If a pension, annuity, IRA, retirement-plan distribution or Social Security payment left you with an unexpected federal tax bill, first confirm the tax year and the income that caused it. Reconcile your return with every payer statement, separate the underlying tax from any estimated-tax penalty, then either pay the balance or arrange an IRS payment plan. For the next payment cycle, correct withholding or make estimated payments based on your full-year income—not just one retirement check.
This guide covers federal income tax only. State taxation, deadlines and payment rules can differ because no state was specified.

Start with the tax year and the exact income
Do not begin by changing withholding until you know which year produced the bill. Gather the filed federal return, the IRS notice (if one arrived), every Form 1099-R, pension or annuity payment record, Social Security benefit statement, records of federal withholding and estimated payments, and documents for other income. The return and payer statements should reconcile by payer, gross amount, taxable amount and federal tax withheld.

Publication 505 is a 2026 edition, while Publications 575 and 554 listed by the IRS are 2025 editions; use the publication and Form 2210 instructions for the year at issue.
- Match each statement to the return. Compare Form 1099-R and other income statements with the lines reported on your return. Look for a missing form, a duplicate entry, an incorrect taxable amount or withholding that was entered in the wrong place.
- Separate gross payments from taxable payments. A pension or annuity distribution can contain taxable and tax-free portions. Your cost basis, the contract or plan rules and prior recovery of basis affect what is taxable; the entire gross distribution is not automatically taxable or tax-free. Use the IRS explanations in Publication 575 (2025), Pension and Annuity Income and Topic 410, Pensions and annuities.
- List income outside retirement payments. Wages, interest, dividends, business income, capital gains and other taxable items can push your final tax above what a retirement payer withheld.
If the IRS notice disagrees with your return, follow the notice’s response method and deadline. Keep copies of the return, statements, calculations and proof of every payment.

Why the bill may be larger than expected
Withholding is not the same as your final tax
Federal income tax is collected during the year. The IRS explains: “Taxes are pay-as-you-go. This means that you need to pay most of your tax during the year, as you receive income, rather than paying at the end of the year.” Your return compares that prepayment—payroll and retirement withholding plus estimated payments—with the tax calculated on all of your income, deductions and credits.
Retirement payers do not all use the same withholding method. Periodic pension and annuity payments generally use Form W-4P or a payer’s equivalent process. A form may have been left at a default setting, completed before another income source began, or based on a household situation that has since changed. Review the IRS rules in Publication 505 (2026), Tax Withholding and Estimated Tax.
Eligible rollover distributions can have a 20% default
Certain eligible rollover distributions from qualified plans generally have 20% federal withholding on the taxable amount. That is a default rule, not a promise that 20% will cover your eventual marginal tax, tax on other income or any penalty. A distribution that was partly taxable, or a distribution received alongside a pension, wages or investment income, can still leave a balance. Publication 505 explains which payments are subject to mandatory withholding and which follow different rules.

Only part of a pension or annuity may be taxable
Taxable treatment depends on the payment type and your basis. A statement can show a gross distribution larger than the amount that belongs in taxable income. Conversely, assuming that a payment is tax-free because it came from a retirement account can understate income. Check the taxable amount reported by the payer and the basis records used to determine it; do not replace those figures with a guess based on the gross check.
Social Security can add taxable income
Some Social Security benefits may be taxable when combined with other income. The taxable result depends on your overall facts, filing status and the tax year; this guide cannot determine a percentage from the benefit amount alone. If you want federal tax withheld from eligible government payments, a recipient can generally request it with Form W-4V. The IRS’s senior and retirement guidance is in Publication 554 (2025), Tax Guide for Seniors.
Other income or a changed household can expose a shortfall
A retirement check may have been withheld correctly for that payment but not for the household’s combined income. Starting a second pension, taking a one-time distribution, selling an investment, returning to work, losing a credit or changing filing status can all change the final calculation. Re-estimate the entire year rather than adjusting one payer in isolation.

Separate the tax balance from an underpayment penalty
Two different calculations can appear at filing. The tax balance is the amount your return says remains after credits and payments. An estimated-tax underpayment penalty concerns whether enough was paid during the year as income was received. Paying the balance now does not automatically eliminate a penalty that arose from earlier underpayments.
Check the less-than-$1,000 exception
IRS Topic 306 says an individual generally avoids the underpayment penalty when the amount owed after subtracting withholding and refundable credits is less than $1,000. This is a rule for the applicable tax year, not a universal guarantee; use that year’s instructions and facts.
Check the safe-harbor framework
A common safe-harbor framework is payment of at least 90% of the current-year tax or 100% of the prior-year tax through withholding and timely estimated payments. Higher-income taxpayers may need 110% of prior-year tax. The exact calculation, income timing and exceptions are handled on Form 2210 and its current-year instructions. See IRS Topic 306, Penalty for underpayment of estimated tax and the IRS underpayment-penalty guidance.

