falls within it.

After a final, non-appealable decision, the handbook also describes possible transitional operation for no more than 120 days. State and accreditor agreement, an approved teach-out, and other conditions are required. A transition is therefore not an automatic extension of your aid. Ask for the approval, its expiration date, and the precise students and programs covered.

Ask whether a teach-out is actually approved

A teach-out is an arrangement intended to give students a reasonable opportunity to finish when a school ceases operating or faces circumstances covered by the accreditor’s rules. It is not safe to assume that every program-only eligibility action includes one. Ask for the accreditor-approved plan or agreement and read the terms that apply to your cohort.

Questions the teach-out document should answer

  • Which institution will deliver the remaining courses?
  • Which of your completed credits and requirements will be accepted?
  • Are courses available in the sequence and format you need, or will you wait for a future term?
  • What tuition, fees, books, travel, housing, or additional terms will you pay?
  • What completion date is realistic for your remaining requirements?
  • Will the credential name, accreditation status, clinical placement, exam eligibility, or professional-licensure route change?
  • Who is responsible for records, transcripts, accommodations, refunds, and complaints if the arrangement fails?
  • Is the receiving school eligible for the federal aid you need, and how will already committed aid be handled?

Get answers in a signed agreement or official written plan. A verbal promise that “your credits should transfer” is not the same as a course-by-course evaluation.

Compare a documented teach-out with a transfer

Compare only options that the school or receiving institution has documented. The best option depends on your credits, remaining courses, cost, career requirements, and aid—not on the label “teach-out” or “transfer.” Use this worksheet during meetings:

Decision area Teach-out questions Transfer questions
Credits Does the approved plan apply every credit you have earned, and which requirements remain? Has the receiving school issued a written transcript evaluation listing accepted and rejected credits?
Completion Are required classes guaranteed to run, and what is the expected final term? Will prerequisites, course availability, or residency rules add terms?
Cost What tuition, fees, travel, housing, and extra-term costs remain? What is the total cost after transfer, including any lost credits or new enrollment charges?
Credential Who awards the credential and what accreditation or licensure pathway applies? Will the new institution’s credential meet your employer, licensing board, or graduate-school requirements?
Aid Which grants and loans can be used during the teach-out, and for how long? Is the receiving institution eligible for the aid you need, and how will your existing aid record be handled?
Written protection Is there an accreditor-approved agreement and a named party responsible for carrying it out? Do you have an admission decision, transfer-credit evaluation, and written cost and enrollment terms?

Keep the evaluation, catalog pages, degree audit, and any promise about tuition or completion. If two options appear similar, calculate the remaining credits and terms rather than comparing advertised program lengths.

What happens to your existing federal loans?

Loss of a program’s eligibility alone does not establish a right to discharge your federal loans. A closed-school discharge is a separate, closure-based remedy with enrollment and withdrawal timing requirements.

The official Loan Discharge Application: School Closure generally requires that you were enrolled, on an approved leave, or withdrew within the applicable look-back period when the school closed. The form distinguishes loans disbursed before July 1, 2020, from loans disbursed on or after that date: it describes a 120-day period generally and a 180-day period for loans disbursed on or after July 1, 2020, with possible extensions for exceptional circumstances. These periods address a qualifying school closure, not merely a program losing federal eligibility.

Before submitting anything, ask your loan servicer or Federal Student Aid to assess your individual enrollment, withdrawal, disbursement, and closure dates. Keep copies of the response. The Department’s overview, Student Loan Forgiveness and Other Ways the Government Can Help You Repay Your Loans, lists borrower defense and closed-school discharge as separate school-related options. Each has its own requirements; do not file under one theory simply because another does not fit.

Interest subsidies and enrolling elsewhere

The Federal Student Aid Handbook also states:

“Students enrolled at a school that loses eligibility or discontinues participation in the Direct Loan program can continue to receive interest subsidies if they enroll and remain enrolled at an eligible school.”

