File your Ohio return by the deadline even if you cannot pay the full balance. Ohio says timely filing avoids the late-filing penalty. Pay whatever you can through the Ohio Department of Taxation (ODT), but understand that a partial payment is not an installment agreement and does not stop billing or collection activity. ODT cannot establish payment plans; after a debt is certified to the Ohio Attorney General’s Office (AGO), a plan may be available through the AGO.
This guidance covers Ohio individual and school-district income tax. Your notice controls the deadlines and instructions for your account.

Take these steps first
1. File the return, even when the payment is short
Submit the correct Ohio individual and, when applicable, school-district income-tax return by its due date. ODT’s published guidance says, “The Department of Taxation (ODT) recommends you file your return(s), even if you are unable to pay the tax due.” Filing and paying are separate obligations: an extension can give you more time to submit a return, but it does not extend the time to pay the tax.

Timely filing is the step that avoids Ohio’s late-filing penalty. A return that is filed but unpaid can still generate interest and other billing activity, yet failing to file creates an additional compliance problem.

2. Send an affordable partial payment
Use Ohio’s official online payment service to reduce the principal balance as soon as you can. A partial payment does not create a negotiated schedule, suspend notices, or prevent referral to the AGO. It does reduce the amount on which future interest is calculated.
| Online method | Fee and timing | Use it when |
|---|---|---|
| Electronic check through OH|TAX eServices or guest payment | No convenience fee. Ohio says the payment is effective on the date you authorize it; allow two to three business days for it to appear on your dashboard. | You want the lowest-cost option and have a bank account available. |
| Credit or debit card | A convenience fee of 2.65% of the payment or $1, whichever is greater. The payment is effective on the authorization date, while dashboard posting can take two to three business days. | You need to use a card and accept the processor charge. |
Individual income-tax and school-district income-tax payments are handled separately. Select the correct tax type and tax period before authorizing the payment. Save the confirmation number, date, amount, and payment method.
3. Do not mistake a payment for a payment plan
ODT states, “The Department of Taxation (ODT) is not authorized to set up payment plans.” You may make multiple voluntary payments, but ODT does not turn those payments into an approved installment agreement. Billing and collection actions can continue while you are sending money.

Find out which office has your account
Ohio’s process moves through identifiable stages. The letter you received is more important than a general timeline: read every page, note the response date, and use the contact information printed on that notice.
| Stage | What you may receive | What to do | Responsible office |
|---|---|---|---|
| Billing | A bill showing tax, interest, penalties, or an amount due. | Verify the tax year and type, pay what you can, and follow the bill’s instructions. | Ohio Department of Taxation |
| Assessment and appeal | An assessment notice explaining Ohio’s determination. | Read the appeal instructions. Ohio describes a 60-day appeal period beginning when the assessment notice is delivered. | Ohio Department of Taxation |
| Post-appeal | Further correspondence after an appeal or after the appeal period. | Meet the deadline on the latest notice and keep copies of everything submitted. | Ohio Department of Taxation |
| Certified debt | A collection letter from the Ohio Attorney General’s Office. | Contact the AGO promptly about the balance, deadlines, and whether an arrangement is available. | Ohio Attorney General’s Office |
An assessment notice is not something to ignore while you make partial payments. If the amount is wrong, challenge it using the notice’s procedure; paying a portion does not replace an appeal.
How to pay through Ohio’s online service
- Open the state payment page. Start at Ohio’s Pay Online – Individual and School District Income Taxes page. You can use OH|TAX eServices or the guest-payment option.
- Choose the tax account. Select individual income tax or school-district income tax, then enter the requested taxpayer and tax-period information. Do not combine the two liabilities into one payment type.
- Select electronic check or card. Electronic check has no fee. Card payments add the published 2.65% fee or $1 minimum, whichever is greater.
- Enter an amount you can actually fund. A smaller payment that clears is better than authorizing an amount your bank or card issuer will reject. Keep enough cash available for essential expenses and any payment you schedule.
- Authorize and save proof. Keep the confirmation page or number, authorization date, amount, and the account used. Ohio says the effective date is the date authorized even though the dashboard may take two to three business days to update. If the payment is absent after that period, check the confirmation before contacting ODT.
Ohio’s online-services information is available through its Income – Online Services FAQ.

