Do not move a 403(b) or 457(b) solely because one fee looks high or the investment menu seems small. First collect the plan’s disclosures, calculate the total cost in dollars, compare the actual investment choices and restrictions, and ask whether your plan permits an exchange, vendor change, transfer or rollover. Then compare any proposed destination—including its fees, services, tax treatment and acceptance rules—before requesting a distribution.
Plan terms control the answer. Employment status, contract language, account sources, distribution eligibility and whether a 457(b) is governmental or nongovernmental can change what you are allowed to do and what happens tax-wise.

What “high fees” can mean in a retirement plan
A plan’s cost is not limited to the expense ratio shown beside an investment. Fees can reduce your account in several ways:

- Plan-administration costs: expenses for recordkeeping, compliance, communications and other plan operations. They may be deducted directly from your account or paid indirectly through investment arrangements.
- Account-level charges: fixed maintenance or similar charges that may appear as a separate dollar deduction.
- Transaction and contract charges: fees for trades, transfers, exchanges, surrendering a contract or moving money between vendors.
- Individual-service charges: fees for services used by some participants, such as a loan or qualified domestic relations order (QDRO) service.
The official participant guidance reviewed for this article does not establish a universal percentage at which a 403(b) or 457(b) fee becomes “high.” Compare like-for-like investments and services, and consider both the percentage and the dollars deducted from your balance. For example, a 0.75% annual investment expense on a $40,000 balance equals $300 before any other charge; the same percentage produces a different dollar cost as the balance changes.

Ask what each charge pays for and whether the administrator can estimate your annual cost in dollars. A lower percentage is not automatically a better deal if it removes valuable services, guarantees or access features.
Collect the documents before changing anything
Request the latest versions of these materials from the plan administrator or benefits office:
- The participant fee disclosure and any separate administrative-fee schedule.
- The investment comparison or performance materials supplied for participants.
- The current investment menu, including share-class or contract information when disclosed.
- The summary plan description (SPD) or equivalent governing document.
- Contract-specific schedules covering surrender charges, transfer restrictions, guarantees, loans and distribution rules.
A 403(b) may consist of multiple annuity contracts, custodial accounts and other written documents. An account screen can show only one contract or vendor and may not display every restriction. Read the plan documents together before assuming that an exchange or transfer is available.

| Cost category | What to record | Question for the administrator |
|---|---|---|
| Investment expenses | Percentage or dollar expense for each fund, annuity or other option | Is the figure net of all investment expenses, and are lower-cost share classes or contract forms available? |
| Plan administration | Recordkeeping and other operating charges, whether paid directly or indirectly | Which services does this charge cover, and how much would it be for my current balance? |
| Fixed account charges | Any recurring dollar fee deducted from the account | When is it assessed and does it vary by vendor or balance? |
| Transaction or transfer charges | Fees for trades, exchanges, transfers or other movements | Which transactions trigger a charge, and can it be avoided by using another option? |
| Surrender or contract charges | Cost and schedule for leaving or changing a contract | What would I pay if I exchanged or transferred this contract today? |
| Loan or QDRO services | One-time and recurring charges for those services | Are these charged only to users of the service or to all participants? |
| Other individual services | Any participant-elected service fee | Is the fee optional, and is there a lower-cost way to obtain the same service? |
Do not compare an investment expense ratio in one plan with an all-in administration fee in another. Match the same categories, then total recurring costs and identify one-time charges separately.
Judge whether the investment menu meets your needs
For every option you might use, note its investment objective, risk and return characteristics, total cost, available share class or contract form, and limits on purchases, sales or allocation changes. Participant-directed-plan disclosures are expected to make information about goals, risk and return, fees and restrictions on changing investments available to participants.
A narrow menu can limit your ability to diversify or match your risk tolerance, but the materials reviewed do not establish that a menu is legally inadequate merely because it contains few choices. Ask whether the plan offers the asset categories you need, whether alternatives have materially different costs, and how often you can change allocations.
Find out what can change while the money stays in the plan
Before requesting a distribution, ask about internal remedies. Depending on the plan, you may be able to change allocations, select another vendor, exchange a 403(b) contract or transfer money between plan accounts without taking a taxable distribution.

403(b) contract exchanges
A 403(b) exchange is permitted only when the plan provides for it. After the exchange, your accumulated benefit must be at least as large as before the exchange, and the distribution restrictions on the new contract must be the same as—or stricter than—the old restrictions. A lower fee alone does not override those conditions.
403(b)-to-403(b) plan transfers
A plan-to-plan transfer has additional requirements. Both plans must allow the transaction, and you must be a current or former employee of the sponsor of the receiving plan. The receiving plan’s administrator must confirm that it accepts the particular source of money and transfer type.
Vendor changes and in-service moves
Some plans permit a vendor change or in-service transfer; others limit such moves to specific events, contracts or employment statuses. Ask for the exact form, timing, minimum amount and any surrender charge before submitting paperwork.