Do not assume lack of cash waives the penalty
The IRS describes limited relief situations, including certain qualifying retirements after age 62 or disability and other unusual circumstances. Ordinary inability to pay is not, by itself, a blanket waiver. If you believe an exception applies, use the current Form 2210 instructions and the IRS criteria rather than simply omitting the penalty.

If you can pay in full
Pay by the due date shown for the balance. An unpaid federal tax can accrue interest and a monthly late-payment penalty after the original filing due date. Keep the confirmation number or other payment proof and verify that the payment is applied to the correct tax year.

If you cannot pay everything now
Pay what you can and review the IRS payment-plan choices. The IRS defines a payment plan as “an agreement with the IRS to pay the taxes you owe within an extended timeframe.” A plan gives more time; it does not erase accruing interest or penalties. Terms, fees, eligibility and required information depend on your balance and circumstances, so use the current details on IRS payment plans; installment agreements.

If you disagree with the amount
Compare the notice with your return and payer statements. If the IRS made an error, respond using the notice’s address, online instructions or telephone number; include only the requested documents and retain copies. If the disagreement involves a payer’s Form 1099-R or another information return, ask the payer to correct it while you follow the IRS notice deadline.
Choose a method for next year’s payments
For future retirement income, the practical choice is usually additional withholding, estimated payments, or a combination.
| Approach | Best fit | Advantages | Risks and maintenance |
|---|---|---|---|
| Increase withholding | Regular pension or annuity payments, or another payer that lets you submit an updated form | Automatic, regular payments; less need to track quarterly dates | The amount may not match variable income; changing one payer can overwithhold or still leave a shortfall |
| Estimated payments | Uneven distributions, investment income or income not covered by a payer’s withholding | Can be aligned with changing income and a full-year estimate | Requires cash-flow planning, timely installments and periodic recalculation |
| Combination | Several retirement sources or a mix of fixed and variable income | Uses automatic withholding for regular checks and estimates for the gap | More records to reconcile; total payments still must be monitored against the year’s target |
Update pension or annuity withholding
Submit an updated Form W-4P through the payer when your retirement income, filing status, household income or deductions change. The payer’s process controls when a new election takes effect. Use the IRS withholding information at Tax withholding and Publication 505 to estimate a reasonable annual amount.
Consider withholding from government payments
If Social Security or another eligible government payment contributes to your taxable income, Form W-4V may allow federal withholding. The election should be based on the full household estimate, not solely on the benefit statement.
Make estimated payments when withholding cannot cover the year
Use the IRS pay-as-you-go guidance to determine whether estimated payments are needed. Include all expected retirement payments, other income, deductions, credits and withholding in the estimate. Recheck after a one-time distribution, a sale, a new job, a change in filing status or any other major event. A single annual guess is less reliable when income arrives unevenly.
Quick Recap
Build a repeatable review system
- At the start of the year: record each payer, expected gross payment, taxable portion, withholding rate and payment frequency.
- After a change: obtain a new statement or payment estimate and update the full-year projection immediately.
- Quarterly or after each irregular payment: total tax paid so far, compare it with the projection and schedule an estimated payment or withholding change if needed.
- Before filing: reconcile every 1099-R and other income statement to the return and confirm that all withholding and estimated payments were credited.
- After filing: save the return, basis records and payment confirmations so the next year’s estimate starts with reliable data.
Common mistakes to avoid
- Assuming the gross distribution is taxable. Verify the taxable portion and basis under the applicable pension, annuity or retirement-account rules.
- Assuming 20% is the right final rate. It is a default for certain eligible rollover distributions, not a personal tax calculation.
- Confusing a balance with a penalty. A return can show tax due even when no underpayment penalty applies, or a penalty can apply despite later paying the balance.
- Changing only one payer. Include all household income and payments before selecting a new withholding amount.
- Ignoring a notice while researching. Notice deadlines continue even when you are checking statements or negotiating payment.
- Applying federal rules to state taxes. This guide does not establish state tax treatment; check the state where you are resident and where the income is sourced.
A concise action checklist
- Identify the tax year and read the entire IRS notice, if any.
- Collect the return, Forms 1099-R, Social Security statements, withholding records, estimated-payment confirmations and basis documents.
- Reconcile gross and taxable amounts, withholding and payments by payer.
- Determine whether the remaining amount is a tax balance, an estimated-tax penalty, or both, using that year’s rules and Form 2210 instructions.
- Pay the balance or make an affordable payment and review IRS plan terms if full payment is not possible.
- Respond to any disputed notice through the notice’s instructions and retain proof.
- For the next year, update Form W-4P, consider Form W-4V where appropriate, and schedule estimated payments for income withholding does not cover.
- Recheck the projection whenever retirement income or the rest of the household’s income changes.
