First determine whether the problem is an overpayment (you received more than you were due), an underpayment (you received less than you were due), or a payment that is simply late in reaching your bank. Then follow the matching route: appeal the amount or fact of an overpayment, request a waiver when repayment would be unfair or unaffordable, arrange different repayment terms when you accept the debt, or investigate a missing or short payment with your bank and the Social Security Administration (SSA).
Identify what went wrong before you respond
The label on an SSA notice determines which remedy is available. Do not send a waiver request when you mean to challenge the calculation, and do not file an appeal when you agree that the debt exists but need more affordable installments.

Overpayment
SSA defines an overpayment as receiving “more money than you should have from us.” The notice should state why SSA believes this happened, the months involved, the total amount, how recovery will occur, and your appeal and waiver rights. Common causes include information that was missing, late, or incorrect—such as changes in work, residence, marital status, or income—but reporting duties differ among retirement, disability, family, survivor, and Supplemental Security Income (SSI) programs.
Underpayment
An underpayment means that some or all of a benefit due was not paid. SSA’s Office of the Inspector General (OIG) describes three examples: no payment was made for a period when payment was due; the payment was less than the amount owed for that period; or a correct check was issued but the recipient died before cashing it. A payment that is lower than expected, without an overpayment notice, should be treated as a possible calculation or eligibility issue rather than assumed to be a debt.

Late electronic deposit
A scheduled direct deposit can be delayed by a bank’s posting process, weekends, holidays, or an account problem. SSA’s missing-payment guidance says to contact your bank or financial institution first when an electronic payment does not appear on the scheduled pay date.
Read the notice and build a record
Before calling or filing anything, make a one-page chronology. Record the date printed on the notice, the date you received it, the benefit program, each month listed, the amount SSA says was due, the amount actually paid, and the total SSA says is owed. Keep the envelope or electronic delivery record because filing periods are tied to receipt of the notice.
- Compare the notice with bank statements, benefit letters, pay stubs, tax records, medical or living-arrangement records, and copies of every report you sent SSA.
- Mark the event SSA says caused the change and the date it says the change began. Check whether that date matches your records.
- Preserve screenshots or PDFs of online messages and confirmation numbers from phone calls, forms, uploads, or fax transmissions.
- Use the benefit type named on the notice. SSI, retirement, disability, family, and survivor benefits can have different reporting and continuation rules.
Do not ignore a notice because the amount looks small or because you believe SSA will correct it automatically. A written response protects your position and gives SSA the facts needed to recalculate the account.

Choose the correct SSA route
| Your situation | Best-fit action | What it does |
|---|---|---|
| You dispute that an overpayment occurred or dispute the amount | Appeal or request reconsideration using the instructions on the notice | Challenges SSA’s determination |
| You accept the overpayment but believe you were not at fault and repayment would cause hardship or be unfair | Request a waiver, generally with Form SSA-632-BK | Asks SSA to stop or reduce recovery under fault and equity or hardship standards |
| You accept the debt but cannot afford the proposed withholding | Request a changed recovery rate, generally with Form SSA-634, or discuss another repayment arrangement | Changes how fast you repay; it does not dispute the debt |
| An electronic payment did not arrive | Check the bank first, then contact SSA if it remains missing, late, or stolen | Separates a posting delay from an SSA payment problem |
| A payment is smaller than expected and there is no overpayment notice | Ask SSA to review the calculation and retain all payment records | Starts a review; the reviewed guidance does not establish one universal appeal deadline for every underpayment type |
If you dispute the overpayment or its amount
File an appeal or reconsideration
Use the filing method and address in your notice. State precisely what you contest: for example, that the overpayment did not occur, that SSA used the wrong months, that income was counted twice, or that the amount is mathematically wrong. Attach a month-by-month calculation and copies of supporting documents. Ask SSA to explain any remaining difference in writing.

- Write the notice number, your claim number or Social Security number as requested, and your contact information on the form or letter.
- Describe the disputed event and the correct dates. Separate facts you can document from estimates.
- List each attachment by date and page so an examiner can match it to your explanation.
- Submit through the channel specified by SSA—online, by mail, fax, or a local office—and retain proof of delivery.
- Continue reporting changes and follow any payment instructions while the appeal is pending unless SSA tells you otherwise.
An appeal addresses whether SSA’s determination is right. It is not a request for smaller installments and does not by itself establish that repayment would be a hardship.
If you agree with the debt but cannot repay it fairly
Request a waiver
A waiver asks SSA not to recover all or part of an accepted overpayment. Explain both required elements: why you were not at fault (or why recovery would be against equity and good conscience under the applicable program rules) and why repayment would defeat the purpose of the benefit or be unfair or unaffordable. SSA identifies Form SSA-632-BK for waiver requests. The form can be submitted through a my Social Security account or through a local office by mail or fax, following current SSA instructions.
Give a complete financial picture rather than a bare statement that you cannot pay. Include income, rent or mortgage, utilities, food, medical costs, insurance, taxes, debts, dependents, assets, and unusual necessary expenses. Explain the facts you reasonably relied on, the information you reported, and any delay or error that made the overpayment grow. Send copies, not irreplaceable originals, and update SSA if your circumstances change.

