If Connecticut denies your unclaimed-property claim, first preserve the written notice, identify the exact reason, and determine whether the office is asking for missing evidence or has issued a final decision. If the Treasurer has issued an appealable decision, Connecticut law provides judicial review under Conn. Gen. Stat. § 4-183; the applicable filing period is generally 45 days, but the trigger depends on the procedural history. Protect that deadline while you seek clarification.
1. Read the denial notice before sending anything else
Keep the complete notice, the original claim email, every attachment, and the envelope or electronic delivery record. Write down when the decision was mailed or delivered. The date can matter to statutory deadlines.

Look for the stated reason and the document or fact the Division says is missing, inconsistent, or insufficient. A message in the online system may be a request to cure documentation, a status update, or a final written decision. Do not assume that every CTBigList status labeled “denied” is automatically a final agency decision appealable in court.

2. Audit your evidence against Connecticut’s checklist
Connecticut’s “How to Claim Unclaimed Property” instructions identify four core categories. Your packet should contain each item below, plus any property-specific documents named in the original claim email.

Check identity details line by line
Compare the legal name, current address, former addresses, Social Security number, and other identifying information across the claim form and supporting records. If the property is under a former name, explain the difference with an official name-change record. If an address differs, include records that connect you to the reported address when the Division asks for them. Do not alter an original document to make details match; provide an explanatory record instead.

Prepare a clean resubmission packet
- Make a copy of every page before sending it.
- Use a short cover note that lists the claim number, property owner name, denial reason, and each document you are adding.
- Answer the stated deficiency directly; do not bury the relevant proof in a large, unlabeled file.
- Keep confirmation of an upload or mailing and the date it was submitted.
3. Send documents through the official Connecticut channels
Connecticut’s instructions allow claim documentation to be uploaded securely or mailed to the State Treasurer’s Unclaimed Property Division. The published mailing address is:

Use the secure upload option associated with your claim when the office requests electronic documents. If you mail the packet, retain a complete copy and proof of delivery. A mailing receipt does not by itself establish that the claim was approved, so check the claim status after a reasonable processing interval and retain the submission evidence.

CTBigList provides tools to upload claim documentation and check claim status. The Treasurer’s contact information directs claimants to CTBigList.gov or 800-833-7318 for unclaimed-property questions. Use the claim number or other identifier shown in your notice when contacting the Division.
4. Ask what kind of denial you received
When the notice is vague, ask specific questions rather than simply asking for reconsideration. You need to know whether the office is waiting for documents, has closed the claim, or has issued a final decision.
Questions to ask the Unclaimed Property Division
- Is this notice a request to cure missing documentation, an interim status, or a final decision by the Treasurer?
- Which exact document or fact prevented approval?
- Can the missing material be uploaded through CTBigList, or must it be mailed?
- Has the claim been formally heard or referred to another state process?
- What is the date of the written decision, and where is it shown in the claim record?
Record the representative’s name if provided, the date and time, and the substance of the answer. The official materials support document upload and status checking, but they do not establish a separate, mandatory informal reconsideration process for every denial. Asking for clarification therefore should not be treated as a substitute for protecting a court-appeal deadline.

5. Understand the statutory appeal route
Connecticut law authorizes an aggrieved claimant to appeal a Treasurer decision under Conn. Gen. Stat. § 4-183. Conn. Gen. Stat. § 3-70a fixes venue for that appeal in the judicial district of New Britain. Section 4-183 generally provides 45 days to file, but the event that starts the clock can vary with the procedural route and the way the final decision was delivered.
The 45-day period is a court-filing deadline, not a promise that the Division will answer a phone call or process an upload within that time. Do not assume that sending additional documents, opening a CTBigList message, or asking a question pauses the clock. If the notice might be a final decision, calculate the potential deadline immediately and obtain legal advice about the correct trigger.
How the 90-day claim period fits in
Section 3-70a states: “The Treasurer shall consider each claim not later than ninety days after it is filed.” That is a statutory consideration period. It is not a published statistic showing that every claim is resolved within 90 days, and it does not replace the separate deadline for appealing a final decision.

Possible hearing or referral
The Treasurer may hold a hearing or refer the matter to the Office of the Claims Commissioner. For a claim heard by the Treasurer, the statute calls for a written decision with findings and reasons. The procedural path matters because it can affect what counts as the final decision and when an appeal period begins.

Conn. Gen. Stat. § 4-181a separately allows a party in a contested case to petition the agency for reconsideration within 15 days after personal delivery or mailing of the final decision. The statute identifies grounds such as correcting an error of fact or law, considering newly discovered material evidence that could not reasonably have been presented earlier, or other good cause. It also contains additional timing rules.
Whether § 4-181a applies to your particular unclaimed-property denial depends on the proceeding and the status of the decision. The statute’s reconsideration option does not mean that every online denial can be reopened, and it does not make the 45-day judicial-appeal period safe to ignore. If you are considering reconsideration, ask a Connecticut attorney to evaluate both deadlines and how a petition affects the appeal calculation.
7. Choose the practical route based on the notice

8. When professional legal help is sensible
Consider speaking with a Connecticut lawyer who handles administrative appeals when the property value is substantial, the claim belongs to an estate or trust, heirs disagree, the denial turns on a legal interpretation, or the notice appears to be a final decision. A lawyer can examine the record, identify the correct trigger date, determine whether § 4-181a is available, and file in the judicial district of New Britain if an appeal is appropriate.
Legal assistance is especially important when the 15-day reconsideration or 45-day appeal period may be running. The Division can explain its administrative status, but it cannot give you legal advice about whether a court appeal is timely or how to present your case.
9. A document-and-deadline checklist
- Save the denial notice, claim email, attachments, envelopes, and electronic delivery records.
- Write down the mailing or delivery date and the claim number.
- Identify whether the notice states a missing document, an identity problem, or a final decision.
- Verify photo ID, an official Social Security document, the signed claim form, and every additional item named in the original email.
- Prepare a labeled copy of each document and a brief explanation for any name or address difference.
- Upload securely through CTBigList or mail the packet to PO Box 5065, Hartford, CT 06102, as the instructions direct.
- Keep upload confirmations, mailing receipts, and a log of every call or message.
- Contact the Division at CTBigList.gov or 800-833-7318 if the status or required evidence is unclear.
- Independently calculate possible 15-day reconsideration and 45-day appeal deadlines; do not rely on informal contact to stop the clock.
- Obtain qualified Connecticut legal advice promptly when the matter involves a final decision, significant value, an estate, competing claimants, or a disputed legal issue.
10. What not to do
- Do not send original identity or estate documents unless the Division specifically requires them and you have preserved copies.
- Do not assume that a second upload is an appeal or that a phone call creates a formal filing.
- Do not wait for a status change before preserving the notice date and evaluating statutory deadlines.
- Do not submit a generic packet that ignores the property-specific documents listed in the claim email.
- Do not treat the 90-day consideration language as a guarantee of payment or as the deadline for judicial review.
11. The key distinction: cure the record or challenge the decision
A documentation problem is usually addressed by supplying the missing proof through the official channel and confirming that the Division can match it to your claim. A final Treasurer decision is a different matter: it may require a formal reconsideration petition, a judicial appeal under § 4-183, or both, depending on the procedural history. Because Connecticut’s published materials do not classify every denial or online status, the safest course is to preserve the written record, ask the Division for a precise status explanation, and protect every potentially applicable deadline while obtaining advice on the legal route.