Know how interest affects the balance
Interest applies to individual and school-district income tax paid after the unextended due date. ODT says the interest is mandatory and “cannot be waived or abated for any reason.” Paying earlier or reducing the unpaid amount lowers the time and principal used in the calculation, but it does not erase interest that has already accrued.

Ohio’s certified rate for most overdue taxes is 7% for calendar year 2026. The same state table lists 8% for 2025. These are calendar-year rates, not a permanent rate for every tax year; check the Annual Certified Interest Rates page for the year in which your balance remains unpaid. Your actual interest depends on the amount outstanding and the time it remains due.
Use the correct due date for your tax year
For 2025 Ohio individual and school-district returns, ODT lists April 15, 2026 as the annual return and payment deadline, with the next-business-day rule when the date falls on a weekend or holiday. That date is a tax-year-specific example; do not carry it forward to another return without checking Ohio’s Due Dates page.

An extension changes the filing deadline, not the payment deadline. If you expect to owe, send an estimated amount by the original due date and file the return or extension paperwork as required. Any unpaid amount can continue to accrue interest after the unextended due date.

Read the notice before paying
Confirm the tax year, tax type, amount assessed, explanation of the adjustment, and the response date. Ohio’s Understanding Your Individual Income Tax Billing and Assessment Notices page explains the billing and assessment sequence. Keep the envelope or electronic-delivery record if it establishes when the notice was delivered.

Appeal within the stated period
Ohio describes a 60-day appeal period beginning with delivery of an assessment notice. Use the form, address, online option, and supporting-document requirements in your notice. Explain which items are incorrect and attach records that support your position. Do not assume that a partial payment preserves appeal rights or pauses the deadline.

Pay undisputed amounts separately
If part of the assessment is clearly correct, you can pay that portion while responding to the disputed portion. Identify the tax year and account so the payment is credited correctly. Payment does not concede an amount you are formally contesting, but your appeal must still follow the notice instructions.
If the Ohio Attorney General has sent a collection letter
Certification transfers collection handling from ODT’s ordinary billing process to the AGO. A formal arrangement may be possible at that stage, but approval, monthly amount, term, and eligibility depend on your account; Ohio does not promise a standard plan.
- Use the contact details on the AGO letter and verify the balance, tax years, interest, fees, and any response deadline.
- Call 888-301-8885, the number Ohio publishes for taxpayers who have an AGO collection letter and want to discuss a payment plan.
- Ask what documents and income or expense information the AGO requires, and request the terms in writing before relying on an arrangement.
- Continue meeting every deadline and payment requirement in the agreement. A voluntary payment made before approval is not the same as an approved plan.
Do not send an ODT payment to the wrong office after certification without checking the letter’s instructions. The AGO letter controls where and how the certified debt should be handled.
Common mistakes that make an Ohio balance worse
- Waiting to file until you have all the money. Filing and payment are separate; delaying the return can trigger a late-filing penalty.
- Assuming an extension postpones payment. It extends filing time only, not the original payment date.
- Calling a series of partial payments a payment plan. ODT accepts partial payments but cannot approve an installment schedule.
- Ignoring a notice because a payment was made. A payment does not answer an assessment or stop a collection deadline.
- Using the wrong tax type. Ohio individual and school-district liabilities require separate payment selections.
- Budgeting only the tax and forgetting interest. Interest continues after the unextended due date and cannot be waived by ODT.
- Missing the assessment appeal period. Calendar the date shown on your notice; Ohio describes a 60-day period for an assessment appeal.
- Assuming AGO approval is automatic. Contact the AGO and obtain the actual terms for your account before treating payments as an agreement.
A practical checklist
- File every overdue Ohio individual and school-district return.
- Write down each tax year, balance, notice date, and response deadline.
- Pay an affordable amount electronically, choosing the correct tax type.
- Keep payment confirmations and allow two to three business days for dashboard posting.
- Check the annual interest rate for the calendar year in which the balance remains unpaid.
- Appeal an incorrect assessment using the notice’s instructions and deadline.
- When an AGO letter arrives, call 888-301-8885 and ask about available arrangements.
For official explanations of billing, partial payments, interest, and collection referral, see ODT’s Income – Billings And Assessments FAQ. It is general procedure, not a calculation of your liability; the notices issued for your account determine the actions and dates that apply.
