What to do if you need to sell investments during a market downturn

If you need cash while markets are falling, do not let the market move alone decide what you sell. First define the amount and deadline, determine whether the spending is essential, review cash and other accessible resources, then examine your goals, time horizon, risk tolerance, account type, fees and tax consequences. A downturn does not create a universal “sell first” rule. The right transaction depends on your circumstances, and selling, holding or rebalancing can each be reasonable in different situations.

This guide is general educational information for individual investors, primarily in the United States. It is not individualized investment or tax advice. Tax rules are date- and situation-sensitive; verify the rules for the relevant tax year before placing an order.

Start with the cash need, not the chart

Write down the amount and deadline

State the net amount you actually need after any transaction costs and potential tax reserve. Record when the money must be available: today, within a few weeks, later this year or at an uncertain date. A fixed deadline leaves less room to wait for a market recovery, while a flexible expense may allow you to change the timing or funding source.

Separate essential spending from a deferrable goal

Rent, food, medical care, insurance premiums and a required payment are different from a renovation, vacation or optional purchase. Classifying the expense does not tell you what to sell, but it determines how much flexibility you have. For an essential bill, focus on securing the required cash and avoiding a rushed, oversized liquidation. For a deferrable expense, consider whether postponing or reducing it would avoid selling assets at an inopportune time.

Check accessible resources

Review cash and savings that are available without selling a long-term investment. Investor.gov identifies accessible savings as a way to prepare for unexpected expenses, but it does not establish a universal emergency-fund amount. Also check whether an expected paycheck, benefit, reimbursement or other resource can cover part of the bill. Use only resources you can access on the needed schedule; a balance that is subject to a hold, penalty or uncertain timing is not the same as cash on hand.

Revisit your investment plan before reacting to volatility

Match the decision to the goal and time horizon

Ask what each account is meant to fund and when withdrawals were originally expected. Money needed soon generally has less time to recover from a further decline than money intended for a distant goal. The Securities and Exchange Commission (SEC) describes goals, time horizon, financial circumstances and risk tolerance as factors that can justify changing an asset allocation. A market decline by itself is not a personalized instruction to sell.

Check whether your circumstances changed

A job loss, new debt, a medical expense, a change in household income or a newly shortened time horizon can make your existing allocation inappropriate. Conversely, if your goal, income and horizon are unchanged, selling solely because prices fell may move you away from the plan you selected for that goal. Write down what changed in your life and what changed only in the market; keep those questions separate.

Recognize the panic-selling impulse

Lori Schock, former Director of the SEC’s Office of Investor Education and Assistance, wrote: “Some initial reactions during a downturn may be to sell and get out of the market.” The SEC’s “Don’t Panic, Plan It!” page is marked as no longer being updated and may contain outdated information, so use it only for general planning context. Its practical point remains useful: follow a risk-appropriate plan rather than making a rash decision based on short-term volatility.

How to evaluate what could be sold

There is no authoritative, one-size-fits-all liquidation order. Compare candidate holdings using the same questions, and choose an amount that meets the need without creating an unnecessary change to your portfolio.

Question What to examine Why it matters
Which account holds it? Taxable brokerage, retirement or another tax-advantaged account; withdrawal restrictions and reporting rules The tax and penalty treatment can differ by account, so a holding that looks identical on a screen may have a different net result.
How does it affect allocation? Whether selling increases an existing underweight, leaves a concentrated position, or moves the portfolio away from its target The transaction can change future risk even if it raises the required cash today.
What is the tax lot and basis? Purchase date, cost basis, unrealized gain or loss, and whether other gains or losses exist These details affect the reportable gain or loss and the cash you should reserve for taxes.
What are the costs? Brokerage commissions, bid-ask spread, fund redemption charges, account fees and any applicable penalty A sale for a stated dollar amount may deliver less after costs.
Could a loss be restricted? Sales at a loss and purchases of substantially identical securities in any account during the relevant window The wash-sale rules can postpone or disallow the expected loss deduction.

Consider concentration and position size

If one asset or sector has grown to dominate the portfolio, selling part of that position can reduce concentration while raising cash. If the position is already below its intended weight, selling it may make the allocation less consistent with your plan. Neither observation is a command; it is a way to see the portfolio consequence before you trade.

Consider taxes without letting a tax label decide everything

A large unrealized gain may create a tax bill, while a loss may create a potentially usable tax deduction subject to the rules. But the tax result is only one input. Selling a gain-producing asset can still be appropriate when the cash is essential or the position creates unacceptable concentration; keeping an unsuitable position solely to avoid tax can also create risk. Estimate the after-tax proceeds, not just the current market value.

Consider liquidity and execution

Check the normal settlement timing for the security and whether the receiving account or payment provider imposes a hold. A market order can execute at a price that moves rapidly; a limit order may not execute at all. Read the broker’s current order and settlement disclosures, and leave enough time for the proceeds to become withdrawable by your deadline.

If the sale is really a rebalancing decision

Rebalancing means bringing a portfolio back toward a chosen allocation after market movement or a change in goals or circumstances. It is portfolio maintenance, not an automatic response to needing cash.

Three ways to rebalance

  • Sell an overweight category and buy an underweight category. This can restore the target mix but may create transaction fees and taxable gains.
  • Direct new contributions to underweight categories. New money can reduce an imbalance without selling an appreciated holding.
  • Change ongoing contributions or withdrawals. Adjusting the flow of money may gradually move the allocation while limiting transactions.