A waiver does not decide whether the original calculation was correct. If the amount itself is wrong, appeal it as well. You may need both filings, because one challenges the debt and the other seeks relief from collection.

If you accept the debt but need manageable payments
SSA lists repayment options that can include online payment through Pay.gov when your notice supplies a Remittance ID, bank bill pay, and other methods described in the notice. Verify the payee and identifier before sending money, and save the confirmation.
A current beneficiary who cannot afford the proposed withholding can ask SSA to change the recovery rate with Form SSA-634 through my Social Security. This request changes the monthly amount taken from benefits; it is not an appeal and not a waiver. State what monthly amount you can actually sustain and support it with a budget. Do not stop an authorized withholding on your own while waiting for a decision.
Deadlines: the 30-day pause is different from the appeal period
SSA’s current general overpayment guidance says that if you submit a waiver or appeal within 30 days, collection will not begin while SSA decides it. Separate SSA appeal material describes a 60-day period to appeal an overpayment determination, generally measured from receipt of the notice under the notice’s mailing rules. These are different protections: the 30-day rule concerns a temporary collection pause, while the 60-day rule concerns filing the appeal.

Use the exact deadline and filing instructions printed on your notice, and submit as soon as possible rather than relying on the outer limit. SSI materials discuss a 60-day appeal window and continuation of current payments in certain situations. Because program rules, notice language, and individual circumstances control, an SSI recipient should follow the instructions for that particular notice. If a deadline may have passed, file immediately and explain the reason for the delay; ask SSA what late-filing relief is available.

If a payment is short, late, missing, or stolen
Electronic payment
- Check the scheduled payment date and review the bank account for a pending or differently labeled deposit.
- Call the bank or financial institution first and ask whether posting is delayed, the account was closed or restricted, or the deposit was returned.
- If the payment remains late, missing, or stolen, contact SSA at 1-800-772-1213; TTY users can call 1-800-325-0778. You may also contact your local SSA office.
- Tell SSA the payment date, amount, bank information, and any bank case number. Ask SSA to review the record and replace the payment if it determines the payment was due.
Do not provide banking credentials to an unsolicited caller. Use the phone number on an official notice or SSA’s published contact instructions.
Paper check
Check whether the address on file is current and whether someone else deposited or returned the check. Report a missing or stolen check to SSA promptly and keep any bank documentation. SSA will determine whether a replacement is due.
Payment amount appears wrong
Save the payment stub, bank record, benefit verification letter, and any notice showing a change. Ask SSA to identify the calculation and the effective month. The official material reviewed here does not establish one universal procedure or deadline for every underpayment dispute, so request written instructions for the specific benefit program and determination involved.
Why SSI cases may require extra care
SSI eligibility and payment amounts can change with income, living arrangements, resources, and other reportable circumstances. A notice may combine several months or explain a continuing adjustment, so check each month rather than dividing the total evenly. Follow the SSI notice’s appeal and payment-continuation language; it can differ from instructions for other Social Security programs.

An SSA OIG audit released September 3, 2026, identified more than 1.1 million SSI underpayments totaling about $291 million owed to eligible recipients or survivors. That is an audit finding about a defined group, not a prediction of what any individual will recover. If your SSI payment is short, report the specific months and preserve your records so SSA can determine whether the finding applies to your account.
What to say when you contact SSA
Prepare a short script so the call produces a usable record:
- “I am calling about the notice dated [date] for [benefit program].”
- “I dispute [whether an overpayment occurred/the amount],” or “I accept the debt and want a waiver or a lower recovery rate.”
- “The months and amounts in my records are…”
- “Please tell me the filing deadline, submission method, and documents required for this specific notice.”
Ask for the representative’s name or identification number, the date and time, a confirmation number, and the next action. If SSA instructs you to send evidence, ask where it must go and how to verify receipt. A follow-up letter summarizing the call can prevent misunderstandings.
Common mistakes that make a payment problem harder
- Paying immediately when you disagree with the amount: payment does not replace an appeal. File the challenge described in the notice.
- Filing only a waiver when the arithmetic is wrong: a waiver seeks relief from recovery; it does not correct the underlying calculation.
- Assuming a bank delay is an SSA underpayment: check posting status before reporting a missing electronic deposit.
- Waiting for a phone appointment before meeting a deadline: submit the appeal or waiver through the available channel and retain proof.
- Sending incomplete financial information: a waiver or lower-rate request needs a credible account of income, expenses, assets, and necessary obligations.
- Ignoring later notices: a corrected amount, new withholding date, or request for evidence can change what you need to do next.
When professional help may be worthwhile
Consider a legal-aid organization, benefits counselor, or representative if the amount is substantial, several benefit programs overlap, disability or SSI eligibility is at stake, you have difficulty completing the forms, or SSA denies an appeal or waiver. Bring the notice, your chronology, records, copies of submissions, and call confirmations. Assistance can improve organization, but you remain responsible for following the deadline and instructions on the SSA notice.
