Contact the Directorate of Kerala State Lotteries or the relevant District Lottery Office immediately. Kerala’s published paper-lottery rules require a winning ticket to be surrendered and authenticated. They do not set out a routine replacement process for a lost original, and they do not confirm that a photograph, photocopy, receipt, affidavit, remembered number or agent’s statement can substitute for it. Tell the Directorate exactly what happened and ask what rule applies to your particular draw and scheme.
Can you claim a Kerala lottery prize without the original ticket?
Do not assume that you can. The general Kerala paper-lottery rules say a prize-winning ticket must be presented to the Directorate or a District Lottery Office, be in acceptable condition and pass an authenticity check. The material reviewed does not describe a standard lost-ticket replacement, duplicate-ticket or copy-only claim route.

That is different from saying that every lost-ticket case is legally impossible. The published rules and scheme notices do not spell out every factual situation, and a specific notification or a decision by the Directorate could affect the answer. The practical conclusion is therefore narrow but important: a missing original is a serious problem, not an automatic right to payment, and only the Directorate can tell you whether any case-specific option exists for your draw.

What to do immediately
- Contact the official lottery authority. Call the Directorate and, where appropriate, the District Lottery Office connected with the place of purchase or the claim. Explain that the physical ticket is lost and that you want instructions for the exact draw and scheme.
- Gather every identifying detail. Prepare the lottery name, draw date and number, series, ticket number if known, purchase shop or location, approximate purchase time, amount paid, and when and where you noticed the ticket was missing.
- Preserve supporting material. Keep any photograph, scan, receipt, payment record, text message, diary entry or correspondence. Label it accurately. Supporting material may assist an inquiry, but do not alter it or claim that it proves entitlement by itself.
- Ask precise questions. Ask which current rule and scheme notification govern the draw, whether an application should be filed, which office should receive it, what deadline applies, and whether any exceptional procedure is available when the original cannot be produced.
- Record the response. Write down the official’s name or designation, office, date, telephone number, documents requested and any reference number. If instructions are given by phone, ask how to obtain them in writing or how to confirm them by email.
- Do not pay for a guaranteed solution. An intermediary who promises that an affidavit, agent’s certificate or replacement ticket will secure payment is not providing an official decision. Verify any instruction directly with the Directorate before sending money or personal documents.

Contact details can change. Check the Directorate’s current website and confirm that the number or email address is still active before relying on it. A District Lottery Office may be able to explain where a claim for the relevant scheme is normally submitted, but it cannot create a replacement process that the governing rules do not provide.
What information should your inquiry include?
Officials will need enough detail to identify the draw and distinguish your account from other tickets. Put the facts in a short, chronological statement:

- the scheme or lottery name;
- the draw date and draw number, if printed or known;
- the ticket’s series and number, even if only partly remembered;
- where and approximately when you bought it;
- how it was paid for and whether a receipt or digital record exists;
- when you last saw the ticket and when you discovered it was missing;
- the prize category you believe it matched and where you obtained the result; and
- your full contact details and the identity documents the office asks for.
Do not guess a number to make the account appear complete. Mark uncertain details as approximate and attach copies rather than surrendering the only copy of a supporting record. If an official asks for an affidavit or application, use the prescribed format and keep proof of delivery.
Deadlines: the 30-day rule and possible late-payment discretion
The general rule compilation reviewed says prizes ordinarily should be claimed within 30 days. It also describes limited discretion: on an application and accepted “cogent reasons,” the Director may permit payment within up to 180 days, while the Government may permit payment within up to one year. These figures are not an automatic extension for a person who has lost a ticket.
The compilation contains amendment history, and an individual scheme notification can set its own claim instructions. For that reason, treat the periods as published rule language that must be checked against the draw, not as a guaranteed entitlement. Contact the Directorate as soon as you suspect a win, even if the 30 days have already passed.

General Kerala rules versus a specific scheme
Kerala lotteries are operated under individual schemes as well as general rules. The official Karunya Plus scheme document reviewed, dated 2021, says claims should be preferred within 30 days, requires surrender of the winning ticket and provides for payment after verification against counterfoils or another method decided by the Director. It is a useful example of how a scheme can state its own process; it is not proof that every Kerala lottery uses identical wording or verification steps.
When you contact the authority, name the scheme rather than saying only “Kerala lottery.” Ask for the notification applicable to your draw, because the relevant office, verification method, claim form and deadline may depend on that document.

Do not confuse a lost ticket with a torn or mutilated ticket
A damaged ticket still exists and can be examined. A lost ticket cannot be authenticated in the same physical way. The Directorate’s Form VIII is titled an “Affidavit of Submission of Torn/Mutilated Tickets Above Rupees 10,000/-.” It asks a claimant to describe accidental damage and state ownership. That form addresses submission of a physical ticket that has been torn or mutilated; it does not establish a replacement procedure for a ticket that has disappeared.
The general rules also warn that torn, tampered or mutilated tickets may be rejected, subject to the authority’s genuineness review. If you still have a damaged ticket, do not throw it away, repair it, write on it or separate pieces. Photograph both sides, store every piece safely and ask the office whether Form VIII or another current form applies. The ₹10,000 figure is the threshold stated in the title of the reviewed Form VIII, not a general minimum prize for every claim.

If you find the ticket later
Stop treating the matter as a lost-ticket inquiry and tell the office that the original has been recovered. Keep it in its current condition. The general rules state that a claimant’s name, address and signature are to appear on the reverse when presenting a claim, but confirm the current instruction before writing anything on the ticket. Do not laminate, trim, staple, erase, rewrite, wash or otherwise modify it.

Submit it only through the channel the Directorate identifies. Make a clear copy or photograph for your records, but keep the original secure until the authority confirms where and how it must be surrendered.
Common mistakes that can damage your position
- Waiting for the result to be “confirmed.” A possible winning number should trigger an immediate inquiry because claim periods run from the draw and scheme rules may be strict.
- Assuming a shopkeeper can replace it. A seller may be able to confirm a sale, but the reviewed rules do not give an agent power to issue a substitute winning ticket.
- Submitting an unrelated affidavit. Form VIII concerns torn or mutilated tickets above ₹10,000; using it as though it were a lost-ticket replacement form is unsupported.
- Editing a photograph or receipt. Altered evidence can undermine credibility. Preserve original files and state what each record does and does not show.
- Paying a “facilitator” in advance. No intermediary can guarantee that the Directorate will accept a claim without the original.
- Relying on an old online post. Rules and contact details can change. Use the current scheme notification and the Directorate’s current instructions.
When to seek independent advice
If the Directorate rejects your inquiry, refuses to accept an application, or issues a decision you do not understand, ask for the decision and the rule relied on in writing. You may then consider advice from a qualified lawyer or an appropriate consumer or legal-aid service in Kerala. An adviser can explain review or representation options, but cannot guarantee that a missing ticket will be treated as valid.
Keep a complete file: your original correspondence, call notes, delivery proof, copies of forms, photographs, receipts and every response from an official. Never send the only copy of identity or financial documents unless the receiving office specifically requires originals and gives you a receipt.
Bottom line
A lost Kerala lottery ticket is not ordinarily replaceable under the published material reviewed. Report the loss immediately, provide all identifying information, verify the exact scheme and deadline, and obtain the Directorate’s instructions directly. A photograph, receipt, affidavit or agent’s promise may support an inquiry, but none is established here as a substitute for surrendering and authenticating the original winning ticket.
