First check whether the investment still matches your goal, time horizon, cash needs and ability to tolerate losses. Then decide whether to leave the target allocation alone, rebalance it, or change future contributions. A market decline by itself does not prove that your plan is wrong, and no general article can determine your tax bill or the right trade for your account.
Start with a pause, not a trade
A sharp decline immediately after investing can feel like evidence that you made an irreversible mistake. It is not. The important question is whether your portfolio remains appropriate for the job the money must do. The SEC’s investor guidance warns that people can make rapid decisions without considering their long-term goals. Give yourself time to review the whole financial picture before placing a sell order, moving everything to cash or borrowing to make up the loss.

Write down what changed and what did not. The market price changed; your original goal, deadline and need for the money may not have. Separate the emotional experience of seeing a lower account balance from a genuine change in your circumstances. If your income, debt, emergency reserves, goal date or risk capacity has changed, that can justify a portfolio change. A decline alone is not a reason to forecast the next market move.
Identify when you will need the money
Time horizon is one of the main reasons an allocation may need to change. Investor.gov recommends dividing goals into short-, medium- and long-term time frames and choosing investments that fit each one. Vanguard likewise frames stock and bond exposure around both the goal and your ability to withstand a downturn.

Short-term goals
Money needed for rent, a tax bill, tuition, a home closing or another near-term obligation should not be treated like retirement savings. If a decline leaves you unable to pay a known bill, the problem is the mismatch between the goal and the risk, not the fact that you invested on a particular day. Review whether the needed amount should be moved to an account designed for stability and access, taking account of taxes and any withdrawal rules.
Medium-term goals
For a goal several years away, map the amount required and the date it must be available. A portfolio that is suitable early in the saving period may need progressively less exposure to large price swings as the deadline approaches. Do not make an all-or-nothing switch based on a single week; consider a planned glide path and the consequences of selling in a taxable account.
Long-term goals
Retirement or another distant objective gives you more time for contributions and market cycles, but it does not eliminate risk. Confirm that you can continue funding the goal and that the selected mix is one you can hold through a prolonged decline. “Long term” is not a guarantee of recovery, and an allocation that causes you to panic-sell is too aggressive for your actual risk tolerance, even if it looked reasonable on paper.

Protect your financial foundation first
Investor.gov places emergency savings and high-interest debt ahead of investing decisions. Those items matter because they determine whether a market decline could force you to sell at an unfavorable price or take on expensive new borrowing.

- Emergency reserve: Keep an accessible cash reserve sized to your household’s situation and income stability. Do not count volatile investments as emergency cash.
- High-interest debt: Paying costly revolving debt can be a higher-priority use of available money than adding market exposure. Compare the guaranteed interest cost with the uncertain return of an investment.
- Known cash commitments: List bills, taxes, insurance premiums and planned purchases due before your portfolio has time to recover from a downturn.
- Income continuity: If your job or business income is uncertain, hold more liquidity than you would with highly stable income.
These checks do not predict prices. They reduce the chance that a temporary market event becomes a permanent financial setback because you had to sell or borrow at the worst moment.
Compare your current mix with the mix you chose
Record the percentage of the portfolio in stocks, bonds and cash, including holdings in other accounts. Compare those percentages with the target allocation selected for the goal. A market drop can make stock exposure smaller than planned; a strong run in one category can make it larger. Either way, use the target as the reference point rather than whichever asset performed best recently.
| Question | What to check | Why it matters |
|---|---|---|
| What is the target? | Your written stock, bond and cash percentages for this goal | Without a target, a trade is likely to be a reaction rather than a plan. |
| What do you actually own? | Look through funds and accounts for overlapping or concentrated exposures | A portfolio can be riskier than it appears if several holdings depend on the same companies, sector or country. |
| Has the goal changed? | Amount needed, deadline, withdrawal pattern and ability to accept losses | The SEC says a change in time horizon, risk tolerance, financial situation or goal can justify changing allocation. |
| Has only the market changed? | Price movement with no change in your circumstances | A decline alone does not establish that the target allocation is unsuitable. |
Investor.gov discusses diversification across investments such as mutual funds, exchange-traded funds, savings bonds and certificates of deposit as part of broad financial education. That list is not a recommendation to buy a particular product. Concentration, fees and the account’s tax treatment all affect the practical result.
Choose among holding, rebalancing and changing the plan
Leave the target allocation intact
If your goal, time horizon, cash position and risk tolerance are unchanged, doing nothing can be a deliberate decision. Staying invested preserves the exposure you selected and avoids creating a new timing decision. Vanguard notes that an investor who moves to cash can miss a subsequent bounce; its historical observation is not a forecast or a promise that prices will recover on any particular schedule.