Ask your servicer how your specific loan type and new enrollment will be reported. This statement concerns continued enrollment at an eligible school; it does not erase principal, convert an ineligible program into an eligible one, or guarantee a new award.

Think carefully before withdrawing

Withdrawing may feel like the fastest way to avoid a troubled program, but it can change your aid calculation and account balance. Under the 2025–2026 General Requirements for Withdrawals and the Return of Title IV Funds, a withdrawal can require the school to recalculate how much Title IV aid you earned for the payment period. That calculation is separate from the school’s tuition-refund policy.

Before submitting a withdrawal form, ask for a written estimate showing:

  • the Return of Title IV Funds calculation and the date used;
  • which grants or loans the school would return;
  • any resulting balance you would owe the school;
  • the institution’s separate tuition and fee refund rules; and
  • how withdrawal affects your transfer record, satisfactory academic progress, and enrollment reporting.

Do not assume that a tuition refund pays back federal aid, or that returning aid eliminates a tuition balance. They are different accounting processes.

Build a record before making a decision

Eligibility disputes turn on dates and documents. Create a single folder, digital and paper if possible, containing:

  • the eligibility, accreditation, state, or Department notice and all later updates;
  • your enrollment agreement, degree audit, transcript, course syllabi, and attendance record;
  • financial-aid offers, entrance counseling, promissory-note information, disbursement history, and account statements;
  • every teach-out proposal, transfer-credit evaluation, admission letter, and cost estimate;
  • emails and dated notes from financial aid, academic advising, the registrar, the accreditor, your servicer, and Federal Student Aid; and
  • proof of any payment, refund, withdrawal request, or complaint.

After a phone call, send a short email confirming what you understood and ask the recipient to correct anything inaccurate. Record the name and department of the person who responds.

A practical decision sequence

  1. Pause irreversible steps. Do not withdraw, accept a transfer, or sign a new financing agreement until you know the current-period aid and account consequences.
  2. Map your degree. List completed credits, remaining requirements, prerequisites, clinical or internship obligations, and the earliest realistic completion date under each documented option.
  3. Price the whole path. Include tuition, fees, living costs, travel, lost credits, extra terms, and the effect on grants and loans.
  4. Verify the credential outcome. Check accreditation and professional-licensure implications with the receiving institution and, where relevant, the licensing authority.
  5. Check loan treatment separately. Ask the servicer about payment status, interest, in-school reporting, and whether any discharge route could apply to your facts.
  6. Choose only after written confirmation. Keep the signed teach-out or transfer terms and the financial-aid explanation with your records.

Who to contact and what to ask

Financial aid office

Ask: “Which of my awards are disbursed, committed, or only scheduled? Can any remaining disbursement be made, under what authority, and what balance will I owe if it cannot?” Request an itemized response.

Registrar and academic department

Ask for your official transcript, degree audit, remaining-course list, and a written explanation of how a teach-out changes course delivery or the credential.

Receiving school

Ask for a course-by-course transfer evaluation, admission conditions, total estimated cost, expected completion term, aid eligibility, and residency or licensure requirements.

Loan servicer and Federal Student Aid

Provide your enrollment and disbursement dates and ask how the eligibility event affects repayment, interest subsidies, and any possible discharge application. Keep the response; general call-center information may not resolve a fact-specific eligibility question.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Accreditor or state agency

Ask whether a teach-out plan has been approved, which programs and students it covers, and where the final public notice is posted. Their answer does not replace the school’s account-level aid calculation, but it can confirm whether the proposed arrangement exists.

Bottom line for students

Identify the exact action and effective date, separate program eligibility from institutional Title IV status, and obtain a written account of your current aid. Treat an appeal or 120-day transition as conditional. Compare a documented teach-out with a documented transfer using credits, completion time, total cost, credential and licensure consequences, aid, and enforceable terms. Finally, evaluate loan discharge only under the rules that fit your school’s closure and your enrollment dates; program ineligibility by itself is not a discharge decision.