Before rebalancing, SEC investor guidance says to consider transaction fees and tax consequences. Set a target allocation and a review rule in advance, such as a calendar date or a percentage band, so that a falling market does not turn a maintenance decision into an emotional market-timing exercise.

U.S. tax points to check before selling

Sales in a taxable account can be reportable

For U.S. individual investors, the IRS says sales of investment securities generally produce capital gains or losses that are reported on Schedule D and, when applicable, Form 8949. Reporting depends on the transaction and your filing situation. Keep the trade confirmation, acquisition date, proceeds, basis information and any adjustment shown by your broker. Do not assume the broker’s form resolves every basis or adjustment issue.

Understand the wash-sale window

IRS Publication 550 (2025) explains that a wash sale can occur when you sell stock or securities at a loss and acquire substantially identical stock or securities within 30 days before or after the sale. The rule can also cover specified contracts or options and certain acquisitions in an IRA or Roth IRA. A loss that is disallowed may not be deductible when you expected. Check all of your accounts and purchases, not only the account in which you sold, and review the current IRS rules for the tax year involved.

Know the 2025 capital-loss limit

For the 2025 tax-year guidance, the IRS states that an individual’s net capital-loss deduction is generally limited to $3,000, or $1,500 for married filing separately. Unused loss is generally carried forward subject to the applicable rules. This is a tax-year-specific limit, not a guarantee that a particular sale creates a benefit. Your basis, holding period, other gains and losses, account type and filing facts determine the result.

Do not treat all account withdrawals alike

A taxable brokerage sale and a withdrawal from a tax-advantaged account can involve different income, penalty, withholding and reporting rules. The general security-sale rules above do not establish the treatment of every retirement or other account. Read the governing account documents and check the applicable IRS guidance before withdrawing, especially if you are under a stated retirement age or the account has beneficiary, distribution or required-withdrawal provisions.

A practical sale checklist

  1. Define the net target. Write the amount, purpose and date the cash must be usable.
  2. Reduce the target where possible. Confirm whether savings or another accessible resource can cover part of the expense.
  3. List candidate holdings. Include account, security, current value, basis, holding period, unrealized gain or loss and target allocation.
  4. Estimate net proceeds. Subtract fees, spreads, withholding and a prudent tax reserve from the amount you expect to receive.
  5. Check the portfolio effect. Note how each candidate sale changes concentration, diversification and the allocation assigned to the goal.
  6. Check the wash-sale window. Search purchases and automatic reinvestments in all relevant accounts for 30 days before and after a loss sale.
  7. Place the trade deliberately. Confirm the security, quantity, order type and settlement details before submitting; avoid entering a larger order than the cash need requires.
  8. Protect the records. Save confirmations and basis information, track the settlement date and reserve money for any resulting tax bill.

Common mistakes and how to avoid them

Selling everything because the market is down

An all-at-once liquidation can permanently change a long-term plan and may leave you unable to participate if prices later rise. If the need is smaller than the portfolio, calculate the smallest transaction that solves it and document why that amount is sufficient.

Choosing the first holding that appears profitable

Current gain or loss is not enough. Compare the account’s tax treatment, basis, concentration effect, fees and role in the goal. A seemingly convenient sale can create a larger tax bill or leave the portfolio more exposed than before.

Ignoring automatic purchases

Dividend reinvestment, recurring contributions and purchases in another account can fall inside the wash-sale window. Pause or review those instructions when appropriate and retain a complete transaction list.

Forgetting the cash-settlement date

Placing a trade does not always make the proceeds immediately withdrawable. Confirm the security’s settlement timetable and the receiving institution’s hold policy before promising a payment date.

Assuming a loss automatically saves taxes

A loss may be restricted by the wash-sale rules, offset by other gains, limited by the annual deduction cap or carried forward. Selling at a loss does not by itself prove that the transaction is financially beneficial.

Illustrative situations

An urgent, modest bill

Suppose an investor needs a defined amount for an essential payment within two weeks. The investor first checks available savings, then compares holdings for net proceeds, settlement time, account treatment, concentration and taxes. The transaction is sized to the bill and a reserve, rather than to a desired market prediction. If the cash need can be partly covered without selling, only the remaining amount is considered.

A flexible purchase during a temporary decline

If the spending can be delayed, the investor can compare postponement with selling now. The decision should be tied to the goal’s deadline and the investor’s risk capacity, not a belief that a particular day is the bottom or top. No source establishes a reliable recovery date, so waiting is a choice with uncertainty, not a guaranteed advantage.

A withdrawal that also corrects an overweight

An investor whose cash need coincides with an oversized position may sell enough of that position to fund the withdrawal and move closer to the target allocation. The investor still checks gains, losses, fees and wash-sale exposure. If new contributions could correct the allocation without a sale, that alternative is evaluated as well.

When professional help is worth considering

A qualified financial professional can help map a complicated portfolio, withdrawal schedule and allocation change to stated goals. Ask how the professional is paid, what conflicts may exist and what services are actually being provided; no adviser can guarantee performance or a particular tax result.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A tax professional can be useful when you have many tax lots, sales across accounts, substantial gains or losses, options, an IRA-related purchase, unusual basis information or uncertainty about a filing position. Provide complete records, including transactions outside the account where the sale occurred. For either type of professional, verify credentials and ask for the assumptions behind any recommendation.