Rebalance when holdings have drifted
Rebalancing means returning the portfolio to its intended mix. The SEC describes three practical methods: sell part of an overweight category, buy an underweight category, or direct new contributions toward the underweight area. Dividends and interest can also be directed to underweight holdings. Rebalancing is risk management, not a prediction of next month’s market direction.
Set the rule in advance. You might review on a calendar or act only when an allocation moves beyond a threshold. The SEC recommends rebalancing relatively infrequently rather than responding to every daily price change. Before trading, estimate transaction costs, fund expenses, tax consequences and any account restrictions.
Change the target allocation only after a suitability review
A permanent change can make sense when your deadline is closer, your finances have deteriorated, your ability to tolerate losses has changed or the original goal is different. Make the change in a written plan that states the new percentages and the circumstances that would prompt another review. Selling simply because the recent return was frightening is not the same as adjusting for a changed capacity to take risk.
What to do with cash that is still uninvested
If part of the lump sum remains in cash, the decision differs from managing an already-invested portfolio. You generally have two broad approaches: invest according to the target allocation now, or deploy the money on a predetermined schedule.

| Approach | Potential benefit | Trade-off | Questions to answer |
|---|---|---|---|
| Invest now | Immediate exposure to any future gains and no waiting period | The market could fall further after the purchase | Can you tolerate another decline without abandoning the plan? |
| Staged investing (dollar-cost averaging) | Spreads purchases over set dates and may reduce the emotional impact of choosing one entry point | Cash may earn less than the portfolio, and returns can lag immediate investing in a rising market | What schedule will you follow, and will you continue during declines? |
Vanguard describes dollar-cost averaging as investing set amounts on a schedule. It can reduce the risk of committing everything at a peak, but delaying investment is itself a form of market timing. It may produce lower long-term returns than investing immediately, particularly when markets rise, and it does not guarantee a profit or prevent losses. If you choose a staged approach, write the dates, amounts and destination allocation before starting; otherwise fear can turn a temporary schedule into an indefinite cash position.

The same allocation decision can have different consequences in different accounts. Selling in a taxable account may create a capital gain or loss; a retirement account may have withdrawal, contribution or trading rules. The sources cited here cannot calculate your tax bill or determine account-specific treatment, so check the account documents and a qualified tax professional when the amount is material.
- Check the purchase cost, holding period and unrealized gain or loss before selling.
- Review fund or brokerage transaction charges, bid-ask spreads and ongoing expense ratios.
- Confirm whether a trade changes automatic contributions, dividend reinvestment or employer-plan allocations.
- Keep records of the target allocation and the reason for any change.
Fees compound over time, and Investor.gov specifically calls attention to them. A low-cost implementation is not automatically appropriate, but ignoring costs can undermine a carefully chosen allocation.

Decide how you will respond if prices fall again. A written investment policy can state the goal, target percentages, review dates, rebalancing threshold, emergency-cash requirement and conditions that would justify a change. This turns a frightening headline into a process you can follow.

The SEC’s investor-education guidance summarizes the discipline with the heading, “Stick with Your Plan: Buy Low, Sell High,” while acknowledging that shifting money from a strong-performing category to a weak one is difficult. The statement is educational, not an instruction to buy or sell a particular security.
When professional help is worth considering
Consider regulated advice when the sum is large relative to your finances, the account has complex tax consequences, several goals compete for the money, or your emotions make it impossible to follow a plan. Investor.gov recommends asking what services a professional provides and how that person is paid. Check registration and disciplinary information before transferring money or signing an advisory agreement.
A professional cannot remove market risk. The useful role is helping you define goals, coordinate accounts, assess taxes and create a rebalancing process you understand. Be wary of requests for urgent transfers, guaranteed returns, secrecy or payment to an unfamiliar account; those are fraud warning signs rather than evidence of superior investing skill.

Complete these items before making a non-routine trade:
- Name the goal and date: State the amount needed and when it must be available.
- Separate essential cash: Identify emergency reserves, high-interest debt and near-term bills outside the investment account.
- Measure the portfolio: Calculate actual stock, bond and cash percentages, including overlapping holdings.
- Compare with the target: Note the size of any drift and whether the target still fits your risk capacity.
- Select the action: Keep the mix, rebalance by sales, purchases or contributions, or adopt a documented new allocation.
- Price the mechanics: Estimate taxes, fees, spreads and account restrictions before submitting orders.
- Set the next review: Use a calendar or an agreed threshold instead of reacting to each market headline.
If you cannot answer the first two questions, postpone a major portfolio change and resolve the cash-flow issue first. If you cannot explain the target allocation, obtain impartial education or advice before trading.
What the evidence can—and cannot—tell you
Official investor education supports reviewing goals, liquidity, risk tolerance, allocation and costs before acting. It does not identify the bottom of a market, guarantee that a decline is temporary or establish a universally correct percentage in stocks. Vanguard’s statement that strong returns can occur soon after a large decline is a general historical observation, not a timing signal. Past performance is no guarantee of future results.
Your objective is therefore not to undo the calendar date of the original investment. It is to make the portfolio fit the job, then use a process that keeps you from making a second, unplanned decision. The appropriate action may be no trade, a measured rebalance, a revised allocation, or a staged plan for cash that has not yet been invested; the choice depends on your facts, not on the size of yesterday’s headline.