Compare a rollover destination before initiating a distribution
A rollover requires two separate findings: your current plan must permit an eligible distribution, and the receiving plan or account must accept the money. A receiving employer plan is not required to accept rollover contributions. Confirm acceptance for every source in your account, including employee contributions, employer contributions and prior rollovers.

Request the destination’s current fee schedule, investment menu, services, distribution rules and restrictions. Compare those items with your existing plan rather than assuming an individual retirement account is automatically cheaper or more flexible. Also identify rights or contract features—such as guarantees, surrender schedules or access provisions—that could be lost when assets leave the plan.
Why direct rollover mechanics matter
For an eligible employer-plan distribution paid to you, mandatory 20% federal withholding generally applies. A direct trustee-to-trustee rollover sends the money to the receiving custodian and generally avoids that withholding. If the check is made payable to you, you may need outside funds to replace the withheld amount when completing the rollover within the applicable deadline. Ask both custodians how the payment will be coded and which forms they require.
Do not request a distribution until you know the destination accepts the funds, the transaction is eligible, and you understand the withholding and tax reporting.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesIdentify which type of 457(b) you have
Governmental 457(b)
An eligible state or local governmental 457(b) generally is not subject to the 10% additional federal tax on early distributions. An important exception can apply to amounts rolled into the governmental 457(b) from another plan type or an IRA. If governmental 457(b) money is moved to an IRA or to an employer plan that is not a governmental 457(b), later withdrawals can receive different early-distribution treatment. Identify the source of every dollar before transferring it.

Nongovernmental tax-exempt 457(b)
A tax-exempt nongovernmental 457(b) is materially different. IRS guidance requires it to remain unfunded, and governmental-plan rollover and distribution assumptions do not automatically apply. Ask the administrator to identify the plan type in writing and explain which distribution events and transfer destinations are permitted.
Use a decision sequence instead of chasing the lowest fee
- Document the problem. Separate investment expenses, administration, fixed charges, transaction costs, surrender charges and individual-service fees.
- Compare the choices. Match each option’s objective, risk and return profile, total cost and trading restrictions to your needs.
- Check internal solutions. Ask whether you can change allocations, switch vendors, exchange a 403(b) contract or transfer assets without a distribution.
- Confirm legal and plan conditions. Verify employment status, contract restrictions, distribution eligibility and the requirements for any 403(b) exchange or transfer.
- Screen the destination. Obtain written confirmation that the receiving plan or IRA accepts each money source, then compare fees, investments, services and distribution rules.
- Review tax effects. For a 457(b), establish whether it is governmental or nongovernmental and whether any balance originated in another plan or IRA. For an eligible distribution, choose direct rollover mechanics if they fit your circumstances and understand withholding before money is paid to you.
The appropriate outcome may be staying in the current plan, changing investments inside it, exchanging a contract, transferring to another eligible plan or completing a rollover. The lowest stated fee is only one input in that decision.
Questions to ask the plan administrator
- What is the complete current fee schedule, including investment expenses, administration, account-level charges and individual-service fees?
- Which investment options are available, and where are their objectives, risk and return characteristics, costs and trading restrictions disclosed?
- Can I change vendors, exchange a 403(b) contract, make an in-service transfer or transfer to another plan in my circumstances?
- Which surrender charges, guarantees, distribution restrictions or other contract features would change or be lost if I move assets?
- Is my 457(b) governmental or nongovernmental?
- Did any of my 457(b) balance come from a rollover from another plan or IRA?
- If a rollover is available, which money types will the receiving plan accept, what will it cost and can the custodians transfer the money directly?
Common mistakes to avoid
- Looking only at the headline expense ratio: administration and individual-service charges can materially change the total cost.
- Assuming a small menu is automatically unlawful: evaluate whether the available choices meet your objectives and whether you can change allocations.
- Assuming an expensive contract can always be exchanged: plan terms, benefit preservation and distribution restrictions govern a 403(b) exchange.
- Starting a rollover before checking acceptance: the destination does not have to accept every plan or money source.
- Mixing up 457(b) types: governmental and nongovernmental tax-exempt plans have different structures and tax considerations.
- Ignoring lost features: a transfer can eliminate guarantees, access rights or other contract terms even when the new fee is lower.
Because the consequences are plan-specific, obtain the governing documents and a written explanation from the administrator. For a consequential transfer or uncertain tax issue, consider advice from a qualified tax or financial professional who can review your actual contracts and account history.
